Robert Goodwill Under-Secretary of State for Transport
“I know one of the most common complaints is that there simply isn't enough space available on
our roads for cycling infrastructure.
“My response is that there simply isn't enough room not to put it into place.”

If we are concerned with moving people efficiently - along streets,
and through junctions - allocating space and time to cycling is a no-
brainer
![Page 3: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/3.jpg)
But the conditions have to be right
![Page 4: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/4.jpg)
Not purely a 'space' issue...
![Page 5: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/5.jpg)
When it is available, it often gets used badly
![Page 6: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/6.jpg)
What's going wrong?
![Page 7: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/7.jpg)
Fundamental requirements being traded off against one another
ComfortDirectness
AttractivenessSafety
![Page 8: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/8.jpg)
Cycle provision - on links, junctions, of whatever form - should meet these
requirements simultaneously
![Page 9: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/9.jpg)
Attractive, comfortable, safe and direct – all at the same time
![Page 10: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/10.jpg)
The role of protected space and decent junctions is to ensure these
conditions on those parts of the network where motor traffic volumes cross a threshold
![Page 11: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/11.jpg)
Such as...
*PCU = Passenger Car Unit
![Page 12: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/12.jpg)
Reducing motor traffic on side streets means turning conflicts are
minimised
![Page 13: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/13.jpg)
… or removed entirely
![Page 14: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/14.jpg)
With more space, tracks can be set back, for better visibility
![Page 15: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/15.jpg)
We can do this already, with priority
![Page 16: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/16.jpg)
Protected space can simply be a matter of rearrangement
![Page 17: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/17.jpg)
Switch the parking around
![Page 18: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/18.jpg)
Signal-controlled junctions
Necessary when (motor!) traffic volumes are higher.
Turning conflicts need to be prevented, without sacrificing directness (both time, and distance)
What can we do?
![Page 19: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/19.jpg)
Restrict motor vehicle movements
![Page 20: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/20.jpg)
Close off arms of junctions to motor vehicles
![Page 21: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/21.jpg)
More ambitious (but possible?)– four stage junctions
![Page 22: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/22.jpg)
Simultaneous green?
![Page 23: Mark Treasure, Cycling Embassy UK, space4cycling Leeds 2014](https://reader033.vdocument.in/reader033/viewer/2022042817/55a7044b1a28ab3f348b4616/html5/thumbnails/23.jpg)
RoundaboutsCan we achieve this now?
A 'capacity' issue?
