SC State Board of Registration for Professional Engineers and Surveyors
The SC Engineering Conference is in its third year as a combined effort of engineering and surveying organizations. Its mission remains "timely presentations on various engineering and surveying subjects, keynote presentations and enough PDHs to meet the state's annual requirements."
Additionally, the conference offers a trade show where products and services engineers and surveyors use directly or specify are offered with knowledgeable representatives to assist you.
Conferences are always about more than technical programs and trade shows; the 2011 SC Engineering Conference also realizes the importance of opportunities to meet and converse with fellow professionals. An exhibitor reception
Thursday evening serves as the icebreaker for social activities. A theme dinner, awards banquet and golf are opportunities to network with engineers and surveyors in addition to the breaks between programs. The hotel is oceanfront which brings multiple opportunities for family and a break from the long day inside in classroom settings.
Engineers and surveyors attending the conference June 9-12, 2011 at the Hilton Head Island Marriott Resort & Spa may gain up to 14.5 PDHs and choose from a variety of more than 30 programs.
Make your plans now to attend the 2011 SC Engineering Conference June 9-12 at the Hilton Head Island Marriott Resort & Spa.

Tricia H. Kilgore, P.E., Capital Projects Manager
Beaufort-Jasper Water & Sewer Authority
Joshua Lilly, P.E., Project Engineer II, BP Barber
To meet increasingly strict discharge limits, BJWSA and the Military consolidated two
military wastewater plants and rerouted 4 mgd of flow to BJWSA’s state-of-the-art treatment
facility. Two large pump stations, a 2.5 million gallon equalization tank, and 72,500 feet of
forcemains were constructed including a record-setting horizontal directional drill.

Drilled Shaft Design for Noise Barrier Walls Along 1-20
Anil Bhandari, P.E., Project Manager, Terracon Consultants, Inc.
Kevin Sohrabnia, P.E., Senior Principal, Terracon Consultants, Inc.
A method was developed based on the Standard Penetration Test (SPT) N values of the near
surface soils to categorize the soil profiles into distinct categories. This method was
successfully implemented for the design (axial and lateral) of drilled shafts supporting the
noise barrier walls along the I-20 in Columbia, SC. Our findings emphasize that both
lateral and axial capacity should be checked for drilled shaft design even when the vertical
load is minor.

Roundabouts and Pathways on Hilton Head Island, SC
Jennifer Lyle, P.E., Assistant Town Engineer
Darrin Shoemaker, P.E., Traffic & Transportation Engineer,
Town of Hilton Head Island
Two unique characteristics in the transportation network on Hilton Head Island are the
roundabouts at many of the intersections and the large amount of multi-use pathways. There
are at least twelve traffic circles / roundabouts on the Island, ranging from 120 feet to near
400 feet in inscribed diameter. The Town of Hilton Head contains more than fifty miles of
public multi-use pathways. This session will go over some of the history, design, and
construction issues for roundabouts and traffic circles and will describe the design criteria and
functionality of the multi-use pathways designed for both pedestrians and bicyclists.

Process-Driven Beneficial Re-Use of Decommissioning and Demolition Debris:
Integration into Site Redevelopment
Mike Marcus, Vice President & Technical Principal, S&ME, Inc.
Ashley E. Sapyta, P.E., Senior Environmental Engineer, S&ME, Inc.
Decommissioning & demolition of existing infrastructure is a necessary step to make way for
a buildable site. Except for debris that has an easily-extracted or a boutique-application value,
the bulk of the debris is considered to be waste and, typically, landfilled. When landfill space
was not constrained and project margins were less restricted, such debris management was
sensible. That is no longer the case. A process for D&D debris management is presented as an
alternative to this traditional approach. The benefits of this process focus on the extraction of
monetary and carbon footprint values as positive returns to the project pro forma

Cameron Nations, P.E., SC Structures Manager,
Peter Graf, P.E., S.E., Design-Build Operations Manager
Wayne Ellenberger, P.E., S.E., Project Manager,
THE LPA GROUP INC, A unit of Michael Baker Corporation
This presentation describes an innovative bridge program in Missouri called Safe & Sound.
MoDOT faces many challenges with bridges in either poor or serious condition. To address
this, an aggressive statewide program was created; the presentation will focus on the design
and construction of 554 bridges in one design-build package.
