ANNOUNCEMENT
Meeting Between Grand Encampment Officers,
and members of the Great Priory of America CBes
3:30 PM February 12, 2010
A Meeting was called by the Grand Master of the Grand Encampment, Sir Krught William H. Koon. II. for
the Officers of the Grand Encampment and the members of the Great Priory of America c e e s
concerning an invasion of jurisdiction by the Great Priory of America. Present for the Great Priory were
the Great Prior, Joe R. Manning. Deputy Great Prior Thomas Jackson as well as 8 - 10 additional
members. tn addftion to the Grand Master, were David Goodwin, Deputy Grand Master, Duane Vaught,
Grand Captain General, Lawrence Tucker, Grand Recorder, and Jimmy Willson, Grand Treasurer.
Discussions were held about an Invasion of Jurisdiction issue on the part of the Great Priory of America.
The documents presented are made a part of this announcemen. Grand Master Koon agreed to
postpone action until May 1, 2010 to give the Great Priory of America adeqiate time to respond.
The facts of this issue are quite simple. In 1928 Grand Master leonidas Perry Newby with the approval
of the Grand Encam.pment granted recognition to the Great Priory of Helvetia (Switzerland) (CBCS l as a
Templar Order. In 1935, the Great PriOry of Helvetia (CBCS)granted a Charter to the Great Priory of
America CBCS . Under Section 3 of the Grand Encampment of Knights Templar, the Grand Encampment
has sale c.ontrol of Templarv within he United States of Amenca and those jurisdictions over which the
United States exercises control (see Constitution as a pdf file www.knigh stemplar.org). Since the Grea
Priory of Helvetia ( C e e S ) only has authority to form bodies of like kind [Templar), the Great Priory of
America is by definition an unrecognized Templar Order operating within the USA contrary to Section 3
of the Grand Encampment Constitution This is a clear violation of territory no matter how long ago it
was done. Since all Knights Templar swear allegiance to the Constitution of the Grand Encampment of
Knights Ternplar, when Knighted, when installed in each Office they may hold, membership in an
unrecognized Templar Order within the USA Is a dear violation of vows, as well as a violation of the
ConstitutIon.
Great Priory of America has met since 1935, as a Social Club. wi hout the conferral of the Orders,
exchanged representatives or acted in any way as anything but a Social Group, and thus has avoided the
issue of Invasion of Jurisdlcncn until recently as the attached documents demonstrate.
This Announcement Is to keep our members Informed of important information which affects the Order.

Time Line of Events:
The Rectified Rite (CaCS) ISconsioerec by the Ternplar world to be a Templar equivalent, andin many Countries exists as the only form of Templary. (Examples - Switzerland and Belgium
etal , See Attached Sheet No 1 provided by the Great Pnory of England & Wales lastSeptember) In fact the Grand Encampment has recogmzed and exchanged representatives withthe Great Priory af Helvetia (Swrtzerland) since 1928.
1. Section 3: It (GEKT) has supreme legislative, judicial and executlv» power and
Jurisdiction over the Orders of Red Cross, Knight of Malta and Knight Tempter within the
United States of America and geographical regions over which the United Slates
exercises jurisdiction. In other words, no member of Knights Templar may be a member
of another Templar body wlthin the USA or its possessions
2. The Grand Encampment of the USA should not have permitted the Great Priory of
America to be formed by the Great Priory of Helve ia In the Unrted States in 1934 I is
no different than i f the Great Priory of Scotland were to form Priories of Knights emplarin he US.
3. Smce 1934, Grand Masters of the Grand Encampment have chosen to 'tum a blind eye'and 'jgnore' the Constitution, so long as the Great Priory of America. did not confer titual,
exchange representatives with other G(eat Pnones, or In any way act as though theywere an actIve Order EVERYone of them has allowed the Constitution to be violated,None had the ability to GRANT permission for he forming.
Then Grand Master William H. Thornley, Jr. in response to expansion proposals by
the Great Priory. declared the Great Priory of America to be "An Jndependent
Templar Body" in violation of the Grand Encampment Section cited above (SeeAttached Sheet No.2. DeMond letter of March 27 2008) He further stated. "if they weregoing to be anything more than an Old Mans' Drinking Club~ they would have to choose
whether they wanted to be a Knight Templar under GEKT. or a CBCS member. In shortthe GEKT position has been smce then, 'Eat, Drink, have a fun evening, and we'llpretend you're "A Social Club".
4. This warning was Issued during he 1991 - 1994 Trienrual Jim DeMond, just before he
was installed (November 2007) as Great Prior asked GM Koon to relax the restrictionsGEKT had on GPA, to confer degrees Permission was denied for the above reasons,
and the prohibitions were horoughly restated to JIm DeMond. Joe Manning in a meeting
with Jim DeMond, DaVId Goodwin, and GM Koon on February 13, 2009 to diSCUSS apossible move by GPA to come under the GEKT umbrella was discussed Theprohibitions in place were explainec thoroughly to Joe.

6. The Great Chancellor (Reese L. Harrison) wrote on behalf of the Great Prior (Joe R
Manning), Deputy Great Prior (Tom Jackson) and himself requesting information from theSovereign Great Priory of England and Wales and the rectified rite order appendant tothem why a waiver of jurisdtction was not requested for [Names redacted for I heirprivacy] (see attached letter No.3).
7. The Great Chancellor {Reese L Harrison, Jr.} wrote the Great Priory of Switzerland
objecting to the forming of another rectified nte in th e Umted States under the GEKT.
B. These letters are proof the Great Priory of America is attempting to be something morethan a 'Social Club Further they were In the case of the Great Priory of England and
Wales writing to a Priory with which the GEKT IS In fraternal accord having exchanged
representatives. The letter to Switzerland was an attempt to interfere with the lawfulbusiness of the Grand Encampment. These letters go far beyond the parameters laid outfor existence. And, Great Chancellor Reese L. Hamson, Jr. holds the 3 highest awards
in the power of the Grand Encampment to bestow - KTCH, KCT, KGCI It is clear, as a
result of these actions, there are those in the Great Pnory of America who considerthemselves far more than A Social Club" with a fancy name.
Regrettably. as a result of these two actions, the Constitutfon will be strictly adhered to and
Grand Master William Henry Thornley Jr's declaration enforced On February 15, 2010, theGreat Priory of America will be formally declared an Un-recognized Templar Order operating
within the Unrted States of America As such, continued Membership in the Great Pnory of
America is a violation of Section 3 of the Grand Encampment Constitution.
LEADERSHIP of the GREAT PRIORY OF AMERICA WAS FULLY AWARE OF THECONSEQUENCES OF THEIR ACTION. You have been provided the letter proving it under the
hand of your own then Great Prior (James S. DeMond) Any angst or upset should be directed
toward those who knowingly chose to put the Great Priory of Amenca at risk.
At this polnt, 'doing nothing on the part of the Grand Encampment is not an option. In fact,Grand Encampment has done nothing for far too long Inaction tends to diminish the respect
and esteem of the Grand Encampment of Knights Templar Within the UnIted States,as well as
in the eyes of recognized Templar Orders abroad. The Grand Master of the GrandEncampment is charged never to Jetthat happen
If nothing happens between now and February 15,2010 (SEE NOTE) to change the dynarrucsof the situation, each of you will be advised by mall of a Grand Masters' Decision being issueddeclaring the Great Priory of America to be an "Un-recognized Templar Body" operating wrthlnthe United States of America and Informing you of your membership therein being a Violation of
Section 3 of the Constitution. It Will then be up to each of you to make a choice We trust you'll
choose wlsely_
