TACTICAL INSTRUCTOR DEVELOPMENT PROGRAM

Course Description

The Tactical Instructor Development Program (HCT-IDP) is a comprehensive and physically demanding 40 hour training course that includes a tactical skill assessment and evaluation module as a prerequisite for instructor certification. This course focuses on the role of the field trainer, core competencies and skill level of a competent tactical instructor, variables and considerations within multicultural audience, lesson plan development, course preparation and delivery, student evaluation criteria.

Course Scope

This course is designed to provide education in physical security core competencies, but goes much further to assess, evaluate, verify and certify individuals who successfully demonstrate the ability to teach others. The ideal student/participant is an individual who already possesses; three (3) or more years of military, law enforcement or armed commercial security operational experience with a supervisory / managerial background, but lacks “certification” (i.e. a diploma) to substantiate their stated teaching ability.

To receive a Certificate of Instructor Proficiency, the attendee/participant must demonstrate to the satisfaction of his/her peers and cadre instructors a level of competency to merit instructor proficient in one or more tactical subjects.

Course Objective

Duration of Course

Five (5) days with class time starting at 8am until 5pm each day. Some modules extend well into the evening hours.

Classroom Capacity

Maximum class seating capacity of 24 with an instructor to student ratio of 1-to-5.

Assessment and Evaluation Criteria

Course attendees will be assessed, evaluated and graded is based on the following criteria:

70% minimum score on a written examination which requires descriptive answers,

thorough explanations and essay.

70% minimum score in demonstrating proper physical techniques in skills that

involve; firearms safe handling; gun range safety procedures, weapon presentation and holstering techniques, principles of squad/fire team formation and movement, close quarters marksmanship, principles of CQB room entry, clearing and control procedures, resisting arrest tactical restraint, control and handcuffing, administering emergency first aid and CPR, personal protective security detail individual and team member responsibilities.

80% minimum score on oral quizzes with an emphasis on explaining purposes,

objectives and technical points of performance.

80% minimum score on demonstrated ability to produce and deliver a proper course

lesson plan and accompanying PowerPoint® or multi-media teaching support materials.

Course Conditions

Training is conducted in several environments:

50% indoor classroom consisting of lecture, workbook study, video, PowerPoint and interactive dialogue.

50% outdoor field exercises consisting of hotel/motel urban environment training, shopping mall foot escort training, motorcade operations training on public roadways, and red team/blue team role play in an open field (rugby grounds or similar).

Practical Benefits

1) Individuals who successfully pass this course and become an HCT certified instructor will be given permission to use HCT logos, PowerPoint® and multimedia training materials, course lesson plans, syllabi, marketing materials and company owned materials to begin teaching others.

2) Unlimited Library Access – HCT instructors have unlimited access to an online knowledge

base of security related training materials derived from official sources. This includes, but is not limited to; Department of Criminal Justice Services security guard training course lessons plans, NREMT and Red Cross approved training materials, US Department of Defense official training manuals, P.O.S.T approved law enforcement training curriculum and lesson plans, US Coast Guard / IMO/ISPS maritime security training materials, National Rifle Association (NRA) firearms training course materials and a wealth of other resources.

3) Apply for a State License Training Waiver – Many state security licensing boards or

Department of Criminal Justice Services (DCJS), recognize an individual’s previous experience and training gained through outside sources. In doing so, an individual may apply for and receive a training waiver to become a state certified security instructor. Upon completion of this course and meeting the requirements of the DCJS in your area, Instructor Candidates may apply to the DCJS and request a security instructor license.

*Hostile Control tactics makes no guarantees or promises whatsoever in regards to whether or not a state will issue a security license or training waiver. The decision is at the sole discretion of the DCJS or appropriate agency in each state.

Standards

HOSTILE CONTROL TACTICS® is an approved provider of anti-terrorism force protection

(ATFP) training to the United States government, foreign allies and the United Nations. The company has participated in multiple international security contracts where Hostile Control Tactics produced, managed and delivered government compliant training in support of these missions.

All course syllabi, lesson plans and training methodologies are based on official military doctrine or approved Commission on Peace Officer Standards and Training (POST) curriculum for law enforcement professionals. Instructor/Trainer certification issued to a successful graduate of this program meets and exceeds technical requirements established by Department of Criminal Justice Services (DCJS) or state security regulatory agency in; Virginia, North Carolina, New Jersey, Florida, Texas, Nevada, Colorado, Oregon and California. *As part of our quality assurance, quality control policy, HCT requires that Instructor/Trainers re-qualify or recertify every two (2) years.

Course Curriculum

The HCT Instructor Development Program offers instruction in techniques and strategies commonly used in a “hostile environment” where the threat of terrorist or insurgent attack is an ever-present reality. Course content will address issues such as; Officer Safety and Survival, Communications and Interviewing, Constitutional and Federal Criminal Law, Arrest Techniques, Defensive Tactics, Subjects Under the Influence of Drugs or Alcohol, Terrorism, VIP Protection, Physical Security, Close Quarters Marksmanship, Close Quarters Personal Defensive Tactics, and Evasive Security Driver Training. Subject matter is broken down into course modules that are delivered in two up to four hour segments per each module. (See course modules described below)

MODULE 1 (Ten hours)

Threat Assessment Vulnerability / Risk Analysis: for high net worth persons, buildings and sensitive government installations.

Attack Pattern Analysis (APA): Recognizing and identifying common characteristics of techniques, weapons and methods of attack used by terrorists and insurgent groups.

Travel Pattern Analysis (TPA); High net worth person and building Identify, subdue and control compliant and non-compliant suspects.

Personal Security Risk / Threat Assessment: for high net worth persons traveling abroad.

MODULE 2 (Twelve hours)

Escalating Use of Force Principles

Rules of Engagement / Rules for Use of Force

Verbal Judo

Proper Use of Oleoresin Capsicum Spray

Proper Use of a Tactical Baton

Physical Restraint and Control

Proper Use of Handcuffs and Temporary Restraint Devices

Standup (strike neutralization, takedowns, foot sweeps, reaps, body throws)

Grappling Ground Defense (weapon retention and recovery, multiple attacker defense)

*Attendees will be taught a number of attribute development drills and exercises that they can take back and teach their own department or students. At the conclusion of this module, the attendee will be able to develop and instruct a program for their agency which includes arrest techniques, defensive tactics and improvised weapons. Each student will receive a Certificate of Training and an instructor's manual.

MODULE 3: (Four hours) Riot and Crowd Control Principles

Personal Protective Services – common security detail foot escort formations, vehicle embossing and debussing, motorcade vehicle escort operations, react to contact drills.

*Attendees will be taught a number of attribute development drills and exercises that they can take back and teach their own department or students.

MODULE 4: (Three hours)

Emergency First Aid

*Attendees will be given a tactical first aid course lesson plan and course syllabus that they can take back and teach their own department or students. The lesson plan is based on official US Armed Forces.

MODULE 5: (Two hours)

Mastering the Mental, Physical and Emotional Aspects of High Threat Security.

Total preparation of the mind and body will be explored through the analogy of the Warrior Pyramid. During the presentation the analogy of the pyramid will be explored along with details on each of the four sides of The Warrior Pyramid.

Course Instructors

The instructors of this course include; current and former federal, state and local law enforcement personnel with substantial experience in the area of law enforcement tactics and military force protection security. Many of the instructors hold advanced degrees, certificate or senior black belt rank in self-defense, as it relates to law enforcement applications, from a variety of disciplines, philosophies and concepts.

Participation Eligibility Requirements To be eligible to participate in this course an individual must be a law abiding citizen from a US-friendly nation, have no felony arrest history, sign an Injury and Risk Liability Waiver upon arrival and;

• Must be able to speak intelligible English to a Level 3 proficiency • Must have at least three (3) years in one of the following; military service, sworn law enforcement, or armed commercial security or hold the rank of blue belt or above in a recognized martial art. • Provide verifiable evidence of successful training and security work experience. • Evidence of formal instruction in relevant areas, such as firearms, watch duty security, personal protective services

• Must have a valid government issue Identification Card.

Course Tuition

$1,150.00 per person

Packing List and Equipment Requirements

Business casual clothing; polo shirts and Docker© type slacks and at comfortable

blue jeans, sweat pants. Shorts or ‘cut-offs’ are not appropriate.

Be prepared for the possibility of rain if the course is schedule during a rainy season

(bring a raincoat or appropriate protection).

Workout/exercise clothing appropriate for defensive tactics in Judo / Brazilian Jiu-jitsu

style training).

Comfortable shoes or boots suitable for a gun range and the defensive tactics

exercise area. Tactical boots are acceptable.

A laptop computer is not mandatory, but will prove be helping in academic portions

and mission planning segments of the course.

The following equipment is REQUIRED and must be brought by the attendee when arriving for training:

Duty Handgun - A duty-type, law enforcement handgun. *If you do not own a handgun,

one will be available for rental at the course for a price of $15.00 per day. Ammunition of various caliber firearms is available for sale at the facility.

Magazines or Speed-loader - If using a semi-automatic pistol, bring a minimum of 4

magazines, (5 if the magazine capacity is less than 10). If using a revolver, bring a minimum of 5 speed loaders. *If you do not own these items they will be provided free of cost at the course.

Holster, Belt, and Ammunition Carrier Pouches - The holster must be department or

agency issue, duty-type (patrol), strong-side directional draw, equipped with a handgun retention device and securely fastened to the gun belt. Speed-loader and/or magazine pouches must also be equipped with a retention device.

Eye Protection, Ear Protection, and Baseball Style Cap - Safety glasses must be of the

wrap around type or employ side panels. If wearing prescription glasses, they must be covered with safety glasses unless they meet the above requirements. Ear plugs or ear muffs (preferred), and a baseball cap with bill to deflect ejected brass must also be worn. NOTE: Students will NOT be allowed on the range without wraparound or side-panel safety glasses.

Duty Flashlight - Law enforcement, hand-held, duty-type flashlight capable of one-handed

operation.

Note-Taking Material - Pen, pencil, and paper to take notes with in the classroom and on the

range. A jumbo permanent marker for use on the range.

Knee and Elbow Pads - Knee and elbow pads are optional for kneeling and prone position

shooting.
