For simplication of Forms a Committee has been constituted in IBM to review the forms in vogue to avoid the irrelevant information and shorten them to the possible extent. As part of ICT, biometric attendance system has been made operational in IBM (Headquarters) and other regional ofces. For promotion of conservation and scientic development of mineral resources and ensuring protection of mines environment in mining areas, IBM carried out 1,158 inspection of mines for enforcement of provision of MCDR, 1988 and examination of MP/MS, disposed 162 Mining Plans, 304 Schemes of Mining and 13 Final Mine Closure Plans. Consequent to the formation of Task Force–III for checking irregular & illegal mining, total 204 mines have been inspected in endemic areas in seven mineral-rich states till Sept 2014. Out of the mines inspected, 49 mines have been suspended and in case of ve mines, the suspension has been revoked. Regional Ofce Jabalpur is in the process of getting ISO certication which will bring the tally to nine ISO certied Regional ofces. IBM has prepared a technical bulletin on “Application of Rock Mechanics, Surface & Underground Excavations”. The Bureau has modied draft standard templates for Implementation of SDF in mining sector in the light of major dimension of SDF frame work, sub-criterion/ sub dimensions and identication of measurable terms etc. Action is in progress for implementation of some of the non-nancial recommendations of the Committee for Review and Restructuring of the Functions and Role of IBM. On the Industry front, the index of mineral production (base 2004-05) for the period April- September, 2014 was 119.9 as compared to 117.4 for the corresponding period of previous year registering an increase of 2.2 %. The minerals under MCDR 1988 reported positive growth of 1.7 per cent during April-September, 2014 as compared to that in the same period previous year owing to increase in production of bauxite, apatite and phosphorite, barytes, dolomite, gypsum, kaolin, limestone etc. All efforts would be made to accomplish various assignments entrusted to the organisation, with due attention to the activities referred under Result Framework Document (RFD). IBM has initiated actions for improvement of work environment as per the directions of the Ministry. Shri R. Sridharan, Additional Secretary (Mines) chaired a meeting with Controller General In-charge Shri K. Thomas and other s e n i o r o f c i a l s a n d r e v i e w e d t h e implementation of various mandates of IBM, on 21 April 2014 at New Delhi. The Additional Secretary took stock of the progress of the implementation of non-legislative measures as enumerated in the National Mineral Policy-

2008 as well as the implementation of recommendations of the IBM Review & Restructuring Committee Report. The Mines Ministry made signicant stride under the able leadership of Shri Narendra

Singh Tomar as the Union Minister for Mines and Steel. Shri Tomar has taken charge of the Mines and Steel Ministry on 27 May 2014 when 16th Lok Sabha was constituted, and subsequent to it, new government was formed. Born in Murar in Gwalior district, Madhya Pradesh, Shri Tomar represents the Gwalior Lok Sabha seat since 2009. He was decorated with several important positions in his three-decade long political career with a humble beginning as a Councillor of Gwalior Municipal

Corporation. Till 9 November 2014, he held Labour & Employment portfolio and was a member of Rajya Sabha between Jan 2009 and May 2009. Shri Tomar has served as the Cabinet Minister for Government of Madhya Pradesh from 2003 and 2007 during which he was felicitated with “Utkrisht Mantri” award in Legislative Assembly of Madhya Pradesh. In his short stint in Labour Ministry, he steered presentation of three bills in Parliament to bring about transformative changes in Labour and Employment sector and launched ve new schemes under “Shramev Jayate” programme. Shri Tomar holds a degree from Jiwaji University, Gwalior and is an agriculturist. He has special interest in social, spiritual and cultural work and has been associated with many reputed organisations in such spheres. The Minister is a widely travelled person and has visited many countries like Austria, Belgium, France, Germany, Italy, Netherlands, Switzerland, U.K, Australia, South Africa and others under social, administrative and political capacities and responsibilities.

Chief Vigilance Ofcer visits Ranchi Ofce Vigilance Awareness

Shri Manish Bhimte, Chief Vigilance Ofcer (CVO) visited the Regional Ofce of IBM in

Ranchi during 1-3 July, 2014. He convened a meeting with the ofcers and staff and checked les/registers of administrative and technical matters. In his address, he called upon the ofcers and staff to be aware of the administrative and technical matters from the

vigilance point of view. The CVO planted a Ashoka Tree sap l i ng as a t oken o f remembrance in the campus of the Ranchi ofce. As part of his inspection, Shri Bhimte visited the Bagru Hill Bauxite Mines of M/s Hindalco Indutries Limited, in Lohardaga, Jharkand.

In a bid to strengthen the coordination and cooperation among the organisations, a

Synergy Meeting between Indian Bureau of Mines (IBM), Geological Survey of India (GSI) and Mineral Exploration Corporation Limited (MECL) was held at IBM Headquarters at Nagpur on 16 July 2014. Shri K. Thomas, CG In-charge, Shri Ranjan Sahai, Controller of Mines and other senior ofcers of IBM attended the meeting, while S.K. Wadhawan, DG, GSI and his team of senior ofcers and Shri Gopal Dhawan, Chairman and Managing Director, MECL represented the GSI and MECL, respectively. The deliberations of the meeting was encouraging with the active participation of all the three stakesholders. The synergy meeting discussed various agenda points in detail and the participants concurred on various dec is ions to fu r ther s t rengthen the collaborations among the organisations. Shri Ranjan Sahai, COM gave the concluding remarks in his valedictory note.

Convention and Trade Show, Mining Mazma organised by Federation of Indian Minerals Industries (FIMI) at Bengaluru Exhibition Grounds at Bengaluru dur ing 18-20 September 2014. Shri Narendra Singh Tomar, Union Min is te r o f Mines , S tee l , Labour & Employment inaugurated the IBM stall on the inaugural day of the three-day event. Dr. Anup K. Pujari, Secretary (Mines), Shri S. Tiu, Controller of Mines (SZ), Shri Ram Mohan, RCOM, IBM, Bengaluru and Smt. Indira Ravindran, SO(OD), RODL, IBM, Bengaluru accompanied the Minister. Shri Jaya Krishna Babu Varigonda, RCOM and Shri Neniwal, DCOM attended the event as delegates from IBM. On the second day of the Trade Show, Shri A. Sridharan, Additional Secretary (Mines) also visited the IBM stall. IBM displayed posters highlighting functions, activities and

achievements. Mineral samples from Ore Dressing investigations were displayed and IBM publications kept for sale during the expo. Speaking on the sidelines of the event, Shri Tomar said that Government would soon notify the new guidelines to regulate mining sector. The new MMDR rules under revision seek to encourage investments into new technologies in the mining sector. The Government would do everything that would stimulate the growth, the Minister added. The event was supported by P-DAC and provided an opportunity for the stakeholders like policy makers, exploration agencies, mining companies, regulatory bodies, investors from domestic and international arena to involve in intense deliberations. A total of 70 stalls, including exhibitors from China, New Zealand, Peru, Canada and other countries took part. The Ministry of Mines, Government of India also sponsored the event.

In compliance with directions of the Hon’ble Supreme Court of India, the Indian Bureau of

Mines, through instruction from the Ministry of Mines has taken over the possession of Kudremukh Iron Ore Mine in Karnataka. Shri Ram Mohan, RCOM, IBM, Bengaluru has been nominated as Designated Ofcer by the Ministry of Mines vide letter NO. 11/9/2013-M. VI, dated 07.02.2014. The possession of the mine (ML No. 909)

over an area of 4605 hectares in Aroli Range, Bhadra State Forest, Taluka Mudigere, District Chikamagalur (Karnataka) has been taken over by Shri Ram Mohan, RCOM, IBM, Bengaluru as Designated Ofcer from Shri N. Vidyananda, Director (Production & Projects), M/s KIOCL, the nominated owner under Sec. 76 of Mines Act, 1952 on 3 April 2014 with certain conditions. A team comprising of the Designated

O fce r, r ep r esen ta t i v es o f va r i ous departments of Government of Karnataka, namely Pollution Control Board, Forest Department, Department of Mines & Geology and ofcials of M/s KIOCL visited the mine on 26 & 27 March 2014. Based on the site visit a status report was prepared. The status report along with other details in this regard has been forwarded to the Ministry of Mines.

A scheme “Mining Tenement System” (MTS) is being implemented by Indian

Bureau Mines to develop an online National Mineral Information System for investors by linking Central and State organisations engaged in administration of mineral

resources in the country. Planning Commission has given “in Principle Approval” for revised MTS project. Accordingly, SFC meeting was held on 29.08.2013 and accorded sanction. Further, RFP had been prepared and a

tender oated on e-portal during FY 2013-14. As Bids were not received, process for re-tendering the RFP was again taken up and completed in FY 2014-15. The last date for submission of bids was 14.10.2014.

The Training Centre conducted training programme on (i) Acts, Rules relating to

Major Minerals and Provisions of RTI Act, during 25-26 August 2014 at Ajmer in which total 40 IBM personnel participated and (ii) Mineral Exploration and Opencast Mine Design with Blasting Techniques, during 17-19 Sept 2014 at Shilong in which total 21 (DGM-13 plus Industry-8) personnel from NER participated. Till Sept 2014, the Training Centre conducted nine training programmes against the annual target of 16. A training programme on 'Advance Query Builder, Report Builder & SQL = RDBMS' was conducted during 11-12 August 2014 at Nagpur in which 40 IBM personnel participated. The Training Centre conducted a training programme on ‘e-lling of Monthly Return and Annual Return’ during 10-11 July 2014 at Ajmer in which total of 68

industry personnel participated. The Centre conducted (i) Training Programme on how to host the ofcial information on newly designed Hindi Website for IBM on 22 May 2014 at Nagpur in which total 40 personnel from IBM participated (ii) Wo r k s h o p - c u m N o r t h - E a s t S p e c i a l Assistance Meeting during 28-29 May 2014 at Gangtok (Sikkim) in which total 14 personnel from N-E Region participated (iii) Workshop on Implementation of RFD on 19 June 2014 at Nagpur in which total 38 personnel from IBM participated (iv) Training programme on Preparation of Feasibility Report on 20 June 2014 at Nagpur in which total 38 personnel from IBM participated and (v) Training programme on Mineral Characterisation in view of Beneciation of Ores & Minerals during 18-19 June 2014 at Bengaluru in which 30 industry personnel participated.

The IBM has made good progress on the updation of 100 multi-mineral (MM)

leasehold maps on a scale of 1:50,000 with corresponding forest overlays in respect of Andhra Pradesh and Bihar States and data collection of leases situated in Tamil Nadu and

Kerala States. In the year 2014-15 up to Sept, 2014, scanning & geo-referencing of 171 ML plans & 34 toposheets, vectorisation of 50 toposheets, plotting of 85 ML plans and reproduction of 50 forest overlays have been completed.

The royalty rates in respect of major minerals (exlcluding coal, lignite and sand for stowing)

were revised with amendments to the Second Schedule of the MMDR Act, 1957 vide GSR 630(E) on 01.09.2014. The Central Government had constituted a Study Group on 13.09.2011 to review the royalty rates and dead rent in terms of provisions made under Section 9 and 9A of the MMDR Act, 1957. In order to assess the views of stakeholders, questionnaires were issued to the State Governments and other stakeholders. Views of the stakeholders have been taken into account by the Study Group. The Group submitted the report to the Government. In terms of Section 9 of the MMDR Act, 1957 royalty rates for minerals can be revised upward only once in three years.

Pilot project for SDF soon As a part of roll-out of Sustainable

Development Framework (SDF), the detailing of measurable indicators of the system along with practicality of the implementation agencies/stakeholders is proposed to be tested in pilot projects in the States of Jharkhand and Madhya Pradesh. To init iate a pi lot project, a Committee constituted under the chairmanship of Shri Ranjan Sahai, Controller of Mines, IBM has devised templates for validation at mine sites. The Mines Ministry, vide e-mail dated 21 A u g u s t 2 0 1 4 , h a s c o m m u n i c a t e d modications required in the templates in the

light of major dimension of SDF framework, s u b - c r i t e r i o n / s u b d i m e n s i o n s a n d identication of measurable terms etc. The same is attended and modied templates are under consideration of the ministry. The Ministry had developed a National Sustainable Development Framework (SDF) in consultation with State Governments in order to facilitate the scientic development and exploration of mineral resources to ensure the protection of the environment and prevention and control of pollution from prospecting, mining and mineral processing related operations .

The Chairman and members of the Committee Constituted to Enquire into the

Existing System of Grant of Approval (GoA) or Modications of Mining Plan by IBM visited the IBM Headquarters, Nagpur on 27 August 2014. The committee convened its second meeting with Shri K. Thomas, Controller General In-Charge, IBM and other senior ofcers of the Bureau and discussed the existing system in place for granting approvals of mining plans and the modications required

in mining plans/scheme of mining etc. was reviewed. Shri R.K. Sachdev, Chairman of the Committee and Former Advisor, Ministry of Coal and members S/Shri Prabhakar Tripathi, Ex-CMD, NMDC, S.B.S. Chuahan, Former CMG, IBM and Shersha, Director, Ministry of Mines & Member Secretary held detailed discussions on various provisions of MMDR Act and rules made thereunder pertaining to the approvals of Mining Plans/Scheme of Mining for various categories of mines for bringing coherence in the theme of the document. A low grade Limestone sample from Kovaya, District Amreli, Gujarat received from M/s

Ultra-Tech Cement Ltd was successfully tested on bench scale to produce a concentrate suitable for cement industry assaying 45% CaO, 2.22% Al2O3, 1.79% Fe2O3 and 12.55% SiO2 with CaO distribution of 69% (wt% yield 41.4). The concentrate produced was from a low grade ore assaying 26.84% CaO, 6.16% Al2O3, 16.55% Fe2O3 and 31.14% SiO2. The process comprised of scrubbing of the as received sample followed by screening and direct otation -50 mesh screened product eliminating the grinding circuit. The +50 fraction and otation concentrate were combined. Thus, a simple and cost effective ow sheet was developed which is a signicant achievement.

Beneciation of low grade iron oreA low grade ROM iron ore sample was

received from M/s S.V. Modi Mines, Shahgarh, Distt. Sagar (M.P.) for bench scale beneciation studies in the Mineral Processing Laboratory & Pilot Plant, IBM, Nagpur. The objective was to explore the possibility of obtaining value added product for its better marketability. The sample so received assayed 43.66% Fe (T), 21.71% SiO2, 6.66% Al2O3, 0.51% TiO2, 0.68% CaO, 0.5) % MgO, 0.14% Mn and 5.75% LOI. The major iron minerals are goethite/limonite and hematite. It is inferred from the studies carried out that the sample can yield only a blendable grade (over 55% Fe) iron ore concentrate. Three size fraction was adopted for beneciation process viz screening of ROM ore to three size fraction of -80+40/50+18 mm and -18 mm. The screen oversize (+40/50 mm) is restored to hand picking of heavy iron ore lumps rejecting

quartz. The intermediate screen size of +18 mm is reduced to all -18 mm size. The entire -18 mm (inclusive of screen undersize of -18 mm) is then screened over 5 mm size and screen undersize is rejected. The -18+15 mm size fraction is t h e n p r o c e s s e d deploying jig (air/water) to obtain jig concentrate rejecting lighter gangue as jig tai ls. The evolved processed rout of beneciation could produce a composite iron ore lump (-80+40/50 mm and -18+5 mm) concentrate assaying 55-58% Fe (T), 7.90-8.20% SiO2, 3.7-4.1% Al2O3 and 4.10-4.26 % LOI with iron recovery of 43 to 47% (%wt. yield 42-47) . The b lendable grade lumpy concentrate produced from a very low grade ROM iron ore may nd use in DRI making.

Committee(CCEC)�meeting�held�on�15�May�2014,�IBM�has�prepared�a�Manual�of� Standard� Operating� Procedures�(SOP)� to� curb� illegal� mining.� A�Committee� was� constituted� under�convener-ship� of� Shri� R.K.� Sinha,�Controller�of�Mines�(CZ),�IBM�for�the�preparation�of�the�manual.�The�manual�was�prepared�after�obtaining�valuable�inputs� from� State� Governments� on�measures�taken�to�curb�illegal�mining�in� their� respective� State� and� also� by�addressing� the� issues� related� to�implementation�of�rules�framed�under�Section�23�(C)�of�MMDR�Act,�1957.�

Registration�under�Rule�45�

As�per�the�Rule�45�of�MCDR,�1988,�the�Indian�Bureau�of�Mines�(IBM)�

has�registered�8826�leases�for�all�the�minerals� so� far.� Out� of� the� total�registered� leases,� 4747� are� working�leases.�As�on�September�end,�there�are�a�total�1300�leases�for�all�the�minerals�that�have�not�registered�till�now,�out�of�which�903�mines�have�been�suspended.�Of�the�903�cases,�593�cases�have�been�r e c o m m e n d e d � t o � t h e � S t a t e�Governments�for�termination.�IBM�has�taken� follow-up� action� by� way� of�issuing� violation� letter/show-cause�notice�to�397�lessees.� With� regard� to� the� status� of�registration� of� end-users,� traders,�stockiest�and�exporters,�a�total�of�2952�units� of� end-users,� 4208� number� of�traders,�1475�number�of�stockiest�and�767� number� of� exporters� have� been�registered� at� the� end� of� September�2014.�
