Statement on Cancellations - May 1, 2020 Board Meeting

VALLEY CITY, N.D. – The North Dakota High School Activities Association is committed to the health and safety of our student participants, member schools and communities across the state, during the ongoing COVID-19 pandemic. Today the NDHSAA Board of Directors unanimously voted to cancel the remaining 2020 NDHSAA winter postseason basketball tournaments, spring sports seasons and championships, and spring fine arts region and state contests. This decision was made in accordance with Governor Burgum’s Executive Order that will close schools to in-person education for the remainder of the 2019-20 school year, as well as current Center for Disease Control (CDC) social distancing guidelines that will make the resumption of all sports and activities impossible during the current academic year.

“As disappointed as we are for our students, coaches/advisors, parents, and supporters of our high school activities, the health and safety of students and communities is the deciding factor in this decision,” NDHSAA Board of Directors President Scott Privratsky said. “This difficult conclusion did not come easy as we understand the huge sacrifices students have made.”

“As a school administrator, my heart breaks for our students that focus their passions into our activities,” said NDHSAA Board of Directors member Jeremy Brandt, who also is an assistant boys basketball coach at Hillsboro/Central Valley – a team that had qualified for the Class B State Tournament in March. “As a coach, knowing how we battled all year and being just days away from playing in the tournament only for it to be suspended and later cancelled because of something that was completely out of our hands – that’s a feeling I wouldn’t wish upon anyone.”

Based on guidance from the North Dakota Department of Health and in conjunction with Federal and State Emergency Declarations, the NDHSAA suspended all remaining 2020 NDHSAA winter postseason tournaments and spring fine arts contests on March 13. In the time between March 13 and today much has been learned about COVID-19; however, questions regarding safe implementation of activities remain. Logistically, these events became impossible to host based on uncertainty of facility availability, in-person practice requirements, and school year calendar.

“Today’s decision was an incredibly difficult one for the Board of Directors to make,” NDHSAA Executive Director Matt Fetsch said. “Educationally-based athletics and activities offer many benefits to the students of North Dakota and the schools and communities they represent. The NDHSAA will continue to provide guidance for our member schools and will be working with the National Federation of State High School Associations, along with state health and education officials, to develop reopening guidelines for the potential resumption of fall activities.”

May 1, 2020 NDHSAA Board Meeting Synopsis

VALLEY CITY, N.D. – The North Dakota High School Activities Board of Directors met on Friday, May 1 via conference call. Highlights of the May 1 NDHSAA Board of Directors Meeting included:

1. The NDHSAA Board of Directors voted to cancel the remaining 2020 NDHSAA Winter Postseason Basketball Tournaments, Spring Sports and Spring Fine Arts Contests. The cancellation applies to all remaining Association sponsored athletic and arts contests and postseason events. The suspended activities practice guidelines were amended and remain in effect. The amended “canceled activities practice guidelines” can be found at:https://bit.ly/cancel-activ-practice

2. The Board acted on several recommendations from its Executive Board. Action items are listed below:

• The regularly scheduled NDHSAA Board of Directors Meeting scheduled for June 8-9 will now be held in a one day virtual format on June 8.

• Officials Registration for the 2020-21 school year will be opened at a later date. Details on when the opening of registration will be made on or before August 1.

• Region sites for canceled spring events in 2020 will host those events in spring of 2021. Any changes to the sites will require Board of Directors action.

• Preparticipation Physical Examinations completed for the 2019-20 school year will be accepted during the 2020-21 school year upon submission of a parent and athlete signed waiver (previously known as Form B).

Ticket Refund Policy: 2020 Class B Boys Basketball State Tournament

VALLEY CITY, N.D. – With the cancellation of remaining 2020 Winter State Basketball Tournaments, refunds for the 2020 NDHSAA Class B Boys Basketball State Tournament are being accepted through Bismarck Event Center and its online ticket distributor Etix.

Due to COVID-19 pandemic, Etix has removed the Event Center’s ability to refund it’s own box office sales, so it will refund all credit card and in-person box office cash sales.

Tickets will be refunded in three ways:

Etix will refund all credit card sales (all sales channels: website, box office, phone center) within the next 30 business days. When they’ve completed the refunds, they’ll send an email out to customers, stating that they’ve sent the refund.

For box office cash purchases, customers must return their tickets by mail. Along with the tickets, customers need to supply their name, address, and phone number. Checks will be issued for these cash refunds. Cash-sale customers mail their tickets back to:

For the school orders that were paid for by check, the Bismarck Event Center will void the check and mail it back to the school. These tickets do not need to be returned.

Canceled Activities Practice Guidelines

Effective until the final state tournament date for each canceled activities season, the following direction is provided for NDHSAA member schools:

Coaches and Directors May Not:

•Have in-person contact with participants.•Require or suggest groups of participants to gather.•Suggest or support “captain’s practices”or “open gyms.”•Require participants to take part in individual workouts or skills training, etc. (i.e. journaling, reporting of time spent, submission of results)•Place undue influence on participants to take part in any individual workouts or skills training.

Coaches and Directors May:

•Connect with participants via technology (i.e. email or other school-approved communication tools).•Provide optional individual workouts or optional individual skills training via electronic communication.•Provide evaluations or feedback on participants’ performance (provided participant voluntarily submits video of a skill or performance).•Connect with and support participants who are challenged by the changes in their routines and life due to changes caused by COVID-19 limitations and restrictions.

Coaches and Directors Must:

•Include the Activities Administrator on all communication to participants.

The NDHSAA Board of Directors approved a waiver of Part II, Article XIV, Section IIIa allowing similar season participation on a non-school team for the spring 2020 seasons only.

School administration at their discretion, may place more restrictive limitations on practice and participation.

As COVID-19 is rapidly evolving, the NDHSAA will continue to monitor the situation and make adjustments as necessary.

Mandatory Fall Administrator Meetings

NDHSAA will host mandatory Administrator meetings in September of 2020. Each member school must send at least one representative which may be a superintendent, principal, or activities/athletic director.

Coaches are also welcome to attend. Each school not in attendance at one of the meetings will be required to pay a $50 non-attendance fee. The meetings will cover information pertinent to administration of NDHSAA sponsored activities, Constitution & By-Laws, general regulations, and publications covering all activities shall also be reviewed.

All meetings are scheduled from 10:00 a.m. to 12:00 p.m. local time with locations listed:

2020 NDHSAA New Administrator Meeting

The NDHSAA Board of Directors approved a workshop available to new Superintendents, Principals and/or Athletic Administrators on Thursday, August 11, 2020 at the NDHSAA Office in Valley City. The workshop will feature presentations from NDHSAA staff members covering material that is in addition to the information provided at the Region Administrator meetings in early September. Meeting time is from 10:00 am until 2:00 pm with lunch provided. There is no charge for the workshop, however registration is required.

Guidelines for NDHSAA Cooperative Applications

The NDHSAA Board of Directors must approve all cooperative sponsorship applications and dissolutions. Complete guidelines for cooperative sponsorships are available on the NDHSAA website. Deadlines for coops are included in the guidelines available on the NDHSAA website under Cooperative Sponsorships at: https://ndhsaa.com/board/coops

Board Regulation: Intent to Sponsor an Activity

For those sports involving statewide scheduling, the following dates shall be applied to member schools that are declaring intent to sponsor that activity:

Fall sports: June 1, prior to the start of seasonWinter sports: September 1, prior to the start of seasonSpring sports: January 1, prior to the start of season

Any member school not having declared intent in writing to the NDHSAA office by the deadline date and therefore not included in a statewide schedule may compete with an independent schedule but shall not be eligible for postseason competition that season. All NDHSAA and NFHS rules and regulations shall apply to all teams sanctioned by NDHSAA and sponsored by the member school.

Fall NDHSAA Website Requirements

Schools are required to have rosters/pictures/cutlines (description of people on the picture) and schedules for all fall sports uploaded to www.ndhsaa.com three weeks into each season. This process allows invitational, district, regional and state tournament managers the ability to download and prepare tournament programs. Failure to upload required information will result in a $50 late fee for each sport. Schools have the ability to edit this information as rosters change throughout the season.

Starting Dates Set for 2020 Fall Activities

For the fall of 2020 each team and each individual must have participated in 9 daily practice sessions (one may count only one per day) before the first game/meet except for girls golf where the team and each individual needs only four days of practice. This rule is inclusive of both junior and senior high sports. Student Congress only has a start date and end date (State Tournament/Meet). For 2020/21, fine arts rules clinics will be offered online. Online clinic completion is mandatory for head play director, head speech coach, head debate coach, head student congress coach, head vocal, strings, and instrumental music directors (if there is more than 1 position) from each high school. Penalty for failure of a head coach to fulfill a mandatory clinic requirement shall result in a $50 fine to the school. Fines must be paid prior to being permitted to participate in NDHSAA postseason activities to which the fine applies.

Administrators are reminded the 2020-21 NDHSAA Directory of Member Schools will be sent to schools in September and published on our website under the Member Schools link. Schools are requested to check and edit their school information prior to the deadline.

Schools are requested to have all information updated in the NDHSAA website by August 6, 2020. We understand that all positions may not be filled by the deadline. 2020/21 Farmers Union Insurance Distinguished Student Honorees

VALLEY CITY, N.D. – Camden Larsen, a junior at Grand Forks Red River High School was named the 2020-2021 North Dakota High School Activities Association and Farmers Union Insurance Distinguished Student. Interviews were held via video conference on April 29.

Kearyn Nelsen of Leeds High School was chosen runner up. The other finalists interviewed were:

Kasey Stegman, Drayton High SchoolEmma Thorsgard, Northwood High SchoolElizabeth Schanilec, Midway High SchoolSydney Mosset, Hazen High School

The six finalists were selected from applications sent in by high school principals from across the state.

The NDHSAA Distinguished Student program was developed to recognize deserving young people who are the “backbone” of interscholastic activities, not necessarily the leader, but the individual whose participation in high school activities strengthens the program for participants, the school and the community. Applicants are students entering their senior year. The student must be a participant as a player, manager, statistician or other role in at least one NDHSAA sponsored activity. The student must be a good citizen and role model to his/her peers as well as a contributor to his/her school and community.

The NDHSAA Distinguished Student recipient receives a Farmers Union Insurance sponsored $2,000 scholarship to the college of his/her choice. He/she is invited to be the Grand Marshall of the NDHSAA “Parade of Champions” as well as participating in other activities such as serving as the NDHSAA spokesperson for High School Activities Month, promoting the values of activity programs and participating in awarding of trophies at major NDHSAA state contests. The runner-up will receive a $1,000 scholarship of his/her choice, publication in the Bulletin and other recognition in connection with NDHSAA events. The other four finalists receive a $500 scholarship to the college of his/her choice, publication in the Bulletin and other recognition in connection with NDHSAA events.

The following students were honored as their school’s 2020-2021 Distinguished Student and submitted applications to the NDHSAA for consideration as the NDHSAA/Farmers Union Distinguished Student:

2020/2021 Officials Registration Online

Officials Registration for the 2020-21 school year will be opened at a later date. Details regarding the opening of registration will be made on or before August 1.

All officials hired for interscholastic competition at the high school level must be registered with the NDHSAA before officiating. Out-of-state officials who officiate contests in North Dakota must submit a reciprocity form and fee to NDHSAA before working games or meets. Registration is not complete until forms and fees have been received and processed by the NDHSAA office. Officials registration will be available online only through NDHSAA and officials must have an NDHSAA account in order to register.

Rules clinic completion is mandatory for all officials in the sport(s) they plan to officiate. (See Online Rules Clinics for Coaches and Officials article in this BULLETIN). Exams must be taken each year in the sport(s) in which exams are offered. Each basketball official must have officiated or have been a supervisor at an NDHSAA approved day camp within the previous three years to be eligible for officiating region and state tournaments. Listed below are the requirements for ALL officials. PLEASE READ CAREFULLY.Dates:• Officials Registration for the 2020-21 school year will be opened at a later date. Details regarding the opening of

No registrations accepted after that date.General Information:• All officials must have NDHSAA accounts with valid email addresses.• Any NON-REGISTERED official who officiates an NDHSAA contest may be declared ineligible.• Any official who uses tobacco at the site of the contest or consumes alcohol the day of and prior to a contest shall be suspended.• Any out-of-state official, who officiates a contest in North Dakota and does not have reciprocity, may be declared ineligible.• All officials must be registered through NDHSAA to officiate and NDHSAA must have processed registration fees before any online exams may be taken. Time must be allowed for mailing and processing.Online Rules Clinics and Exams:• Officials must complete an NDHSAA online rules clinic and complete the rules exam each year. Other Regulations: An official who registers in a particular sport and decides he/she does not want to officiate or cannot comply with regulations may cancel the registration by notifying the NDHSAA office by September 15th for fall sports and by November 30th for winter sports and by April 15th for spring sports. The test, clinic and workshop requirements would then NOT be in effect; however, an official who thus canceled could not officiate any contests in that sport for the current season. Canceling but actually officiating would make the official ineligible for registration the following year in that sport. NO REFUNDS WILL BE ISSUED.

Officials and head coaches of baseball, basketball, football, gymnastics, hockey, soccer, softball, swimming & diving, volleyball and wrestling must take an open book test in the sport(s) in which he/she is a head coach/official. The test will be available online only and must be completed and submitted within the applicable window. Failure to complete the required test will result in a $25 fine to your school. Fines must be paid before participation in post season activities to which the fine applies. 2020-21 Officials, Coaches & Fine Arts Activity Advisors Information/Dates

Opening of registration will be made on or before August 1. Further information on registration will be posted on the NDHSAA website as it becomes available. https://ndhsaa.com/officials. Registration window for new and renewal officials closes the date of the last clinic for each sport. Officials and head coaches/activity advisors must complete rules clinics in sports or activities where clinics are offered. These clinics will be available online only and must be completed within the three week clinic window. The clinic will be available through a link within the NDHSAA website. You must have an NDHSAA account in order to complete the rules clinic. Please note all clinics are available online only for the 2020/21 school year.

Online exams must be taken each year by every football, volleyball, soccer, swimming, hockey, gymnastics, basketball, wrestling, softball, and baseball official and head coach. Testing windows for each sport along with the schedule for baseball, basketball, football, softball, volleyball and wrestling officials’ workshops are listed elsewhere in this BULLETIN.

For organizational purposes a rules clinic schedule of all NDHSAA sponsored sports appears below. Please note all rules clinics are available online only. Online rules clinic information will be provided at Regional Administrative meetings in August. Rules clinics attendance/completion is mandatory each year for all golf, football, volleyball, soccer, tennis, cross country, softball, swimming, hockey, gymnastics, basketball, wrestling, baseball, track & field officials and head coaches.Officials and coaches may also fulfill attendance requirements by attending any official rules clinic conducted by any of the state associations and having their attendance card sent to the NDHSAA office for credit. There are no make-up rules clinics. A coach/official must attend/complete one of the clinics or camps/workshops per sport listed in this schedule. Penalty for failure of a head coach to fulfill a mandatory clinic requirement shall result in a $50 fine to the school. Fines must be paid prior to being permitted to participate in NDHSAA postseason activities to which the fine applies.

2020 National High School Heart of the Arts Award

Now in its sixth year, the National High School Heart of the Arts Award was created by the NFHS to recognize those individuals who exemplify the ideals of the positive heart of the arts that represent the core mission of education-based activities.

From the time she was in fifth grade at Thompson Middle School in Newport, Rhode Island, Cailin Martin’s artistic talents stood out among her peers, as did her willingness to go the extra mile. After showcasing knowledge far beyond her years during class, she was often seen eagerly cleaning up students’ messes regardless of who made them.Now a senior at Rogers High School in Newport, Martin has used course offerings and independent studies to develop her expertise in a variety of creative disciplines and has evolved her service mindset to address the needs of both her school and community.

In addition to the murals and props she has painted for each of the last three yearly musicals at Rogers, Martin adorned one of the school’s hallways this past summer for her senior project. That mural, which takes up more than eight feet of wall space, bears the words of civil rights activist Dolores Huerta - “Walk the street with us into history. Get off the sidewalk” - and serves to inspire those walking by.

During the same summer, Martin dedicated even more of her free time to be a digital art tutor for a seventh-grade girl in the area. Both girls enjoyed the interaction so much that they have continued their working relationship into the fall, obliging Martin to simultaneously balance a class schedule loaded with Advanced Placement (AP) courses. To this point, the 2019 AP Scholar Award winner has handled that challenge with relative ease, as her grade-point average ranks third in the senior class.

Martin’s most notable contribution came as a part of “Project Playhouse,” an initiative formed by a management class at nearby Bryant University to provide custom-built playhouses for children with serious and life-threatening illnesses. Martin’s role in the project was to depict a Transformers theme on one of the 9-foot by 9-foot by 9-foot structures, a task that required more than 21 hours of labor.

In addition to her work with Project Playhouse, Martin volunteered with the Vietnam Veterans Memorial Moving Wall in 2019 and the Norman Bird Sanctuary Harvest Festival in 2018 and 2019, and she has worked as a performer and set painter for the Rogers Theatre Company for the past five years.

Pieces of her artwork have also been included in community showcases, including the Irish History Exhibition at the Museum of Newport in 2017 and the Newport Yacht Club Art Show, where she received Best in Show First Runner-Up in 2019.

About the Award:Along with the selection of Cailin Martin as the national award recipient, the NFHS National High School Heart of the Arts Award Selection Committee chose an additional six individuals and one group for section awards. Following are the

2020 National High School Spirit of Sport Award

The “National High School Spirit of Sport Award” was created by the NFHS to recognize those individuals who exemplify the ideals of the spirit of sport that represent the core mission of education-based athletics.Normal for Noah Lambrecht is different than it is for other young people. However, that is all he has strived to be since a small child.

Born with a life-threatening heart defect, Noah endured three open-heart surgeries in the first seven weeks of his life. He was then orphaned and left at a Chicago hospital before being adopted by Sheri and Gaylord Lambrecht. The Lambrechts accepted Noah into their family in McCool Junction, Nebraska, fully knowing the challenges he would face.

Noah’s desire just to be a normal kid endured even after his fourth heart surgery and pacemaker installation at age 8. Eventually, normal meant running cross country as an eighth-grader. After his doctors cleared him to participate, Noah joined the team and continued to run the next year with the high school team.

Running was grueling for Noah. With one of his lungs half the size of the other, he usually gasped for breath and finished last in workouts and meets, but he was determined to finish each race. That determination was infectious as his teammates - and eventually opponents - began to go back and finish races with Noah.

Noah explored a variety of activities while at McCool Junction, which led to a full high school experience. He was a 12-sport athlete, participating in cross country, track and field and basketball all four years. In addition, he participated in drama, choir and band for four years. Band rivaled cross country as his favorite activity. Noah excelled as a drummer earning multiple honors, including as one of six percussionists selected nationwide to be part of the National Honor Band.

Whether it was on the cross country course or in the band room, Noah’s dedication and commitment have inspired his teammates and peers. His story has touched many outside of his school, as well. Noah was profiled as “The Runner with a Broken Heart” in Runner’s World, has been featured on the Hallmark Channel to share his story and was U.S. Senator Ben Sasse’s guest at the 2019 State of the Union.

Noah currently attends Wayne State (Nebraska) College where he plays in the marching band and majors in communications. His goal is to be a motivational speaker, helping other kids find the strength to do what they desire.

2020 NDHSCA-NHSACA Coaches Convention

The North Dakota High School Coaches Association is hosting the State Convention this summer in Fargo at the Ramada Hotel. The dates of the convention are July 27 through July 30. A room block has been reserved at the Ramada. Please make reservations early!Here are some key points in preparation and registration for the convention. 1. Convention registration is $65.00 and membership is $60.00. This will ensure membership for the 2020-2021 school year. 2. Registration will be available around May 1st. A tentative convention schedule will be posted on our website by April 20. 3. There is a chance for coaches to earn up to two semester hours of graduate credit through North Dakota State University. Coaches would need to attend all four days (July 27 through July 30) to receive the two semester hours of credit. For one semester hour of credit, coaches would need to attend any two days of the convention. Graduate credit will be $65.00 per credit. Individuals must register for the convention in order to take the credit. This is an awesome deal. 4. Coaches will be able to recertify for CPR/AED/First Aid Training by attending one of the three sessions available on Monday. There is a $15.00 charge for taking the training. 5. Coaches will be able to update their concussion management by attending that session on Monday. We will only have one session on concussion management available. 6. All registration will be done on-line! If people have a problem with the registration process, they are urged to contact their school’s information technician, computer instructor or Randy Johnson at [email protected]. 7. All Athletic Directors are reminded this will assist coaches in the recertification process. 8. Every coach in the State of North Dakota is encouraged to attend. This is a great time to build communication with high school and college coaches.Registration will be available around May 1st.Another very popular activity over the past years is the Taco Bar with the “wall-horse” races that are sponsored by Universal Athletics. This will be on Tuesday, July 28 at the Ramada Hotel.
