Retired Red Rock Canyon Interpretive Association (RRCIA) Executive Director and former APPL Board Member Jackson Ramsey died April 15 after a short illness. Jackson’s formidable business and organizational skills, combined with his passion for Red Rock Canyon and other public lands, enabled him to effectively lead RRCIA and contribute to the effectiveness of APPL. His insight and sharp wit made working with him a joyful and fulfilling experience. His APPL colleagues and acquaintances join together in extending condolences to Jackson’s wife and family. At Jackson’s request, no memorial services were held. APPL wants to feature your good work and partnership examples. We’re looking for images to use in our 2010-2011 annual report and upcoming promotional projects. We are particularly looking for pictures that illustrate the diversity of people taking part in your programs, projects, and partnerships or from APPL events and trainings you’ve attended. Training News The APPL Multi-Agency Partnership Academy scheduled for May 7-9 in Golden, Colorado has been postponed until September 5-7. While the May Academy generated interest, APPL unfortunately did not get the level of registrations anticipated to make it a quality training that engages a diverse mixture of nonprofit and agency perspectives. Most likely, the registration level was due to the timing of the Academy following closely on the heels of our APPL Convention, and also at the beginning of peak season for many of APPL’s agency partners and member organizations. The academy, intended for public land agency staff with partnership responsibilities and leadership staff from nonprofit public land partner organizations, is designed to help partners: • Understand the benefits, challenges, and the potential of

nonprofit organizations aligned with public lands agencies

• Inspire participants to consider and adapt methods effectively undertaken by friends groups, cooperating associations, field schools and other partnerships around the country

• Develop a shared vision and strategies to implement at your site(s)

• Reference agency and nonprofit policies and agreements appropriate to various partner functions

• Overcome real and perceived barriers to partnership success

• Build and maintain trust in your partnerships Last September’s Partnership Academy in Portland, OR was a sellout, with 65 attendees. The Academy is open to agency staff with partnership liaison responsibilities, and

NEWSBITS A new Federal Interagency Task Force on Environmental Education has been formed, to be co-led by EPA and the U.S. Departments of Education and Interior. EPA Administrator Lisa Jackson announced the Task Force during the first White House Summit on Environmental Education on April 16. Few details regarding the newly formed taskforce are immediately available. Nominations are now being accepted for the 2013 National Trails Awards. The deadline for nominations is October 31. AGENCY NEWS

Bureau of Land Management President Obama has signed a Proclamation to designate federal lands within the former Fort Ord as a National Monument under the Antiquities Act. Fort Ord, a former military base located on California’s Central Coast, is a world-class destination for hikers, mountain bikers, and outdoor enthusiasts who come to enjoy the area’s history and scenic landscapes. Today, Fort Ord provides exceptional recreational opportunities to over 100,000 visitors annually, offering 86 miles of hiking, biking, and horseback riding trails. The area is an economic engine for the community and serves as a key venue for the annual Sea Otter Classic, one of the largest bicycling events in the world with approximately 10,000 athletes and 50,000 spectators every year. The Fort Ord National Monument will be managed by the Department of the Interior’s Bureau of Land Management (BLM). The BLM currently manages approximately 7,200 acres of the area, and the Army will transfer approximately 7,450 acres after clean-up under an existing base closure agreement between the Army and the BLM. The BLM will continue to work closely with its many community, state, and Federal partners to effectively manage the new national monument, which will become part of the Bureau’s 27-million-acre National Landscape Conservation System. The Bureau of Land Management (BLM) celebrated the 200th anniversary of the General Land Office (GLO) with a public tour of the vaults where millions of land records are stored. The BLM also launched a new history website and BLM offices around the United States have scheduled commemorative events through the year. The GLO was established April 25, 1812 to handle the business associated with the sale of public lands for private ownership, transforming wilderness to agricultural use, and generating income for the Federal government. The GLO, in fact, became the Gateway to Land Ownership for millions of people. In 1946, the GLO and the U.S. Grazing Service merged to create the BLM under

the U.S. Department of the Interior to manage the public lands for the benefit of current and future generations. BLM Director Bob Abbey led the public tour of the vaults containing the land records, which are at the BLM-Eastern States Office in Springfield, Virginia. The tour also included a stop at the modern facility that scans and preserves the documents. As part of the celebration, the BLM launched a companion website named Our Heritage, Our Future (www.publicland.org). The site features essays from BLM employees around the United States who share their living histories, an interactive timeline of BLM history, and other features showcasing the BLM’s growing mission. The website also links to other BLM websites that commemorate the GLO and the 150th anniversary of the Homestead Act on May 20. In September, the Public Lands Foundation (PLF), the BLM, the Center of the American West, and the University of Colorado will host a symposium in Boulder, Colorado, to commemorate the GLO and the Homestead Act. Also in September, the PLF, the BLM, and the Morrison Institute for Public Policy, Arizona State University, will host a symposium in Phoenix, Arizona. That symposium, in addition to discussing the GLO and the Homestead Act, will include sessions about the 100th anniversary of Arizona’s statehood. CONVENTION NEWS 2013 APPL Partnership Convention & Trade Show, March 10-14, DoubleTree Hotel, Portland. OR. Details coming soon to www.appl.org. This was an outstanding convention! Every session I attended was useful and interesting. The trade show was one of the best yet. I loved catching up colleagues and appreciate the idea sharing. This was the sentiment we received from many of the 170 convention survey respondents when they commented on the value and experience of the 2012 APPL Partnership convention. Educational sessions, networking opportunities, and general session keynoters were ranked as the favorite aspects of the convention. The Partnership and Sales & Service track ranked as the top two most useful educational tracks. Over 84% of survey respondents felt there was adequate trade show time and many commented they appreciated the lengthened hours that allowed them to talk with vendors and review products. FEDERAL UPDATES An amendment passed by the House and Senate in two separate bills extremely limits federal employees from attending private conferences if any federal funds are used for travel expenses. The definitions used in the amendment impose severe restrictions on all private conferences: associations, other nonprofits, and corporations could only have a federal agency’s employees attend one meeting held by that organization every year. APPL is urging our members to join with the American Society of Association Executives in educating Congress on what these amendments mean and the impact they would have on meetings and conferences. You can help this effort in three ways: • Sign the open letter to Congress asking them to amend

the offending language. Signatures are being collected through Friday, May 4. While the stated intent of the language would be to prevent wasteful spending on government sponsored conferences, the actual language would prevent many federal employees from attending and participating in private conferences. Public land partnerships benefit when

agency and nonprofit staff meet and learn together during conferences and training programs. Please include your voice on this issue. The Internal Revenue Service has issued a revised Publication 1771, which contains useful guidance concerning substantiation of charitable donations, as well as disclosures that must be made to donors by exempt organizations. No new substantiation or disclosures are required, but the revised Publication 1771 clarifies tax requirements, noting, for example, that disclosures required to be given to donors by exempt organizations can be provided electronically, such as in an email addressed to the donor. All organizations receiving charitable contributions should obtain and review Publication 1771, which is available for downloading on the IRS website at www.irs.gov.

The Golden Gate National Parks Conservancy is proud to partner with the Golden Gate Bridge, Highway and Transportation District on the 75th anniversary celebration of the Golden Gate Bridge. In May, the Parks Conservancy and GGBHTD - in cooperation with the National Park Service and Presidio Trust - are opening a new welcome center (the Bridge Pavilion), introducing new guided tours and photo programs, unveiling improved trails and overlooks, and organizing a spectacular Golden Gate Festival on May 27 - the date on which the Bridge opened in 1937. In the spirit of partnership and civic cooperation, the Parks Conservancy is also rallying community organizations across the San Francisco Bay Area to hold their own programs and tributes honoring the Bridge. The National Park Foundation’s newest program, Ticket To Ride, has provided Cowpens National Battlefield, along with several other parks across the country, the much needed funds to make a national park field trip for local students possible. Overall, the initial grant of $117,000 will make it possible for young people nationwide to experience America’s national parks during this school year. Over a four day period earlier this month, fifteen third and fourth graders selected and transported in partnership with the Spartanburg YMCA spent their spring break learning about life during the American Revolution. The camp was held at Walnut Grove Plantation in Roebuck and Cowpens National Battlefield in Cherokee County. Activities included quill pen writing, building a lean-to shelter, drafting a recruiting poster for continental soldiers, and setting up a soldier’s encampment. The children were also given a musket firing demonstration, as well as talks on Native Americans, slavery, and medicine in Colonial America. FUNDING OPPORTUNITIES The Native Plant Conservation Initiative, a program of the National Fish and Wildlife Foundation (NFWF), supports on-the-ground conservation projects that protect and restore native plant communities on public and private lands. The program funds multi-stakeholder projects that focus on the conservation of native plants and pollinators under any of the following areas: conservation, education, restoration, research, sustainability, and data linkages. Grants, which are expected to range from $15,000 to $65,000, require a minimum one-to-one non-federal match by project partners, including cash or in-kind contributions of goods or services (such as volunteer time). Eligible applicants include nonprofit organizations and local, state, and federal government agencies. Pre-proposals are due May 25; full proposals must be submitted by August 24. Every Day Grants provide funding to strengthen the effectiveness of public lands friends groups. These grants help fund capacity building projects such as staff and board training, fundraising, and technology and website development. This year, The National Environmental Education Foundation (NEEF) is supporting two cycles of Every Day Grants. Each cycle supports 25 organizations with grants of up to $5,000 each. The second grant cycle is now open. The deadline to submit a pre-proposal is May 25.
