1.0 Introduction
TheMaynoothLocalAreaPlan2013–2019hasbeen
preparedinaccordancewiththerequirementsand
provisionsofthePlanningandDevelopmentAct2000
asamended.Itsetsoutanoverallstrategyforthe
properplanningandsustainabledevelopmentof
MaynoothinthecontextoftheKildareCounty
DevelopmentPlan2011–2017andtheRegional
PlanningGuidelinesfortheGreaterDublinArea
2010–2022.ItisalsoinformedbyMinisterial
GuidelinespublishedpursuanttoSection28ofthe
PlanningandDevelopmentAct2000asamended
togetherwithEUrequirementsregardingStrategic
EnvironmentalAssessmentandAppropriate
Assessment.
ThisPlanissetoutinawrittenstatementwith
accompanyingmaps.

forthetown,settingtheframeworkfortheplans
policiesandobjectives.

Thewrittenstatementshalltakeprecedenceoverthe
mapsshouldanydiscrepancyarisebetweenthem.In
thefullinterpretationofallobjectivesforMaynooth,
itisessentialthatboththeCountyDevelopmentPlan
(CDP)andtheLocalAreaPlan(LAP)arereadin
tandem.Whereconflictingobjectivesarisebetween
theCDPandtheLAP,theobjectivesoftheCDPshall
takeprecedence.Itshouldbenotedthatthegeneral
developmentmanagementstandardsapplicabletothe
PlanarecontainedintheCountyDevelopmentPlan.
Aim: To build on Maynooth’s strengths and to provide a focused approach to planning for future growth in a coherent sustainable, spatial fashion. The Plan aims to achieve a more consolidated urban form that facilitates a sustainable economic base and creates sustainable and integrated communities while balancing future development with the conservation and enhancement of the town’s natural and built environment.

1.1 Local Area Plans Status and Process
Sections18–20ofthePlanningandDevelopmentAct
2000,asamended,providethataLocalAreaPlan
(LAP)maybepreparedinrespectofanyareawhicha
PlanningAuthorityconsiderssuitable,inparticularfor
areaswhichrequireeconomic,physicalandsocial
renewalandforareaslikelytobethesubjectof
large-scaledevelopmentwithinthelifetimeoftheplan.
ALocalAreaPlanshallbemadeinrespectofanarea
which:
•Isdesignatedasatowninthemostrecentcensusof
population,otherthanatowndesignatedasa
suburborenvironsinthatcensus
•Hasapopulationinexcessof5,000and
•IssituatedwithinthefunctionalareaofaPlanning
AuthoritywhichisacountyCouncil
•The2011censusindicatedthatMaynoothhada
totalpopulationof12,510persons.ALAPis
thereforerequiredforMaynooth.ThisLAPwas
adoptedattheCouncilMeetingon29thJuly2013
andtakeseffectfromthe26thAugust2013.This
planshallceasetohaveeffectattheexpirationof
sixyearsfromthatdateunlessthisperiodis
extendedbyresolutioninaccordancewithsection
12(d)to(f)ofthePlanningandDevelopment
(Amendment)Act2010
1.2 Strategic Environmental Assessment
StrategicEnvironmentalAssessment(SEA)isthe
formalsystematicevaluationofthelikelysignificant
environmentaleffectsofimplementingaplanor
programmebeforeadecisionismadetoadoptthe
planorprogramme.TheSEADirective(2001/42/EC),
wastransposedintoIrishLawthroughtheEuropean
Communities(EnvironmentalAssessmentofCertain
PlansandProgrammes)Regulations2004(SINo435
of2004)asamendedbytheEuropeanCommunities
(EnvironmentalAssessmentofCertainPlansand
Programmes)(Amendment)Regulations2011(S.INo.
200of2011)andthePlanningandDevelopment
(StrategicEnvironmentalAssessment)Regulations
2004(SINo436of2004)asamendedbythePlanning
andDevelopment(StrategicEnvironmental
Assessment)(Amendment)Regulations2011(S.I.No.
201of2011).
MandatorySEAofaLocalAreaPlanisrequired
wherethepopulationortargetpopulationofthetown
isover5,000persons,orwheretheareacoveredby
theplanisgreaterthan50squarekilometres,or
wheretheLocalAreaPlanisbeingpreparedfora
townanditswiderenvirons.TheSEAwasprepared
inparalleltotheplan,informingtheplanmaking
processofthelikelyenvironmentalimpactsof
alternativeactionsandcontributestotheintegration
ofenvironmentalconsiderationsintotheplanmaking
process.
InaccordancewithArticle13DofthePlanningand
Development(StrategicEnvironmentalAssessment)
Regulations2004,aScopingAssessmentwas
preparedfortheMaynoothLocalAreaPlanandsent
totheEnvironmentalAuthorities.Thefindingsofthe
SEAaresetoutintheEnvironmentalReport,which,
whileconstitutingpartofthePlandocumentation,is
presentedasaseparatedocument.The
EnvironmentalReportwaspreparedinconjunction
withthepreparationofthePlanandthePlanhasbeen
informedbytheenvironmentalconsiderationsofthe
EnvironmentalReport.Thelikelyenvironmental
effectsofthePlan(andthealternativedevelopment

scenariosconsidered)arepredictedinthe
EnvironmentalReportandtheirsignificanceis
evaluatedwithreferencetothearea’senvironmental
baseline.TheEnvironmentalReporttherefore
providesaclearunderstandingofthelikely
environmentalconsequencesofdecisionsregarding
thelocationofdevelopmentinthePlanarea.The
mitigationmeasuresneededtooffsetthepotential
adverseeffectsofthePlanandfuturemonitoring
proposalshavebeentransposedfromthe
EnvironmentalReportintothePlan.
1.3 Appropriate Assessment
ThepurposeofAppropriateAssessment(AA)ofland
useplansistoensurethatprotectionoftheintegrity
ofEuropeansitesisapartoftheplanningprocessata
regionalandlocallevel.TherequirementforAAof
plansorprojectsisoutlinedinArticle6(3)and(4)of
theEuropeanCommunities(1992)CouncilDirective
92/43/EEContheconservationofnaturalhabitats
andofwildfaunaandflora(“HabitatsDirective”).
LocalAreaPlansarescreenedforanypotential
impactonareasdesignatedasNatura2000sites.In
anycasewhere,followingscreening,itisfoundthat
theplanmayhaveanimpact,afullAppropriate
Assessmentmustbecarriedout.
TheMaynoothLocalAreaPlan2013–2019was
screenedforAA.Thisscreeningfoundthateffectson
theintegrityoftheRyeWaterValley/CartonSpecial
AreaofConservation,(SiteCode002162),arisingfrom
theLocalAreaPlanwerenotlikely,andthereforefull
AppropriateAssessmentwasnotwarranted.However
therecommendationsofthatscreeningdocument
havebeenincorporatedintotheplan.
1.4 Strategic Flood Risk Assessment (SFRA)
UnderSection28ofthePlanningandDevelopment
Act2000,asamendedguidelinesentitled“The
PlanningSystemandFloodRiskManagement
GuidelinesforPlanningAuthorities”werepublished
bytheDoEHLG(November2009).Theseguidelines
requireplanningauthoritiestointroducefloodrisk
assessmentasanintegralandleadingelementofthe
planmakingprocess.TheDraftStrategicFloodRisk
Assessment(SFRA)carriedoutforMaynoothisan
assessmentoffloodriskinthetowntoinform
strategicland-usedecisionswiththepurposeof
ensuringthatfloodriskmanagementisfully
integratedintotheLocalAreaPlan.
TheSFRAhasrecommendedthatdevelopment
proposalsfortheareasidentifiedasbeingatriskof
floodingoutlinedonMap2insection7.6.5FloodRisk
ManagementofthisPlanbesubjecttoasitespecific
floodriskassessment.Someoftheseareashavebeen
thesubjectofmoredetailedinvestigationandthis
informationisavailableintheDraftStrategicFlood
RiskAssessmentReport.
2.0 Maynooth Historic Development and Urban Context
Maynoothhasdevelopedinanumberofseparate
stages,whichareclearlyevidentinthetown’s
structure.Thetowndatesfromtheoriginal
settlementaroundtheCastleinthe12thcentury,
aroundwhichStPatrick’sCollegelaterdeveloped.
Thenextsignificantdevelopmentwasthelayingout
ofMainStreetbytheDukesofLeinster,ofCarton
House.TheaxisfromSt.Patrick’sCollegetothe
Cartonestateisoneofthefinestexamplesof18th
centuryurbanandlandscapedesigninthecountry.
Thenextsignificantstepintheevolutionofthetown
wasthearrivalofthecanalandlater,therailway.
Whilethesedevelopmentsimprovedcommunication,
theyalsohadtheeffectofformingasouthern
boundarytothetown,whichwasnotsignificantly
breacheduntillateinthe20thcentury.
Today,Maynoothisabusyandvibrantuniversity
townwithmanystudentslivinginandtravellingto
thetowntoattendNUIMaynooth.Muchofthe
recentresidentialdevelopmentinthetownhasbeen
southoftherailwaywithNewtownHallonthe
RathcoffeyRoadandGriffinRathManoronthe
CelbridgeRoadbeingtwoofthemostrecent
developments.Theotherlocationwhereresidential

developmenthasoccurredisthecontinuing
developmentalongtheMoyglareRoad.TheMaynooth
BusinessParkislocatedsouthoftheM4motorwayon
theClaneroadanditisoneofthemainemployment
areasinthetown.
Anumberofservicesandfacilitiesassociatedwiththe
studentpopulationhavedevelopedinthetownin
recentyears.Withthedevelopmentofthetownand
generalcommutertrafficroadinfrastructureinthe
townisunderpressureandthisPlanincorporates
objectiveswhichwillseektoaddresscurrent
deficienciesandalleviatepressureontheroad
network.TheUniversity,theCanalandthenearby
demesnelandscapeofCartonareimportanttourist
attractionsinthetown.Thecontinuedsustainable
developmentofthesefacilitiesisrecognisedinthis
Plan.
2.1 Maynooth in a National Context
TheNationalSpatialStrategy(NSS)waspublishedin
December2002andoutlinesa20-yearplanning
frameworkdesignedtoachieveabetterbalanceof
social,economic,physicaldevelopmentand
populationgrowthbetweencentres.
UndertheNSSMaynoothiscategorisedasatown
withapopulationofover5,000people.Inthecontext
oftheNSS,townsofthissizewillactas‘localcapitals’
andprovidearangeofservicesandopportunitiesfor
employment.

TheRegionalPlanningGuidelinesfortheGreater
DublinArea2010–2022setouttheplanneddirection
forgrowthwithintheGreaterDublinAreaupto2022
bygivingregionaleffecttonationalplanningpolicy
undertheNationalSpatialStrategy(NSS).TheRPGs
havedesignatedMaynoothasaLargeGrowthTown
IIsituatedintheDublinMetropolitanArea.
Maynooth’sroleasaLargeGrowthTownIIistoact
asanimportantselfsustainingregionaleconomic
driverfortheGDA,capitalisingonitsinternational
connectivityandhighqualityconnectionstoDublin
CityCentre,whilstalsosupportingandservicinga
widerlocaleconomy.
Maynoothisalsoidentifiedasaprimaryeconomic
growthtownprioritisedforlocalandregional
enterprise.Criticalmassisacoreobjective,supported
bydensitylevelswhichfostercompetitiveness,
sustainabilityandcreateopportunitiesforeconomies
ofscaletojustifystrategicinfrastructureprovision.
Maynooth,togetherwithLeixlip,isdefinedasaCore
EconomicAreaandhasmanylocationalstrengths
includingimprovingrailandnationalroadnetworks
andproximitytotheIntelandHewlettPackard
campuses.Thefocusofeconomicdevelopmentinthe
areaisonmaintainingandimprovingtheestablished
synergybetweentheeducationsectorandthemajor
employersinthehightech/biotech,researchand
development,ICTandmanufacturingsectors
MeathCountyCounciladoptedtheMaynooth
EnvironsLocalAreaPlaninApril2009,whichzones
landsatMoygaddytothenortheastofMaynooth.The
planmainlyprovidesforscienceandtechnology
developmentwithancillaryresidential,educational
andneighbourhoodcentredevelopment.The
servicingoftheselandsrequiresthecooperationof
KildareCountyCouncilinrelationtowaterand
wastewaterinfrastructure.TheMeathCounty
DevelopmentPlan2013–2019seekstodevelopa
StrategicEmploymentzonewithintheMaynooth
EnvironsLAPandalsorequiresavariationofthe
MeathCDPwithinoneyearofadoptiontoprovide
developmentandzoningobjectivesforMaynooth
Environs(refertowww.meath.ie).

TheKildareCountyDevelopmentPlansetsoutthe
overallstrategyfortheproperplanningand
sustainabledevelopmentofKildareCountyoverthe
period2011–2017.ThePlanhasacriticalroletoplayin
ensuringthattheneedsoffuturepopulationgrowth
areplannedfor.ThePlanaimstodirectpopulation
growthintothemainurbancentreswithsignificant
growthfocusseduponthemetropolitantownsof
Maynooth,Celbridge,LeixlipandKilcock.Italso
promotessignificantneweconomicdevelopment
withindefinedeconomicclusterslikethe
metropolitantownsmentionedabove.ThePlanalso
emphasisestheneedtoprotectthebuiltheritage,
uniquelandscape,naturalheritageandbiodiversityof
thecountyfortheirintrinsicvalueandasaresource
forthetouristeconomyofthefuture.
ThedesignationofMaynoothasaLargeGrowth
TownIIintheRPGsisreinforcedinthecounty
settlementstrategy.LargeGrowthTownsIIare
designatedtoactasimportantselfsustainingregional
economicdrivers,accommodatingsignificant
investmentintransport,housing,economicand
commercialactivitywithhighqualitytransportlinks
toDublinandotherlargetowns.TheCDPrecognises
thatMaynoothshouldtakeadvantageofthepresence
ofNUIMaynoothandthecloseproximityoftheIntel
andHewlettPackardcampuses.Thereforeitis
envisagedthatthetownwouldbepromotedasbeing
strategicallylocatedinthe‘KnowledgeValley’where
thefocuswouldbeonthedevelopmentofhitech/bio
techsectors,researchanddevelopment,ICTand
manufacturing.
3.0 Town Function and Role
Maynoothiswellrecognisedbothnationallyand
internationallyasauniversitytown.StPatrick’s
Collegewasestablishedin1795educatingcandidates
forthepriesthood.In1910StPatrick’sbecamea
recognisedcollegeoftheNationalUniversityof
Irelandandin1966thecollegebeganacceptingnon
clericalstudents.ManystudentsliveinMaynooth
addingtothevibrancyandatmosphereinthetown
whileothersincloseproximitycommutedaily.The
townalsoactsasaretailandservicecentrefornorth
Kildare.TheManorMillsandCartonParkretail
developmentsattractmanyshoppersfromthe
surroundingtownsandhinterland.Maynoothalso
hasexcellenttransportlinksnamelytheM4
motorwayandtheDublinandSligorailwayline.

3.1 Population
ThepopulationofMaynoothhasrisensteadilysincethe1970s.Thegreatestrateofpopulationchangetook
placebetween1996and2002reflectingthegrowthinresidentialdevelopmentinthetownatthattime.The2011
censusindicatedthatMaynoothhadatotalpopulationof12,510personsrepresentinga16%increasesince2006.

Maynoothtraditionallyhasaveryyoungpopulation.The1996censusindicatedthatalmost30%ofthetown’s
populationwasagedbetween20and29yearscomparedto15%forthestateasawhole.The2002census
revealedasimilartrendwith25.51%ofthepopulationinthe15–24bracketcomparedtothe16.38%averagefor
thestate.Table3belowrevealsthatthistrendisalsoevidentinthe2011censusresults.Thestudentpopulation
ofthetownisabigfactorinthehighproportionofyoungadultsinthetown.Ingeneral,thepopulationof
Maynoothisquiteyoung.

railwaylinealongtheRathcoffey,Straffanand
Celbridgeroads.Inrecentyearstherehasbeensome
residentialdevelopmentalongtheMoyglareroadand
theDunboyneroadtothenorthofthetowncentre.
Thetypeofresidentialdevelopmentvariesfrom
detachedhousesontheoutskirtsofthetown,to
ribbondevelopmentalongtheapproachroads,to
housingestatesofvaryingdesignsanddensities
aroundthehistoriccore.
Inlinewiththetown’spositionintheCounty
SettlementStrategyandtheRegionalPlanning
Guidelines,theresidentialunitallocationfor
MaynoothoverthelifetimeoftheCDP2006–2017is
2,364units(table4).Thisfigurehasbeenprojected
forwardtocovertheperiod2013–2019(thelikelyplan
period)forMaynoothrequiring2,888unitsoverthe
periodofthisLocalAreaPlan.Maynoothisprojected
toaccommodate8.4%oftheresidentialunitgrowth
allocatedintheRPGsintheperiod2016–2022.The
countytotalis3,122unitsperyeartherefore8.4%

3.5 Economy
The2002andthe2006censusindicatedthat
approximatelyhalfofthetown’spopulationwasat
work(5,016personsin2002and5,694personsin
2006).Thisnumberhasincreasedbythetimeofthe
2011Censuswith5,187personsconsideredtobeat
work.Howeverthenumberofunemployedhasmore
thandoubledwith734peopleoutofworkin2011in
comparisontothelowlevelsofunemployment,
recordedat288personsin2002and295personsin
2006.Table7illustratesthelabourforcebreakdown
forMaynooth.Itisimportanttonotethatthelarge
studentpopulationprobablyhasaneffectonthe
employmentlevelsofthetownasawhole.
IthasbeennotedthatMaynoothhasalarge
proportionofitspopulationofworkingage.Italsohas
anumberoflocationaladvantagessuchasclose
proximitytolargeemployerslikeNUIMaynooth,
IntelandHewlettPackardandexcellenttransport
linkstoDublin.ItisevidentfromTable8thatalarge
proportionoftheworkforceinMaynoothare
employedinhighskilledjobsinthetrade,commerce
andpublicservicesectors.

3.6 Town centre
SincethepreviousMaynoothDevelopmentPlanin
2002,progresshasbeenmadewithregardtothe
re-developmentofredundantindustriallandsthrough
theopeningoftheManorMillsShoppingCentreand
residentialdevelopment.Therearefurther
underutilisedbacklandsitescapableofre-
developmentparticularlyintheCanalHarbourarea.
3.7 Transportation
TrafficcongestionisamajorprobleminMaynooth
andthedeliveryoftheMaynoothOuterOrbitalroute
illustratedonMap1isvitalfortheeconomic
developmentandqualityoflifeofallMaynooth’s
residentsandvisitors.Theupgradeofaccesstothe
M4Motorwayandtheprovisionofanadditional
accessmayalsobenecessarytofacilitateeaseof
accesstothenationalroadnetwork.Pedestrianand
cyclingfacilitieswillbedevelopedthroughoutthe
townparticularlyfromnewdevelopmentareasback
tothetowncentreandNUIMaynooth.The
upgradingandintensificationofuseoftherailway
willtakeplaceoverthenextfewyearsandthe
developmentofancillaryfacilitiessuchascarparking
willberequired.
3.8 Environment and Recreation
TheRoyalCanalisoneofthetown’sprime
recreationalandenvironmentalassets,the
maintenanceoftheenvironmentalqualityofthe
canalandthedevelopmentofamenityfacilitiesfor
walkingandcyclingisvital.Thedevelopmentofthe
Harbourfieldasakeypieceofgreeninfrastructurein
thetowncentrewillgreatlybenefittheamenityofthe
towncentreasawholeaswillthemaintenanceand
improvementofCartonAvenue.
3.9 Education
Maynoothisrecognisedasaneducationcentreasa
resultofthepresenceoftheNationalUniversityof
IrelandMaynoothandStPatrick’sSeminary.Thereis
alsoasecondaryschoolandfourprimaryschoolsin
thetown.Someoftheschoolfacilitiesarecurrently
inadequate.
Maynoothhasaveryhighlyskilledlabourforcewith
31.78%ofthepopulationin2002havingthirdlevel
degreescomparedtothethennationalaverageof
19.86%.In2006thisfigurehadrisenfurtherto
33.37%comparedwithanationalaverageof22.42%.
Thesefiguresareadirectresultofthepresenceofthe
universityandthereforeMaynoothiswellsuitedto
attractinghighskilledemploymentinthefuture.Itis
anticipatedthattheUniversitywillbeadrivingforce
inthedevelopmentofresearchanddevelopment
employmentopportunitiesintheregion.

4.0 Key challenges facing the town
TheMaynoothLocalAreaPlanhasacriticalroleto
playinensuringthattheneedsofthefuture
populationareplannedfor.Howevertherearea
numberofkeychallengesthatneedtobeaddressed
including:
(i) Ensuringthattheplanningframeworkinthe
townisestablishedsothatMaynoothcan
accommodateitspopulationtargetinorderfor
thetowntobeadriverofbalanceddevelopment
withinthecountyandtheregion.
(ii) PromotingMaynoothasanEconomicGrowth
Townbyencouragingandsupportingsignificant
neweconomicdevelopmentinthetownand
facilitatingthedevelopmentofresearchand
developmentbasedenterprises.
(iii) Ensuringtheavailabilityoflocalemployment
opportunities,communityandcommercial
services,recreationandamenityfacilitiesforthe
existingandfuturepopulationofMaynooth.
(iv) Facilitatingtheupgradingofwaterand
wastewaterinfrastructureintheareathereby
facilitatingthedevelopmentoftheeconomy,
educationalfacilitiesandresidentialdevelopment.
(v) Deliveringstrategictransportimprovements
particularlytheupgradingoftherailwayline
andthecompletionoftheMaynoothOuter
OrbitalRoute.
(vi) Facilitatingthedevelopmentofeducational
facilitiesforanexpandingpopulation.
(vii) ProtectingtheuniquecharacterofMaynoothasa
Universitytownsteepedinhistoryandheritage.
(viii)Retainingitsseparatephysicalidentity,and

5.0 SEA Assessment of Alternative Plan Scenarios
Fivealternativeplanscenarioswereprovidedbythe
planningauthoritytotheCouncil’senvironmental
planningconsultants(ARUP)aspartoftheSEA
processinordertoassessdifferentvisionsofhowthe
futuredevelopmentofMaynoothmightoccur.The
fiveplanscenariosareoutlinedinAppendixI.A
comparativeevaluationofthelikelyenvironmental
effectsofeachofthefivescenarioswascarriedout.
AnevaluationofthefiveSEAalternativesconcluded
that‘AlternativeScenario2:redevelopmentofthe
CanalHarbour/employmenttothewestofthecollege
/newresidentialatMariavillaisthemostsustainable
option.Thispreferredalternativeseekstofacilitate
thistargetedpopulationgrowthofthetownby
focusingonthefollowingthreekeydevelopmentareas:
(i) Consolidationoftheexistingtowncentreby
encouragingthedevelopmentoftheCanal
harbourandthereinvigorationoftheMain
Streetandthesurroundingsidestreetsina
sensitiveandappropriatemanner.
(ii) CreationofanewresidentialareaatMarivilla,
accessedfromtheMoyglareandDunboyne
roads.Theselandsprovidetheopportunityto
provideappropriateresidentialdevelopment
includingarangeofdifferentdwellingtypesin
closeproximitytothetowncentre,educational
facilitiesandrecreationalareas.
(iii) Creationofanewemploymentcampustothe
westoftheUniversity.Thisdevelopmentshall
beprimarilyforthedevelopmentofknowledge
basedenterprises,howeverotherancillaryuses
maybedeemedacceptablefollowingthe
completionofadetailedmasterplan.

6.0 Future Development Strategy
ThestrategyforthefuturedevelopmentofMaynooth
isbasedontheprinciplesestablishedintheMaynooth
DevelopmentPlan2002,theframeworkprovidedby
theRegionalPlanningGuidelines2010–2022andthe
KildareCountyDevelopmentPlan2011–2017.ThisPlan
establishestheframeworktoguidethedevelopmentof
Maynoothforthenextsixyears.Theforthcoming
StrategicLandUseandTransportationstudyofNorth
EastKildarewilladdressthedevelopmentframework
fortheKildaremetropolitanareaupto2030andwill
informthefuturedevelopmentofMaynoothbeyond
theperiodofthisPlan.
ItisenvisagedthatMaynoothwillcontinuetogrow
overtheshorttomediumtermtoachieveacritical
masswhichwillsupportcompetitiveness,
sustainabilityandcreateopportunitiesforeconomies
ofscale.Itsdevelopmentwillbecomplementedwitha
rangeofemployment,recreational,cultural,retail
andeducationalfacilitiesappropriateforatownofits
size.ItisenvisagedthattheNationalUniversityof
IrelandMaynoothwillcontinuetogrowanddevelop
itsfacilitieswhilealsocreatingtheenvironment
requiredtodevelopfurtherresearchbased
employmentopportunitiesinthetown.
Thestrategicdirectionforthefuturedevelopmentof
Maynoothwillfocuson:
1) EconomicDevelopment
TheconsolidationandenhancementofMaynooth’s
roleasaprimaryeconomicgrowthtown.Thisincludes
thezoningoflandsontheKilcockRoadadjacentto
NUIMaynoothforResearchandTechnologybased
employmentgeneratingusesandrelatededucational
uses.TheexistenceoftheUniversitywillallowforspin
offindustriesandenterprisestobedevelopedbasedon
theknowledgeeconomy.Thelandsareinagood
positiontotakeadvantageofitsexcellentlocation
adjacenttotheUniversity,thetowncentreandnew
andexistingresidentialareas.Maynoothalsohasalot
toofferanewworkforceincludingvibrantretail,
culturalandamenityresources.
2)PlanningforResidentialExpansion
Theplanensuresthesupplyofsuitablyzoned
servicedlandtoaccommodatethefuturegrowthof
MaynoothinlinewithitsdesignationintheRegional
PlanningGuidelines.Themajorityofareasdesignated
forresidentialgrowtharenearthetowncentre,atthe
CanalHarbourandthenewresidentialzoning
betweentheMoyglareroadandtheDunboyneroad
andontheCelbridgeroad.Thelatterisbisectedbya
greenlungofamenitylandsandtheriverLyreen.
Theselandshavetheadvantageofbeinginclose
proximitytothetowncentre,educationalfacilities
andamenityfacilities.
3)CanalHarbour
Theplanalsoprovidesfortheexpansionofthetown
centreinasustainablemannerbyutilisingbackland
areas,inparticulartheHarbourAreawhichislocated
alongtheRoyalCanalandtotheeastoftheCollege.
Throughanurbandesignframeworktheplanaimsto
developinanintegratedmannertheHarbourArea
withinthetowninordertoprovideasustainable
urbanexpansionarea,increasingpermeabilityand
strengtheningthelinkagebetweenthetowncoreand
thetrainstation,throughwelldesignedurban
development.

Theplanaimstofacilitatetheappropriate
developmentofeducationalfacilitiesatNUI
Maynoothandpromotethedevelopmentofspinoff
researchanddevelopmentbasedenterprisesinthe
town.Theexpansionofeducationalactivitiesinthe
universityisvitalforthecontinueddevelopmentof
thetownintandemwiththeancillaryemployment
opportunitiesitgenerates.Aneducationalcampuson
theMoyglareRoadhasbeenidentifiedwhichis
suitableforstateoftheartprimaryandsecondary
schoolfacilities.Thereisonepostprimaryschooland
fourprimaryschoolsinMaynooth.Thesearelistedin
thetable9.

Theplanalsoseekstoprotectandenhancetheunique
architecturalandarchaeologicalheritageofthetown
includingtheStPatrick’sCollegecampustheMain
StreetandCartonAvenue.Theretentionofvernacular
buildingsontheMainStreetanditssidestreetswill
ensurethecharacterofthetownremainsintact.
Maynoothcanrealiseitspotentialasaheritagetown
andassociatedtouristdestinationbyreferencingits
heritageassociatedwithsignificantperiodsofIrish
history.
