SUBIC BAY FREEPORT — The SubicBay Metropolitan Authority (SBMA) hasset an investment target of $8 billion atthe end of this year, as officials expressedconfidence of an economic rebound thisyear among industries here in the Subic

SBMA Administrator Armand Arrezamade this announcement on Tuesdayduring this year’s State of the FreeportAddress (SOFA), an annual reporting tothe investor community under the aus-pices of the Subic Bay Freeport Cham-ber of Commerce (SBFCC).

“Growth in committed investmentsslowed in 2009 to 2.5 percent, but this ispoised to rebound in 2010,” Arreza said.

He said that with large projects al-ready in the pipeline, the SBMA aims topropel cumulative investments in Subicto a total of $8 billion in 2010.

Arreza said that among the prospec-tive big-ticket developments that wouldstart this year are the $130-million projectof Harbour Centre Port Terminal, the$200-million expansion of Mabuhay Sat-ellite, the $800-million resort and com-mercial complex of Subic Neocove, andthe $1.09-billion resort developmentproject of MCastle, another Korean in-vestor.

Noting a steady increase in the num-ber and amount of investments in the lastfive years, Arreza said the SBMA posteda $5.958-billion cumulative investmenttotal last year despite the effects of theglobal financial crisis.

“With this, we expect a better invest-ment climate in Subic this year,” he add-ed.

According to figures from the SBMA,the number of investors almost doubledsince 2005, the year when the adminis-tration of Arreza and SBMA ChairmanFeliciano Salonga took over.

From a total of 571 in 2004, regis-tered investors in the Subic Bay Free-port rose to 1,232 in 2009, or a 116 per-cent increase over the last five years.Meanwhile, total investments climbedfrom $2.313 billion in 2004 to $5.958 bil-lion last year, posting a 155 percent in-crease during the same period.

“Even as the growth rate slowed to 7percent in 2009 from a high of 23 percentin 2008 because of the global financialdownturn, projects from domestic firmssomehow offset the slow-down amongforeign companies,” Arreza said.

Among the big Filipino firms that pro-

posed projects last year was Ayala Land,Inc., which has set aside $60 million fora real estate development project thatwould start at the free port and eventual-ly expand into nearby areas in OlongapoCity.

Arreza said that investments by lo-cal firms like Ayala helped make up forthe cancellation of a $312-million projectby the Chinese investor Hebei Jingniu,as well as the pullout of FedEx, whichinvested $100 million in the free port.

Arreza said the growth in investmentsalso resulted in greater economic activi-ty in the free port zone, that in turn re-sulted in a 53 percent increase in thenumber of jobs from an active workforceof 58,952 in 2005 to 87,226 in 2009; an84 percent increase in exports, from $586million in 2005 to $1.079 billion in 2009;and a 64 percent increase in revenues,from P3.41 billion in 2005 to P5.6 billionin 2008.

In the same occasion, SBMA Chair-man Feliciano Salonga said that the agen-cy’s business-friendly investment policiesensured continuous developments in theSubic Bay Freeport and kept it afloatamid the recession.

“The SBMA focused on the essen-tials. That’s why we managed to comeout alright from a turbulent year,” Salon-ga said.

Salonga also cited some Subic inves-tors that decided to expand operationsdespite the global economic downturn,as well as the seaport department andtourism group of the SBMA, calling them“star players” of SBMA.

He said the SBMA seaport depart-ment posted a revenue of P472 million in2009, the highest since it started opera-tions in 1993. On the other hand, theSBMA tourism department managed toincrease visitor arrivals here from 2.9 mil-lion in 2008 to 4.1 million in 2009.

ANGELES CITY – Sen. Richard “Dick”Gordon on Wednesday vowed to apply“effective leadership” in governance, fo-cusing on education once elected Pres-ident.

Gordon elicited applause from stu-dents at the Holy Angel University(HAU) when he promised to give publicschool teachers a monthly salary ofP40,000 each.

“We can never rebound if we donot put emphasis on education,” saidGordon, who was with his vice presi-dential runningmate, Bayani Fernan-do, in a campaign sortie highlightedby a forum with HAU students andofficials.

Today,three months before the synchronized national andlocal elections, the Comelec decides to rob theKapampangans of their 2007 victory. This midnightdecision is obviously a devious handiwork of thosein power. They will do everything to seize powerto ensure that they perpetuate themselves in power.Sadly, it is power unduly earned. It is power thatdoes not emanate from the people.” So pressreleased Panlilio’s minions in the wake of theComelec resolution unseating as governor.

What they lack in numbers, Panlilio’smyrmidons most surely compensate for inverbiage. It is best to leave them to their wailingand gnashing of their teeth.

The SP however would not just rest in peaceover Panlilio’s wailing.

“We condemn the actuations and utterancesof Governor Eddie Panlilio and his camp as un-Christian.” So went a declaration from the SP.

And led further to ad hominems: “Thestatements were uncalled for and without basis.Who support him but us? Who approved thebudget and development fund he requested in2007? And his requests in 2008? Same thing in2009. Wasn’t it this august body that approvedthem and which led to the many accomplishmentshe is boasting of right now?”

By responding to Panlilio’s wild ranting – bymaking patol, to use Kris Aquino language – theSP is dignifying what ought to be ridiculed.

Panlilio is clearly grasping for straws.Demonizing everyone in a vain bid to avert theinevitable. No, we are not talking recount here,having already consigned the current term of officeto history’s dustbin. We are saying 2010 here.

Really, it is best to leave the loser to hisululations. Like we go way out of the way of amad dog braying at the moon.

LET’S SEE if you can figure out who I’m writing about. To makethe guessing game more exciting, I’ll occasionally refer to theperson as “she.” Let me warn you, though, that she may actuallybe a “he.” For starters, let’s give this “who u?” a moniker — “CC”,as in Congressional Candidate.

Promise, there’ll be more leads as you read up to the end ofthis article. Ready?

CC is a public figure, a TV staple, who makes her home andearns her keep in Metro Manila. She, however, is a registeredvoter of a province she claims to be a resident of.

A few months back, CC filed a certificate of candidacy ascongressional hopeful of her province. To justify her filing of theCoC, CC alleged that she took part in religious activities, stood assponsor in weddings, and delivered speeches in various gatheringsin the province.

She also presented an identification card, which listed theprovince as her residence, as further proof that she has compliedwith the law’s residency requirement.

Recently, CC was disqualified by the COMELEC from runningfor lack of residency.

According to the decision of the poll body, “(CC) still maintainssubstantial ties to Manila.” “(CC), up to the present, has material,practical, real and substantial reasons to stay in Manila,” it said.

Blind item

The COMELEC added that CC and herspouse, also a known personality, both work inMetro Manila. It also considered the absence ofCC’s ties with the place, which would indicatethe lack of intention to stay permanently in thelocality. “Having no substantial ties to the place,it can hardly be expected from (CC) to becognizant and sensitive to the needs of thelocality,” the COMELEC said.

THERE HAS been serious con-cerns regarding newspaper re-ports that some 1.7 million bal-lots for the Autonomous Regionin Muslim Mindanao (ARMM)are without security markings.However, early Monday morning(Feb.22) James JimenezComelec spokesman said thatthere are atleast five securitymarkings on all ballots includ-ing those for ARMM.

Comelec commissioner Gre-gorio Larrazabal said in a radiointerview program “Dos Por Dos”that all ballots have securitymarkings. This was aired alsoMonday morning.

Early Monday morning Ret.Archbishops Oscar Cruz in aradio interview said he is yet toverify and confrim the report, theabsence of security markingsfrom Comelec. Maybe Archbish-ops Cruz should have talked toComelec before breaking thenews in the media. Cruz sourcewas reportedly from the Nation-al Printing Office.

Wether the report is true ornot, the anxiety continues toalarm those who are particular-ly suffering from paranoia in con-nection with election irregulari-ties.

Will the Peace Talks withthe MILF be a success

Maybe it is also time forComelec to organize its ownwatch dog group and call it Ban-tay Pari.

Reports said that a nine-man

team from Malaysia is now in thecountry to observe the peacenegotiation between the govern-ment and the Moro Islamic Lib-eration Front (MILF). More inter-national observers are expectedto arrive.

We are all for a lasting peacein Mindanao and an acceptablesolution to the problems throughnegotiations.

However, consider this as thebasic talking points if the nego-tiations is to succeed.

1. Is the government panelassured that the MILF will notdemand the establishment of anindependent Bangsa Moro Islam-ic Republic?

2. Will the MILF agree to dis-arm itself whatever the outcomeof the peace negotiations?

3. Will the MILF abandonwhat it calls its “territories” andturn over the same to the fullcontrol of our government?

Observers believe that theseare the sticky and sensitive is-sues.

The failed memorandum ofagreement thats was consideredunconstitutional contains thesepoints and after its rejection vio-lence erupted in Mindanao.There were at least the two MILF

The government has itshands full with problems of pri-vate armies in Mindanao. Tomany observers the MILF is aprivate army that has been tol-erated by the government.

During the incumbency ofPresident Estrada our armedforces dismantelled all the MILFstrongholds including CampAbubakar.

We do not need more vio-lence in Mindanao. May thepeace talks succeed this timefor a lasting stability in Mindan-ao.

THE NATIONAL government through theDepartment of Education takes chargeof educational programs, projects, goalsand objectives of the countries educa-tional system particularly the elementa-ry and secondary education. The Stateprovides for elementary and secondaryeducation and sees to it that these goalsare realized based on the vision andmission of our educational system. Dep.Ed also designs educational innovationsto keep abreast on the needs of thechanging times. We know that the gov-ernment is trying its best to improve theplight of our educational system and thisis evident of the big allocation of Dep.Ed in our yearly budget.

Despite of the big allocation of bud-get the Department of Education findsit hard to fully implement or improve ourelementary and secondary education

and this is evident in the result of theNAT – National Achievement Test admin-istered every March 11, to grade III andsecond year high school. What couldbe the factors that contribute to this dis-mal performance? If we only try to ex-amine the reasons behind, then we canconclude that the lack of physical facili-ties like classrooms, libraries, armchairs,books, instructional materials and over-sized classes are the culprits.

The government can only give what hehas to our schools as the same is truethat teachers can only give what theyhave to their students. Considering thenumber of elementary and high schoolsthroughout the country, no matter how bigis the budget of Dep. Ed this cannot reachthe many schools that we have. The bigportion of the budget of education is allot-ted for personal services or for the sala-

ries of its huge personnel.Then what could be done to help solve

this perennial problem that has beenhampering our educational system. It isabout time that we strengthen the “Schooland Community Collaboration”. Bystrengthening school community collab-oration the inadequacies of the Depart-ment can be solved. Through strong com-munity collaboration we can top the ac-tive involvement of the Parents TeachersAssociation in funding various schoolprojects; they can contribute human andmaterial resources. Several school re-pairs and constructions can be shoul-dered by them. This may include therepairs of comfort rooms, covered walks,repairs of tables and chairs, and the pur-chase of books in the libraries and con-struction of classrooms to decongestoversized classes.

The schools that have strong sup-port from the parents and communitywill likely have a very good change inpursuing the various school develop-ment programs and projects. Especial-ly for the schools that are having prob-lems in working with their own budget,the financial help from parents will pro-vide ways to extend school services.Support of the parents and communitywill lead the way in improving the needsof our educational system which thenational government fails to give.

So to our school managers, startbuilding a strong bridge that will link yourschools nearer and closer to the com-munity people because in unity and co-operation all problems can be solved.

At my far right is themystical Mount Arayat thatstands tall and rekindles theheroic stance of my forefa-thers. It is the ultimateinsignia of my being a proudson of the heart of CentralLuzon. Traversing the newNorth Luzon Expressway is a

breeze now. That is why Ihave been lured to go homeso often.

Concluding my senti-mental journey back homeis the San Fernando exit —right where the longest mallin the Philippines is located(I hope I am right in claim-ing this...). Architect Bas’s design for Ca-sino Widus is centered on a phi-losophy based on “providing con-textual regional design, through asocially conscious and environ-mentally sensitive approach to theprofession of architecture for peo-ple and communities.”

According to Bas, his passionfor the arts and fondness of appre-ciating beautiful things are thequalities that keep him striving forperfection.

A high school graduate of theprestigious Don Bosco Academyin Pampanga, Bas earned a de-gree in architecture at Universityof Santo Tomas in 1998 and is alicensed architect and member ofthe United Architects of the Phil-ippines.
