    Many operators who moved to data caps on tiered plans are communicating on-device

    with the user and moved from incremental per KB pricing to throttling or refill buckets,

    trends that line up well with consumer preferences

    E.g. Orange, Poland had 8 SIM-only plans in June 2011. It now has 21
