    Honorable James R. Spencer

    United States District Judge

Eastern Division of Virginia Richmond Division

    701 E. Broad Street

    Richmond, VA 23219

    Dear Judge Spencer,

I am contacting you regarding Governor Bob McDonnell, who will be sentenced onJanuary 6, 2015. I've known Bob McDonnell for more than a decade. In that time

I've had the opportunity interact with him as he served in a number of different

roles and in a variety of environments as an attorney, as a public servant but much

more as a father, a husband and as a friend. Additionally in my over twenty years in

both business and politics, I've come across all sorts of characters, as you can

imagine. That being said, in every interaction that I witnessed, Bob McDonnell's

character and integrity always reflected one of a kind heart, a good conscience and a

    true public servant.

I hope this letter will help you to make what I know will be a very hard decision.

Thank you for your service to the Commonwealth.

    Sincerely,

    Pete Snyder

    District

    Division

    701

    E.

    RE: Governor Bob McDonnell

    Dear Judge Spencer,

I am certain by now you feel as though you have a full and complete understanding

    of

    the law and facts

and circumstances surrounding Governor McDonnell and his wife's trial and subsequent verdict.

Considering your background and experience as an officer

    ofthe

court I am confident that your

    assessment

    of

the legal implications surrounding these charges and trial are correct. What does concern

me is that there was a perspective of Governor McDonnell I do not believe was adequately conveyed to

    you or the jury.

I have known Bob McDonnell for the better part of wenty five years. My predisposition to support

Democrats running for state offices precluded me ever getting to really know Governor McDonnell prior

to his seeking the office ofAttorney General. It was during his Attorney Generals campaign that Bob and

I had lengthy discussions about the future

    of

the Commonwealth, his personal goals and ambitions and his

character. The more I learned about Bob McDonnell the more I liked and respected him. Ultimately, I

enthusiastically endorsed and financially supported his campaign for Attorney General and Governor and

worked tirelessly to encourage my friends and colleagues to do the same. I doubt there are many that

have supported his efforts more than me.

My company is one ofthe largest hospitality companies in the Commonwealth. As a key supporter of he

Governor I utilized both our friendship and support to lobby the Governor to insure schools would not

open prior to Labor Day and candidly I was confident he would support my position in that regard. I was

wrong. Governor McDonnell gave me the courtesy of a call to advise me that in spite

    of

    our friendship

and my support for his campaigns the education of the children

    of

he Commonwealth, in his mind, was

more important than the economic impact to the tourism industry as a result of sending students back to

school prior to the Labor Day weekend. His support of opening schools prior to Labor Day cost me and

    my companies thousands

    of

dollars to mount a campaign against the Governors school opening initiative.

While to date we have been successful in maintaining post labor day school openings in Virginia it

certainly was, much to my dismay, without the support or cooperation of

    my

    friend Governor

    McDonnell.

To add insult to injury, after being solicited to become a member of the University

    of

    Virginia's Board

    of

Visitors, it was Governor McDonnell who notified me that at this time in the school' s history I would not

be an acceptable candidate for the open position.

Once again, I was extremely disappointed. I had

dedicated a significant amount of my personal and financial resources to his campaign efforts however

when it came time to assist me with my personal interests Governor McDonnell acted in a manner that

was what he deemed to be in the best

    in

    terests

    of

the Commonwealth. I do not know the Governor

McDonnell who bargains campaign contributions and friendship for personal favors and still to this da

    y

do not believe that Bob McDonnell exists.

    The Governor McDonnell I

    do

know cares deeply about people more than he has been portrayed any

    time

    during

    the

trial. My son suffers daily in a fight against

    the

most horrific disease, A.L.S. He was

diagnosed at 32 years of age

    and

has two young children. I lead an

    annual

    initiative each year to raise

research money to provide unrestricted money to scientists and principle investigators studying stem cells

    to

develop therapies for suffering A.L.S. patients that will either sustain or improve their health.

Thousands of people attend the event every ye

    ar

    and we have raised

    over

$7 million dollars as a result of

this effort. Each year Governor McDonnell has attended this event. The majority of the politicians

    front of thousands of voters.

    Governor

McDonnell, on the other hand, first visits with my

    son

as he is home bound. He

    then

    attends

    the event (

    ww w

    .jtwalk.org)

    and

spends the entire time not on the stage but in the handicap section where

the A.L.S. patients sit. While their

    mind

is clear, they struggle with making sentences and their

    speech

    is

garbled but they want to talk

    to

the Governor . He patiently sits for hours with them sorting

    out

    sentences

and waiting for translation from care givers.

    He

holds their hand, he consoles care givers and he foc

    uses

on every word as if hey are the most important people in the world. In most cases, A.L.S. patients '

    spouses leave them as

    care

    is difficult and the financial

    burden

    creates a tremendous

    amount of

    stress, in

    many

    instances they lose their dignity

    and

    self-confidence

    but

    their mind

    and

    cognitive ability remain

    intact.

    The

time the Governor of Virginia spent with them not only lifted their spirits but gave them

    hope

    in

    that th

    ey

    were not

    forgotten . Governor McDonnell

    knew ho

    w impactful his presence was

    and

    consequently he visited with

    each

    patient until they left the

    venue

. Many elected officials attend this

charity event and others of similar

    natur

    e. A consistent comment

    of

    all

    the

    event organizers is that

    Bob

McDonnell has a sincere interest in those that are disenfranchised as a result of heir affliction. He is

    exceptional in this regard.

    Your honor,

    Bob

    McDonnell is a

    good

    man.

    He

    has given his

    li f

e to public service and if it were not for

these series of events he would have gone down as one of the great Governors of he Commonwealth. He

    has been publicly humiliated

    to

a degree far worse than he deserves. He is financially ruined and is in a

hole that he will probably never escape. His family has been torn apart and his ability to earn income

    or

enjoy the prestige and benefits as a former Governor of Virginia vanquished. Has he not paid enough?

    The only

    thing

he truly has left is his faith. His

    belief

    , one in

    which

I share, is that the good Lord will

    take care of him.

fully appreciate the difficulty you must face in passing sentence on what we a

    ll

    know to be a

    fundamentally good person. hope in

    eva

luating your sentencing options you will consider the totality of

    the body of his

    work

    as both a citizen

    and

    elected official

    and

the pain and suffering he has already

    endured.

    I

    thank

    you for your service

    an

    d trust

    that you

    wi ll

    be

    compassionate and understanding

    in

    delivering the

    final sentence.
