Dear Residents

There are many exciting changes taking place in Sembawang GRC, all of which will serve to make our Town a better place for all to work, play and live in.

Woodlands Town will be transformed into the “Star Destination of the North” under HDB’s Remaking Our Heartlands (ROH) programme (Pages 6 – 7). Residents shared their own wishes and dreams for Woodlands Town and these suggestions have been incorporated into renewal plans, which were exhibited to the public for the first time in April. Read on to find out more about the 6 star attractions coming your way!

Additionally, residents can look forward to the first hospital in Woodlands (Pages 8 – 9). The Woodlands Health Campus broke ground on 18 April 2017 and is set to open in stages from 2022. With its variety of facilities, it will provide both enhanced and accessible health care by tapping on SMART technology and green healing spaces.

The Masjid Yusof Ishak also o�cially opened its doors on 14 April 2017 (Page 5) in a ceremony o�ciated by Puan Noor Aishah, wife to the late President Yusof Ishak, and Prime Minister Lee Hsien Loong. The name of the mosque honors our first President, Mr Yusof Ishak, paying tribute to his contributions to Singapore.

Our Towns are not only characterised by its developments, but more importantly by its people. Events such as the annual Canberra Day (Page 3) and Sembawang GRC Dream Big 5S Challenge (Page 4) gave us opportunities to gather as a community and forge deeper friendships through sports and games. We look forward to more of such gatherings in the year to come.

As we await these new changes in Sembawang GRC, may we also remember to continue building on our strong kampung spirit as a community. Sayang Our Future, Sayang Sembawang!

Berbagai perubahan menarik akan dilakukan di GRC Sembawang, dan ia semua berkhidmat untuk menjadikan bandar kita tempat yang lebih baik untuk hidup, kerja dan bermain.

Bandar Woodlands akan diubah untuk menjadi “Bintang di Utara” di bawah program “Mencipta Semula Kawasan Teras Kita” HDB (muka surat 6-7). Penduduk ramai telah berkongsi hajat dan impian mereka buat Bandar Woodlands, dan saranan mereka telah diperbadankan kepada rancangan pembaharuan, yang telah dipamerkan kepada orang ramai buat pertama kali pada bulan April. Terus membaca untuk ketahui lebih lanjut tentang enam tarikan utama yang akan datang!

Penduduk akan menyaksi pembinaan hospital pertama di Woodlands (muka surat 8-9). Kampus Kesihatan Woodlands telah pecah tanah pada 18 April 2017 dan akan membuka secara berperingkat mulai 2022. Dengan pelbagai kemudahannya, Kampus ini akan menyediakan penjagaan kesihatan yang dipertingkatkan dan untuk kemudahan orang ramai kerana ia menggunakan teknologi SMART dan ruang pemulihan hijau.

Masjid Yusof Ishak telah dibuka secara rasmi pada 14 April 2017

(muka surat 5) dalam majlis yang dipengerusikan oleh Puan Noor Aishah, isteri kepada Allahyarham Presiden Yusof Ishak, bersama Perdana Menteri Lee Hsien Loong. Pernamaan masjid ini adalah penghormatan kepada Presiden pertama kita, Allahyarham Yusof Ishak, bagi sumbangannya kepada Singapura.

Bandar kita bukan hanya dicirikan oleh perkembangannya, tetapi lebih penting lagi, dicirikan oleh penduduknya. Acara seperti acara tahunan Hari Canberra (muka surat 3) dan Pertandingan Impian Besar 5S GRC Sembawang (muka surat 4) memberi kita peluang untuk berkumpul sebagai sebuah masyarakat dan membina persahabatan yang mendalam melalui sukan dan permainan. Kita mengalu-alukan lebih lagi perhimpunan seperti ini dalam tahun akan datang.

Sementara menunggu perubahan-perubahan ini di GRC Sembawang, marilah kita terus membina semangat kampong kita secara masyarakat. Sayang masa depan kita, Sayang Sembawang!

随着一系列振奋人心的基础建设计划,三巴旺集选区将成为一个无论在工作、康乐或居住环境设施都非常完善的理想家园。

兀兰镇在未来将脱胎换骨,在《再创我们的家园》计划下,成为新加坡的“北部之星”(见第6—7页)。我们仔细聆听居民对兀兰的愿景和梦想,把他们的反馈,融入翻新计划中,并在今年4月首次对公众展示了兀兰未来的发展兰图与新面貌。这也包括令人期待的六大亮点!

此外,兀兰将迎来首家医院(见第8—9页)。兀兰医疗保健园的动土仪式在2017年4月18日举行,预计将从2022年起分阶段投入运作。保健园采用的智能科技,配合各种医疗设施,能让病患更便利地获得高素质的医疗护理。兀兰医疗保健园也设康复森林、以及疗养花园,协助病人更快康复。

尤索夫伊萨回教堂在2017年4月14日举行隆重的开幕仪式(见第5页),由尤索夫的遗孀诺艾莎主持,李显龙总理见证。教堂以我国首位总统尤索夫伊萨名字命名,以此肯定尤索夫对新加坡的贡献。

当然,我们的市镇不仅着重基础设施,也更重视居民的生活。一年一度的坎贝拉日和Sembawang GRC Dream Big 5s Challenge (见第4页) 的活动不但增强居民之间的凝聚力,也通过体育活动和游戏建立彼此深厚的友谊。在未来的几个月,我们将举办更多类似的活动增进居民们的凝聚力与感情。

Residents also participated in recycling drives and family laser tag amid dancing and singing performances put up by schools. Crouching behind obstacles, kids felt the adrenaline rush as they chased and ‘took aim’ at one another. Excited squeals were heard during the various skirmishes.

Kids had the chance to get up close and personal to marine life as they touched live baby bamboo sharks, horseshoe crabs and sea stars, at the tank set up by Resorts World Sentosa S.E.A. Aquarium. The curiosity of many kids was piqued by the vivid colours and tactile experience.

Minister for Education (Higher Education and Skills) Ong Ye Kung, MP for Sembawang GRC, was also present to present scrolls to student recipients of the Education Merit Awards. Parents and their children shared proud moments as they flashed their widest smiles for the camera onstage.

It was indeed a memorable event for our Canberra residents!

R esidents turned out in full force on Canberra Day, held on 12 March 2017 at the Mini Park beside Blk 320 Sembawang Close. The theme for

Canberra Day this year was about how we can keep our Town clean and green. It was a fun-filled event where family-oriented races, recycling drives, a health screening, awards ceremony and environmental outreach programmes took place amid performances and games

MP for Canberra Division, Dr Lim Wee Kiak, PBM, who graced the event, said, “Canberra is the first division to run a pilot project which provides one recycling bin for every block of flats. Previously, the ratio was one bin for every five blocks.” He also reiterated that residents must work together to upkeep the cleanliness of our shared spaces.

Families experienced the fun aspect of protecting the environment through innovative games. Darius Lim, 10, relished picking up miniaturised ‘used-batteries-turned-soda cans’ using a hydraulic crane. These games have clearly sown seeds of environmentalism in the young minds of our future generation.

T he thrill of competing and working as a team to achieve targets ignite zeal and enthusiasm in everyone. Organised by Admiralty Community Sports Club for the sixth year, Sembawang GRC Dream Big 5S Challenge witnessed 800 children playing their hearts out in futsal and foam archery competitions

at Woodlands Stadium on 22 April 2017. MPs for Sembawang GRC, Minister Ong Ye Kung, Mr Amrin Amin and Mr Vikram Nair kickstarted the event by scoring three goals. They also cheered the participants on by giving them high-fives before the start of the matches. The event ended with a vibrant mass Zumba dance. Everyone is a winner when it comes to making new friends among families!

OPENING OF THE NEW

MASJID YUSOF ISHAK

O n 14 April 2017, the new 2,500 sqm Masjid Yusof Ishak opened its doors to the public in an opening ceremony o�ciated by Puan Noor Aishah, wife of the late President Yusof Ishak, and Prime Minister Lee Hsien Loong. Prime Minister Lee Hsien Loong had announced in his 2014 National Day Rally that the mosque

would be named after our first President, as a way of paying tribute to his contributions as one of our first pioneers.

More than a hundred guests gathered to witness this significant moment, including Prime Minister Lee Hsien Loong, Minister-in-charge of Muslim aªairs Yaacob Ibrahim, MPs of Sembawang GRC Minister Khaw Boon Wan, Minister Ong Ye Kung, Mr Amrin Amin, Dr Lim Wee Kiak, PBM, and Mr Vikram Nair, Grassroots Leaders and Inter-religious Confidence Circle (IRCC) leaders.

During the ceremony, Mosque Chairman Mr Hj Mohd Ayub, gave a welcome speech recognizing the hard work and dedication put towards the development and opening of this mosque. The auditorium of the new mosque, where the ceremony was held, also houses the heritage wall highlighting President Yusof Ishak’s legacy. The permanent wall mural highlights the traits and key values that the late President stood for, as well as his aspirations and dedication as Singapore’s first Head of State.

Located along Woodlands Drive 17, Masjid Yusof Ishak is able to accommodate up to 4,500 congregants. The mosque’s design blends traditional mosque characteristics with elements of Malay heritage, incorporating distinctive features of a tropical Malay house such as overhangs and a verandah.

WOODLANDS TOWNWoodlands is set to become the “Star Destination of the North” under HDB’s Remaking Our Heartland (ROH) programme!

In 2015, it was announced that Woodlands was one of the three towns which would be rejuvenated under the ROH programme. The renewal plans were shown to the public for the first time on 16 April 2017 at the Woodlands Remaking Our Heartland (ROH) Exhibition.

Two major areas of Woodlands - Woodlands Central and Woodlands North Coast – will be expanded and integrated into a bustling Woodlands Regional Centre with new commercial and residential developments.

In Woodlands Central, a new Town Plaza will be built next to the Woodlands MRT station. This will oªer a convenient and vibrant space for Woodlands residents to gather and participate in community events. There will also be a landmark residential development located near the MRT station, integrated with a vibrant pedestrian mall which houses both commercial and community facilities.

Woodlands North Coast will host a vibrant business hub, educational institution and recreational spots set amidst nature. Drawing from its proximity to Admiralty Park, a new residential development will oªer a “Housing-in-the-Woods” experience. Residents will be able to enjoy good views of the park and the Straits of Johor from the hilly terrain of the development.

Woodlands residents will also benefit from developments in transport links. Three new MRT stations, namely Woodlands North, Woodlands (interchange station) and Woodlands South, will be introduced by 2019 to serve the town's residents. There will be seamless connection from the new Woodlands North MRT station to the future Johor Bahru–Singapore Rapid Transit System (RTS) Link. Additionally, the future North-South Corridor will make travelling to other parts of Singapore seamless and convenient.

Woodlands Waterfront – a popular recreational spot for residents – will also be transformed. A new rustic park, with trails and a nature promenade, will enable residents to enjoy abundant greenery as they unwind by the waterfront.

2. WOODSVISTA GALLERY Woodlands Central will now be directly connected to the Waterfront via the new scenic WoodsVista Gallery. Set amidst nature, the WoodsVista Gallery will be a 1.9-kilometre-long community link with dedicated cycling and pedestrian paths. Residents will be able to walk, jog or cycle easily from the heart of Woodlands Town to the waterfront, or simply relax with neighbours and friends amid scenic views of the town at rest points and activity nodes along the route.

The Discovery Playground in Woodlands West will have a variety of facilities for residents to discover new interests and learn new facts about Woodlands. Combining play, fitness and heritage, the rejuvenated Woodlands Town Garden will feature a new boardwalk, children’s play area, activity plaza/amphitheatre and heritage corner. In addition, residents can follow the storyboards along the new Learning Lane that weaves through Woodlands West to learn more about the town’s historical landmarks.

Healthcare will be closer to home with the new Woodlands Health Campus (WHC), which will be conveniently located beside the upcoming Woodlands South MRT. The integrated healthcare development will comprise a new acute care hospital, community hospital and a long-term care facility. The healthcare campus will include the use of green nature to guide patients’ healing journeys as well as the implementation of SMART technology to provide more accessible and enhanced patient care. WHC is expected to open progressively from 2022.

Beyond these six star attractions, residents can also look forward to the rejuvenation of key facilities and existing neighbourhood centres and parks so as to holistically improve the living environment. Existing upgrading programmes such as Neighbourhood Renewal Programme (NRP) and Home Improvement Programme (HIP) will continue to take place in the eligible precincts to sustain the quality of living spaces. The existing cycling network will also be enhanced to provide better connectivity to transport modes like the MRT. Additionally, ramps and lifts will be implemented over time to achieve barrier-free accessibility.

A cluster of various key community facilities will serve as a new Community Nexus, located conveniently at the doorstep of the Admiralty MRT station.

Kampung Admiralty will bring together 2 blocks of housing for the elderly, a medical centre, eldercare and childcare centres, retail shops, a hawker centre and a Community Park all under one roof. The Admiralty Place shopping mall will undergo upgrading works to complement the upcoming Kampung Admiralty, which it sits beside. This is to achieve an integration between the two developments so that residents can enjoy seamless shopping experiences.

For residents longing for a retreat into nature, the nearby Woodlands Admiral Garden will be upgraded with improvements to existing facilities and landscaping. Additionally, there will be an enhanced pedestrian mall which links directly to Admiralty MRT, oªering a lush and restful environment for residents to rest and interact.

Those looking to make new friends among neighbours can also pick up new skills and sports or join weekly stargazing sessions at the Woodlands Galaxy Community Club in the nearby vicinity.

REJUVENATING KEY FACILITIES ANDEXISTING NEIGHBOURHOOD CENTRES

Residents were invited to give their suggestions on how the community spaces can be used during the exhibition. An extensive green corridor will not only connect these new facilities and hubs within Woodlands, but also provide residents with a more scenic walking and cycling experience. Via the park connector which runs from the East to the West of Woodlands, residents can enjoy strolling or cycling along an ecological network furnished with rich greenery, community gardens and facilities that cater to all generations.

Occupying 7.66 hectares along Woodlands Drive 17, the 1,800-bed campus will open in phases from 2022. MPs for Sembawang GRC Minister Khaw Boon Wan, Mr Amrin Amin and Dr Lim Wee Kiak, PBM, were also there to grace the event. After the groundbreaking ceremony, Minister Gan together with our MPs and invited guests, gathered to plant tree species such as Maingay’s Mempat and Kasai to symbolise a new beginning.

progressively from 2022,the upcoming Woodlands Health Campus (WHC) will

give residents easy and quick access to a myriad of medical care facilities close to their homes. Housing an acute and community hospital, specialist outpatient clinic and a long-term care facility under a single integrated campus, WHC aims to serve patients with a variety of care needs with greater convenience.

With the new Woodlands Health Campus strategically located and readily accessible to residents in the North, residents will be able to receive enhanced and convenient medical care in this major health hub.

Residents can look forward to a fully integrated acute and community hospital. It will help facilitate the transfer of critically ill patients as the Emergency Department is connected by trauma lifts to the podium, which sites the diagnostic facilities, Operating Theatres (OT) and Intensive Care Unit (ICU). Acute and community hospital wards will also be located in the same building as the podium so as to enable seamless transfer of care.

The SOCs are located in a dedicated SOC block connected by a bridge to the podium. The SOC is supported by Satellite Radiology, Outpatient Rehabilitation and Outpatient Pharmacy units. Patients with comorbidity will be able to consult a range of specialists, nurses and therapists within a single clinic visit.

INTEGRATED ACUTE AND COMMUNITY HOSPITAL

The dementia-friendly facility features living room spaces for family members to spend quality time with the LTC residents. The creation of cluster-living environment aims to promote dignity and maximize independence. It is also co-located with an inter-generational garden to enable meaningful programmes for seniors and youth.

My mother accidentally threw something important into the refuse chute. Mr Mitoo helped me to transfer the waste into

bins and we searched bin by bin for the item for nearly an hour. It wasn’t an easy job, as the rubbish smelled really bad. Even though we didn’t find it, I need to thank him for his unselfishness as it was his dinner time and he refused to accept any gift after that.ˮ

L aunched on 30 April, Operation Keep Singapore Clean was

o�ciated by Minister for Environment and Water Resources, Mr Masagos Zulkifli, and Mayor for Northwest CDC, Dr Teo Ho Pin. This annual event, previously known as Operation We Clean Up, is a nationwide cleaning initiative that commemorates the importance of keeping our estates clean as well as to recognise the eªorts of our cleaners.

In Sembawang GRC, MPs together with residents gathered for litter-picking at the common areas of the estate. Thereafter, the MPs presented awards to our cleaners as a form of appreciation for their hard work and continuous eªorts in keeping Sembawang a clean and green environment for all. Together, we can create a clean and green Sembawang GRC!

In the interest of managing and maintaining a safer and better estate for all residents, several new measures will be implemented:

INCREASE IN TOWN COUNCIL CONTRIBUTIONS

TO SINKING FUND

LIFT REPLACEMENT FUND (LRF)

LIFT ENHANCEMENT PROGRAMME (LEP)

Town Council (TC) contributions to the Sinking Fund will be increased from 30% - 35% to 40%, amounting to an increased contribution of more than $3 million within a year. This is to ensure that essential cyclical repairs and replacements like re-roofing, pump and pipe replacement as well as electrical rewiring among others, can continue to be carried out in a timely manner.

The Ministry of National Development (MND) announced recently that from April 2017, all TCs will be required to contribute 14% of their income for the LRF (a minimum of $7.7 million yearly), which seeks to replace old lifts in HDB estates to improve lift safety and reliability.

TCs will also have to set aside funds for the LEP, which will be used to retrofit older lifts with new safety features.

Meet full-time mom, business woman and Woodlands resident, Vivien Tan - founder of All Mommy Wants SG - who wants to help other mommies create beautiful memories with their children through o�ering party planning services like dessert tables, balloon and party decoration packages.

Although All Mommy Wants SG deals primarily in the business of parties and happiness, there was a more sombre story behind Vivian’s motivation for deciding to

become a working mom.

It started 7 years ago, with the shocking news that her grandfather had been diagnosed with gastric cancer. Two months later, she received news that her grandmother was diagnosed as having lung cancer. As if those weren’t big enough blows, Vivien’s uncle and father were found to have pancreatic cancer and colon cancer shortly after as well.

“The bad news kept coming,” Vivien recalls. “Before this, I never believed that such misfortune could happen to anyone, much less me.” Yet, in the face of such a grim situation, Vivien did not give up. Instead, she chose to give up her job in an IT MNC - one that required frequent travelling - so that she could provide the best care to her loved ones. She also moved to Woodlands just so she could spend more time with her sickly family members.

Although her grandparents and uncle eventually passed away due to cancer relapses, Vivien remembers the time she spent with them in their last days fondly.

“This place (Woodlands) holds a special place in my heart; there are many fond memories I share with my grandparents and uncle on their last few months. I am also thankful for the support I had received from my Woodlands neighbours through their support for All Mommy Wants SG,” Vivien shares.

During that di�cult time, Vivien knew that she wanted to hold a full-time job in her own home so as to spend more time with her family.

“I started All Mommy Wants SG, because I wanted to be able to support my family financially, while also taking care of my children as they grow up,” Vivien explains. “Being a working mom myself, I understand that mothers always want to give their children the best experiences and memories. Yet, sometimes we’re just so pressed for time – that’s where All Mommy Wants SG comes in. We help to make special occasions even more special for both children and their parents.”

“In the party business line, the design and decoration aspects are always evolving and improving. In between all these, I also have to liaise with customers and suppliers – all these on top of my mothering duties and household chores.”

But to Vivien, all this is worth it – not only for her own family, but also for her customers. “Being

involved in making others’ events happy and successful is the most meaningful part of my job. Seeing the smiles and laughter – and knowing that I had a part to play in making the event a success – is always something I cherish,” Vivien tells us.
