    Ugandas most recent MDG reportshows considerable progress on

    several targets, including thoserelated to poverty, hunger, genderparity in primary education, accessto HIV/AIDS treatment and accessto safe water.

    On maternal mortality, however,progress has been slow and, basedon current trends, the country willmiss the target of reducing thematernal mortality rate (MMR) bythree-quarters between 1990-2015,

    unless special measures are taken.

    Balance between activities that can be expected to yield immediatebenefits towards acce le ra t ion , as well as those that should be

    initiated right now, but whose benefits will become evident later andwill serve to sus ta in such gains.

    Capac i ty and go ver nance constraints that hinder the provision ofservices are specified, enabling the formulation of concrete solutions.

    Cu l t u r a l fac to rs that affect the demand for services related to familyplanning, and skilled birth assistance are proposed to be addressedthrough sensitization of health care providers, as well as broaderforms of outreach through partners and media.

    The territorial document for MDG acceleration in the Department ofNario" presents early results of the analysis of progress on MDG 3 held

    with the participation of a group of women leaders, officials of public entities andcivil society organizations, with valuable methodological support of UNDP

    Colombia and proposes measures to further accelerate its implementation.We hope that this report will be of interest to other regions.

    Finally, we express our gratitude to the international cooperation agencies,
