Background • NHSP II (2010-2015) aims to –

– increase access to and utilisation of quality essential health care services;

– reduce cultural and economic barriers to accessing health care services

– improve the health system to achieve universal coverage of essential health services.

Partnership with non-state actors

Strong M&E mechanism is not only required to measure

the success of programme but also to ensure accountability.

Recommendations: Assessment by Joint mission in April 2011 (WHO, GAVI & GFATM)

1. Develop a comprehensive monitoring, evaluation and review plan for NHSP-2, including policy and institutional environment and technical framework

2. Strengthen the analytical monitoring report for reviews, focusing on the end 2010/11 review

3. Strengthening data availability and quality for reviews, through better alignment of current investment and addressing data gaps

4. Develop a national health information centre (NHIC) and district health information bank (DHIB), as outlined in the national strategy

5. Strengthen institutional capacity through greater involvement of country research and public institutions and organization

6. Alignment and investment of development partners with one country-led monitoring, evaluation and review platform

Suggestion/Recommendation - based on reviews

• Progress tracking for Result framework need to be developed

• The link between the programme specific monitoring systems and NHSP‐2 should be needed

• Institutional arrangement with roles and responsibilities needs to be defined (MoHP and below level)

• M&E Needs to be guided by national framework ( i. e. clear and mutually agreed-upon plans and guidelines)

• Capacity Strengthening (number, type, and skill) – needs to be strengthen monitoring and evaluation expertise at MoHP, DoHS and Below

• A logical framework to be developed according to NPC Guideline.
