OBJECTIVES OF FIVE YOU PLANS Control and eradication of various

communicable diseases, and chronic diseases. Strengthening of medical and basic health

services by establishing district health units, primary health centres and sub centres.

Population control. Development of health manpower resources

and research. Development of indigenous system of

medicine. Improvement of environmental sanitation. The drug control.

THE FIRST FIVE YEAR PLAN (1951 - 1956)

The Aim:- To fight against the diseases,

malnutrition and unhealthy and environment.

- To build up health services for rural population and for mothers and children in order to improve general health status of people.

THE PRIORITIES Safe water supply and sanitation. Control of malaria. Help care of rural population. Health services for mother and children. Education, training and health

education. Self sufficiency in drugs and

equipments. Family planning and population control.

BUDGET Total budget- Rs.2,356 crores. Health related activities- Rs. 140 crores.

That is 5.9 % of total budget.

THE SECOND FIVE-YEAR PLAN ( 1956 – 1961)

The Aim:- To expand existing health services to

bring them within the reach of all people.

- To promote progressive of improvement of nations health.

THE PRIORITIES Establishment of institutional facilities

for rural as well as for urban population. Development of technical man power. Control of communicable diseases. Water supply and sanitation. Family planning and other supporting

programmes.

BUDGET For health and family welfare- Rs. 225

crores, that is about 5% of the total budget.

THE THIRD FIVE-YEAR PLAN ( 1961 – 1966)

The Aim:- To improve the institutional facilities in

rural areas.- To reduce the shortage of trained

personnel and supplies.- To promote the supply of safe drinking

water and drainage facilities in rural areas and urban areas.

THE PRIORITIES Safe water supply in villages and sanitation

especially drainage programme in the urban areas.

Expansion of institutional facilities to promote accessibility especially in rural areas.

Eradication of malaria and smallpox and control of various other communicable diseases.

Family planning and other supporting services for improving health status of people.

The development of manpower.

BUDGET For health and family welfare- Rs. 342

crores, that is 4.3% of overall budget.

THE YEAR 1967 (ANNUAL PLAN) A committee was set up on small family

norm to recommend suitable incentives for those accepting small family norm and practicing family planning.

The Central Council of health recommended compulsory payment by patients attending hospital.

THE YEAR 1968 ( ANNUAL PLAN) A medical education committee was

appointed. A bill on registration of births and

deaths was passed by the Parliament.

THE FOURTH FIVE YEAR PLAN ( 1969 – 1974)

The Aim: - To strengthen primary health centre

network in rural areas for undertaking preventive, curator and family planning services.

- To take over the maintenance phase of communicable diseases.

THE PRIORITIES Family-planning programme. Strengthening of primary health centres. Identification of control programmes. Strengthening of subdivisional and

district hospitals to provide effective reference support to primary health centres.

Expansion of medical and nursing education, training of paramedical personnel to meet the minimum technical manpower requirement.

BUDGET For health Rs. 840 crores and for family

planning Rs. 315 crores was issued. Total budget is Rs. 16,774 crores.

THE FIFTH FIVE-YEAR PLAN( 1974-1979)

The Aim:- To provide minimum level of well

integrated health, MCH and FP, nutrition and immunisation services to all the people with special reference to vulnerable groups especially children, pregnant women, nursing mothers through a network of infrastructure in all the blocks and well structured referal systems.

THE PRIORITIES Increasing accessibility of health

services in rural areas. Correcting regional imbalances. Further development of a referral

services by removing deficiencies in district and subdivision hospitals.

Integration of health, family planning and nutrition

Continued…. Intensification of the control and eradication

of communicable diseases especially malaria and smallpox.

Quiet debut improvement in the education and training of health personnel.

Budget For health programmes Rs 682 crores. For family planning programmes Rs. 497

crores. Total budget Rs. 37,382 crores.

THE SIXTH FIVE-YEAR PLAN (1980-1985)

The Aim:- To work out alternative strategy and plan

of action for primary health care as part of National health systems, which is accessible to all sections of society and especially those living in tribal, hilly, remote rural areas and urban slums.

THE PRIORITIES Rural health services. Control of communicable and other

diseases. Development of approval and urban

hospitals and dispensaries. Improvement in medical education and

training. Medical research. Drug control and prevention of food

adulteration.

including MCH. Water supply and sanitation. Nutrition.

Budget For health programmes Rs. 1,821.05 crores. For family welfare programmes Rs. 1,010

crores. Total budget Rs. 97,500 crores.
