Preiswert oder Protektionismus – England streitet über Bahnauftrag Das Verkehrsministerium in London hat gestern bekräftigt, den Großauftrag für die Thameslink-Flotte an Siemens zu erteilen – trotz einer großen „Buy-British“-De-monstration. Verkehrsminister Hammond wirbt für internationale Arbeitsteilung und warnt vor Protektionismus, lässt aber gleichwohl ein Hintertürchen für Bombar-dier offen.Großbritannien streitet weiter darum, ob es die 1.200 neuen Wagen für das südenglische Thameslink-Netz bei Bombardier oder doch bei Bestbieter Siemens ordern soll. Der Auf-trag hat einen Wert von 1,4 Mrd. GBP (1,6 Mrd. EUR), Siemens hat seine Desiro-Plattform angeboten.

Am 23. Juli demonstrierten 10.000 Menschen in Derby auf Einladung der Gewerkschaften RMT und Unite dafür, Bombar-dier und damit den letzten Zughersteller im Mutterland der Ei-senbahn zu beauftragen, hilfsweise die Ausschreibung aufzu-heben. Neben Labour- waren auch Abgeordnete der regieren-den Tories mitmarschiert. Bombardier hatte angekündigt, in seinem Werk Derby über 1.400 von 3.000 Stellen abzubauen. Die britischen Beschaffungskriterien seien schwer nachzu-vollziehen, sagen die Gegner des Siemens-Auftrages. Sie ver-weisen darauf, dass die SNCF ihr Rollmaterial trotz europawei-ter Ausschreibungen nach wie vor nahezu komplett aus Frank-reich bezieht. Bei der Deutschen Bahn (DB) liege die inländi-sche Beschaffungsquote bei etwa 90 %, behaupten sie. Der Geschäftsführer des europäischen Bahnindustrieverbandes Unife, Michael Claus-ecker, sagte der „FinTimes“: „Wir beobachten eine allmähliche Marktöffnung.“

Vom Bürgerzorn erschreckt, war die Regierung zwischenzeitlich auf die Kritiker zugegan-gen. Schließlich steht sie bereits durch den Murdoch-Abhörskandal unter Druck. Verkehrs-minister Philip Hammond (Tory) regte gemeinsam mit dem Wirtschafts- und Finanzminis-ter Vince Cable (LibDem) bei Premier David Cameron (Tory) an, das öffentliche Beschaf-fungswesen zu reformieren. Dabei soll untersucht werden, ob neben finanziellen Gesichts-punkten auch struktur- und industriepolitische Erwägungen Eingang in die Ausschreibun-gen finden können.

Jetzt aber grenzt sich Minister Hammond wieder deutlich von den Kritikern ab. In einer zweiseitigen Stellungnahme vom 28. Juli lässt der Politiker das Department for Transport (DfT) einen klaren ordnungspolitischen Kurs formulieren:1. verlange die Fairness, alle Angebote einzig an den veröffentlichten Kriterien zu messen;

eine Bevorzugung einzelner Bieter nach Standort verstoße gegen das Gesetz. 2. profitiere die britische Wirtschaft enorm von der internationalen Arbeitsteilung, unter

anderem von öffentlichen Aufträgen anderer EU-Staaten; Protektionismus werde dieses Wohlfahrtsmodell beschädigen. 3. würden Siemens, sein britischer Partner Cross London Trains (XLT) und weitere Zuliefe-rer in England 2.000 neue Jobs schaffen und
