Engineers awarded for their outstanding design feats

- Awards for engineers behind projects Circle Line Stage 5, Flower Dome, and Cliveden at

Grange for their engineering designs in overcoming challenges and ensuring site and public

- Merits for eight other engineers who were involved in residential and commercial projects

Singapore, 13 May 2012 – The Building and Construction Authority (BCA) announced the

winners of the 2012 Design and Engineering Safety Excellence Awards (DESEA). The

award winners - professional engineers involved in Circle Line Stage 5, Flower Dome, and

Cliveden at Grange projects - were picked from 16 entries by a panel of experts from the

industry.

One of Singapore's top accolades for excellent engineering design and safety in the built

environment, the BCA Design and Engineering Safety Excellence Awards was introduced in

2008. The Award recognises professional engineers for developing excellent design

solutions that overcame challenges, while maintaining high safety standards for their

projects.

Here are the award winners (in no order of merit):

Circle Line Stage 5 (Civil Engineering)

Engineers (Er.) Peter Lee Chung Shek and S. Mahatma from AECOM Singapore Pte Ltd

had to construct twin bored train tunnels and tracks (total length = 4.2km) for Circle Line

Stage 5, which runs under one of Singapore’s busiest viaduct and roads. Adding to the

complexity was the close proximity of the underground tunnels to buildings on both sides of

the viaduct and roads.

The project also involved tunnelling under two existing old shophouses and a canal without

affecting their structural integrity. At certain points, the wall of the train tunnel was just two to

three metres away from the viaduct’s bored pile and the underground structures of buildings

nearby.

Flower Dome, Gardens by the Bay (Institutional & Industrial)

Er. Foo See Lim from Meinhardt Group had to build Singapore’s first iconic waterfront indoor

garden at Gardens by the Bay. Besides his client’s requirements for the buildings to house

plants which thrive in cool climates, the two indoor gardens must not have any structural

columns within the building of 175m width and 123m length.

Er. Foo came up with a solution – involving arches and gridshell – that not only made the

indoor gardens structurally safe but also aesthetically pleasant. To construct the

unconventional building structure, a series of temporary towers and decks which support

both the arches and gridshell were erected. They were built simultaneously and

symmetrically so that gridshell and the arches could be constructed safely.

Cliveden at Grange (Residential)

Er. Lauw Su Wee of LSW Consulting Engineers Pte Ltd had to construct four tower blocks of

24 storeys each on a site that has a three-metre wide drain cutting across it. Due to the

circular architectural design of each tower, every curve wall on each floor was designed and

its measurements determined accurately using various computer software applications

before they were constructed on site. Then, like “Lego”, each precast wall component was

lifted and placed above one another, one floor at a time.

This construction method enabled the construction to be more buildable, achieved better

quality of work and reduced the need for external scaffold. This resulted in a safer working

environment. To fulfill the developer’s requirement for its intended residents on each floor to

have a panoramic view of the city, each tower is supported by three steel columns. Each

steel column has a cross-sectional area of an A4-sized paper.

Outstanding and safe engineering designs

Commenting on this year’s award winners, the chairman of the assessment committee and

BCA’s board member Mr. Pek Lian Guan said: “We congratulate all of the 2012 DESEA

winners. The assessment committee was impressed with their work in resolving site

constraints, problems and clients’ requirements with excellent engineering designs in the 11

projects that were awarded. The three award winners stood out because of their outstanding

designs, and how they had raised the safety standards of building projects in Singapore to a

higher level.”

BCA’s director for building engineering Er. Chew Keat Chuan added: “With more and more

complex and iconic projects being built, safety must and continue to remain the number one

priority in any development. The DESEA are given to these professional engineers in

recognition of their outstanding achievements in ensuring safety. Hopefully, this will steer the

industry towards greater emphasis on engineering designs and inculcate a strong safety

culture among building professionals in developing a safe built environment for Singapore.”

Situated in the heart of Singapore’s most prestigious district, Cliveden at Grange is an iconic structure with its curved infrastructure that allows for a unique lived in experience with its 360 degrees paranomic view.

Built on a site area of 12,857.4m2 that consists of four tower blocks of twenty-four storeys; three of the towers are built as single unit blocks while the remaining block was constructed as a twin-tower with its staircase and lift core walls built in the centre of the tower.

Challenges

• Design and construct a residential building with a unique architectural features consisting of curve external walls and conical building outline that maximise the panoramic view in each unit.

• Curve transfer beams for the tower block along the perimeter require careful structural considerations.

Solutions and features

• Pre-cast elements were used extensively to meet architectural design of conical and spherical core walls. They also minimised the need for external scaffold and in-situ casting at high floors, creating a safer working environment and higher construction quality.

• Ingenious use of steel mullion (columns) reduced column size, which allows for a less restrictive panoramic view in each unit.

• Strong collaboration with builder, comprehensive detailing and coordination minimise site issues, which improved constructability and site performance.

Flower Dome (花穹花穹花穹花穹), Gardens By The Bay

Flower Dome is the larger of the two conservatories of the Gardens by the Bay at the reclaimed land of Marina South. The building replicates cool, dry conditions to feature displays of plants found in the Mediterranean and semi-arid tropical regions.

A display field has also been incorporated for flower shows to be held in the Conservatory. The building has a distinctive roof structure made of gridshell and arches. The overall building geometry is in excess of 123m in length, 175m in width and 38m in height.

Challenges

• Singapore’s largest conservatory with distinctive building shape and geometry in excess of 123m in length, 175m in width and 38m in height.

• Internal structures are designed for high imposed loads and ease of maintenance. Project planning requires the roof and internal structures be constructed simultaneously to meet the developer’s requirements for an early opening date.

• The building is located on reclaimed land where an abandoned seawall cuts across the site. Critical foundation works had to be carried out on the fringe of the Marina seawall.

Solutions and features

• The design of roof structure considers the interaction between steel gridshell and arches. Modular fabrication was used to achieve high quality control and geometry accuracy.

• Horizontal decking system was used to support the roof during construction and acted as the working platform for workers. The deck is also served as a safety shelter for the construction of internal structures.

• Effective planning and comprehensive monitoring were implemented to detect the behaviour of its structure and foundation, and the stability of the Marina seawall.

The Circle Line Stage 5 project consists of an approximately 3.6km of twin bored tunnels and four underground stations, namely, Har Par Villa, Pasir Panjang, Labrador Park and Telok Blangah stations.

The line runs adjacent to a number of buildings and is within close proximity to the elevated Pasir Panjang Semi Expressway (PPSE) and Telok Blangah Semi Expressway (TBSE).

Challenges

To work within the constraints of an urban landscape and existing building structures:

• Design and build track alignments within congested narrow urban corridors consisting of buildings on one side and an elevated road viaduct on the other.

• Close proximity to West Coast Highway viaduct and nearby works around the area posed a challenge to the construction of Pasir Panjang station.

• The presence of old shophouses in challenging ground conditions over the track alignment presented the team with challenges to overcome during tunneling.

Solutions and features

• Successfully excavated and constructed the Pasir Panjang Station without affecting the West Coast Highway structure, AECOM studied 23 options in detail and recommended the use of suspended concrete walls at each viaduct pier locations.

• To reduce the encroachment into Keppel Golf Club, Labrador Park Station was skillfully built in close proximity to a building and the highway viaduct structures with a diaphragm wall system.

• To overcome the restriction posed by the basement of a building and the piles of the viaduct, AECOM reinforced the tunnels to enhance capacity and adeptly brought the two tunnels closer than the conventional minimum clear distance of one tunnel diameter. The clear distance between the tunnels, for a stretch of approximately 120 metres, was a mere three metres.

• Challenging ground conditions below the two-storey shophouses at the edge of the defined track route were mitigated with the use of focused mitigation measures and stand-by contingency plans. These included temporary propping of buildings with steel supports, conducting additional soil investigation works and enhancing drilling machines.
