Kuwait 2nd Oil Spill Conference provides a culture of preparedness within the oil spill response community. First time initiated in Kuwait 2nd Oil Spill Conference provides a global vital platform for international oil spill response community, which includes professionals from local, regional and global community, private sector, government, and non-governmental organizations. Professional will highlight and discuss sound sciences, practical innovations and best practices across the spectrum of prevention, preparedness, response and restoration. Kuwait 2nd Oil Spill Conference is focused on the changing landscape of Spill Preparedness and Response as oil &

gas Exploration and Production, and shipping activities continue to move into more challenging environments and more public sensitivities, where the risks of oil spill are increasing significantly. It is an opportunity to the Spill response industries to demonstrate, deliberate & collaborate on Planning, Response & Mitigation Systems. As well, we want Kuwait 2nd Oil Spill Conference to be a forum on stakeholder’s commitment for Environmental Sustainability, Oil Spill Preparedness & Prevention, and the need for Synergy in Oil Spill Response & Excellence in Restoration efforts. The conference will showcase case studies on some of the world’s worst oil spills, and their associated risks faced by Governments, Industry, Users and the Public, it is an ideal environment to exchange ideas and learn lessons from actual spill Reponses and research around the world. Kuwait 2nd Oil Spill Conference is the only conference of its type held in Middle East region and we hope to be one of the top forums in the world.

PROPOSED CONFERENCE THEMES:1. Current issues and Challenge in Oil Spill: Oil exploration and production activities are expanding in larger

areas and sensitive environments; as well crude oil trading is increasing with many security issues and threats. Concurrently, industry should grow with a sustainable manner with improved HSE and socio-economic international standards.

2. Global, Regional and National Initiatives including international trends in maritime environmental hazards, international guidelines for spill planning, environment and pollution management, managing strategies and planning activities, understanding of the interaction between different elements of spill stakeholders.

3. Risks in Marine Environment, The problems and solutions of marine pollution (urban, developments, oil, others), Current & Emerging Risks, Oil Pollution and Natural Disasters. The impact of oil spills on the ecology, the environment and resources, Impacts on marine aquaculture and fisheries, Biodegradation impacts. Short term and long Term Ecological Evaluations and Assessments. Oil spill impacts on Wildlife, where the potential consequences are serious and need right strategies to be applied.

4. Prevention, Preparedness & Response Capabilities: offshore oil spill prevention and response, Inland & Marine Response Management, Contingency Planning & Preparedness, Assessment & Remediation, new Policy and Directions, Tools and Techniques, Communications and Engagement. Modern learning, training and exercising, and best practice in the context of spill response.

5. Chemical Response Agents (Other than dispersants), Dispersants- Technical Advancements, Dispersants- Subsea Applications, Dispersant Issues, best practice in surface and sub-sea use of dispersants.

6. Recent Case Studies, Cutting Edge Techniques and Research, Emerging Technologies & Strategies, and Global Best Practices, these have the potential to change the way we work.

7. Socio Economic and Public Health Aspects of Oil Spills, public awareness, warnings and communication, social media, party politics, pressure groups and internet lobbying, preventing maritime accidents, funding, insurance, regulatory & legal developments, maritime claims and compensation.

8. Shoreline protection: when some oil will impact the shoreline, coastal and ecosystem restoration projects, Shoreline Cleanup and Assessment, reviews developments in best practice for shoreline clean-up.

9. Inland Spills: Significant quantities of crude oil and refined products are carried across county in pipelines and on the world’s inland waterways.

10. Surveillance Technologies & Techniques for Spill detection, monitoring and modeling: Sensing & Surveillance tools and technologies are being developed at an exponential rate; it includes Remote Sensing and Other Detection Techniques, Spill Fate and Transport Modeling.

Improving the Ability to Minimize Environmental Impacts of Oil Spills

Adriana C. Bejarano Research Planning, Inc.Senior Aquatic Eco-Toxicologist

Linos Cotsapas Research Planning, Inc.Vice President, Senior Project Manager

Introduction :In the 40 years since the original Environmental Sensitivity Index (ESI) maps were prepared, there have been significant improvements in our capacity to detect, model, manage, and assess the impacts of oil spills. Geospatial databases and online mapping systems can now be integrated with response strategies. Effectively recognizing, managing, and mitigating environmental impacts of oil spills requires integration of environmental science, technology, and experience. The goals of this workshop are to present examples of this kind of integration, and to discuss lessons learned.
