BB 5.1 Treasurer’s Report including Financial Regulations – BB tabled his report and asked if there were any questions they be emailed to him. Given Jean’s death and the appointment of two new members of staff the Financial Regulations were reviewed. This is to allow the Diocesan Centre staff to use the electronic banking and to become cheque signatories. The revisions were agreed.

BB 5.2 Management Accounts – The management accounts had been circulated for comment and approval. This time round they had been prepared with the assistance of Iolanthe Stack, the new bookkeeper/admin assistant. BB reported that the deficit was lower than expected mainly due to the current vacancies, the under spend in the growth action development teams and the under spend in the Diocesan Centre due to the loss of our full time member. BB proposed that Christine Hughes costs now come under the Diocesan Centre costs and stated that he will put all the Diocesan staff together in the next budget. It was noted that no money was spent under University Chaplaincies. BB stated that audit and payroll is higher as it reflects the additional support needed from the auditors until the new staff started. Earlbank Avenue – it was agreed to spend £5,910.00 on roof repairs. Renfrew – it was agreed to treat the £10,000.00 interest free loan for roof repairs to be treated as a grant in the next financial year. The grant awards will be paid over to the Diocese when received. Stranraer – it was agreed the congregation’s share in the rectory be purchased thus making the property fully owned by the Diocese. This would release funds for the installation of a lift in the church building. The residual money left (capital less lift costs) would be invested by the Diocese and any income accruing would be paid over. Kirkcudbright/Gatehouse - it was noted and confirmed that following the sale of the former rectory and the purchase of a new one, the exercise and concomitant repairs to the new rectory are now fully completed and has resulted in a grant of £4,221.60 being made over to the joint charge. Employers NIS Allowance – it was noted that General Synod had taken legal advice regarding this and is awaiting the review from HMRC. It is suggested that the charges ring fence the money. This advice has been circulated to the Treasurers and Paying Officers.

IB 5.3.1 Property Knightswood – IB reported that All Tots Nursery had made a formal offer to purchase the land and buildings for £200,000.00. It was decided that although All Tots will maintain the garden of remembrance, that the ashes be removed and relocated within a period of five years. This will need to be done with great sensitivity and KM has offered to assist with this process. All Tots are willing to take on the transfer of the lease with Unity Enterprises. It was decided that IB would go and see Unity Enterprises to advise them of this.

IB 5.3.2 Grants – IB reported that in terms of grants we had done well getting resources from the Dunderdale. He stated that the Dunderdale fund would be finishing in January and will then be called a building grant. There will be more money available but it is going to be assessed with maintenance and development in mind. This will cause some changes in priority of how money is distributed.

AS Verbal Report – AS reported that the Bishop had identified three areas for her to work with. Ministry Development, the MAP process and the Continual Ministerial Development.

AS Ministerial Development – AS reported that she will be meeting with all the supporters to find out how the process is working for them and also to see who needs some supporters. The Bishop has asked AS to identify, over the next year, what needs to be changed.

AS MAP Process – AS reported that in this area there was a lot to do. AS has set up meetings with the facilitators in order to hear, from their perspective, how the MAP process is or is not working for them. AS is looking for a way to up-date the structure so that it works smoothly.

AS Continual Ministerial Development – AS reported that the Bishop wants a Diocesan program of events put together for the next year. AS reported that she has put together one for clergy, one for clergy and lay readers and one for any leaders in the church. AS will be reviewing the process of putting together workshops for increasing attendance. AS will be teaching a course at the Cathedral that will be open to everyone. AS reported that she is looking after all the authorized ministries and will be organizing the authorized ministry service this year. However, the Bishop will be reallocating oversight of these ministries. AS reported that she will be focusing on the mission of the church in the body of Christ and in the mission of the world.

7. Social Media – Update on Diocesan Facebook - Provost

KH Diocesan Facebook – KH was unable to present his report on facebook and social media as he needed the screen, which was unavailable. KH reported that he and AS are tasked with putting the Diocese on Facebook. It is part of our growth and not to use these tools would be a lost opportunity. It is hoped to put pictures of events within the Diocese on Facebook. It was noted that there is a link on the Diocese website to Facebook news and it was decided to circulate this information to the congregations in the charges.

Item 6.1 2016-11-26 Treasurer’s Report Alexandria – Bridging loan of £13,200 in respect of roof works repaid. Earlbank Avenue – Council are requested to note the increased expenditure of £958 (as confirmed by the DPC) in respect of repairs to heritable property currently occupied Vice Provost of Cathedral. Council confirmed spend of £5910 at its October meeting. Kirkcudbright / Gatehouse – Council are requested to note the increased grant of £1,287.35 (as confirmed by DPC) in respect of building repairs under September 2014 arrangement. Council confirmed grant of £4221.60 at its October meeting. Joint charge now fully responsible for maintenance of property. Stranraer: following further reflection, Treasurer would propose to pay full sum of £50,000 from Diocese’s purchase of 1/3rd share of property with recommendation that congregation invest net sum in the SEC Unit Trust Pool thereby receiving ongoing income direct. Council’s confirmation requested. Quinquennial Grants: payments formally made to ‘needy churches’ form the funding basis. Proposal, as agreed by DPC, is to make a grant to all congregations upon receipt of their quinquennial review on the basis of:- Band D £400 Band C £300 Band B £200 Band A £100 Accordingly, the ‘neediest’ would obtain the higher grant but all congregations would be included with the hope to encourage all congregations to meet their canonical duty. Payments to be paid on QI’s received after 1 December 2015. Council’s confirmation requested. Employers NIS Allowance – SEC has taken legal advice and has submitted request review to HMRC the result of which is still awaited.

Dean’s Diocesan Council Report for Oct 1st 2016
Action Points from May Minute (14.05.16)
Holy Trinity Kilmarnock The position of Rector has been re-advertised. There have been several enquiries but no applications.
St. Cuthbert’s Cambuslang/St. Andrew’s, Uddingston – Short term tenancy for the Rectory, via Fineholm, continuing. St. Cuthbert’s and St. Andrew’s will begin negotiations with Dean about the Rectory. The Vestry is currently working on licence with a new nursery, at St. Cuthbert’s and the Vestry are busy with planning alterations to Hall and toilets.
Good Shepherd, Hillington Tenders received for Rectory work and lowest accepted within budget of £60K +VAT. Ground drainage issue is still causing concern even after drain repair. Vestries have agreed to formalise a link with HTSB Paisley, and Good Sheherd.
Christ Church, Dalbeattie Removal of tower and design of new porch roof progressing with access ramp. Diocesan Architect is working with Vestry on review of tenders. Funding applications being processed.
St. Mary’s, Port Glasgow Diocesan Architect discussing with Vestry / Rector to develop long term roof project for permanent repair. DPC warns of potential major expense.
Holy Cross buildings, DPC received DM Hall valuation at £200K. Nursery owner has made a formal offer of £180K increased to £200K to purchase site. Nursery agree to maintain the Memorial Garden in its present condition, but they do wish to obtain an undertaking from the Diocese to remove the ashes currently interred in this area within a reasonable period, suggesting a period of 2 years from the date of entry. Rector of St. Augustine’s, Dumbarton has agreed to help the Dean in communicating and organising the transfer of interred ashes to a suitable resting place.
St. Mungo, Alexandria – Extensive roof repair completed. Diocesan funds not required.
All Saints’, Jordanhill has offered proposal for alterations to hall incorporating new toilets plus request for financial support. Current plan, as detailed, is unlikely to meet building regulations. DPC seek rationale of layout and design, all necessary consents confirmed with submitted drawings, and procurement process before financial support can be recommended. Progress delayed due to Rector’s ill health.
Dean’s Report : May 2016 – October 2016
Property Summary
St. John’s, Dumfries Masonary repairs to spire being planned via application for LPof W scheme. Professional fees are to be met by the charge.
St. Mary’s Cathedral – Cathedral Development Project. Appointment of Richard Murphy Architects has been made for the Feasibility study. Initial proposal questioned by GCC planning and HES in received responses. Vestry is to make appeal to both.

St. Aidan’s Clarkston Vestry reported drainage problem in early Feb at the side of the Hall. Ground drains uncovered and found to be wrongly installed. Level survey is to be completed. Structural engineer is to examine gable of Hall.
Annandale Rectory - Suggested list of repairs internal to the Rectory agreed. Rector has been asked to organise tenders. Vestry will be asked to agree for future care and maintenance agreement.
St. Bartholomew’s, Gourock A required maintenance report has been requested by DPC from Diocesan Architect . Bishop Gregor, after vacancy visit, is satisfied that church can be viable for worship. Dean exploring Gourock Schools and Churches trust interest in use of building.
Holy Trinity, Paisley - Considering other funding approaches to roof and internal ceiling with Diocesan Architect. DPC concerned about progress and Health & Safety. LPoWRRF funding declined in June.
St Margaret’s, Renfrew / St. John’s Johnstone DPC agrees options study on both Rectories in preparation for appointment to linked charge.
St Mary’s, Bridge of Weir – sketch scheme for toilet and kitchen in vestry. Canon 35 Consent was given and now awaiting confirmation about the build.
All Saints, Challoch - help with proposal for pew removal at rear – currently working on drawing to allow a Canon 35 pre-application.
St. Ninian’s, Pollokshields Seek to repair and re-point west window to prevent water ingress. DPC concerned that trade suggestions of cement re-pointing are not acceptable. Vestry assessing new estimates. Also glass door repair required.
St George’s Building Management Committee – on going dispute within building remains after several years. Discussion surrounding risks to Diocesan Centre re: general risks.
Canon 35 Applications
Christ Church, Dalbeatie Planned downtaking of tower and replacing with new pitched porch roof, recycling granite, incorporating new steps and access ramp. Bishop given consent.
St. Mary’s, Bridge of Weir - Rearranging location of Vestry and Toilet / Kitchen area. DPC recommend consent (July). Bishop given consent.
Canon 35 Pre-Application
St Mary’s Cathedral – Lectern Handrail design proposed. DPC reject the proposed design as it does not include new steps. Current steps should not be incorporated in any future design. Concern also raised about lack of guard at lectern side.
Grant Applications
St. Columba’s, Largs MAP Application referred to DPC due to property component for requested support for £3200 for Prayer Labyrinth (Nov 15). After correspondence DPC still recommend to Vestry other estimates as a comparison to the selected quote from builder. Rector reports difficulty gaining comparisons.

St. John’s, Stranraer have requested financial aid of £20,017 for installation of platform lift. Building Warrant has been granted. DPC is content with full details of project. Dunderdale app.for £3,500 awarded (Aug). RB and vestry treasurer raising funds, from external trusts, including proportion (1/3) after valuation of rectory and transferring property to Dioc. list.
St Matthew’s. Possilpark - DPC agree Dunderdale application for vestry dry rot and some roofing repairs. £3,500 awarded (Aug). Total project cost is £9852. Vestry to meet balance but Diocese will liaise if concealed rot found on repair.

Diocesan Council 2016-11-26 Secretary’s Report 1 IT items
Diocesan and Charge Websites – Training Course IT Officer Andrew (AW) has delivered the first of his WordPress website training courses. The course was enjoyed by all and will be repeated in January 2017. We would like to invite attendees from those charges who are struggling with their websites to this event. Andrew will be able to provide the standard website template and teach attendees how to manage the data they want to provide. No previous experience is needed, and we can even supply a laptop for the duration of the course. All that is needed is enthusiasm and some content to post on to your new or improved website!.
Social media – The Provost and the Canon Missioner are now maintaining and updating the Diocesan Facebook page, KH will provide more details.

2 Risk Register BSG have updated the Diocesan Risk Register at their recent BSG Away Day. Diocesan
Council will be asked to review the contents at the November 26th meeting. 3 Communications A meeting is planned for Jan 9 to discuss the various threads of communication within
the Diocese (e-mail, Website, Diocesan News, Facebook, provincial news etc. and to try to look at a strategy for dealing with the information.
4 E-mail Addresses The IT Officer is investigating ways to provide email addresses for business use to all
clergy within the diocese in response to a request to keep business and personal information separate. The options and costs will come to the BSG for initial discussion.
5 Diocesan Synod
The draft minute of the March 2016 Diocesan Synod was circulated for agreement. As I have received no requests to amend anything, this will be presented at Synod.

1. Clergy Listening Sessions – Thus far I’ve held listening sessions with the Ayrshire, Glasgow NE,
Lanarkshire, and Renfrewshire regional clergy groups. No one attended the Glasgow South meeting,
so we are attempting to reschedule. Glasgow NW and Galloway group meetings are still pending due
to scheduling difficulties. My hope is also to have a session in Lay Readers in January or February.
2. Galloway Regional Council – I preached and presented at the Galloway Regional Council AGM on 9
November. My presentation was centred on mission in the diocese and building upon the good
preliminary work of MAPs thus far.
3. Supporters Meeting – The Bishop and I had a meeting with the MDR Supporters in Ayr that was very
helpful. The supporters were honest about how they’ve perceived their work thus far as well as their
ideas about how to improve the process. Moira Jamieson has now transitioned into the role of MDR
Administrator, taking over from Janette Jenkins.
4. Authorised Ministries Celebration – The Ministry Celebration Service was quite successful, despite
lower attendance than previous years. One major piece of feedback was that it would be helpful if
reminders about paperwork and work agreements were started sooner next year.
5. CMD – The 4 November CMD about ways of accompanying those in our pastoral charge was
successful. 8 Priests attended and are in the process of completing program review surveys online.
6. Communications meeting now scheduled for early January.
