Mr Chee King Tan Deputy Director (ASEAN Socio-Cultural Community); ASEAN Directorate, Ministry of Foreign Affairs, Singapore Email: [email protected]

Mr Chee King Tan is Deputy Director (ASEAN Socio-Cultural Community) at the Ministry of Foreign Affairs (MFA), Singapore. He has previously served in the Singapore High Commission in Kuala Lumpur from 2011 to 2015, as well as in the Southeast Asia Directorate of the MFA. Chee King was trained in the Department of Materials Science, NUS, and had worked in the Institute of Materials Research and Engineering (IMRE) and Nanomaterials Technology Pte Ltd, prior to joining MFA in 2008.

Prof Siaw Kiang Chou Board of Advisor, ASEAN Committee on Science & Technology Email: [email protected]

Prof Siaw Kiang Chou’s research interests are in energy performance of buildings and thermal performance of building envelopes, microscale combustion, micro thermophotovoltaics, micro thrusters and propulsion systems, heat-driven and hybrid thermal systems, and internal combustion engines burning biofuels. He is credited with the formulation of the Envelope Thermal Transfer Value (ETTV) and the Residential Envelope Transmittance Value (RETV) criteria in the building energy standards used in the Singapore Green Mark Incentive Scheme. He is presently Associate Editor of the Elsevier journal, Applied Energy, and Chairman of the International Editorial Board of the Asian Journal on Energy and Environment. He serves on the editorial boards of a number of other energy related journals. Title of talk:

ASEAN Cooperation on Science and Technology

Abstract:

The recently launched ASEAN Plan of Action on Science, Technology and Innovation (APASTI) clearly urges a more intensive collaboration across ASEAN institutions of higher learning, centres of excellence, and with S&T counterparts in dialogue countries. There is increased recognition of the need to engage the private sector and the talented young in ASEAN. Above all, ASEAN member states agreed that the way forward to reap the fruits of our S&T endeavours will need to be underpinned by a strong culture on innovation. This presentation will provide an overview on ASEAN S&T cooperation and its structure, and opportunities for R&D and technology development.

Dr Jimmy Lim is Director of the Centre for Advanced Material & Energy Sciences, and Senior Assistant Professor in Applied Physics at the Faculty of Science, Universiti Brunei Darussalam (UBD). He obtained his BScEd from UBD, before going on to pursue his MPhil at University of Wales and PhD from Warwick University. His research interests include energy efficiency in built environments, energy modelling and functional materials.

Dr Mohammad Khairul Zarifi bin Haji Masri Programme Leader, Applied Physics, Universiti Brunei Darussalam Email: [email protected]

Dr Zarifi Masri is a lecturer in Applied Physics at the Faculty of Science, Universiti Brunei Darussalam (UBD) where he has been a faculty member since 2006. He first joined UBD as a tutor in the same department in 2004 soon after finishing his BSc Physics degree from University of Nottingham, UK. He continued his study with an MSc by Research degree in Materials Physics and Applications from Loughborough University in 2006. He pursued further research training in organic solar cells in the group led by Professor Ifor Samuel at the Organic Semiconductor Centre in University of St Andrews, UK and completed his PhD degree in 2014. His research interests include organic solar cells, exciton diffusion and fluorescence sensing.

Dr Ren Chong Lim Lecturer, Centre for Advanced Material & Energy Sciences, Universiti Brunei Darussalam Email: [email protected]

Dr Ren Chong Lim joined Universiti Brunei Darussalam as a Lecturer at the Centre for Advanced Material & Energy Sciences in January 2016. His research interests include nanotechnology, photonics, biotechnology, bioenergetics and single-molecule biophysics. He graduated with a DPhil in Condensed Matter Physics from University of Oxford in 2015 where he wrote a multidisciplinary thesis on applying external torque to the bacterial flagellar motor - a biomolecular machine about 50 nm in diameter. He also holds a Master of Research with Distinction in Photonics and a Master in Science (First Class Honours) in Physics, both awarded by Imperial College London.

Prof Chan Oeurn Chey

Prof Chan Oeurn Chey (PhD) graduated from Department of Science and Technology, Institute of Technology, Linköping University, Sweden. Currently, he is Vice Dean, in charge of research and international relation, of the Faculty of Science at Royal University of Phnom Penh (RUPP). He is a member of the Strategic and Planning Team to the Board of Trustees, member of the academic council and member of research committee of RUPP. He is also a member of Education Research Council of the Ministry of Education Youth and Sport. He works in several positions at RUPP, as Head of the Master of Science Programs, and trainer and team leader for the Cambodian team for the Asian Physics Olympiad (APhO), International Physics Olympiad (IPhO) and Astronomy Olympiad competitions. He also supervises many Cambodian Young Scientist candidates who compete in the Regional Congress on the Search for SEAMEO Young Scientists (SSYS), ASEAN plus Three Junior Science Odyssey (ATP-JSO) and Global Natural History Day (GNHD).

Dr Heng Ing

Lecturer, Department of Physics, Royal University of Phnom Penh Email: [email protected]

Dr Heng Ing is a lecturer of Department of Physics. He was a Director of Research Office, Royal University of Phnom Penh from 1983 to 1987, Deputy Head of the Physics Department from 1992 to 2000, Head of the Physics Department from 2000 to 2003, Vice Dean of Faculty of Science from 2003 to 2007, Dean of Faculty of Science from 2007 to 2011, Director of Continuing Education Center from 2006 to 2011. Heng Ing graduated with a Postgraduate Diploma in Electronic Engineering at La Trobe University, Australia and Bachelor of Science in Physics, Teacher training school of Phnom Penh. He also participated in many different training programs such as Fellowship Researcher on Physics (thin film) at Ho Chi Minh City University, Vietnam, Physics training at La Trobe University, Australia, Physics training at Du Maine University, France and Physics Laboratory training at Chiba University, Japan.

Dr Kimleang Khun

Head, Department of Physics, Royal University of Phnom Penh Email: [email protected]

Dr Kimleang Khun’s research interests focus on electronics, magnetic and photonic metal oxide semiconductor nanomaterials, and nanomaterial for energy. This study includes novel wide bandgap semiconductor nanostructures. The applications of these nanomaterial are in biosensors, chemicals sensors, optical sensors, and energy harvesting, including solar cell technology and nanogenerators, thermal electrics generator and water treatment. After obtaining his Bachelor’s Degree in Physics from RUPP 2004, he was trained as the high school teacher in National Institute of Education (NIE), 2005. He became a high school teacher in Physics-Math subject at Trung Trang High school from 2005-2015. He was trained as a higher education experiment in Chiba University, Japan 2007-2008. In 2015, he received his Ph.D. Degree in Science for Physics and Electronics from Linkoping University in research entitled “Synthesizing Metal Oxide Materials and Their Composite Nanostructures for Sensing and Optoelectronics Device Applications”. He has been a Head of the committee for Curriculum Reform in Physics subject since 2015.

Indonesia

Prof Mitra Djamal Chairman, Indonesian Physical Society; Department of Physics, Institut Teknologi Bandung; Department of Physics, Institut Teknologi Sumatera Email: [email protected]; [email protected]

Prof Mitra Djamal is the Chairman of Physical Society of Indonesia (PSI) since 2014. He is full professor in Department of Physics, Institut Teknologi Bandung (ITB) since 2009, and since 2013 he is Vice Rector of Academic of Institut Teknologi Sumatera (ITERA). He is the leader of SEM Lab of Faculty of Mathematics and Natural Sciences (FMIPA) of ITB. He is also involved in the AMoRE (Advanced Molybdenum based Rare process Experiment) project. This is an international collaboration of six countries, which includes fifteen institutions and ninety members. The main focus of this collaboration is to search the rare decay event (neutrinoless double beta decay) in the Molybdenum (100 Mo) isotope with CaMoO4 cryogenic scintillation detector.

Dr Monika Raharti Director, Center for Young Scientists Email: [email protected]

Dr Monika Raharti has been working in science education both nationally within her country, Indonesia, and internationally in the last 10 years. After graduating with her master degree in 1997 from the Physics Department in Bandung Institute of Technology, she worked as an assistant professor in the Physics Department of several universities in Indonesia: Parahyangan Catholic University, Telecom University, National Institute of Technology, and Surya University. Her passion in fostering young scientists brought her to focus on developing the environment of research in secondary school level. Dr Raharti currently serves as a member in the steering committees of several international and national research competitions, and represented Indonesia in the Association of Asia Pacific Physical Societies. Founding and leading the Center for Young Scientists in Indonesia in 2006, Dr Raharti supports science teachers with seminars, conferences, and workshops together with the Ministry of Education of Indonesia, and both academic and non-academic institutions in Indonesia and overseas. She is the founder of the Association of Science Mentor Teacher Indonesia (AGPPI) and the Asia Pacific Conference of Young Scientists, and currently serving as President.

Dr Silka Abyadati Researcher in Physics Education, Center for Young Scientists Email: [email protected]

Dr Silka Abyadati, M.Ed is a researcher in Physics Education at the Center for Young Scientists. She completed her Bachelor’s Degree in State University of Malang and continued with Master’s Degree in Physics Education in Education University of Indonesia. Since May 2017, she has actively been a committee of Active Learning in Optics and Photonics (ALOP) workshop, a UNESCO's collaboration program with the International Center for Theoretical Physics (ICTP) and SPIE (an International Society for Optics and Photonics) for developing countries. She served as jury member in Physics Engineering at the 1st International RMC Young Science Competition in Kuala Lumpur, Malaysia. At the moment, Silka is completing her collaboration research project in Physics Education with Niigata University.

Indonesia

Dr Silka Abyadati, M.Ed is a researcher in Physics Education at the Center for Young Scientists. She completed her Bachelor’s Degree in State University of Malang and continued with Master’s Degree in Physics Education in Education University of Indonesia. Since May 2017, she has actively been a committee of Active Learning in Optics and Photonics (ALOP) workshop, a UNESCO's collaboration program with the International Center for Theoretical Physics (ICTP) and SPIE (an International Society for Optics and Photonics) for developing countries. She served as jury member in Physics Engineering at the 1st International RMC Young Science Competition in Kuala Lumpur, Malaysia. At the moment, Silka is completing her collaboration research project in Physics Education with Niigata University.

Dr Clarissa Ai Ling Lee is a Research Fellow at the Jeffrey Sachs Center on Sustainable Development at Sunway University in Malaysia. She is working on two projects: the history of physics in Malaysia and Singapore, and the history of nuclear science and technology as big science in Malaysia and Southeast Asia. She received her PhD from Duke University, where she wrote a dissertation titled “Speculative Physics: the Ontology of Theory and Experiment in High Energy Physics and Science Fiction”, and which she is turning into a book and series of articles. She has published a piece on cybernetics, the Monte Carlo method, and the future potential in high performance computing in physics in Kybernetes, which is an expanded version of a chapter from her dissertation. She has more work from her previous and current projects forthcoming and under preparation. She has work forthcoming on nuclear science and technology in Malaysia as well as on the application of science fiction to the historical, philosophical and sociological studies of physics. She is managing between research projects in the area of the history of physics in Malaysia and Singapore (with intention of expanding to cover the rest of ASEAN), the role of nuclear science and technology in sustainable development, the use of science fiction as creative science platform, and the big data of climate change (ASEAN level).

Prof Jose Perico Esguerra is currently the coordinator of the Theoretical Physics Group at the National Institute of Physics (NIP), University of the Philippines Diliman. He was the President of the Samahang Pisika ng Pilipinas (Physics Society of the Philippines) and is a member of the Technical Committee for Physics of the Commission on Higher Education in the Philippines. He is heavily involved in efforts by the Department of Education and the Commission on Higher Education to create curriculum guides, teacher’s guides, and learning materials for physics in the Senior High Schools in Philippines. Prof Esguerra leads a subgroup of the Theoretical Physics Group. In addition to the NIP BS, MS, and PhD students whom he supervises, he also mentors students from the Philippines Science High School and undergraduate physics students from other universities in the Philippines during the Mid-Year Term. His research interests include statistical mechanics, random walks and diffusion, physical applications of fractional calculus, mathematical physics, self-gravitating systems, and nonlinear systems. He has supervised four past recipients of CERN Summer Studentships.

He has extensive experience in various basic plasma and nuclear diagnostic techniques. His current research focus is on graphene and transition metal nitrides/oxides-based three dimensional porous nanostructured hybrid assemblies for energy storage applications and magnetic materials for data storage and spintronics applications. After joining NTU, he has participated in 28 research grants since 2001 with 16 as principal investigator with 8 of them from external/industrial sources. He graduated 4 MSc and 11 PhD students and is currently supervising 2 PhD students. He has published about 190 Journal papers and over 70 conference papers with > 3200 citations and H-index of 31. He also holds a patent on “New Fast Absolute Neutron Detector”. Prof Nguyen Dai Hung received his PhD Degree in Math-Physics in 1988 from the Institute of Physics, Vietnam Academy of Science and Technology (VAST). Dr Hoang Thi Kieu Trang received her Bachelor's Degree in Physics from the University of Science Ho Chi Minh City (HCMC) in 1998. In 2001, she spent five months at Fermi National Accelerator Laboratory (Fermilab) as a visitor, when she became interested in high energy physics and wanted to pursue higher education in the field.

In 2002, Trang received her Master’s Degree in Nuclear Physics at the University of Science. In 2004, she won a scholarship of the MEXT nuclear researcher exchanging program and spent six months at the Tokai Research Establishment in Japan, studying nuclear structure with gamma-ray spectroscopy.

In 2005, Trang moved to Tallahassee, Florida, USA, to start her Ph.D. program in physics at the Florida State University. In 2006, she joined the High Energy Physics group and moved to Batavia, Illinois to do her research in experimental high energy physics at the Fermilab Tevatron Collider. In addition, she served as a calorimeter expert to help maintain the D0 calorimeter. In Fall 2012, Trang earned her Ph.D. degree.

In summer 2013, she came back to Vietnam. Since then, Trang has been working at the Department of Nuclear Physics and Nuclear Engineering, University of Science HCMC. Trang is the Head of High Energy Physics Lab. She is also an active member of the medical physics group at the department. Her research activities currently focus on data analysis, radiotherapy treatment planning, and medical image processing.

Prof Nguyen Thi Hoa has been a Senior Lecturer in Physics at the University of Transport and Communications. Since 2016, she is the leader of Physics Department at the University of Transport and Communications.

She is also a member of the Vietnam Physics Association and a member of the American Romanian Academy of Arts and Sciences.

Currently, she is member of the Solid Physics group at Physics Faculty, Hanoi University of Education. Her team is interested in studying the mechanical, elastic and thermodynamic properties of interstitial alloys, investigating the nonlinear deformation of these materials.

Prof Nguyen Thi Thu Hang is the Vice-Dean (Mathematics Department) in Hai Phong University, Vietnam. Her research background is on complex Geometry and value distribution theory. She is now a member of Association for women in Mathematics and Vietnam Mathematics Society.

Prof Nguyen Thi Hoa has been a Senior Lecturer in Physics at the University of Transport and Communications. Since 2016, she is the leader of Physics Department at the University of Transport and Communications.

She is also a member of the Vietnam Physics Association and a member of the American Romanian Academy of Arts and Sciences.

Currently, she is member of the Solid Physics group at Physics Faculty, Hanoi University of Education. Her team is interested in studying the mechanical, elastic and thermodynamic properties of interstitial alloys, investigating the nonlinear deformation of these materials.

Prof Nguyen Anh Ky is a principal researcher appointed by the Vietnam Academy of Science and Technology (VAST), Hanoi and a staff member of the Institute of physics (IOP) of VAST.

He is the leader of the Mathematical and High Energy Physics group at the IOP (since 2003) and the Deputy-Director of the Laboratory of High Energy Physics and Cosmology (since its foundation in 2007), Faculty of Physics, University of Science, Vietnam National University, Hanoi.

He is also involved in the Belle-II experimental collaboration, being the organizer-leader of the Vietnam Belle-II group.

Dr Pham Hong Minh received his Bachelor’s Degree in Optics from Hanoi National University in 2001, Master’s Degree in Optics from the Institute of Physics Vietnam Academy of Science and Technology (VAST) in 2005 and his PhD Degree in Physics from the Department of Functional Molecular Science, School of Physical Sciences, the Graduate University for Advanced Studies (SOKENDAI), Japan in 2008. From 2008 to 2014, he worked at the Institute of Laser Engineering, Osaka University, Japan as a specially appointed researcher. From 2013 to present, he is the Vice Director of the Center for Quantum Electronics, Institute of Physics, VAST. His major research interests focus on all solid-state lasers and their applications.

O n the occasion of the Golden Jubilee of ASEAN, we are honoured that so many of the active members of the physics and scientific community in ASEAN have been able to take time off from their busy schedule of activities and events to come for a historic

meeting in Singapore in order to inaugurate the ASEAN Federation of Physics Societies. ASEAN as a region of 625 million population, and land area of 4.4 million square kilometres has not been in the forefront of science and technology. Yet there are individual nascent efforts in physics research and education in each nation. On the occasion of the 50th year of ASEAN, it is time to set up a regional body that help network with one another and can link with leading physics societies world-wide, including the American Physical Society, Chinese Physical Society, European Physical Society, Japanese Physical Society, Korean Physical Society, Taiwan Physical Society, so that select ASEAN physics researchers may make presentations at their national congress and meetings. Such a regional body can also hold triennial global physics congress to bring distinguished scientists from around the world to ASEAN, not only to deliver lectures, but to listen to presentations of latest results and accomplishments of ASEAN physicists. Such a regional body can also recognize ASEAN achievements with prizes and awards to encourage young researchers.

Delegates have come from all ten ASEAN nations: Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam. Outside observers include specialists from Asia, Europe & the U.S.
