Challenges
Update
• Funding
• Marketplace challenges – multiple member businesses gone bust
• Home Office funding coming to an end
Proposed new fairer cost model
The NBCS hasn’t raised member costs for over two years. Our current flat rate structure doesn’t fairly represent business scale or NBCS usage based on operational footprint, neither does it account for group purchases of current members, by other member businesses. To create a fairer cost model considerate of these principles it has been discussed at board level to suggest a new charging structure by combined business declared annual turnover (covering group members in one cost).
We will be writing to all members post member day 4 to advise of this charging change.
Praesidio and other costs such as injunction works are in addition to this cost model, however we will cap member costs for BAU and Fraud products purchased together per contract. This cost model doesn’t apply to Associate Members as they already have a phased cost model by membership.
£71k Shortfall Although successful and growth against marketplace odds, the NBCS requires the equivalent of 9 new members (fraud / OCG / AM) by August 2019 to replace all previous Home Office funding.
Turnover Charge Principles
£0-£500m: £7,500 pa x 7 members
£501-£750m: £8,000 pa x 1 member
£751-£1bn: £8,500 pa x 6 members
£1.1Bn-£5bn: £9,000 pa x 17 members
£5bn+: £10,000 pa x 9 members
Others x 3 members

Bringing the strategic
jigsaw together…
Strategic Assessments

• Data driving local and national workings furthering Police / member engagement, creating offender strategic assessment outputs enabling prevent and pursue options.
Exclusions / Injunctions & Crime/Civil Prosecutions
Strategic assessments drive the application of cross company exclusions, injunctions, diversionary activity and criminal / private prosecutions from all NBCS streams by the capture of offender data to prevent further offending and drive criminal / private prosecution to proactively pursue offenders.
National Guidance
All elements supported by national guidance encompassing all parameters.
Partnerships / BIDs
Washing of relevant BID / Partnership data to support exclusion / injunction and all prosecution workings locally managed/served by Community Guarding principles.
