    The Existing Site

    Located at 324-340 High Street,the proposed development site isbounded by a number of buildingsthat vary in size.

    The site was formerly used asa vehicle repair shop known asPhoenix Garage before BurgerKing opened the UKs first drivethrough restaurant there in 1986.

    The Burger King closed in

    December 2010 and the site hasbeen unused since then.

    What the SiteDevelopment Policiespropose for 324-340Sutton High Street

    Sutton Councils SiteDevelopment Policies documentof 2013 says that any schemefor the site (refereed to as TheBurger King Site (STCN3) shouldfocus on the following points:

    Provide buildings of between

    four and five storeys in height.

    Provide active frontages at

    ground foor, particularly alongthe High Street.

    Create a strong building line

    along the High Street

    Provide high quality public

    realm improvements includingthe provision of gatewayfeatures onto Sutton Green tomark the entry into the towncentre.

    Provide a building that willencourage permeation into thedenser Sutton centre, whileenhancing the North of Sutton.

    Hotel and retailplanning consentpreviously granted

    In January 2012 planning consentwas granted by Sutton Councilfor a 103-bed hotel developmenton the site, with two ground floorretail units.

    The approved scheme was to beset over varying heights of four tofive storeys.

    Travelodge had agreed tooperate a hotel on the site butunfortunately, due to a change incircumstance, it has not provenpossible to construct the hotel.

    The proposed retail

    and residentialdevelopment

    The proposal from the siteowners, S8 Estates, is for tworetail units on the ground floorand 40 apartments on the first tofifth floors.

    The retail units will be for A1, A2,A3 use.

    The proposed unit mix of theapartments is:

    13 one bedroom apartments

    24 two bedroom apartments

    3 three bedroom apartments

    The scheme will provide a total of26 parking spaces and room for44 bicycles.

    The residentialelement of theproposed development

    The proposed developmentprovides a variety of apartmentsizes to meet the demand of thelocal area.

    All of the proposed units have beendesigned to meet the minimumspace standards identified withinthe London Plan.

    After the production of anindependently assessed viabilitystudy and agreement with Councilofficers, the scheme proposed fourintermediate housing units to beprovided on site.

    At the public exhibition held forlocal residents in January of thisyear there was broad support

    for the principle of a residentialdevelopment given a hotel cannotnow be built on the site.

    There was particular support forthe proposed mix of unit sizes, withrecognition that apartments onthe site would be suitable for bothfirst-time buyers and people withyoung families.
