(1) Applications are invited from intending candidates for appointment as President, Members & Members(W) of District Forums of the following District Consumer Disputes Redressal Forums of the State. Those who have completed two terms as a President or Member or Member (W) in District CDR Forum are not allowed to apply under sub-section (2) of Section 10 of CP Act, 1986.

(2) Eligibility: As per section 10 sub section 1 of the Consumer Protection Act,1986,

the candidates should have the following qualifications (a) a person who is, or has been, or is qualified to be a District Judge,

who shall be its President;

(b) two other members, one of whom shall be a woman, who shall have the following qualifications, namely:—

(i) be not less than thirty-five years of age,

(ii) possess a bachelor's degree from a recognized university,

(iii) be persons of ability, integrity and standing, and have adequate knowledge and experience of at least ten years in dealing with problems relating to economics, law, commerce, accountancy, industry, public affairs or administration:

Provided that a person shall be disqualified for appointment as a member, if he—

(a) has been convicted and sentenced to imprisonment for an offence which, in the opinion of the State Government, involves moral turpitude; or

(b) is an un discharged insolvent; or

(c) is of unsound mind and stands so declared by a competent court; or

(d) has been removed or dismissed from the service of the Government or a body corporate owned or controlled by the Government; or

(e) has, in the opinion of the State Government, such financial or other interest as is likely to affect prejudicially the discharge by him of his functions as a member; or

(f) has such other disqualifications as may be prescribed by the State Government; (3) Terms and Condition:-

1. Applicants are advised to carefully go through the above provisions of the Consumer Protection Act,1986, Odisha Consumer Protection Rules,1988 and satisfy themselves about their eligibility to be considered for their being appointment as President/ Member, as the case may be.

2. The appointment shall be made for a period of five years from date of joining or till the date the person completes 65 years of age whichever is earlier in case of President, Member or Member(W) of the District Forums.

3. If the President is a former District Judge appointed on whole time basis he is entitled to receive a honorarium amount of Rs.25,000/- (Rupees Twenty five thousand) per month, over and above the pension received by him.

4. If the Presidents is a person qualified to be a District Judge is appointed he is entitled to receive honorarium amount of Rs.25,000/-( Rupees Twenty Five Thousands Only) as honorarium as per Rule 3 (1) (c) of the Odisha Consumer Protection Rules,1988.

5. The Member/ Member(W) are entitled to receive honorarium amount of Rs.20,000/-:( Rupees Twenty Thousands Only) as honorarium as per Rule 3 (2) (a) of the Odisha Consumer Protection Rules,1988.

(4) The applications received within prescribed date shall be scrutinized and a list of the shortlisted candidates shall be prepared. Regarding short listing of the candidates the decision of the Committee of the Department is final.

(5) The applications in the prescribed format along with copies of documents and self-addressed envelope with postage stamp for Rs.22/- (rupees twenty two) should reach the DCA-cum-Additional Secretary to Government, Food Supplies and Consumer Welfare Department, Bhubaneswar- 751001 by Speed Post or email to email id selection.ccod@gmail.com (All relevant documents , in PDF format). The last date of receipt of application is 19.06.2020 (5 P.M). No other method of sending application is acceptable. The applicant is requested

to indicate on the top of the sealed envelope containing the application and other documents "The Post applied for-- and name of the District--". The applicant has to produce all the original documents before the selection committee on the date of interview.

The application should be accompanied by self-attested true copies of all testimonials and certificates in support of qualification, experience and suitability and a duly sworn affidavit in the prescribed format.

(6) Any application received after due date or not duly filled in would be summarily rejected.

(7) The applicants shall download the prescribed application form and the proforma affidavit from the Department's Website www.foododisha.in

(8) A candidates can apply only for one post from amongst the posts advertised.

(9) A candidate can not apply for more than one district as mentioned above.

(10) The earlier advertisement No.09-H published on 21.02.2018 regarding filling up the posts of President and Members of District Forums is herby cancelled.

(11) The applicants who have applied earlier vide this advertisement No.09-H published on 21.02.2018 may apply again if they are otherwise eligible.

(12) Authority reserves right to cancel the advertisement.
