MEMORAND M Subi- Re-Constitution of HRMS Module committee of Integrated Financial Management System (lFMS) Integrated Financial Management System (IFMS) Project was introduced w.e.f. 01/04/2014 vide Finance Department's memo no. 2088-F(Y) dated 28/02/2014 for management, monitoring and control of all fund allocations and financial transactions in different Departments and their subordinate offices under the State Government. HRMS module committee of IFMS is one of the 5 (five) module committees constituted by FD vide no. 06/FY/O/2M-08/2012-Pt-11 dated 6 lh May, 2014 to monitor deveiopment of the modules. Considering various complexities involved in development of HRMS (Human Resource Management System) module including department specific or district specific issues that need to be taken care of in the module development process, the Government felt it necessary 0 strengthen the HRMS Committee. Therefore, the undersigned is directed to reconstitute the HRMS module committee as follows. i. Sri Arun Kumar Mallik, Financial Advisor, PWD, P&AR, I&CA -Chairman ii. Sri Sumit Gobinda Chowdhury, Accounts Officer, FA-PWD Set-up-Convenor Ill. Sri Sarbasish Biswas, Internal Audit Officer & Coordinating Officer, !FMS Cel -Member iv. Sri Anindya Mitra, !nternal Audit Officer-Member v. Smt. Maitreyi Banerjee, Technical Director, NIC vi. One representative from AGWB-Member vii. One representative from Home (Police) Department-Member VII!. One representative from Health & Family Welfare Department-Member ix. One representative from Municipal Affairs Departmem-Memoer x. One representative from School Education Department-Member xi. One representative from Office of District Magistrate, Howrah-Member xii. Sri Amit Kumar Sarkar, Sr. System Analyst & E.O. Dy. Secretary is the Chief Coordinator of

the IFMS Cell. The committee shall maintain close coordination with IFMS Cell under Finance

Department.

The terms of reference of the committee are as follows,

i. To study the existing system, rules and procedures and to appraise System Integrator

(SI) CMC Ltd. accordingly.

u. To critically examine the efficiency and effectiveness of the application developed by

CMC Ltd. as far as desired output is concerned.iii. To suggest modifications / up gradations of the application features and functionality

developed by the CMC Ltd.

iv. To suggest the sequence and manner of development of sub-modules andsubsequent implementation.

v. To interact with stake holders in the process of implementation, comprehension of

their problems and give suggestions to CMC Ltd., for its solution.

vi. To monitor progress of design, development, deployment & implementation.

vii. To examine and review the SRS as submitted by CMC Ltd. and recommend

acceptance of the by Finance Department.

viii. To conduct UAT in test server of different applications deployed in HRMS and give

feedback accordingiy.ix. To enlighten Finance Department by identifying existing process redundancy upon

implementation of IFMS and by highlighting the scope of betterment of existing

process/ procedures by business process re-engineering.x. To suggest modification/amendment of the rules in WBTR, WBFR, etc., where

necessary to implement the electronic process involved in the modules.

The undersigned is also directed to request all the concerned authorities to nominate the

Officers as stated above and spare them from time to time for smooth and timely implantation of

the project.
