WITNESSETH

WHEREAS, the Philippine Cockatoo Conservation Program is a project undertaken by theKatala Foundation in coordination I collaboration with the Department ofEnvironment and Natural Resources (DENR), with the main objective to save thePhilippine cockatoo (Cacatua haematuropygia) from extinction;

WHEREAS, one of the highest densities of Philippine cockatoo can be found in DumaranIsland, Dumaran, Palawan;

WHEREAS, Dumaran Island plays a vital role in the conservation of the Philippine cockatooor Katala;

WHEREAS, the program will adopt a participatory approach to sustainable management ofDumaran Island in cooperation with the different agencies concerned, NGOs,Pos who will be working together for the success of the program implementation;

linkages to government and non-government organizations are direly needed foreffective implementation of the program;

WHEREAS,

WHEREAS; all parties are still one the process of reviewing the Memorandum of Agreementand due to time constraints will not be able to sign during the date of theConsultative Meeting and Planning Workshop on May 16, 2003.

NOW THEREFORE, for and in consideration of the above premises, the parties in this agreementwill collaboratively pursue the objectives, terms and conditions as hereinprovided.

ARTICLE I

GENERAL OBJECTIVE

The main objective is to protect and save the Philippine Cockatoo or Katala (Cacatuahaematuropygia)in Dumaran Island, Dumaran, Palawan from extinction.

ARTICLE II

DUTIES AND RESPONSIBILITIES

A. PHILIPPINE COCKATOO CONSERVATION PROGRAM1. In charge of the overall coordination and implementation of the program for two years

in coordination/collaboration with the Department of Environment and NaturalResources (DENR) and other cooperating agencies concerned;

2. SupeNise, monitor and evaluate the progress of the program for two years;3. Provide technical assistance on the management and operation of the program;4. Spearhead in scientific studies concerning the biology of the Philippine Cockatoo;5. Take charge of community organization in cooperation with other agencies;6. Implement IEC and conseNation education campaigns in coordination with the

elementary and high schools in Dumaran, Palawan, and in particular implement thePRIDE campaign; and,

7. Furnish copies of progress report to concerned cooperating agencies.

B. LOCAL GOVERNMENT UNIT OF DUMARAN1. Assist and support the implementation of the project in coordination with PCCP/KF;2. Assist and support the activities of the conseNation group;3. Provide leadership in the formulation of ordinances and community development

plans that would enhance project implementation;4. Facilitate the provision of some infrastructure support to the project through local

funds as counterpart; .5. Encourage maximum participation from the community and cooperating agencies;6. Ensures the implementation of the PRIDE campaign;7. Assist and support the establishment of a field office in Dumaran; and,8. Assist in the monitoring and evaluation of the project.

C. DENR - COMMUNITY ENVIRONMENT AND NATURAL RESOURCES OFFICE1. Assist in the implementation of the project;2. Provide technical assistance especially on establishment of marine and bird

sanctuary, nursery management, and ecotourism;3. Assist in the implementation of protection, rehabilitation and management measures

for the island's resources;4. Assist in carrying out studies on diseases affecting the Philippine cockatoo;5. Provide technical assistance in collection, propagation of seeds/seedlings both of

forest trees and mangroves;6. Recommend deputation of wildlife wardens;7. Monitor/assess the implementation of the program for two years;8. In collaboration with other appropriate government agencies, monitor the compliance

of Gratuitous Permit issued by the Protected Areas and Wildlife Bureau (PAWS) tothe terms and conditions to the Agreement with the DENR; and,

9. Issue and facilitate issuance of permits.

OFFICE OF THE MUNICIPAL ENVIRONMENT AND NATURAL RESOURCES OFFICE1. Assist and support the implementation of the project in coordination with PCCP/KF;2. Assist and support the activities of the conseNation group;3. Provide leadership in the law enforcement especially pertinent to environment issues

and concerns in the municipality;4. Assist in the implementation of protection, rehabilitation and management measures

for the island's resources;5. Assist in the monitoring and evaluation of the project.

OFFICE OF THE MUNICIPAL PLANNING AND DEVELOPMENT OFFICE1. Provide leadership in the implementation of the project especially on community

development plans that would enhance project implementation;2. Assist and support the implementation of the project in coordination with PCCP/KF;3. Assist and support the activities of the conseNation group; and,4. Assist in the monitoring and evaluation of the project.

F. OFFICE OF THE MUNICIPAL AGRICULTURIST1. Provide technical assistance on the agri-based livelihood projects for the farmers and

fisherfolks;2. Assist in the organization and strengthening of farmer-fisherfolk organizations;3. Assist in the implementation of protection, rehabilitation and management measures

for the island's resources; and,4. Assist in the conduct of information campaign on alternative farming techniques and

sustainable fisheries in cooperation with other line agencies.

G. DUMARAN POLICE1. Actively involve in the apprehension of the violators caught by the conseNation

group; .

2. Facilitate efficient and strict implementation of rules and ordinances of the barangay ~and the municipality particularty the penalties for violators; ~

3. Coordinate with PCCP/KF andthe conseNationgroupduringpatrol;and,4. Support the project imp)ementation.

H. LOCAL GOVERNMENT UNITS OF STO. TOMAS AND SAN JUAN1. Provide leadership in the formulation of ordinances, barangay development plan that

would enhance the project implementation;2. Assist and support in the overall implementation of the project in close cooperation

with PCCP/KF and the conseNation group;3. Formulate and effectively implement plans and measures for the protection and

conseNation of the Philippine cockatoo in Dumaran Island, Palawan through theactive involvement of the community residents;

4. Facilitate the provision of infrastructure support to the project especially to theconseNation group through their local funds as counterpart;

5. Assist and support the implementation of the PRIDE campaign and similarconseNation education activities;

6. Encourage maximum participation from the community and cooperating agencies;and,

7. Assist in the monitoring and evaluation of the project.

I. DUMARAN ELEMENTARY SCHOOL I DUMARAN NATIONAL HIGH SCHOOL1. Assist in the implementation of the IEC activities/conseNation education of the

project, in particular, the PRIDE campaign;2. Encourage maximum participation from the pupils in IEC activities and tree planting

activities; and,3. Assist in the monitoring and evaluation of the progress of the IEC activities.

J. SAGIP KATALA MOVEMENT - DUMARAN CHAPTER1. Spearhead in the planning and implementation of the project in close coronation with

the PCCP/KF and barangays concerned;2. Assist and later spearhead in the implementation of IEO activities of the project;3. Assist and support the implementation of the PRIDE campaign;4. Leads in conservation activities in the barangays concerned;5. Facilitate in the formulation of plans and programs for alternative livelihood;6. Actively protect the Island from poachers and illegal loggers through regular patrolling

of violators around the island;7. Ensure maximum participation of the members of the organization and other

concerned citizens in all stages of the program;8. Provide opportunities for members for continuous capability building, training and

education through informal strategies; and,9. Assist the PCCP/KF to supervise, monitor and evaluate the progress of the project.

ARTICLE III

AREAS OF COOPERATION

The Philippine Cockatoo Conservation Program and the Cooperating agencies andauthorities shall undertake the following:

1. Enforcement of the laws, rules and regulations pertinent to the protection and conservation ofthe Philippine cockatoo or the Katala in the Island of Dumaran, Palawan.

2. Formulation and development of plans and programs for the sustainability of the project.

ARTICLE IV

AMENDMENTS

The parties hereto may, upon mutual consent, amend, alter or modify this agreement atany time by and through an addendum signed by them.

ARTICLE V

EFFECTIVITY

This MEMORANDUM OF AGREEMENT takes effect immediately upon execution andshall remain in force until mutually revoked by all parties.
