Streets Maintenance & Special Projects

Currently mowing Matanzas Woods Parkway, Old Kings Road South and all

neighborhoods.

Mechanically swept and cleared debris from 35 lane miles of curb and gutter on main arterial

roadways.

Replaced two traffic signal loops at I-95 and SR 100.

Inspected and reported eight street light outages to Florida Power & Light for repair.

Inspected 10,560 linear feet of sidewalks for pedestrian safety.

Performed traffic control for the Pumpkin Shoot-out special event.

Responded to an after-hours call of a street drainage pipe failure on Rymer Lane.

Continuing installation of sidewalks (240 linear feet) at City Hall.

Installed three drainage structures and 15” drainage pipe west side of City Hall.

Repaired/replaced four street signs at the intersection of Hargrove Grade and US 1.

Parks & Medians Maintenance

Inspected 39,589 linear feet of park hiking trails and 315 trail signs.

Inspected 31 irrigation zones; cleaned, replaced and adjusted spray heads; and repaired line

breaks, along City medians.

Inspected 15 irrigation zones; cleaned, replaced, and adjusted spray heads in the City parks.

Cut out and replaced sod in median on Belle Terre North.

Leveled and top-dressed grounds at Town Center Park.

Painted 6 soccer fields, 2 football fields, and 15 lacrosse fields at Ralph Carter Park, Indian

Trails Sports Complex, and Indian Trails Middle School, for upcoming games.

Performed safety inspections on playground equipment, parks, and trails at 22 locations.

All playgrounds (6) were leveled.

All center medians on Belle Terre Parkway, Palm Coast Parkway & SR 100 were

maintained.

All City parks (12) were mowed and maintained.

Grounds were maintained at 250 well sights and lift stations.

Maintained the grounds at: 5-Fire Stations; 3-Water Treatment Plants; and 1-Wastewater

Treatment Plant.

Mowing was performed at 16 sports fields three times each, for a total of 56 acres.

Graded and lined all baseball fields at Indian Trails Sports Complex.

Raked and cleaned off lines, on ten courts at the Palm Coast Tennis Center daily.

Cleaned 9 culvert pipes for a total of 234 linear feet.

Mowed and weeded 85,130 linear feet of ditches in the “B” & “L” neighborhoods.

Replaced one driveway culvert during swale rehabilitation.

PLANNING

Development Order Issued for the Final Segment of Belle Terre Median Landscape and Irrigation

The City, in its efforts to continue the implementation of the Belle Terre Parkway Median Master Plan, has issued a

Development Order for the final phase of construction. This last segment extends from Royal Palms Parkway, south to

the last median before the intersection with State Road 100. The work in this segment will include irrigation and the

planting of trees, shrubs and ground covers in the median areas and also on the east side of the roadway, just south of

Fire Station #25. This work will also provide an extension of the newly installed reuse water mainline to serve not only

this project, but the Palm Coast Tennis Center and Fire Station #25. The City Standard of constructing stamped, colored

concrete median tips will also be done at each intersection. Work is currently budgeted and will be completed during

fiscal year 2016.

C.H.I.R.P.

Another round of successful CHIRP (Children Helping In Resource Protection) events were conducted at Long Creek

Nature Preserve. On Tuesday and Thursday, staff hosted Bunnell Elementary students with a morning of fun that

included an eco-station rotation activity and ended with lunch throughout the park. Approximately 170 6th Grade

students learned about the following topics.

The following is an update since last week for projects in the City from October 8, 2015 through October 14,

2015.

Dewatering of wetland area continues. 92% of roadway thru

wetland has been excavated and is being backfilled.

Installation of storm structures and piping continues under

roadway thru former wetland. Electrical trenching and

conduit installation continues.

Seawall is once again underway. Pedestrian walkways are

being resurfaced and handrails to be added. Abutments have

been reinforced with Uretek Foam, gutters formed,

demolition of slope pavement is done on east side continues

have been taken.

Work in median continues and landscape along project

continues. Traffic Signal loop installation continues.

Park Place - Pine Grove 95% As-Builts were received for review and walk thru 10-12-15

Hidden Lakes Phase 2 20%

10-13-15 Contractor set two manholes. A valve was set and

stubbed for a fire hydrant. Total sewer main installed 1,500ft

and 1,000 ft. of water main

Grand Landings Phase 2 & 3 5% Phase 1A Spoonbill Drive silt fence has been installed and

work has begun on construction entrance.

Halloween is approaching and we are all thinking about what we are going to wear, where are we going to go trick or treating, and getting candy to have ready for those cute kiddies that will come to our doors. Don’t forget to think about your four legged furry family members! Remember that you will have a doorbell that will be constantly ringing and the best place for your pet may be a comfy bedroom away from all the chaos. Same with going trick or treating – this may be too much for your pet so the best option is to leave them at home for the night. FHS wishes everyone a safe holiday! Donation Opportunities: The Flagler Humane Society are still collecting shoes. We welcome all shoes regardless of size, type, or condition. Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. If you are interested in volunteering at these events, please contact Katie at [email protected]. Come and see us at our Walmart Booth on October 17-18 from 10 am to 4 pm. We will be accepting monetary donations but we will be accepting any supplies you may want to donate. Adoption Specials: October brings a “spectacular” cat adoption special with some of our “boo-tiful” dogs included. Upcoming Fundraisers/Events: Join us at the Yappy Hour hosted by Turtle Shack on October 26th from 6 pm – 8 pm. A $10 donation will get you a free drink and a sampling of the Turtle Shack’s wonderful food! Dress in your favorite costume and enter to win a chance at prizes. Dress up your furry friend too! Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. Please call FHS at 386-445-1814, email [email protected] for questions. FHS is opening a wellness clinic for minor veterinary issues. Appointments can be made by calling the customer service line at 386-445-1814. Low cost vaccination clinics will still be held on the 1st and 3rd Saturday of every month from 1pm-3pm. UPCOMING EVENTS

Pumpkin Shoot-Out Lacrosse Tournament - October 17-18 at the

Indian Trails Sports Complex. Hosted by Team Florida Lacrosse. The

Great Pumpkin Shootout is a 7 on 7 format lacrosse tournament. This is a

very fast-paced, fun tournament that is a truly unique experience with

fun to be had by all. Don’t miss out on Florida’s premiere fall lacrosse

tournament.

Halloween Boo Bash – Presented in partnership with Wadsworth Elementary School. Held

on Friday, October 23 from 5-8 pm at Belle Terre Park, 339 Parkview Drive. The Halloween

Boo Bash is a family friendly, safe event for children of all ages. We encourage everyone to

come in costume and enjoy the following activities: bounce houses, DJ, costume contest; games;

Wood Carvers – Tuesdays from 1-4p at the Palm Coast Community Center. The art of

woodcarving has a history that spans centuries. At its core, woodcarving transforms a piece of

wood into a masterfully crafted work of art. Join this group of gifted carvers as they share their

skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed

group of men and women at all levels and abilities. Visitors are welcome.

Game Day Social – Thursdays from 12:30-4p at the Palm Coast Community Center. As the

name suggests, Game Day Social is comprised of a lively, spirited group of individuals who

enjoy the camaraderie and competition of dominos, a variety of card games or board games.

Participants are encouraged to bring their favorite game or play one provided by the Parks and

Recreation Department. Light refreshments are served.

Pickleball Join the fastest growing sport in North America. Pickleball is a sport for all ages and abilities.

This quick paced, fun activity combines the games of tennis and ping pong on a shortened tennis

court. Played with smaller racquets and a wiffle ball. Held at Belle Terre Park on Wednesdays,

6p-8p and Fridays from 11a-1p.

Women’s Self Defense Class – Instruction provided by Corporal Lutz of the Flagler County

Sheriff’s Office. Women will learn effective methods to ward off an attacker. This class is

perfect for those individuals wanting to learn how to better protect themselves. Ages 12 years

and up. Class is held at the Palm Coast Community Center from 6-8 pm for three weeks

beginning Monday, October 26. Pre-registration is required; cost is free.

Munchkin Soccer – Begins on Wednesday, October 14 at the Palm Coast Community

Center, 305 Palm Coast Parkway, NE. This “Munchkin” activity will focus on the specific skills

of soccer. Toddlers, ages 2-3 years and their parents will enjoy of variety of games that assist in

learning those basic skills. Pre-registration and payment of $35 fee required.

Munchkin Sports – Begins on Tuesday, October 13 at the Palm Coast Community Center,

Temporary modification of the disinfection treatment procedure continues through October 19th.

Customers may notice an increase in the taste and odor of chlorine in their drinking water during

this time.

On Monday, the Utility Department and the Public Works Department conducted both the

Employee Academy (Monday afternoon) and the Citizen’s Academy (Monday evening).

The average water demand for the week was 7.725 million gallons per day; the average

wastewater flow was 6.024 million gallons per day.

Crews installed 13 new domestic meters, 3 reuse meters, 3 new PEP tanks and replaced 2

existing PEP tanks.

Due to the conversion to the new Paymentus billing system, regular turn-offs were not

performed. There were only 3 utility customers shut off for non-payment.

There were a total of 23 calls after hours.

Wastewater crews inspected via CCTV, 3,159 feet of gravity sewer, inspected 16 manholes and

inspected and cleaned 1 service lateral.

Wastewater Maintenance and Collection crews completed maintenance of 61 pep tanks, 90

service orders, replaced 21 PEP pumps, 26 floats, 8 clean out caps, and 1 PEP back lid.

Water Distribution crews tested and repaired 165 backflow preventers, replaced 7 water meters

and repaired 5 water service line leaks.

Repaired 2 sewer breaks caused by contractors, 1 lateral at 18 Slippery Rock and 1 PEP main at

15 Bird Haven.

Completed asphalt repair at Old Kings Road and Forest Grove per County request. We had

originally placed a temporary patch of millings with the idea the area will be torn up in the near

future with the Old Kings Road extension but the County got a complaint from a resident so we

were directed to repave it.

pollution to children from Bunnell Elementary School.

New Palm Coast City Hall to open Monday morning, Oct. 26 Palm Coast – The City of Palm Coast will soon begin its moving process, and the new Palm Coast City Hall at 160 Lake Ave. will open for business at 8 a.m. Monday, Oct. 26. The City’s final day of operation at City Offices in the City Marketplace shopping center, 160 Cypress Point Pkwy. Suite B-106, will be Friday, Oct. 23. City Offices will close for good at 5 p.m. Oct. 23. There will be no disruption of service to the public during the move. The new Palm Coast City Hall will be a full-service facility for the public, with Customer Service

for paying utility bills and managing utility service, permitting, zoning, code enforcement,

business tax receipts and the Business Assistance Center all located on the first floor. In

addition, residents will still have the option to pay their utility bills and manage their utility service

at the Utility Department at 2 Utility Drive, Palm Coast.

Everyone is invited to a City Hall Grand Opening celebration on Tuesday, Nov. 3. Tours will be

offered 4-8 p.m. A ribbon-cutting ceremony will begin at 5:15 p.m., and the Palm Coast City

Council will meet at 6:30 p.m. in the Community Wing section of the new City Hall.

The new facility is located at 160 Lake Ave. in Town Center – adjacent to Central Park and the

City Centre office building.

City of Palm Coast switches to new Utility Billing System, adds online applications Palm Coast – The City of Palm Coast Utility Department is proud to announce its new utility billing system – giving customers many convenient and flexible ways to access and pay their utility bills. The City has contracted with Paymentus, a full-service payment provider, to handle utility billing for Palm Coast. The new system went live Oct. 7. All customers who previously paid their utility bills through automatic payments online or one-time payments online were notified so they could set up accounts in the new system. For security reasons, the account information customers previously provided for payment purposes could not be transferred to the new system. Customers who prefer to pay online must create a new user ID and password in the new system and re-enter payment information. Customers can also choose from many other payment options - by check, over the phone, in person, or through their bank's "bill-pay" system. “The new Utility Billing System offers some exciting new features that we believe will improve customer service,” said Palm Coast Customer Service Manager Cynthia Schweers. “Customers will now have more mobile options and be able to get real-time account updates.” At the same time as the switch to the new utility billing system, the City also established a new online application option for utility service. The application gives residents, property managers and businesses a convenient way to submit applications for new service with the Palm Coast Utility Department. New customers can now submit all information through the website, saving time and eliminating the need for visit city offices to establish service. Time to sign up for City of Palm Coast Starlight Holiday Parade & Event

Palm Coast – Organizations and businesses that want to participate in the City of Palm Coast’s 2015 Starlight Holiday Parade & Event in December should sign up now! The deadline for entries is Monday, Nov. 9.

Participants may register online at www.palmcoastgov.com/starlightparade. Or print out the parade entry form and return it as directed on the form.

The Starlight Holiday Parade will begin at 7 p.m. Saturday, Dec. 12, at Central Park in Town Center – featuring colorful lighted floats, talented marching bands, and prizes for the top entries. All participants are encouraged to add lighted holiday displays to their floats. The route will begin at the Round-About on Central Avenue (east of Market Avenue) and head east; turning north onto Park Street, east onto Lake Avenue, and south on City Place; then continuing south on Bulldog Drive.

Parade entry is free. The judging categories will be: Best of Parade, Best Marching Unit, Best Float, Best Decorated Vehicle and Best Banner.

Prior to the Holiday Starlight Parade, the City of Palm Coast's Parks & Recreation Department will host a fun-filled afternoon at Central Park starting at 4 p.m. Visitors will enjoy live entertainment and performances; arrival of Santa and pictures with Santa, food and beverages. Santa will visit with children until 6 p.m., and a photographer will be available for photos.
