SenatePresidentProTem,ToniAktinsDedicatedtopublicservice,ToniAtkinswaselectedin2018asCalifornia’sfirstwomanSenatePresidentProTem.Priortothat,shewasSanDiego’sfirsteverSpeakeroftheStateAssembly. She first began serving our communities in themid-1980s as director of clinic services at Woman CareHealthCenterandlaterasaSanDiegoCityCouncilmemberfrom2000 to2008,which includedherpositionasactingMayorin2005,beforebeingelectedtotheStateAssemblyin2010.
A pioneer in the fight for affordable and homeless housing, veterans, the environment,women’shealth,andLGBTrights,AssemblymemberToniAtkinshasbalancedbudgetswhileinvesting in California’s future – and fought hard forworking families. Toni’s legislativevictoriesincludeauthoringlawstohelpsmallbusinesses,preservedignityfortransgenderindividuals,protectwildlife,assistvictimsofdomesticviolence,protectourenvironment,ensurecoastalaccess,addressourhousingandhomelesscrisisandstrengthenfamilyjusticecenters,amongotheraccomplishments.
HonorableJudgeKimberleeLagottaJudge Kimberlee Lagotta was appointed to the San DiegoSuperiorCourtin2010andhasservedinthejuveniledivisionforthepastfiveyears.AsofJanuary2018,JudgeLagottawasappointedasthePresidingJudgeoftheJuvenileCourt.JudgeLagotta’spreviousjudicialassignmentsincludemisdemeanordomestic violence court (2010), felony criminal readinesscourt (2011-2012) and felony criminal trials/motions court(2013).JudgeLagottaservesonavarietyofSanDiegoSuperiorCourtCommittees including the Executive Committee, Juvenile
CourtPolicyCommittee,CriminalCourtsPolicyCommittee,andDomesticViolencePolicyCommittee.Sheadditionallyservesonnumerouslocalandstatewidecommittees.Judge Lagotta graduated from the University of San Diego, School of Law in 1989. Shereceived herB.A. in Political Science from theUniversity of SanDiego in 1986. Prior tobecomingajudge,sheworkedfortwentyyearsasaDeputyDistrictAttorneyintheSanDiegoDistrict Attorney’s Office prosecuting serious and violent felony crimes including sexualassault,childabuse,domesticviolenceandhomicide.In1999and2009,theDeputyDistrictAttorneys Association with Outstanding Achievement Awards recognized her for herprosecutionofhighprofilesexualassaultandhomicidecasesresultinginlifesentences.

MichelleLustig,Ed.D,MSW,PPSMichelleLustig,Ed.D,MSW,PPShasservedastheDirectorof Foster Youth Services Coordinating Program andHomelessEducationwith theSanDiegoCountyOfficeofEducationsince2004.Shehasover30yearsofexperienceinpublicandprivatechildwelfare,researchandeducation.Dr.Lustighasservedasapart timeprofessorat theUSCSchool of Social Work and the Cal State University, SanMarcosSchoolofEducation.ShehasworkedforTheChildand Adolescent Services Research Center, San DiegoCountyHealthandHumanServicesAgency,ChildWelfareServices and Casey Family Programs. She has created
several nationally recognized programs that support and increase school stability, andacademicoutcomesforstudentsinfostercare.Underherleadership,amodelinteragencydatabasewasdevelopedthatallowssecureaccesstohealthandeducationdataforchildrenunderthejurisdictionofjuvenilecourtinSanDiegoCounty.Inaddition,shespearheadedthecreationofacountywidecostsharingtransportationagreementthatensuresstudentsinfostercareareabletoremainintheirschooloforigin.Dr.Lustigbelievesthateducationalattainment is thegatewaytoasuccessful lifeandworkstoensurethateverystudentsheserveshastheopportunitytofulfillhisorheracademicpotential.
TonyaL.Torosian,MSW,CFRETonya Torosian is the Chief Executive Officer ofPromises2Kids,a37-year-oldnon-profitfoundedastheChild Abuse Foundation. Best known for building thePolinsky Children’s Center, Promises2Kids isdedicatedtocreatingabrighterfutureforfosterchildren.Torosian’s work in child welfare and nonprofitmanagement spans 30 years and three states. Shedeveloped programs and policies for child and youth-basedorganizationsinIllinois,ArizonaandCalifornia.A
tirelessadvocateforchildrenandyouththroughoutherentirecareer,Torosianbeganfirstas a socialworker, then as an executive chargedwith developing strategic alliances andimplementingprocesses,systems,andpolicies.TonyaisacertifiedfundraisingexecutiveandreceivedherMastersofSocialWorkdegreefromArizonaStateUniversitywithanemphasisinPlanning,AdministrationandCommunityPractice.Shehasservedontheboardofseveralnonprofitorganizations,includingtheSanDiegochapteroftheAssociationofFundraisingProfessionals,whereshewasPresident.

NateHoward,MovementBE NateHowardisaprofessionalspeaker,poet,educator,andsocialentrepreneur.InMay2013,Natemadethefrontpageof the LA Times for sparking a movement against racialprofilingafter79LAPDofficersshutdownhiseventatUSC.Realizing someone was attempting to tell his story, hefounded Movement BE, a non-profit organization thatconductsworkshops to help young people discover theirstory. Withthemottoof“tellyourstorybeforetheydo,”MovementBEhasdirectlyimpactedthousandsofstudentsacross the country. Nate was selected on the inauguralNBCBLK28 list as one of the top 28 black leaders in the
nationunder28yearsold.HewaslaterfeaturedontheTodayShowasoneofthe"BestandBrightest: Game Changers Making History." Most recently Nate was honored in hishometownofSanDiegoasthe"YoungEntrepreneuroftheYear."Nate’sbeliefisthatweshouldfocusouractivismoneducation,empoweringyouthtocreatechangesothatthemovementisproactiveandsustainable.Seeingpoetryasameansofself-expression,hechallengesschoolsystemstoseeitsuseasvitalforthedevelopmentofyouth,givingthemthecouragetofindtheirstorytochallengethestatusquo.NatehasrecordedhispoetryonsongswithartistsTyDollaSign,KendrickLamarandpoliticalactivistDr.CornelWest.NateisagraduateoftheUniversityofSouthernCalifornia.HisbiggestinspirationsareMartinLutherKingJr.andMayaAngelou.

SessionGroupA 9:45AM–11:00AM AcademicSuccess,HolisticSupport,andCultivatingaSenseofBelonginginHigherEducationthroughtheResourcesandAssistanceforFormerFosterYouth(RAFFY)ProgramPresenters:JaymieGonzaga,MiraCostaCollegeCristineSidela,MiraCostaCollegeAdrianSidela,MiraCostaCollegePresently, there is an estimated 12,000 current and former foster youth enrolled inCalifornia’scommunitycollegesystem.ResourcesandAssistanceforFormerFosterYouth(RAFFY)isaninnovativeprogramatMiraCostaCollegethatintentionallytailorsresourcestowards supporting community college students that are former foster youth. AlongsidecollaborationswithEOPS(ExtendedOpportunityPrograms&Services),StudentEquity,andcommunitypartners,RAFFYisastudent-centeredprogramthatsupportsretention,transfer,degreecompletion,andholisticstudentdevelopmentthroughfinancialsupport,communitybuilding,andmentorship.Attendeesofthisworkshopwilllearnbestpracticesforhowtobuildaprogramtosupportcurrent/formerfosteryouthinhighereducation.ThisworkshopwillalsoincludeRAFFYStudentVoices,whichfeaturescurrentRAFFYstudentsandalumniof theprogramwhowillsharemeaningfulreflectionsabout their journeythroughhighereducation. Scholars,supportsfosteryouthwithcasemanagementandmentoringtoensuretheygraduatefromhighschool,areexposedtoavarietyofcareers,advancetospecializedvocationalprograms,communitycollegeorauniversity,andcompletetheirhighereducationwiththehelpofourscholarshipprogram.
• Foster Funds: Foster children often feel alone and isolated andmay go without
