This is the ultimate question every leader needs to answer concerning the use of the Community-Based Monitoring System (CBMS) as a tool to monitor the extent of poverty in our respective local government units. Provinces and municipalities adopted the CBMS to address data gaps that would eventually trace the real issues of poverty and even deal with poor governance at the grassroots level. With the failure of supposedly effective techniques implemented in the past, this is another dreadful question that I, along with other leaders in the Province of Apayao, need to personally evaluate and later on answer on our own. The recent poverty trends released by National Statistical Coordination Board for the first semester of 2012 placed the Province of Apayao as the second poorest province in the Philippines with 59.8 percent poverty incidence among families prompted the officialdom of the province to take and provide a vision and direction on how we should wage unrelenting war against poverty. To make this work, we need to establish a framework within which we can effectively and efficiently unite our efforts to alleviate poverty more specifically in our remote barangays. Last year, in close coordination with the Department of Interior and Local Government (DILG) and the CBMS Network, the provincial government of Apayao conducted the massive CBMS census in all municipalities to come up with timely, accurate, and reliable poverty statistics which we will use as our road map in crafting a sustainable poverty reduction program. The Many Faces of Poverty in Apayao

POPULATIONApayao had a total population of 114,638 in 24,948 householdsThe CBMS census conducted in Apayao in 2014 covered the province’s 7 municipalities and 133 barangays.Conner is the largest municipality in terms of population size as it captured about 22.1 percent (or 25,343 individuals)of the province’s total population. The second largest municipality is Luna accounting for 15.5 percent, while Floraranked third with 14.7 percent of the province’s population during the period. About 35.2 percent of the populationin the province were aged 15 years and below.

HEALTH AND NUTRITIONFour in every one thousand children aged zero to four years diedAmong children zero to four years old in the province, about 0.4 percent died during the reference period. Thiscorresponds to a total of 51 child deaths among children four years old and below. The highest proportion of childdeaths was reported in the Municipality of Calanasan where 1.1 percent of children zero to four years old died. Thisis followed by Conner and Pudtol, both of which recorded an estimate of 0.6 percent. Meanwhile, among allbarangays in the province, Lower Maton in Pudtol recorded the highest proportion at 7.4 percent or four cases ofchild death. However, in terms of magnitude, the highest was reported in Barangay Daga in Conner where sevenchildren aged zero to four years died.

Three in every one thousand women died due to pregnancy-related causesResults of the CBMS census also revealed that 0.3 percent of women in the province died due to pregnancy-relatedcauses. This corresponds to six cases of women deaths during the period, which occurred in two municipalities. Thehighest proportion of maternal deaths at 0.9 percent (or 9 deaths for every 1,000 pregnant women) was recordedin Conner. The Municipality of Calanasan ranked second with 0.5 percent. However, no maternal death was recordedin 129 (out of 133) barangays in the province. Meanwhile, Barangay Paddaoan in Conner had the highest proportionof 6.5 percent although it represents only two cases of maternal deaths.

About 3 in every 100 children zero to five years old were malnourishedAbout 2.5 percent of children aged zero to five years old in the province were classified as malnourished.Thisrepresents 378 children and translates to about 3 malnourished children for every 100 children 5 years old andbelow. The Municipality of Pudtol recorded the highest estimate at 5.2 percent, followed by Calanasan with 4.6percent, and Flora with 4.1 percent. In terms of magnitude, Flora recorded the most number of malnourishedchildren with 105 cases. Meanwhile, at the barangay level, malnourishment seemed to be a bigger concern withsome barangays recording relatively high proportions of malnourished children. For instance, Barangay Salvacion inLuna, which recorded the highest proportion of children classified as malnourished, had an estimate of 22.9percent. Barangay Aga in Pudtol ranked second with 22.6 percent, followed by Barangay Cadaclan in Calanasan with17.3 percent.

HOUSINGAbout 1.7 percent of households were living in makeshift housing while 6.4 percent were informalsettlersIn terms of housing, CBMS data revealed that about 2 in every 100 households in the province were living inmakeshift housing. The Municipality of Kabugao recorded the highest proportion of households (3.0%) living inmakeshift housing. It is followed by Santa Marcela and Flora with 2.6 percent and 1.8 percent, respectively.Households living in makeshift housing seemed to be a bigger concern in some barangays. For instance, 28.3percent of the households in Barangay Upper Atok (Coliman) in Flora and 15.7 percent of households in Barangay

1 “Waterless” barangays refer to villages with less than 50 percent safe water supply coverage.

Cabetayan in Kabugao were living in makeshift housing. On the other hand, 45 out of the 133 barangays in theprovince recorded no households living in makeshift housing.

A number of households in the province were also considered informal settlers. In fact, about 6.4 percent ofhouseholds in the province were squatters. Informal settling was most common in Pudtol where about 14.7 percentor 444 households were classified as informal settlers. Relatively high proportions of informal settlers were alsorecorded in Kabugao (10.1%) and Flora (7.6%). Meanwhile, informal settling was also a huge concern for severalbarangays in the province. For instance, all households in Barangay Lt. Bilag in Pudtol were squatters. In addition,about 96.7 percent of households in Barangay Baliwanan in Kabugao were informal settlers.

WATER AND SANITATIONAbout 34 in every 100 households did not have access to safe water supply; about 18 in every100 households did not have sanitary toilet facilitiesBased on the results of the CBMS census, 34.0 percent of households in the province (or 8,471 households) hadno access to safe water supply. The Municipality of Santa Marcela had the worst condition in terms of wateraccessibility as 60.5 percent of its households were reported to have no access to safe water supply during theperiod. Flora came next at 57.2 percent, followed by Kabugao at 43.5 percent. Disaggregated data further revealedthat 49 out of 133 barangays covered by the CBMS census were “waterless”1. All households in Barangay Mallig inFlora and Barangay Malibang in Pudtol had no access to safe water supply.

Meanwhile, about 17.5 percent of the households in the province did not have access to sanitary toilet facilities.This means that about 18 in every 100 households in the province were sanitation poor. Access to sanitary toiletfacilities was a great concern for Kabugao as 50.1 percent of the households did not have access to such facilities.The proportion of sanitation-poor households was also relatively high in Conner where 20.9 percent had no accessto sanitary toilet facilities. This was followed by Pudtol with 17.6 percent. Meanwhile, at the barangay level, BarangayDagara in Kabugao recorded the highest proportion of households without access to sanitary toilet facilties (i.e.,94.6%), followed by Barangay Baliwanan (94.5%) in the same municipality, and Barangay Aurora (93.7%) in Pudtol.

BASIC EDUCATIONAbout 5.9 percent of children 6 to15 years old were not in schoolResults of the census showed that 13.1 percent of children 6-11 years old were not in elementary school whileabout 45.3 percent of children 12-15 years old were not in high school. However, the rate of school non-attendanceis less among children aged 6-15 years old (i.e., 5.9%). This means that about 6 in every 100 children 6-15 yearsold were not enrolled in school. The highest proportion of children aged 6-15 years who were not attending schoolwas recorded in Calanasan with 7.7 percent. It is followed by Santa Marcela with 6.7 percent and Flora with 6.4percent. In terms of magnitude, Conner ranked first with a total of 354 children aged 6-15 years who were not inschool. Meanwhile, higher non-attendance rates in schools were reported for several barangays in the province. Forinstance, Barangay San Juan in Santa Marcela recorded the highest estimate of 21.8 percent among all barangaysin the province. It was followed by Barangay Upper Atok (Coliman) and Barangay Mallig, both in Flora, with 21.1percent and 20.7 percent, respectively.

INCOME AND LIVELIHOODAbout 53 in every 100 households were income poorIncome poverty was also a huge concern for the province as reflected in the high poverty rate. In fact, 52.8 percentof households in the province were living below the poverty threshold. Among the municipalities, Kabugao had thehighest proportion of households without sufficient income to satisfy their basic food and non-food needs. Thismunicipality recorded an income poverty rate of 79.2 percent. The Municipality of Calanasan ranked second at 71.5percent, followed by Pudtol at 56.1 percent. At the barangay level, estimates showed that the highest proportion ofincome-poor households was recorded in Barangay Kumao in Kabugao where about 97.7 of the households wereliving below the poverty line. Relatively high poverty rates were also recorded for Barangay Dagara (96.7%) andBarangay Musimut (96.6%), both in Kabugao. It can also be noted that 86 (out 133) barangays in the provincereported a poverty rate of at least 50 percent. This means that at least half of the households in these barangayssuffered deprivation in terms of income.

About 38.9 percent of households had no sufficient income to satisfy their nutritional requirementsCBMS data also showed that 38.9 percent of households in the province were considered food poor. In otherwords, these households had no sufficient income to satisfy their basic nutritional requirements during the referenceperiod. Food poverty is most prevalent in the Municipality of Kabugao where 69.9 percent of the households werefood poor. The Municipality of Calanasan and Pudtol also recorded very high rates of subsistence poverty where58.5 percent and 41.3 percent of the households, respectively, were living below the food threshold. Meanwhile,Barangay Musimut in Kabugao recorded the highest proportion of food-poor households among all barangays in theprovince with an estimated food poverty rate of 96 percent. This means that 96 in every 100 households in thebarangay had no sufficient income to satisfy their basic nutritional requirements. Barangay Kumao and BarangayDagara, both also from the Municipality of Kabugao, ranked second and third, respectively, with food poverty ratesof 93.1 percent and 92.4 percent, respectively.

About 1.3 percent of households experienced hunger due to food shortageDespite more than a quarter of households in the province were living below the food poverty threshold, only a smallproportion of households suffered from hunger during the three-month period before the census. Provincial datashowed that 1.3 percent of the households experienced hunger due to food shortage. This means that at least 1 inevery 100 households suffered from hunger during the reference period. The highest proportion of households thatsuffered from hunger is recorded in Pudtol with 3.4 percent, followed by Santa Marcela and Luna with 2.7 percentand 2.4 percent, respectively. Meanwhile, several barangays reported even higher estimates. Barangay Aga inPudtol recorded the highest proportion of households that experienced hunger at 31.7 percent, followed by BarangayMataguisi, also in the same municipality, with 31.5 percent. Barangay Marag in Luna ranked third at around 23.1percent.

The province recorded an unemployment rate of 4.8 percentResults of the census showed that 44,488 individuals, representing about 38.8 of the total population in theprovince, were members of the labor force. Only 4.8 percent were unemployed. CBMS data showed that across allthe municipalities, Luna recorded the highest unemployment rate at 10.7 percent, followed by Calanasan with 9.4percent and Pudtol with 5.2 percent. At the barangay level, double-digit unemployment rates were reported inseveral barangays. The top three barangays, all of which are in the Municipality of Luna, had unemployment rates ofat least 26.2 percent during the reference period. Barangay Zumigui had the highest proportion of unemployedpersons. In fact, 40.3 percent of the members of the labor force in the barangay were unemployed. Relatively highunemployment rates were also recorded in Barangay Marag (28.6%) and Barangay San Sebastian (26.2%), whichranked second and third in terms of having the highest unemployment rates in the province.

PEACE AND ORDERAbout 0.1 percent of the population were victims of crimeData on peace and order showed that 115 individuals representing 0.1 percent of the total population had beenreported victims of crime. Among all the municipalities, Pudtol recorded the highest proportion of crime victims with0.4 percent. It was followed by Luna, Santa Marcela, and Calanasan, all of which had 0.1 percent. Meanwhile,relatively higher proportions of crime victims were estimated in several barangays. The highest estimate wasreported in Mataguisi in Pudtol where about 2.5 percent of the population were victims of crime, followed byBarangay Aga, also in the same municipality, with 2.4 percent. It is also worth noting that 93 (out of 133) barangaysin the province had no reported victims of crime during the reference period.

CBMS COMPOSITE INDICATOR AND MULTIDIMENSIONAL POVERTYOne of the 13 basic needs2 were not satisfied by households, on the averageThe province recorded a CBMS composite index (CCI) of 1.7, implying that households in the province had oneunmet need, on the average. Households in the Municipality of Kabugao generally had the worst condition in termsof meeting the basic needs as reflected in its CCI of 2.6, the highest among all the municipalities in the province.This was followed by Calanasan with 2.0, and Pudtol and Santa Marcela next, both of which had a CCI of 1.7.Meanwhile, some barangays in the province exhibited generally worse conditions. Barangay Aurora in Pudtol, forinstance, had a composite index of 4.5. This means that almost five of the basic needs were not satisfied byhouseholds in the barangay. Barangay Lt. Bilag, also in the same municipality, meanwhile, ranked second in termsof having the highest CCI (4.3). Two barangays tied in the third position with a CCI that is equivalent to 4.2. Thesewere Barangay Baliwanan in Kabugao and Barangay Malibang in Pudtol.

About 30.6 percent of households in the province experienced multiple deprivations3

Results from the CBMS census also showed that about 30.6 percent of the households in the province weredeprived in at least two dimensions. In fact, about 18.5 percent were deprived in two dimensions while 9.0 percentwere deprived in three dimensions. Looking more closely at the different dimensions of poverty, CBMS data showedthat about 16.2 percent of the households were income poor and water poor at the same time. Simultaneousdeprivations in income and sanitation were also reported by about 12 percent of the households in the province.Moreover, several households (i.e., 808) in the province were both income poor and education poor at the sametime. Concurrent deprivation in income, sanitation, and water was also experienced by 1,786 households in theprovince. In addition, about 2.3 percent of the households experienced simultaneous deprivation in income, sanitation,and education.
