Thank you to have been relying to URBACO by purchasing the ONE High Security Solution Automatic Rising Bollard to control and keep safe your Access.In addition to provide details on operating instructions, this method of statement manual is design to assist the Users, Installers, Maintainers, Operators, and System Integrators Staff.Should you require any further information or specific assistance, please contact us.

SCOPE & PURPOSE

This methods of statement manual is covering all steps that must be carefully follow while installing, maintaining and operating the equipment to ensure the good equipment functioning and safety.

It is intended for specifying implementation site and adequate equipment, design the secure entry system, install, connect and test the whole equipment, interface instruction and operate the bollard(s), and maintain the whole equipment.

The purpose is to insure that all risks are controlled to keep safe any individual, owner, users or any personnel that could carry out any installa-tion, maintain or repair task on this equipment.

1. HEALTH & SAFETY

1.1. Recommendations

• It is essential that the equipment is specified, installed and maintained correctly, according to this manual, in order to ensure safety in operation.

• Only qualified people or authorized technician shall be permitted to conduct any work.• Before attempting any work involving the installation, commissioning, connecting, maintaining or repair of the equipment please ensure

that anyone carrying out such work has read this manual and, in particular has noted the contents of the safety instruction.• Only carry out installation works when suitable warning signs are posted and area is cordoned off from traffic, if no hazard exists, with

correct tools and equipment and after carrying out the appropriate Risk Assessments.• This manual is acting has logbook and must be completed after each intervention from the commissioning date.• Keep all instructions supplied with the equipment.• This is low voltage equipment that can cause serious injury or death. Make sure the power supplied is off and that the equipment is

well earth connectors following standards. • See § 6.1. for implementation site control detail before starting any work.

1.2. Warning

• All the safety instructions described in this manual is important. They involve personnel and equipment.• Operating large and heavy equipments in public area can cause injury if safety conditions are not met.• The equipment is supplied with 400 Volt three phases. Only qualified people are allowed to access it. Make sure the equipment is

disconnected from power supply before starting any work.• The hydraulic system is maintained under pressure (about 45 bars/653 Psi) when the bollard had risen up. Do not handle fittings,

hoses, and cylinder group when the circuit is pressurized.• The general safety requirements for lifting and handling must be read and well understood.

1.3. Terms of use

• A vertical warning signs must be installed to make users, pedestrians, motorcyclists, bicyclists, shopping trolleys, pushchairs, wheel-chairs, etc., aware of the presence of the obstacle and to inform traffic regulations.

• Traffic light can act as an additional warning. This traffic light would be applied to the bollard control housing.• Detector loops and associate equipment can be installed to automatically operate the bollards and secure the access.• It is forbidden to force one’s way through behind a permitted vehicle (Bus, touristic train…) without risking of crashing against the

bollard.• URBACO recommends, for security reasons, that vehicles should stop and wait that the bollard is fully retracted before going (Traffic

light can act as bollard position signal).• Access control manager must inform users on the good way of using the system. URBACO will not accept any responsibility in cir-

cumstances where users failed in operating the system.• The operator has responsibility for the safe passage of vehicles when operating the bollard through manual remote device such as a

push button, and it is essential that the operator has visual contact with the bollard, in order to ensure its movement will not cause a hazard.

1.4. Operating limits

• This equipment must only be used for the purposes of which it has been designed for.• Any other use is considered improper and therefore dangerous.• Any use other than as described in this manual is forbidden. • URBACO does not accept responsibility in circumstances where the installation, operation, and maintenance have not followed the

whole instructions contained in this manual.• URBACO does not accept responsibility in circumstances where the system is not used properly.• URBACO does not accept responsibility of damage, injury or operating system defective due to the used of none URBACO’s provided

components that are used or replaced (except written authorization URBACO).• Never modify the original parts of the system.

1.5. Tools & equipment

Make sure you have all available tools to perform assembly, including a key 6 Allen screw M20 HCC useful for assembly/disassembly of the cover (required for maintenance). A lift kit is available in option to have attachment points on all heavy elements (bollard head, cover, box).

Use extreme care and proper lifting equipment and techniques when servicing the unit.

2. GENERAL DESCRIPTION

High security access could be controlled by various logics solutions. And any would be study to meet specific requirement as level of security and entrance/exit logic system.

The ONE SET have been designed to meet both requirements, Protect site with high security anti-ram Bollards associate with safety logics access control.

2.1. The ONE-SET Solution

The ONE SET Solution is a complete necessary equipment to secure and control any access. Each ONE-SET would be designed depending on the security level requested, the number of access to control, the safety logic control chosen and the access width.

ONExx-SETx-x would represent the number of access to be controlled, the security level and the Number of Bollard controlled by one single Technical Center. All projects will be lay down with the optimal solution.

For example, the ONE50-SET2-1 is to control 1 access, with 2 Bollards ONE50 using 1 Technical center (within 2 hydraulic pumping units and 1 Programmable Logic Controller) and 2 Connection Kits (hydraulic hoses and Electrical cables – Standard = 10 meters - Specific request for longer connection distances). And, as an option, it could control 2 deferent accesses (ONE50-SET2-2). This is a specific request and would involve a specific PLC program and additional access control system to be installed into the Technical Center Cabinet to control the 2 accesses).

The gap between two obstacles must not exceed 1.20m in accordance with the standard.The maximum protected width using for example the ONE50-SET2-1 Bollards is 4.25 meters.

3. ONE BOLLARD – HIGH SECURITY AUTOMATIC RISING BOLLARD

The ONE Bollard range has been designed to secure access from anti-ram raiding and protect site.

3.1. Identification

Each Bollard should be delivered with ID plate.This identification would help for repairing and maintaining interventions and insure that the right components would be replaced.

3.2. Description

The ONE bollards range has been designed to provide a high level of security in relation to anti-ram raiding. One single ONE50 has been suc-cessfully impact tested in accordance with ASTM F2656-07, stopping a 6800kg truck travelling at 80 km/h.URBACO designation : ONE50-SET1

3.3. Features

These ONE range Automatic Rising Bollards are manufactured from heavy duty steel tube and rises to the heights of 1000 mm. They can be installed individually or installed as a series of bollards rising together. Depending on road or predetermined widths, these bollards are recom-mended to be installed with a maximum space of 1200 mm between upright faces of the bollards. When not in use each rising bollard fits discretely away to flush fit with any road surface.

4. ONE TECHNICAL CENTER

The technical center is designed to operate the bollards. It is a ground embedded aluminum cabinet within hydraulic pumps and a program-mable logic controller. The cabinet is weather-tight, thermally insulated, soundproof and lockable.

4.1. Identification

Each Technical Center should be delivered with ID plate.This identification would help for repairing and maintaining interventions and insure that the right components would be replaced.

4.2. Description

The technical center is a ground embedded insulated aluminum cabinet. There are 4 embedding holes.The inner walls of the cabinet are covered with thermally insulated and soundproofing material.The cabinet includes a fan to regulate temperature and hygrometry.The cabinet components include a PLC (Programmable Logic Controller), an electrical protection, a hydraulic pump, electrical connection rack and all specific systems that manage different input and output depending on final configuration (Red Light, Magnetic Loops, sounder…).Each ONE bollard is powered by its own hydraulic pump (1 bollard = 1 hydraulic pump).

4.3. Features

The technical center could be install indoor or outdoor. The weather-tight aluminum cabinet protects all inboard components.

5. INSTALLATION

The onus is on the owner of the site to conduct a survey and a Risk Assessment of the proposed installation. This is to ensure that information can be passed to the installation team so that any excavations do not foul any service.Before undertaking the installation, be aware that underground ducts is required between the Technical Center and the Bollard. The ducts are to be laid in situ at a depth of minimum 500mm.

5.1. Implementation Site Control

In order to minimize risk or foul any service, the implementation site must be controlled according to the following steps:

- Control that there are no lines (water, gas, electricity, mains drainage ...) or underground construction field (parking, metro ...) that could hamper the excavation works.

- The soil should be low-cohesive, well-graded crushed stone or broken gravel of a particle size distribution comparable to Table 2. Soil depth should be at least the foundation depth and 1.5 times embedment depth behind the installation or 0.6 meters. Soil should be compacted to a density of not less than 90 percent maximum dry density.

- There is no obstacle that could prevent the Bollard to operate.- The Technical Center is placed away from traffic to avoid any impact risk.- That ducts and sheaths can be laid underground at minimum of 500mm depth below road between the Bollards and the Technical Center.- The distance between Bollards and Technical Center should not exceed 30m (A maximum of 10m in standard connection kit).

5.2. Working Zone Protection

This is a no-entry working zone, public must keep away from it. Therefore, the working zone must be closed and road signs must be put up all way works, installation and tests duration. All protections and road signs could be removed only when commissioning tests are successfully completed.

5.3. Taking Delivery of Material

Each bollard is delivered fully assembled and shipped on a pallet (The pallet would be treated according to the destination country) and the Technical Center is delivered on a different pallet.

Upon receipt, the equipment must be checked (Quantity, Quality…) and stored on pallets in a clean and dry area until the installation.

5.4. Bollard Unpacking

The bollard should be strapped onto pallet and the packaging could be attached and secured into the vehicle.Unload the truck using forklift and put it on leveled ground.Make sure that the excavation and concrete footing is dry and cleaned.

• Remove 2 M20 screws from the top Bollard’s cover (diametrically opposed) and replace them by 2 M20 lifting eye (supplied in the optional lifting kit).

• Hook the Bollard using adapted lifting equipment. • Lift-up the Bollard and lay it down in vertical position next to the excavation.• During the bollard foundation construction steps, slowly lift it down into the excavation

(Warning: make sure the Bollard is well oriented). • Remove the lifting eye and screw back the original M20 screws. • Control the Bollard level.

5.5. Bollard Foundations Construction & Bollard Embedding

This part is very important and requires special attention.The construction of concrete foundation represents the main part of the installation.The Reinforcing Steel construction would be done in the workshop and shipped to the implementation site (Not supplied by URBACO).

Make sure you have written down the magnetic detection loop size and position.

The reinforcing steel to be use would exclusively be HLE type (TOR steel).The reinforcing steel would be welded or fasten with wire.The concrete should be particularly controlled. It should be mixed in the correct proportions so that it rich 45 MPa minimum and the drying time must be respected (28 days minimum for standard concrete).The use of quick-setting concrete is recommended to limit the work duration (eg Lafarge concrete Chronolia rich 45 MPa in 10 days)Concrete certificate and sampling test is recommended.

5.6. Technical Center Cabinet Foundations Construction

The Technical Center Cabinet could be installed as following:

• Inside a building or Technical Room (close to the bollard). • Outside (It is recommended to mount it onto a 10 cm concrete foundation platform).

Technical Center Cabinet installation rules:

• Must be embedded.• Concrete Foundation must be leveled.• No water should stagnate around the cabinet.• All sheaths should be placed and marked.• The Cabinet must be installed at a minimum of 10cm distance from backside to building/wall.• A minimum of 2 cabinet sides must be free to access (around 50cm).• The door should be free of access and could be entirely open.• Do not install anything on top of the cabinet.• Do not block the airflow system.

5.7. Technical Center Unpacking & Embedding

The Technical Center Cabinet should be strapped onto pallet and the packaging could be attached and secured into the vehicle.Unload the truck using forklift and put it on leveled ground.Make sure that the Concrete Foundation Platform is dry and clean.Prepare the platform with silicone root bead and drop the cabinet in the right position.Screw the cabinet.Make sure the door could be open without hamper.

5.8. Run Electrical Cables & Hydraulic Hoses into Sheaths

Once the Technical Center is fixed, run the electric cables and hydraulic hoses between Bollard, magnetic loops and Technical Center Cabi-net.

Warning: the hydraulic hoses have one way connection: the female end must be connected to the bollard and the male end to the technical center. It is recommended to mark them.

The hydraulic hoses should be kept as straight as possible to avoid power losses. Do not roll up the hoses. The hose should be ordered at the right length.

Make sure to run a sufficient cables length into the Technical Center for easy connecting (minimum of 2m cables).

6.1. Connection

Once Bollards and Technical Center are in place, and that all electrical cables and hydraulic hoses are run, you can proceed to the connections according to the allocated technical drawing.

6.2. Before Starting Up

The hydraulic and Electrical Connections must be made as indicated. The following checkpoints must be controlled and check on the bellow checkpoints list.

6.3. Commissioning & Test Protocol

Step by step test protocol Check

Remove any vehicles or metal parts from the Bollards area.Activate the punch button (open contact).Turned on the general circuit breaker• The automat starts• The bollard stand low • The yellow traffic light is flashing (if installed)

Testing the safety logic functions (if installed):Reset the loop detectors in the Technical Center. • The LEDs should flash and turned off when the sensor is initialized.

Drive over magnetic loops and simultaneously monitor the activation of the corresponding sensor. • The sensor’s LED should light when the vehicle is driving over corresponding magnetic loop and then off when vehicle

is out of the magnetic look activated zone. Make several vehicle tests to ensure proper safety loops operation.The vehicle must always be detected by at least one loop when passing.

Raise the Bollard: Release the punch button (closed contact). • The bollard raise (hydraulic pumping unit operates only during raising bollard operation). • The red traffic light flashes during raising Bollard operation and turned into fixed red traffic light when the Bollard is

raised.

Lower the Bollard (mode 1): Activate the punch button. • The Bollard is dropping down. • The red traffic light flashes during dropping down Bollard operation and turned into flashing yellow traffic light when

the bollard is lowered.Release the punch button. • The bollard raise • The red traffic light flashes during raising Bollard operation and turned into fixed red traffic light when the bollard is

raised.Note: there is no vehicle detection condition in this safety logic control type.

Lower the Bollard (mode 2): Place a vehicle over the safety loop 1.Action the access control impulsion (Pushbuttons, card reader, remote control...). • The Bollard is dropping down.

When the Bollard is lowered (flashing yellow traffic light), the vehicle could move forward across full access. • When security loops are released (loops on either side of the bollard), the bollard raises.

Note: On condition of vehicle presence in this safety logic control type. Without vehicle presence, lower control is not accepted.

Safety logic function «automatic exit only”No entry is accepted. Place a vehicle on the automatic exit loop and safety loop 2 (exit way).• The bollard drops down after 2 seconds delay.

When the Bollard is lowered (flashing yellow traffic light), the vehicle could move forward across full access. • When security loops are released (loops on either side of the bollard), the bollard raises.

By using any safety logic function: If a safety loop is detecting a vehicle while the bollard is raising but has not rich the raised position, the bollard will drop down. The Bollard will raises only when all safety loop will be free of vehicle presence.Without safety logic function, the raise and lower operation is done manually. The user would command the Bollard to raise or drop down without taking into account the vehicle position. This is a risky option.

6.4. Working Zone Protections Removal

When all checkpoints have been approved and the safety function loops works with success, all operational protections and road signs can be removed.If the installation is completed but the access control is not operating, it is recommended to let the system powered and uses the punch button to force and maintain the Bollard in lower position.

7.2. The Hydraulic Pumping Unit

The Hydraulic Pumping Unit has been designed to run hydraulic URBACO Automatic rising Bollard.

And it allows serviceability and ease maintenance operations. And it could run for intensive operations and for a long time period. The use of fans to ventilate the electric motor the large volume oil tank allows the dissipation of heat generated by the pump operations.It is made of:

• Three-phase electrical motor 400V 50/60Hz. • It includes the hydraulic pump, the command components and the Bollard connection coupling. • Oil tank with oil filler/outlet neck.

3 operating modes are available: • «Negative security» as standard version.

It is made of a Normally Closed (NC) control valve and would keep the Bollard in raised or lowered position when power cut. A safety manual system is included to lowering the Bollard is in raised and the power cut.

• «Positive security» as an option. It is made of a Normally Open (NO) control valve and would drop down the Bollard when power cut.

• «Negative security and lifting pump» as an option.It is made of a Normally Closed (NC) solenoid control valve and would keep the bollard in raised or lowered position when power cut. A safety manual system is included to raise or lowered the Bollard manually during power cut.

Each of these modes could be associated with the damping option.

When Ambient Temperature <10°C :- The oil loses its fluidity and the lowering time could increase. - No overheating possibility. When Ambient Temperature >10°C et < 50°C :- Oil has its normal fluidity. - No overheating possibility and function in normal conditions.When Ambient Temperature >50°C :- Oil becomes high fluidity and the descent time could decrease.- Overheating possibility when intensive use.

The oil temperature should be between -20 ° C to +80 ° C.In this application, it is recommended that the oil temperature does not exceed 0 ° C to +50 ° C limits.The oil used is a synthetic hydraulic fluid TOTAL BIOHYDRAN TMP46 high quality biodegradable.Appendix – ONE-033 – Oil Specification TMP46: Oil specification datasheet.

Keep all area and material clean during any hydraulic part intervention.Always use original hydraulic hoses.URBACO hydraulic hoses are delivered ready to be use.Never tighten or loosen hydraulic assembly when the facility is under pressure.

Do not perform test without oil.Do not mix oils.The Hydraulic Pumping Unit is supplied by URBACO within oil filled.A level control is sufficient.

During handling, transport and when taking delivery of the material, a hermetic cap is installed to prevent spillage.The Handling cap must be replaced by the air breather on the hydraulic pumping unit before starting up.

8.1. ONE Bollard Options

• BOONE-RAL: It is possible to change from our standard RAL3002 to any RAL color.

• BOONE-AMO: Raised and Lowered Damping option: This option will slow down the raising and lowering speed of the Bollard when arriving at final position. This option is available for «negative security « and «positive security» but not available for «emergency fast raise system».

It requests 2 additional limits switches sensors and changes into the Technical Center (Hydraulic Pumping Unit and PLC).

8.2. ONE Technical Center Options

• COONE-HG20: Standard Antifreeze system -20 ° C: Heater that would keep the internal components at working temperature. The lower external temperature accepted for the standard antifreeze system to secure the Bollard operation is -20°C.

• COONE-HG50: Extreme Temperature Antifreeze system -50 ° C: Heater that would keep the internal components at working tempe-rature. The lower external temperature accepted for the standard antifreeze system to secure the Bollard operation is -20°C.

• COONE-POMP: Manual Operating Device: The user could manually raise the Bollard with a handling pump when power cut. This option could only be install for «Negative Security» operating mode.The access can be fully operated manually.

• COONE-POS: “Positive Security” operation mode: The Bollard automatically drops down by gravity when power cut. The Bollard would not secure the access all way power cut duration.

• COONE-URG: Emergency Fast Raise System: Allows you to raise the bollard in 1.5 seconds instead of the standard 5.3 seconds. It could be used for normal Bollard operations with a raising time of about 3.5 seconds (two-speed function).It is operate with all standard operating modes (Negative Security, Positive Security and Negative Security with Manual Operating Device).Remember that the Bollard Impact resistance could only success when the Bollard is in raised position. As the standard, 1 Hydraulic Pumping Unit operates 1 Bol-lard.Specifications are revised upwards to reach the performance of the Emergency Fast Raise System. Therefore, a special Technical Center Cabinet is provided to integrate the system and larger hydraulic sheaths diameter should be provided.

8.3. Accessories

• Magnetic loops kits according to Safety Logic Control Type.

• Hydraulic Sheath antifreeze protection system: To protect hydraulic sheaths from freezing when in direct contact with very low tempe-rature. It is in additional to the antifreeze system in options for Bollard and Technical Center Cabinet

• Access Controller Totem: Usually install near by the Bollard to allow vehicle driver to command the access using card or remote control.

• Traffic light: Red and Yellow traffic lights connected to the Bollard would indicate the Bollard status or position.

• Access Control Equipment (card reader, remote control…): Command the access. The Bollard(s) would drop down when a command is activated and that the vehicle presence detection is active too.

• Interfacing Equipment (intercom): The user would be able to communicate with the access manned guard. The manned guard would be able to operate the Bollard from his office.

• Centralized Supervision Access Control Solutions: The manned guard would be able to manage multiple accesses from a computer

workstation. Various networking solutions are possible (wired, fiber optic, IP ...).

9.4. After Vehicle Impact Control

After a heavy impact, it is recommended to quickly carry out the following control steps.The bollard must be checked to confirm: • There is no crack or deformation on the steel head and case • The Bollard raised and lowered properly. No jamming during operation.

The concrete foundation must be checked to confirm:• it has not moved (No crack on the road around the concrete foundation).

If the Bollard seems ok, it is strongly recommended to conduct preventive maintenance and replacement all assembly screws.

10. DEMOLISHING & REPROCESSING – URBACO ENVIRONMENTAL CONCERN

Packaging reprocessing:The packaging components (cardboard, plastic..) are classified as urban solid waste and can be reprocessed by sorting them.

The sorted waste should follow nation and local standard regulations.

Reprocessing the entirely equipment:Our products are made of different materials.
