The State Legislature wrapped up its session early in September, sending 600 bills

to the Governor to review. He has until October 9th to either sign or veto the purposed

legislation. The Governor repeated his message to an out of control legislature that they

will be singing the veto blues and that not every human problem needs a law.

The Chamber continues its actions on behalf of business through advocacy by sup-

porting legislation that would help contain cost of the workers compensation system,

make students more competitive after graduation, help train teachers, and reforms to the

regulatory process; while opposing legislation that would increase costs on businesses

    through workers compensation changes.

    Actions taken this month included:

Oppose Caltrans MS4 NPDES Permit, which would drain an estimated $600 mil-

lion annually from state road construction projects each year. A State Water Resource

Control Board purposed new regulation for an updated Caltrans municipal separate

storm sewer system (MS4) permit. These standards far exceed the requirements underthe federal Clean Water Act.

Support SB 611 and SB 612, which together will help elevate the quality of education

in California, making sure graduates are adequately prepared to compete in and con-

tribute to the global economy by emphasizing education programs that provide students

with real-world experience and rigorous course work.

Support SB 617, which reforms the regulatory process by requiring an economic

analysis of all major regulations at the beginning of the regulatory process thus provid-

ing more transparency and better data on which to base selection of most cost-effective

    regulatory alternative.

Oppose AB 947, which extends the time frame that injured workers may receive

temporary disability benefits from 104 weeks to 240 weeks and making it retroactive to

    April 2004.

Oppose AB 1155, which undermines apportionment in the Workers Compensation

system by eroding provisions that protect an employer from paying for disability that

    did not arise from work.

Support AB 1168, which caps fees on vocational experts that have been exploited in

the absence of a fee schedule.

Continued to Oppose 469, which seeks to add significant burdens to retailers wishing

to locate new stores or remodel existing stores selling groceries in California. This billis patterned after other legislation introduced and vetoed over the past decade targeting

specific large retailers. The Chamber hosted a press conference with business and com-

munity leaders urging Governor Brown to veto this bill.

While legislature is on a break the Chamber will continue its efforts so that business

    interests are heard.

the problem will be by utilizing all avail-
