VOLUME 3, DOCUMENT 2 – PERFORMANCE SPECIFICATIONS

1.0 INTRODUCTION

These Performance Specifications provide certain requirements for the comprehensive design,

furnishing, construction, management, and commissioning of the Project. This document

addresses requirements for the Project elements, including definition of operating parameters

and descriptions of interface and compatibility considerations. It describes the technical

requirements for development of the Project elements in the cities of Arcadia, Monrovia, Duarte,

Irwindale, Azusa, and Glendora. Unless specifically excluded from this Contract, Design-Builder

shall be responsible for all aspects of the Project as defined by these Performance

Specifications and the other Contract Documents.

1.1 Project Overview

The Work shall include the engineering, design, manufacture, fabrication, supply, delivery,

construction, installation, verification, acceptance testing, support of systems integration testing,

and approval of the Project elements, all in accordance with the requirements of the Contract

Documents in order to provide the Authority with a complete, fully functional, and finished

Project.

The Project includes Parking Facilities and Enhancements as specified by the Contract.

Parking Facilities are comprised of four parking structures (Arcadia, Monrovia, Irwindale, and

Azusa-Citrus) and a parking lot (Duarte), which include elevators, stairs, lighting, fencing,

mechanical, electrical, plumbing, storm water improvements and mitigation measures, Utility

services, Utility rearrangements, retaining walls, sidewalks, roadway improvements, intermodal

interfaces, fire detection and suppression systems, ventilation and all appurtenances,

accessories, equipment, and any required improvements. Enhancements at the Arcadia,

Duarte, Irwindale, Azusa-Alameda, and Azusa-Citrus station areas include bike lockers and bike

racks, traffic signals, concrete bus pads, bus shelters, streetscape, awnings, benches, trash

receptacles, sidewalks and ramps, curb ramps, enhanced crosswalks, landscaping, hardscape,

trees and tree wells, tree grates, irrigation, Utility services, Utility rearrangements, pedestrian

street lights, roadway improvements, and other related work at each of the light rail station

areas.

A general overview of the Project is provided below:

Arcadia

The Arcadia parking facility shall comprise a 300 stall (minimum), two-level parking structure

located south of the proposed Arcadia station, north of Santa Clara Avenue.

Enhancements at the Arcadia station shall include:

A. Sidewalks;

B. Pedestrian lights, street trees, and tree wells with grates;

C. Enhanced crosswalks;

D. Transit plaza (includes hardscape, landscape, site furnishings, and water feature);

E. Bus pads;

F. Bus shelters;

G. Benches and trash receptacles at bus stops;

H. Bike lockers within the parking facility;

I. Bike racks in the Transit Plaza; and

J. Metal awnings on the Santa Clara side of the parking structure.

Monrovia

The Monrovia parking facility shall comprise a 350 stall (minimum), three-level parking structure

located north of the Monrovia station area, west of Primrose Avenue. Bike lockers shall be

included in the parking structure and bike racks located near the station entrance. The south

end of Primrose Avenue shall be designed and reconstructed to include a cul-de-sac (radius

turnaround) adequate to accommodate the City of Monrovia’s fire truck turnaround

requirements. A sidewalk shall be constructed along the parking facility frontage to Primrose

Avenue and shall connect the parking facility to the light rail station entrance.

Duarte

The Duarte parking facility shall comprise a 125 stall (minimum) surface parking lot located

north of the Duarte station at the southwest corner of Business Center Drive and Highland

Avenue intersection.

Enhancements at the Duarte station shall include:

A. Sidewalks;

B. Pedestrian lights and street trees;

D. Bus shelters; and

E. Bike lockers and bike racks.

Irwindale

The Irwindale parking facility shall comprise a 350 stall (minimum), three-level parking structure

located south of the Irwindale station area, west of Irwindale Avenue and south of Avenida

Padilla. Traffic signals with necessary roadway improvements shall be installed and

constructed at the Irwindale Avenue and Frontage Road intersection as part of this Project.

Enhancements at the Irwindale station shall include:

A. Sidewalks;

B. Pedestrian lights, street trees, and tree wells;

C. Landscaping and irrigation;

D. Enhanced crosswalks;

E. Bus roadway;

F. Bus pads, benches, and trash receptacles; and

G. Bike lockers and bike racks.

Azusa-Alameda

Enhancements at the Azusa-Alameda station shall include:

A. Sidewalk;

B. Pedestrian lights, street trees, and tree wells with grates;

C. Landscaping and irrigation;

D. Hardscape;

E. Enhanced crosswalks;

F. Benches and trash receptacles; and

G. Bike lockers and bike racks.

The Azusa-Alameda parking facility is not part of this Contract and will be designed and built by

others.

Azusa-Citrus

The Azusa-Citrus parking facility shall comprise a 200 stall (minimum), three-level parking

structure located north of the proposed Azusa-Citrus station, west of the future extension of

Citrus Avenue.

Enhancements at the Azusa-Citrus station shall include:

A. Sidewalks;

B. Ramps;

C. Pedestrian lights, street trees, and tree wells with grates;

D. Landscaping and irrigation;

E. Hardscape;

F. Bus pads, bus shelters, trash receptacles, and benches;

G. Bike lockers within the parking facility;

H. Bike racks near the station entrance; and

I. A traffic signal at the intersection of Citrus Avenue and Foothill Boulevard.

1.2 Communications Equipment

Communications equipment for the Project will be furnished, installed and tested by the

Alignment Contractor. Design-Builder shall be responsible, and shall coordinate with the

Alignment Contractor, for:

A. Establishing final electrical and communications equipment room size(s);

B. Equipment mounting locations and provisions in the parking structures;

C. Heating, ventilation, and air conditioning (HVAC) needs;

D. Source power and power distribution needs;

E. Conduit infrastructure needs;

F. Alignment Project duct bank and conduit system (DBCS) interface; and

G. Testing support.

1.3 Design Criteria, Standards, Codes, Manuals, and Specifications

Design-Builder is solely responsible for identifying all applicable Governmental Rules and shall

design, fabricate, and construct the Project in accordance with those rules. Design criteria,

standards, codes, manuals, and/or specifications to be used shall be the latest version

applicable at time of Proposal submittal and include:

A. Metro Rail Design Criteria, Metro Fire/Life Safety Criteria, and Metro Rail Standard

and Directive Drawings;

B. Hydraulic Elevator Hoistway Details as specified in Volume 3, Document 4.2- Metro

Rail Standard and Directive Drawings;

C. City (Arcadia, Monrovia, Duarte, Irwindale, Azusa, and Glendora) requirements;

D. California Public Utilities Commission (CPUC) General Orders (GO) and

requirements;

E. County of Los Angeles requirements;

F. Building and fire code requirements for parking structures;

G. Utility Owner Requirements;

Non-U.S. codes and standards may be considered for approval by the Authority for equivalence

to those listed above, or specifically called for elsewhere in the Contract Documents, upon

submission by Design-Builder of documentation demonstrating such equivalence.

In the event of a conflict among any standard or specification applicable to the Project

established by reference contained in the Contract Documents to a described publication,

Authority shall have the right to determine in its sole discretion which provision applies

regardless of the order of precedence of the documents in which such conflicting provisions are

referenced. Design-Builder shall request Authority's determination respecting the order of

precedence among conflicting provisions promptly upon becoming aware of any such conflict.

1.4 Requirements for Direction or Approval from Metro

Within Metro's Design Criteria, Design-Builder is required to obtain direction or approval from

Metro. Design-Builder shall submit such request for direction and/or approval to the Authority.

At Authority’s discretion, Authority may provide response and/or forward to Metro for response.

1.5 Variances and Exceptions to Design Criteria

During preliminary design of the Project, certain variances or exceptions to Metro, City, Utility

Owner, etc., design criteria were approved by the applicable jurisdiction. These approved

variances or exceptions are provided in Appendix 1- Approved Variations to Design Criteria.

Design-Builder shall submit to the Authority additional requests for an exception and/or a

variance to the design criteria of Metro, Utility Owners, Cities, and other Governmental Persons

having jurisdiction. Exceptions/variances will be considered in extreme cases where no other

alternative will satisfy the requirement. The Authority will review these requests from Design-

Builder and provide a response within five Working Days as to approval or disapproval of the

request. If the Authority does not respond within the timeframe discussed above, Design-

Builder may submit its request for deviation to the applicable Governmental Person, with the

exception of Metro. Deviations to Metro Criteria will be submitted by the Authority upon

approval of Design-Builder’s deviation request by the Authority. Disapproval of a request for

variance and/or exception to the design criteria will not be justification for a Change Order.

Design-Builder shall submit a list of all approved exceptions to the design criteria to the

Authority for review and approval at each design submittal stage, including previously approved

exceptions that Design-Builder has implemented into its Final Design.

1.6 Building and Related Permits

Notwithstanding the prescribed agreements located in Volume 5- Agreements, waiving the cost

of fees for construction permits for the Project in certain instances, Design-Builder is fully

responsible for obtaining all permits and licenses required for the prosecution of the Work.

1.7 Design Life

All Project elements shall have a design life in accordance with Volume 3, Document 4- Metro

Requirements and applicable Governmental Persons.

1.8 Project Accessibility and Usability

The Project shall be fully accessible and safely usable by mobility impaired and disabled

persons, and shall comply with the most stringent Governmental Rules.

VOLUME 3, DOCUMENT 2 – PERFORMANCE SPECIFICATIONS

2.0 ENVIRONMENTAL CONSIDERATIONS

The Specifications included in this Section 2.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to minimizing the level of

adverse effects to the environment as a result of the Project during design, construction, and

operational phases. All Work in this Section 2.0 shall follow the requirements set forth in

Volume 3, Document 4- Metro Requirements; Volume 4- Environmental Requirements; these

Performance Specifications; and other applicable Contract Documents.

2.1 Environmental Conditions in Los Angeles County

2.1.1 Climate

Design-Builder shall design the Project for normal operations to withstand flooding in

accordance with the 100-year flood level or as specified by Governmental Persons.

2.2 Mitigation Measures

Design-Builder shall comply with applicable portions of the Mitigation Monitoring Program, and

all applicable actions required therein.

2.2.1 Traffic and Transportation Mitigation Improvements

Volume 4, Document 1- Resolution of Environmental Impact Report (EIR) for Segment 1 (Phase

2A), Section G Traffic, measure T-6, identifies thirteen mitigation intersections. Design-Builder

shall design and construct, including all ancillary work and improvements, the mitigation

intersection identified in Volume 4, Document 1 and Section 2.2.1.1 (the twelve remaining

mitigation intersections are included within the Alignment Project). Design and construction of

improvements shall comply with ADA requirements, City requirements, jurisdictional Utility

standards, and other applicable Governmental Rules. Ancillary work and improvements shall

include all work necessary to construct the mitigation intersection, including removal, relocation,

and construction/installation of roadway, sidewalk, ramps, curbs, medians, walls, traffic signals

(poles, heads, wiring, etc.), street lights, utility poles, fire hydrants, pavement, pavement

markings, signage, drainage, and Utility facilities.

2.2.1.1 Irwindale

A. Irwindale Avenue/Frontage Road (also referred to as Montoya Avenue): Design-

Builder shall signalize the intersection. This signal system shall be interconnected to

the Irwindale Avenue and I-210 eastbound traffic signal.

2.2.2 Noise and Vibration

Volume 4, Document 1- Resolution of Environmental Impact Report (EIR) for Segment 1 (Phase

2A), Section E Noise and Vibration, measures N-3 and N-4 identify various long-term noise and

vibration reduction strategies related to the Alignment Project, including installation of sound

walls, modification of rail related audible warning devices, and use of rubber in ballast mats.

Alignment Contractor will be responsible for implementation of mitigation measures N-3 and N-

4. Design-Builder shall comply with applicable portions of the Mitigation Monitoring Program,

including measures N-1 and N-2.

2.3 Surface and Subsurface

2.3.1 Seismic

The Los Angeles metropolitan area is a seismically active region and, as such, all construction

and equipment installations shall conform to Volume 3, Document 4- Metro Requirements and

applicable building code requirements.

2.4 Electromagnetic Compatibility (EMC)

The Project, and all of its equipment, shall be electro-magnetically compatible with their

environments. They shall not produce electromagnetic emissions, whether conducted, radiated,

or induced, which in any way interfere with the normal operation of the Project or any other

subsystem, or with electromagnetic devices or equipment within and adjacent to the Project.

All Project electrical and electronic equipment shall function satisfactorily in the presence of any

occurring electromagnetic emissions, whether generated by other components within the

Project or devices within the surrounding environment. The environment includes

communications systems, microwave facilities and transmissions, television and radio

transmitters and repeaters, radar systems, computer equipment and accessories, traffic control

devices, magnetometers, electric motors, controls, power tools, welders, x-ray equipment,

power substations and equipment, automotive vehicles, aircraft, and high-voltage power lines

and light rail vehicles.

Prior to Final Acceptance, should the Project, when installed and operating, either create

electromagnetic emissions that adversely affect other Project or non-Project equipment or be

adversely affected by the surrounding electromagnetic environment, Design-Builder shall

investigate the problem and successfully complete remedial measures that remove the adverse

effect(s) without additional cost to the Authority. The above requirement shall not supersede or

in any way reduce Design-Builder’s obligations with respect to any latent defect.

2.5 Air Pollution

The Project and all of its items of equipment shall conform to applicable Governmental Rules for

gaseous and particulate emissions.

The Project design shall mitigate concentrations of air pollutants and odors. Ventilation facilities

shall not create unacceptable drafts or heat at pedestrian levels.

2.6 Water Pollution

The quantities of pollutants dropped or deposited by pedestrians, cyclists, and vehicles that

could be washed into the storm drainage system or on areas below, or adjacent to the storm

drainage system, shall be minimized by Design-Builder. Design-Builder shall provide all related

design information, including at minimum, flow rates and volumes and a list of Project effluents,

and submit to the Authority and applicable third parties for review and approval.

2.7 Cultural Resources

The Project may be adjacent to parks and areas of archeological and historic interest. Design-

Builder shall be cognizant of these areas and their special sensitivity, and shall develop and

implement mitigation measures to reduce the adverse impacts on these cultural resources.

3.0 PARKING FACILITIES

The Specifications included in this Section 3.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to the Parking Facilities. All

Work in this Section 3.0 shall follow the requirements set forth in Volume 3, Document 1-

General Requirements; Volume 3, Document 3- Advanced Conceptual Engineering Drawings;

Volume 3, Document 4- Metro Requirements; these Performance Specifications; and other

applicable Contract Documents.

3.1 General Requirements

A. Design-Builder shall be responsible for designing, furnishing, installing, and constructing

the Parking Facilities per the criteria set forth in Section 1.3, and per applicable

Governmental Rules;

B. The Arcadia parking facility shall be a two-level parking structure including a minumim of

300 parking stalls, located south of the proposed Arcadia station, north of Santa Clara

Avenue. The facility shall consist of two vehicular ingress/egress locations at Santa

Clara Avenue and Front Street, with a cul-de-sac (radius turnaround) suitable for fire

truck turnaround at the end of St. Joseph Street, as shown in Volume 3, Document 3-

Advanced Conceptual Engineering Drawings. The portion of the parking structure

(including stairs) abbuting the rail right of way shall contain a security screen fence to

preclude any access into the rail right of way. Bike lockers shall be located within the

parking structure, as shown in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings. A fire hydrant shall be installed on the Santa Clara Avenue

frontage. Design-Builder shall construct an eight-foot high wall around the Arcadia

traction power supply substation (TPSS) site and at the sidewalk gap up to the parking

structure, matching the architectural material and finish of the parking structure;

C. The Monrovia parking facility shall be a three-level parking structure including a

minimum of 350 parking stalls, located north of the Monrovia station area, west of

Primrose Avenue. The facility shall consist of a vehicular ingress/egress to Primrose

Avenue. Bike lockers shall be included in the parking structure and bike racks shall be

located near the station entrance. The south end of Primrose Avenue shall be designed

and reconstructed to include a cul-de-sac (radius turnaround) adequate to accommodate

the City of Monrovia’s fire truck turnaround requirements. A sidewalk shall be

constructed along the parking facility frontage to Primrose Avenue and shall connect the

parking facility to the light rail station entrance. Landscaping shall be planted adjacent to

the parking structure, sidewalk, and light rail station entrance area;

D. The Duarte parking facility shall be a surface parking lot including a minimum of 125

parking stalls, located north of the Duarte station at the southwest corner of Business

Center Drive and Highland Avenue intersection. The facility shall include landscaping in

the setbacks and curb islands, and a vehicular ingress/egress location to Business

Center Drive, as depicted in Volume 3, Document 3- Advanced Conceptual Engineering

Drawings. Perimeter fencing and signage shall be installed to separate the Duarte

parking facility from the parking for adjacent businesses. Existing Utilities and services,

equipment, and/or facilities serving an adjacent property shall be removed and relocated

outside of the Duarte parking facility site. Existing mainline Utilities, located within the

Duarte parking facility site, may be Protected in Place, if not impacted by the Project and

in accordance with Section 1.3, Utility owner’s requirements and applicable

Governmental Rules; otherwise, the Utility shall be removed and Relocated outside the

Duarte parking facility site. Pavement markings for existing parking stalls to the west

and immediately south of the Duarte parking facility which are impacted by the Project

shall be removed;

E. The Irwindale parking facility shall be a three-level parking structure including a minimum

of 350 parking stalls, located south of the Irwindale station area, west of Irwindale

Avenue and south of Avenida Padilla. The north face of the Irwindale parking structure

shall be a minimum of 123 feet south of Avenida Padilla’s southern curb at the Irwindale

Avenue right of way. There shall be two vehicular ingress/egress locations, one at the

north end connecting to Avenida Padilla, and the other at the south end of the parking

structure connecting to the Irwindale Avenue intersection. A retaining wall along the

eastern Right of Way abutting Irwindale Avenue shall be constructed from Avenida

Padilla to a minimum 10 feet beyond the south end of the parking structure. A protective

barrier with security screen fence shall be included at the top of this retaining wall to

preclude any access to and from Irwindale Avenue to the top deck of the parking

structure. A cul-de-sac (radius turnaround) suitable for fire truck turnaround shall be

included at the south road connecting to Irwindale Avenue. The existing pump station

system servicing drainage of the Azusa Industrial Lead shall be removed and replaced

with a new drainage system/facility, as the existing equipment, shaft, and house are

obsolete and located within the footprints of the proposed parking structure. The Azusa

Industrial Lead is a Metro-owned portion of rail right of way located west of Irwindale

Avenue, oriented in a north-south direction, on which UPRR operates freight service.

Portions of this rail right of way – no closer than 15 feet from centerline of track – will be

used for the Project. Design-Builder shall not interfere with freight service and shall

comply with all applicable Federal Railroad Administration codes and requirements,

United States Code Title 49, General Code of Operating Rules, and Governmental Rules

when working within and adjacent to the railroad corridor and rail right of way. Existing

power poles and overhead lines within the Site or impacted by the Project shall be

Relocated; and

F. The Azusa-Citrus parking facility shall be a three-level parking structure, including a

minimum of 200 parking stalls, located north of the proposed Azusa-Citrus station, west

of the future extension of Citrus Avenue. Bike lockers shall be located within the parking

structure, as shown in Volume 3, Document 3- Advanced Conceptual Engineering

Drawings.

Design-Builder shall provide all aspects of the facilities as well as all ancillary components

necessary for the operation of the Project.

Design-Builder shall comply with the following interface requirements:

A. Conduits shall be hidden in walls and/or non-public areas; and

B. Enclosures and mounts shall be vandal resistant, located in the facilities to optimize their

function and minimal visual appearance.

The materials selected for the Parking Facilities shall assure that the requirements for safety,

durability, and economy are achieved. Materials (especially finishes) shall be selected and

designed to eliminate the hazard of dislodge due to temperature change, vibration, wind, seismic

forces, aging, or other causes, by using proper attachments and adequate bond strength.

3.2 Parking Facilities Sites

Design-Builder shall design and construct all elements of the parking lot and parking structures,

including foundation components, within the Parking Facilities sites, as shown in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings.

3.3 Surface Parking Lot Pavement Section

Design-Builder shall design and construct the surface parking lot pavement section with a traffic

index (TI) value of no less than 6. If Design-Builder’s geotechnical analysis concludes the

existing pavement within the proposed surface parking does not require full depth removal (and

meets all applicable requirements), Design-Builder shall, at a minimum, grind and overlay two

inches.

3.4 Vehicle Barriers

3.4.1 Concrete Barrier Walls

Vehicle barrier walls located on the top level/deck and at the perimeter of each level of the parking

structures shall be concrete. Top level concrete barrier walls visible from any exterior perspective

shall be architecturally finished similar to the exterior of the parking structure.

3.4.2 Interior Vehicle Guardrails

Interior vehicle guardrails within the parking structures shall be tensioned steel wire rope system or

nonflexible aircraft cable and shall be able to withstand a minimum of 6,000 pounds of lateral loads

or greater, per industry standards.

3.5 Wheel stops

Concrete wheel stops shall be installed for all parking stalls.

3.6 Permanent Security Fence

3.6.1 Free Standing Rail Right of Way Fence

Impacted rail right of way fence shall be replaced with welded wire mesh fence per Section 5.7,

including the rail right of way fencing at the Azusa Industrial Lead.

A permanent surface parking lot fence, per Section 5.7, shall be installed around the perimeter

of the Duarte parking facility site to restrict access onto private property and to control access

from public right of way.

3.6.2 Security Screen Fence

A permanent security screen fence, per Section 5.7, shall be installed to preclude access from

any Parking Facility into the rail right of way, or from a public street onto an upper level of a

parking structure. The security screen fence shall be installed up to a minimum elevation of

eight feet above the highest finished grade on either side of the security screen fence, unless

otherwise noted.

Locations where security screen fences are required include:

A. Arcadia parking facility: security screen fence shall be installed on the northeast side

of the parking facility, abutting the rail right of way. The security screen fence shall

be installed on top of the perimeter vehicle barrier wall, and span the full height to the

underside of the beam/deck above. Where there is no beam/deck above the first

level (e.g. at the ramp and stair), the top of security screen fence elevation shall

match that of the adjacent security screen fence.

B. Irwindale parking facility: security screen fence shall be incorporated into and

installed on top of the protective barrier abutting Irwindale Avenue.

3.7 Staircase

Staircases within the parking structures shall be galvanized steel stairs with concrete treads and

shall have cast-in, slip resistant stair nosing at each tread in contrasting dark color, one inch

away from stair nosing. The guardrails at staircases shall be tensioned steel wire rope system

or nonflexible aircraft cable with metal posts. Metal posts shall be painted in a color selected by

the City in which the parking structure is located and shall be coordinated with the Parking

Facility concrete color (staircase post color to match color of elevator painted metal). The

underside of the first level of stairs shall be enclosed with concrete walls with a similar

architectural surface treatment as the parking structure exterior.

3.8 Electric Vehicle Chargers

Design-Builder shall design, furnish, and install three electric vehicle charging stations at each

Parking Facility. The electrical vehicle charging stations/stalls shall be located as close as

possible to the light rail station entrance.

3.9 Architectural Finishes

The parking structures shall have the following architectural features and finishes:

A. Exterior/perimeter columns shall protrude a minimum of two inches from the parapet

walls, deck, beams, and other elements of the Project, but shall remain within

Parking Facility site;

B. Columns and parapet walls shall have a minimum of two horizontal scoring lines per

story, not including construction joints. Score lines shall be a minimum of ½” tall and

¼” deep;

C. Caltrans class 2 surface finish for all visible concrete elements. The parking

structure exterior shall be painted with one coat of primer and minimum two coats of

paint, color to be selected by the City in which the parking structure is located. The

concrete surface shall be prepared such that the primer and paint adheres to the

concrete, providing a service life consistent with acceptable industry standards;

D. All vertical surfaces shall have anti-graffiti coating;

E. Interior floors of parking structures shall be coated with waterproof sealer and anti-

skid agents;

F. Elastomeric deck coating shall be applied over slab areas that have enclosed rooms

below;

G. The roof deck of parking structures shall be coated with heavy duty-elastomeric

waterproof traffic topping;

H. All exposed structural steel and miscellaneous metals shall be primed and painted

with the exception of handrails; and

I. Handrails shall be stainless steel.

3.9.1 Arcadia Parking Structure

The Arcadia parking structure shall include additional architectural finishes, including scoring

3.10 Screen Wall

Design-Builder shall design and install an eight-foot tall (above-grade) screen wall between the

parking structure and the traction power supply substation site around the traction power supply

substation site in Arcadia, as noted in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings. The walls shall have the same architectural treatment and finish as the

Arcadia Parking Facility. Design-Builder shall design, furnish, and install a project-standard wire

mesh gate for ingress/egress into the traction power supply substation site, location to be

coordinated with the Alignment Contractor.

3.11 Doors

Doors within the parking structures shall be as required per Volume 3, Document 4- Metro

Requirements, rated as required for occupancy separation. Equipment room doors shall be

suitable for incorporation of intrusion detection devices.

3.12 Signage and Graphics

Design-Builder shall provide all of the graphics, wayfinding, and regulatory signage at each

Parking Facility. Design-Builder shall subcontract with an experienced environmental graphic

designer to develop the signage layout and documents. Sample signage and graphics design

drawings from previous Metro projects are provided in Reference Documents- Document 9.

3.13 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval, all

required Design Documents for Parking Facilities to detail its proposed design and construction. At

a minimum, the documentation shall include the following for each area:

A. Project-specific Specifications;

B. Architecture plans:

1. Symbols, abbreviations, and general notes;

2. Site plan, showing locations of all structures and equipment housings, and

including pedestrian access;

3. Floor plan;

4. Finish plan;

5. Drainage plan;

6. Plans showing locations of amenities and communications equipment and

CCTV cameras;

4.0 ENHANCEMENTS

The Specifications included in this Section 4.0 are provided to augment and supplement the

technical requirements for Design-Builder Work related to Enhancements and urban design. All

Work in this Section 4.0 shall follow the requirements set forth in Volume 3, Document 3- Advanced

Conceptual Engineering Drawings; Volume 3, Document 4- Metro Requirements; Volume 3,

Document 6- Enhancements Details; these Performance Specifications; and other applicable

Contract Documents

4.1 Scope

Design-Builder shall design, fabricate, construct, and install bus, pedestrian, and bicycle

interface Enhancements at the station areas, and perform all actions required therein.

Design-Builder shall design, construct, and install (including all ancillary work and

improvements) bus pads, bus shelters, a traffic signal, roadway improvements, sidewalks,

pedestrian walkways, retaining walls, enhanced crosswalks, street trees and tree wells,

pedestrian street lights, parking structure awnings, benches, and trash receptacles identified

below in Sections 4.3 through 4.5.

4.2 Urban Design Criteria

The Project shall embrace opportunities to enhance and complement its urban environment. In

addition to providing transportation services in a safe environment, the physical components of the

system must afford good appearance, durability, and sensitive design in relation to the varying

neighborhoods and Cities within the Project area.

Design requirements for scale, color, maintainability, view lines, signage and way-finding, materials,

and lighting shall be established to integrate the Project into its surroundings. Design-Builder shall

work through the Authority with various groups and organizations that will influence the design to

achieve design approvals for various Project items’ visual elements such as retaining walls, pole

locations, etc.

Design-Builder shall furnish designs that are site-adapted to reflect the influence of the specific

urban context of each station. This includes the landscaping, hardscape, lighting, and other related

visual elements within and around the Parking Facilities. Impacts to major public views and view

corridors shall be identified. Equipment, landscaping, and supporting materials shall be selected to

mitigate detrimental impacts on views and view corridors.

4.3 Pedestrian Enhancements

4.3.1 Sidewalk

Sidewalks shall be constructed in accordance with applicable Governmental Rules and as

shown in Volume 3, Document 3- Advanced Conceptual Engineering Drawings. Ancillary work

and improvements shall include all work necessary to construct the sidewalks, including

removal, relocation, and construction/installation of roadway, sidewalk, ramps, driveways, and

curbs. Design-Builder shall Protect in Place or relocate all traffic signals (poles, heads, wiring,

etc.), street lights, signage, Utility poles, fire hydrants, drainage facilities, and Utility facilities as

necessary to meet the codes and requirements of the applicable Governmental Rules.

4.3.1.1 Arcadia

Design-Builder shall design and construct an eight-foot wide sidewalk along the west side of the

parking structure connecting St. Joseph Street and Santa Clara Avenue and a minimum eight-

foot wide sidewalk on the north side of Santa Clara Avenue, from the west side of the parking

structure to the intersection with 1st Avenue.

4.3.1.2 Duarte

Design-Builder shall design and construct an eight-foot wide sidewalk along the north side of

Duarte Road from Highland Avenue to City of Hope crosswalk and a new eight-foot wide

sidewalk along the west side of Highland Avenue from Business Center Drive to Duarte Road.

4.3.1.3 Irwindale

Design-Builder shall design and construct sidewalks as follows:

A. A minimum 18-foot wide sidewalk along the north side of Avenida Padilla at the light

rail station area. The sidewalk width must accommodate pedestrian circulation, bike

racks, and bike lockers;

B. An eight-foot wide sidewalk connecting the light rail station entrance to parking

facility; and

C. A five-foot wide sidewalk on the west side of the East Irwindale Avenue Frontage

Road, connecting Irwindale Avenue to Avenida Padilla.

4.3.1.4 Azusa-Alameda

Design-Builder shall design and construct an eight-foot wide sidewalk along the north side of

Sante Fe Avenue, connecting the light rail station entrance to Alameda Avenue.

4.3.1.5 Azusa-Citrus

Design-Builder shall design and construct a series of eight-foot wide sidewalks and ramps along

the north side of track from Citrus Avenue to light rail station entrance.

4.3.2 Hardscape

Concrete pedestrian areas shall be constructed in accordance with applicable Governmental

Rules and as shown in Volume 3, Document 3- Advanced Conceptual Engineering Drawings.

Concrete shall have broom finish. Hardscape shall be integral color concrete with a sandblast

finish.

4.3.2.1 Azusa-Alameda

Design-Builder shall install hardscape west of the Depot.

4.3.2.2 Azusa-Citrus

Design-Builder shall design and construct a traffic-rated hardscape plaza at the Azusa-Citrus

light rail station entrance area.

4.3.3 Enhanced Crosswalk

Crosswalks shall be constructed in accordance with applicable Governmental Persons; Volume

3, Document 3- Advanced Conceptual Engineering Drawings; and Volume 3, Document 6-

Enhancements Details. Enhanced crosswalks shall have specialty paving per City standards.

Design-Builder shall use types of enhanced crosswalks specified in this Section 4.3.3 and as

identified in Volume 3, Document 6- Enhancements Details.

4.3.3.1 Arcadia

Design-Builder shall install enhanced crosswalks at four crosswalks at the Santa Clara Avenue

and 1st Avenue intersection. The location and configuration of the crosswalks in Arcadia will be

determined by the Alignment Contractor’s approved design plans. Material shall be concrete

paver per City standard.

4.3.3.2 Irwindale

Design-Builder shall install an enhanced crosswalk between the parking facility and the light rail

station entrance and an enhanced crosswalk across Avenida Padilla from the Frontage Road

sidewalk to station entrance. Material shall be integral color concrete per City standard.

4.3.3.3 Azusa-Alameda

Design-Builder shall install an enhanced crosswalk on the east side of Azusa Avenue, across

Santa Fe Avenue and an enhanced crosswalk on the west side of Alameda Avenue, across

Santa Fe Avenue. Material shall be integral color concrete per City standard.

4.3.4 Pedestrian Lighting

In addition to required street lighting, Design-Builder shall provide pedestrian level lighting of

five footcandles measured at the walking surface, in accordance with applicable Governmental

Persons; Volume 3, Document 3- Advanced Conceptual Engineering Drawings; and Volume 3,

Document 6- Enhancements Details. Location of pedestrian lights as shown in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings is conceptual; Design-Builder to

adjust spacing of pedestrian lights to provide specified footcandles. Design-Builder shall use

types of pedestrian lighting specified in this Section 4.3.4 and as identified in Volume 3,

Document 6- Enhancements Details.

Design-Builder shall design and install pedestrian lighting in coordination with street tree

placement.

4.3.4.1 Arcadia

Design-Builder shall install pedestrian lights (maximum 75’ on center) on the north side of Santa

Clara Avenue, along frontage of parking facility to the 1st Avenue intersection, connecting the

parking facility to the light rail station entrance.

4.3.4.2 Duarte

Design-Builder shall install pedestrian lights (maximum 60’ on center) on sidewalk along the

north side of Duarte Road from Highland Avenue to City of Hope crosswalk and along the west

side of Highland Avenue from Business Center Drive to Duarte Road.

Type: “City Standard Mission Bell Pedestrian Light.”

4.3.4.3 Irwindale

Design-Builder shall install pedestrian lights at the following locations:

A. On sidewalk along the north side of Avenida Padilla at station area and on sidewalk

connecting station entrance to parking facility (maximum 60’ on center). Lights shall

be painted the same color as station platform lights.

Type: “Standard Station Area Pole Light;” and

B. On sidewalk along the west side of the East Irwindale Avenue Frontage Road,

connecting Irwindale Avenue to Avenida Padilla (maximum 80’ on center).

Type: “City Standard Pedestrian Light.”

4.3.4.4 Azusa-Alameda

Design-Builder shall install pedestrian lights (maximum 75’ on center) on sidewalk along north

side of Sante Fe Avenue, connecting station entrance to Alameda Avenue.

Type: “City Standard Downtown Pedestrian Light.”

4.3.4.5 Azusa-Citrus

Design-Builder shall install pedestrian lights (maximum 50’ on center) on sidewalk along north

side of track from Citrus Avenue to station entrance. Lights shall be painted the same color as

station platform lights.

4.3.5 Traffic Signal

Design-Builder shall design and install a traffic signal at the future modified intersection of North

Citrus Avenue and West Foothill Boulevard. The intersection roadway improvements will be

designed and constructed by others, resulting in a three-way intersection when North Citrus

Avenue is extended north beyond West Foothill Boulevard to Promenade.

4.3.6 Benches

All benches shall be installed in accordance with applicable Governmental Persons; Volume 3,

Document 3- Advanced Conceptual Engineering Drawings; and Volume 3, Document 6-

Enhancements Details. Design-Builder shall provide a bench at each bus shelter, as specified

in Section 4.5.3, and additional benches at the locations specified below. Design-Builder shall

use types of benches specified in this Section 4.3.6 and as identified in Volume 3, Document 6-

Enhancements Details.

4.3.6.1 Arcadia

Santa Clara Avenue: Three benches adjacent to parking structure, in addition to benches at

bus shelters.

Type: “City Standard Bus Stop Bench.”

4.3.6.2 Duarte

One bench at each bus shelter.

4.4 Landscaping

Design-Builder shall provide landscaping and irrigation in accordance with applicable

Governmental Persons; Volume 3, Document 3- Advanced Conceptual Engineering Drawings;

and Volume 3, Document 6- Enhancements Details. Design-Builder shall employ the services

of a landscape architect registered in the State of California to develop the landscape designs in

conformance with this Section 4.4. Landscaping includes at a minimum the following:

A. Excavation and fine grading;

B. Testing of soils to determine required soil amendments;

C. Soil preparation, including amendments or replacement soil, if amendments are not

sufficient;

D. Construction of landscape elements (e.g., earth mounding, decorative rock, staking,

etc.);

E. Planting trees, shrubs, and ground cover;

F. Six-inch concrete mow strip at all planting edges when not adjacent to wall, curb, or

sidewalk; and

G. Irrigation, as required (including automatic irrigation systems); refer to Section 4.4.3.

Design-Builder shall follow the Authority’s Tree Removal Policy provided in Volume 3,

Document 1- General Requirements, Appendix C.

4.4.1 Selection of plant materials:

Design-Builder shall select plants from the following regionally adapted and drought resistant

4.4.2 Planting Requirements

A. Level 1:

1. Design-Builder shall hydroseed all areas in the Right of Way that are

disturbed during construction. Design-Builder shall select hydroseed mix

of at least five plants listed in the hydroseed plant palette. Design-Builder

shall schedule to hydroseed areas from September through March and

shall be responsible for establishment of hydroseeded areas; and

2. Design-Builder shall install jute matting applied to the slope for erosion

control, on slopes 2-to-1 and steeper that are damaged or destroyed

during construction;

B. Level 2:

1. Shade trees shall be planted from 24-inch box size minimum. Accent

trees shall be 48-inch box size minimum;

2. Design-Builder shall install shrubs from five-gallon (min) container at 4’-0”

OC spacing maximum, and under-planted with groundcover eight inches

(max) OC from flats; and

3. Design-Builder shall install a two-inch layer of mulch.

C. Level 3:

1. Design-Builder shall replace damaged/demolished areas that previously

had complete tree or shrub screening eight feet high or taller with

screening trees and/or tall shrubs from approved plant palette from 15-

gallon (min) containers, 8’-0” (max) OC spacing for shrubs and 18’-0”

(max) OC spacing maximum for trees; and

2. TPSS sites shall be landscaped with screening trees and/or tall shrubs

from approved plant palette from 15 gallon (min) containers, 8’-0” (max)

OC spacing for shrubs and 18’-0” (max) OC spacing maximum for trees in

a five-foot area outside of fence on at least three sides;

D. Vine replacement shall be required where construction activity causes the vines on

existing walls to dislodge;

E. Authority may request to substitute plant material that it determines is better suited

for current Site conditions in place of existing trees or shrubs species that are

removed by Design-Builder during construction;

F. Authority may request to substitute replacement location for better suited site within

¼ mile of the Right of Way;

G. Once established, no plant material or ground cover shall need maintenance more

than two times a year in order to contain it within its designated planting areas; and

H. Plantings shall not obstruct the freight or LRT operators’ view of components such as

wayside signals, at-grade crossings, station platforms, switch apparatus, etc.

4.4.3 Irrigation

Design-Builder shall provide automatic irrigation with smart water management technology in all

planting areas, including street tree locations in accordance with applicable Governmental

Rules. Design-Builder shall replace and provide automatic irrigation with smart water

management technology, for all irrigation lines and systems impacted by the Project. If there is

a potential future source of reclaimed water, Design-Builder shall provide “purple pipe” for

landscape irrigation, system lines, and above-ground hardware and appurtenances.

Design-Builder shall install and space street trees, tree wells, and tree grates as defined in this

Section 4.4.4, in accordance with applicable Governmental Rules, and as shown in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings and Volume 3, Document 6-

Enhancements Details. Planting of street trees shall include structural soil and root barriers.

4.4.4.1 Arcadia

A. Santa Clara Avenue: Design-Builder shall install street trees on north side of Santa

Clara Avenue, connecting parking facility to station entrance.

4.4.5 Establishment Period

Design-Builder, at a minimum, shall maintain the installed landscaping for one year after the

later of Substantial Completion or when planted. If the planting and/or irrigation are damaged,

destroyed, die, etc. within that establishment period, Design-Builder shall replace the planting

and/or irrigation in-kind. The establishment period shall begin after an Authority inspection of

the landscaping and irrigation and on an agreed upon date between the Authority and Design-

Builder.

4.5 Bus Enhancements

4.5.1 Bus Pads

Design-Builder shall design, construct, and install (including all ancillary work and

improvements) new bus and paratransit service stops identified in this Section 4.5.1 in

accordance with applicable Governmental Persons; Volume 3, Document 3- Advanced

Conceptual Engineering Drawings; and Volume 3, Document 6- Enhancements Details. Design

and construction of improvements shall comply with applicable transit agency requirements and

Governmental Rules.

Design-Builder shall install a concrete bus pad at each bus stop, as shown in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings. Specific locations shall be installed

in accordance with transit providers and City. Ancillary work and improvements shall include all

work necessary to construct the bus pads, including removal of existing roadway and pavement

markings, and construction/installation of roadway, pavement markings, and signage.

4.5.1.1 Arcadia

A. Southbound Santa Clara/1st Avenue: Design-Builder shall install a new bus pad at

the existing bus stop area on the northwest corner on 1st Avenue;

B. Northbound Santa Clara/1st Avenue: Design-Builder shall construct a new bus pad

on the northeast corner; and

C. Westbound Santa Clara Avenue: Design-Builder shall construct three new bus pads

on the westbound/north side of Santa Clara Avenue.

4.5.1.2 Duarte

A. Southbound Highland Avenue/Duarte Road: Design-Builder shall construct new bus

pads on the west side of Highland Avenue; and

B. Westbound Duarte Road/City of Hope: Design-Builder shall construct a new bus pad.

4.5.1.3 Irwindale

A. Westbound Avenida Padilla: Design-Builder shall construct two new bus pads.

4.5.1.4 Azusa-Citrus

A. Northbound Citrus Avenue/Foothill Boulevard: Design-Builder shall construct three

new bus pads.

4.5.2 Irwindale Bus Roadway

Design-Builder shall design and construct a minimum 20-foot wide roadway with street lights,

protective barriers, fencing, and retaining walls west of the parking structure connecting Avenida

Padilla to Irwindale Avenue as shown in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings.

4.5.3 Bus Shelters

Design-Builder shall design, construct, and install (including all ancillary work and

improvements) new bus shelters for the bus stops identified in this Section 4.5.3 in accordance

with applicable Governmental Persons; Volume 3, Document 3- Advanced Conceptual

Engineering Drawings; and Volume 3, Document 6- Enhancements Details. Each bus shelter

shall include one bench and one trash receptacle (types specified in Section 4.3.6, Section

4.3.7, and shown in Volume 3, Document 6- Enhancements Details) and shall be modified to

include coverage for a bench and 60” clear width for wheelchairs.

4.5.3.1 Arcadia

One “City Standard Bus Shelter” shall be located at each of the following locations (three bus

shelters total):

A. Southbound Santa Clara/1st Avenue;

B. Northbound Santa Clara/1st Avenue; and

C. Westbound Santa Clara Avenue.

4.5.3.2 Duarte

One “City Standard Bus Shelter” shall be located each of the following locations (two bus

shelters total):

A. Southbound Highland Avenue/Duarte Road; and

B. Westbound Duarte Road.

4.5.3.3 Azusa-Citrus

Three “City Standard Bus Shelters” shall be located at northbound Citrus Avenue/Foothill

Boulevard.

4.5.4 Awnings

Design-Builder shall design, fabricate, construct, and install a series of cantilevered metal

awnings over the Santa Clara sidewalk. The awnings shall protrude eight feet from the parking

structure and be installed along the entire southern face of the parking structure, as shown in

Volume 3, Document 3- Advanced Conceptual Engineering Drawings and Volume 3, Document

6- Enhancements Details. The awning frames shall be a minimum of four inches in height and

shall be designed so that they do not drain toward the street onto pedestrians and transit riders.

4.6 Bike Lockers and Bike Racks

Design-Builder shall furnish and install 20 bike racks and 24 bike lockers at each light rail station

per Metro Rail Design Criteria and provide access to and from stations by bicycle, including

sidewalk ramps adjacent to bike lockers and bike racks. Final locations of bike lockers and bike

racks shall be coordinated with Metro’s bike program and the Authority.

Design-Builder shall install concrete pads for all bike lockers and bike racks located outside of

Parking Facilities. Bike locker pad located within the parking structures shall be a minimum of

54 feet long by 18 feet wide, located on a flat surface, and not steeper than two percent in any

direction. Bike rack pads shall have a minimum footprint of 680 square feet.

4.7 Arcadia Station Transit Plaza

Design-Builder shall provide hardscape; landscape; street furniture such as benches, trash

receptacles, and lighting fixtures; fountain element; and way-finding features. The plaza shall

include approximately 50 percent concrete plaza pavers and walkway, and 50 percent landscape.

Landscaping materials shall be Level 2 type, low maintenance, native, and drought tolerant plants.

A water conservation irrigation system, such as a drip system, shall be incorporated into

landscaping. The landscaping may also include a water retention or bio-swale system to address

water quality issues. Electrical conduit shall be provided for pedestrian lighting, irrigation, and

fountain element.

The Project will be designed to withstand environmental and manmade wear and tear. The

building materials and street furniture will be chosen with the consideration of possible vandalism

including graffiti.

4.8 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval, all

required Design Documents for Enhancements to detail the proposed design and construction. At a

minimum, the documentation shall include the following for each area:

A. Project-specific Specifications;

B. Landscape:

1. Landscape planting plans and details for all areas where Level 1, 2, and 3

landscaping shall be installed;

2. Landscape irrigation plans and details; and

3. Landscape maintenance schedule and details;

C. Hardscape plans and details;

D. Pedestrian lighting plans; and

E. Shop drawings for City Enhancements:

1. Bus shelters;

2. Benches;

3. Trash receptacles; and

4. Pedestrian lights (or provide manufacturer specifications).

In addition, Design-Builder shall submit the nursery(s) for the planting materials to the Authority

for review and approval. The Authority shall review and approve material at Design-Builder

suggested nursery(s). When the plant material is selected at the designated nursery(s), Design-

Builder’s landscape architect shall be present to make the final selection of the plant material.

Design-Builder shall notify the Authority of these visits and allow the Authority an opportunity to

be present when the planting material is selected. During these visits, the Authority has the

right to reject the planting material until satisfied.

5.0 CIVIL

The Specifications included in this Section 5.0 are provided to augment, supplement, and modify

the technical requirements for Design-Builder Work related to Right of Way, grading, drainage, and

traffic elements of the Project. All Work in this Section 5.0 shall follow the requirements set forth in

Volume 3, Document 1- General Requirements; Volume 3, Document 3- Advanced Conceptual

Engineering Drawings; Volume 3, Document 4- Metro Requirements; UPRR requirements; these

Performance Specifications; and other applicable Contract Documents.

5.1 General Requirements

A. Design-Builder shall coordinate with the Alignment Contractor for the design of all

Project elements interfacing with the Alignment Project;

B. Design-Builder shall be responsible for designing, furnishing, installing, and constructing

concrete sidewalks, curbs, gutters, landscaping, and irrigation per applicable

Governmental Rules;

C. Design-Builder shall be responsible for designing and constructing the Project in

compliance with standards and requirements of the FLSSC and applicable

Governmental Persons;

D. Design-Builder shall be responsible for designing, furnishing, installing, and constructing

water quality and drainage elements of the Project in compliance with SUSMP

requirements and applicable Governmental Rules;

E. Design-Builder shall be responsible for designing, furnishing, installing, and constructing

the required traffic control devices, signs and pavement markings, etc., per

Governmental Rules and the criteria set forth in Section 5.2.

F. Design-Builder shall comply with and implement the applicable mitigation requirements

identified in Volume 4- Environmental Requirements.

G. Freight trains and track maintenance equipment will be operating on the Azusa Industrial

Lead throughout the duration of the Project;

H. Design-Builder shall design all Project elements within public right of way per applicable

Governmental Rules; and

I. Design-Builder shall perform their own geotechnical investigation to support the final

design and construction of the Project.

5.2 Design Criteria

The design, engineering, installation, control, operation, maintenance, and management of all traffic

control devices shall be in accordance with the guidelines set forth in the following documents,

standards, and codes, as appropriate:

A. Policy on Geometric Design of Highways and Streets, American Association of State

Highway and Transportation Officials (AASHTO);

B. California Manual on Uniform Traffic Control Devices (CA-MUTCD), published by U.S.

Department of Transportation, and as modified for the State of California;

C. Standard Highway Signs, Federal Highway Administration;

D. Manual of Traffic Signal Design, Institute of Transportation Engineers;

E. Highway Capacity Manual, Transportation Research Board (TRB);

F. Manual of Transportation Engineering Studies, Institute of Transportation Engineers;

G. Traffic Signal Installation and Maintenance Manual, Institute of Transportation

Engineers;

H. Work Area Traffic Control Handbook (WATCH); and

I. CPUC General Orders (72, 75, 88, 95, 143, 164, etc.).

All traffic control shall be designed, installed, and tested by Design-Builder in accordance with

Governmental Rules and the requirements of the CPUC, applicable Cities, County, CA-MUTCD,

and applicable Governmental Persons.

The Final Design shall incorporate the elements specified below in accordance with previously

specified design references. Design-Builder shall perform traffic engineering studies, including

collection of traffic data to develop the items specified below:

A. Roadway and intersection geometry and alignment including vertical and horizontal

curves, stopping sight distance, and passing sight distance and sight triangles;

B. Location, angle, and length of crossing;

C. Approach grade and speeds;

E. Vehicle traffic volumes, classification, and turning movements;

F. Vehicular queue lengths and dissipation rates; and

G. Operational characteristics of stop-controlled intersections, signalized intersections, and

associated control equipment.

Traffic studies are to be based on forecast year 2030. Design-Builder may use recent existing

traffic data (no more than one year old).

5.3 Right of Way

The Right of Way for the Project is defined in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings. Design-Builder shall fit Parking Facilities within the Parking Facilities Sites

as defined in the Volume 3, Document 3- Advanced Conceptual Engineering Drawings.

Enhancements may be located within the Right of Way as well as within the public right of way.

In the event Design-Builder determines any other permanent property acquisitions or permanent

easements (e.g. utility equipment, etc.) are required, the requested Right of Way shall be identified

and submitted, with justification for need, to Authority for review and approval. The Authority will

review these requests from Design-Builder and provide a response within 15 Working Days as to

approval or disapproval of the request. Disapproval of a request for property or easement

acquisition will not be justification for a Change Order. All such requests shall be made prior to the

60% design review. Upon approval by Authority of such request, the property/easement will be

tracked in the Property Acquisition Matrix and classified with an “approved legal description plus

240 days” availability date. No permanent property or easement will be acquired for parking

structure, drainage, or SUSMP facilities.

Design-Builder shall submit the following with its 60% design review:

A. Exhibits defining the property including the limits of acquisition with square footage;

B. Assessor’s identification number;

C. Existing property line location;

D. Owner information; and

E. Existing improvements located within the area in question.

After Authority approves Design-Builder's 60% design review, Design-Builder shall provide a

California Registered Surveyor signed legal description, to be used for the acquisition of each

property identified in the Property Acquisition Matrix, to the Authority for its approval. After the

Authority’s approval of the signed legal description, the Authority will have 240 days to acquire the

property/easement.

5.3.1 Encroachments

All encroachments, facilities, or improvements not owned by the Authority, which interfere with the

construction and/or operation of the Project, shall be removed and relocated by Design-Builder, as

required. At the sole discretion of the Authority, certain encroachments may be left in place and the

Project constructed around such encroachments. The Authority’s approval or disapproval of

remaining encroachments will not be justification for a Change Order. Other than identified herein,

Design-Builder shall be responsible for all coordination with property owner and management of

encroachment removal process.

Design-Builder shall identify all encroachments in writing to the Authority at least 180 days prior to

the start of construction in the area of the encroachment. Design-Builder shall clearly identify which

encroachments, if any, may be left in place. Within 30 days of receipt of identified encroachments,

Authority will determine and notify Design-Builder which, if any, encroachments are permitted to

remain in place.

All costs associated with encroachment removal and private property restoration shall be included

in the Contract Price.

5.4 Clearing, Grubbing, Demolition

The Work specified in this Section 5.4 consists of surface and subsurface demolition including

backfilling of excavations, structure cavities and depressions; and removing and disposing of

existing ballast, slabs, concrete/asphalt pavement curbs and gutters, sidewalks, traffic islands,

retaining walls, abutments, irrigation pipe, storm pipes and drainage structures, buildings, and other

existing facilities and Utilities.

Before the start of demolition of facilities, Design-Builder shall shut off; disconnect; and cut and cap

(where required) overhead and underground Utility services to facilities that are to be removed or

demolished. Design-Builder shall submit a demolition schedule, including proposed methods and

operations. Design-Builder shall:

A. Remove all vegetation (clear and grub) and trees, including root mat and stump removal

within the Right of Way and as required for construction of the Project. Prior to any

removal, Design-Builder shall develop a survey of all shrubs and trees that will be

removed due to construction. The survey shall be used as a basis for the tree and shrub

replacement landscape plans for the disturbed areas.

1. Design-Builder shall Protect in Place existing trees to remain. Barriers to

protect tree limbs and prevent damage and compaction of root zone shall be

installed before construction.

B. Remove existing buildings, roadways, Utilities, and all existing facilities within the Right

of Way in Arcadia;

C. Remove all existing facilities within the Right of Way in Monrovia;

D. Remove Utilities, lights, and all conflicting facilities within the Right of Way in Duarte;

E. Remove roadway, Utilities, and all existing facilities within the vacated portion of West

Irwindale Avenue within the Right of Way in Irwindale;

F. Remove existing pump station at the Right of Way in Irwindale, including equipment,

shaft, foundation, and building; and

G. Remove street light poles, mast arms, electroliers, traffic signals, and signal control

cabinets and return to the appropriate jurisdictional agency.

5.5 Survey

Volume 3, Document 3- Advanced Conceptual Engineering Drawings is based on the NAD 1983,

California State Plane, Zone 5, 1995 epoch datum and NAVD 1988 with the 1995 Los Angeles

County adjustment datum. Design-Builder shall design and construct the Project to match the

vertical and horizontal datum used by the Alignment Project. Design-Builder shall be responsible to

develop up-to-date topography for the Project. All design shall be based on the new survey data.

Design-Builder shall provide a boundary survey of the Right of Way to identify encroachments into

the Right of Way. Design-Builder shall install property benchmarks and provide two sets of legal

descriptions with plats, signed by a California-licensed surveyor, at each light rail station area; one

defining the Parking Facility to facilitate conveyance to Metro and another defining the remaining

Right of Way to facilitate conveyance to Metro or applicable jurisdictional City.

5.6 Drainage

Design-Builder shall design and construct the Parking Facility drainage systems in accordance with

Volume 3, Document 4.1- Metro Rail Design Criteria and applicable Governmental Rules.

Design-Builder shall design and construct drainage facilities outside the Parking Facilities, within

the public right of way in accordance with the design standards and requirements of the local

agency having jurisdiction and applicable Governmental Rules.

Design-Builder shall submit drainage reports to the Authority and local agency or agencies having

jurisdiction of the receiving system for review and approval.

In so far as practicable, existing drainage swales, conduits, and control facilities shall be utilized for

the Project. Bio-swales are strongly recommended to be incorporated if soil infiltration conditions

make these measures practicable.

Areas that have been identified during the advanced conceptual engineering phase (others may

exist) that require special attention are:

A. Lack of a storm drain system at the Arcadia site;

B. Replacement of existing pump station at the Irwindale site;

C. Drainage at the Irwindale site; and

D. Lack of an existing storm drain system at the Azusa-Citrus site.

5.7 Fencing

Design-Builder shall provide all design, materials and installation for fencing. Fences that are to be

provided in areas outside the Right of Way shall be replaced in-kind, unless otherwise noted. There

are three classifications of fencing:

A. Type 1, freestanding rail right of way fence – 8’-0’’ black wire mesh fence;

B. Type 2, surface parking lot fence – 6’-0” painted metal picket;

C. Type 3, security screen fence – 2” x 2” painted welded wire mesh.

5.7.1 Types

5.7.1.1 Type 1 – Wire Mesh Fence

Mesh fabric shall be the Typhoon style weld wire mesh system, as manufactured by Secure

Technology, Inc. or approved equal. Mesh configuration shall be two inches horizontal by six

inches vertical. Posts shall be square. Hardware shall be stainless steel. The welded mesh fence

and all parts shall be hot-dip galvanized after welding. Finish of all exposed surfaces shall be an

electrostatic polyester powder coating with high UV stability, impact, corrosion, heat and humidity

resistance. Paint shall be at least 150 microns thick. The wire mesh fence shall be painted black,

unless otherwise noted in the Contract.

5.7.1.2 Type 2 – Picket Fence

Picket fences shall be steel Palisade style, as manufactured by Secure Technology, Inc. or

approved equal. Pale heads shall be flat topped. All attachment devices shall be stainless steel

and vandal resistant. All posts, rails, pales, connector plates, and mild steel sections shall be hot-

dip galvanized after shop fabrication and welding. Finish of all exposed surfaces shall be an

electrostatic polyester powder coating with high UV stability, impact, corrosion, heat, and humidity

resistance. Paint shall be at least 150 microns thick. The picket fence shall be painted in

accordance with the color scheme approved by the Authority.

5.7.1.3 Type 3 – Screen Mesh Fence

Screen mesh fence shall be oriented at a 45 degree angle. Mesh shall be a minimum of 4 gauge

wire. Support posts shall be square. Hardware shall be stainless steel. The welded mesh fence

and all parts shall be hot-dip galvanized after welding. Finish of all exposed surfaces shall be an

electrostatic polyester powder coating with high UV stability, impact, corrosion, heat, and humidity

resistance. Paint shall be at least 150 microns thick. The screen mesh fence shall be painted a

complementary color to the parking structure.

5.8 Protective Barriers

Design-Builder shall design and construct protective barriers at locations wherein Project

improvements change the conditions adjacent to vehicular traffic, and as required by applicable

Governmental Rules. Protective barriers shall be Caltrans Type 732 concrete barriers. Design-

Builder shall provide all design, materials, and installation for protective barriers. Areas requiring

protective barriers include, but are not limited to:

A. The west side of Irwindale Avenue; and

B. The west side of the bus roadway adjacent to the Azusa Industrial Lead at the Irwindale

site.

5.9 Traffic Signal Devices

Design-Builder shall provide traffic signal systems including all signs, signals, markings, and

illumination devices. These devices and associated systems and practices shall employ the basic

considerations of design, placement, operation, maintenance, and uniformity generally used for

traffic control devices as described in the California Manual of Uniform Traffic Control Devices (CA-

MUTCD) and as required by the applicable Governmental Rules.

Design-Builder shall design and construct, including all ancillary work and improvements, the traffic

signal improvements identified below. Design and construction of improvements shall comply with

ADA requirements, City requirements, jurisdictional Utility standards, and other applicable

Governmental Rules. Ancillary work and improvements shall include all work necessary for the

traffic signal improvements, including removal, relocation, and construction/installation of roadway,

sidewalk, ramps, curbs, medians, walls, traffic signals (poles, heads, wiring, etc.), street lights, utility

poles, fire hydrants, pavement, pavement markings, drainage, and Utility facilities.

Design-Builder shall install traffic signal systems, with safety/street light, at the following

intersections:

A. Irwindale Avenue/Frontage Road (Irwindale Avenue West and East); and

B. Foothill Boulevard/Citrus Avenue.

Design-Builder shall design, construct, install, and activate the new traffic signal and complete

the roadway improvements at the Irwindale Avenue/Frontage Road intersection prior to closing

the West Irwindale Avenue Frontage Road for construction of the Irwindale parking structure.

Traffic signal systems shall be designed per CA-MUTCD, Governmental Rules, and other

applicable references. All vehicular occupancy detection systems (loop or video) shall be per

applicable Governmental Rules.

5.10 Traffic Signs

Design-Builder shall provide traffic control signs in accordance with the CA-MUTCD and the

standards of the CPUC. Special care shall be taken to use sign materials that provide a prolonged

life expectancy (14 years minimum) while maintaining optimum levels of retro-reflectivity initially and

throughout the life of the signs.

All Work involving relocation, restoration, and temporary installation of street signing shall conform

to current standards of the applicable Governmental Persons.

After consultation with Authority, Design-Builder shall coordinate with applicable Governmental

Persons, Cities, and other applicable third parties to ensure compatibility of street signing with

Project construction staging. Design-Builder shall prepare the plans, subject to the review and

approval of the Authority, applicable Governmental Persons, Cities, and other applicable third

parties.

5.11 Traffic Markings

Design-Builder shall remove, rearrange, and construct/install all traffic markings impacted by the

Project in accordance with the CA-MUTCD, CPUC, applicable Governmental Persons, Cities, and

other applicable third parties. Special care shall be taken to use marking materials that provide a

prolonged life expectancy (three years minimum) while maintaining optimum levels of retro-

reflectivity initially and throughout the life of the markings.

5.12 Street Lighting

Design-Builder shall replace existing street lights that are impacted by the Project with new lighting

in accordance with the requirements of applicable Governmental Persons.

Design-Builder shall design, fabricate, construct, and install new street lights for new or realigned

roadways in accordance with the requirements of applicable Governmental Persons. Areas

requiring new street lights include, but are not limited to:

A. Front Street in Arcadia; and

B. Roadway at the Irwindale site.

5.13 Documentation

Design-Builder shall submit to the Authority and local jurisdiction for review and approval Design

Documents for each signalized intersection, roadway modification, and highway grade crossing that

details the proposed design and construction. At a minimum, street signing, lighting, and traffic

control documentation, along with civil plans shall be included.

5.13.1 Street Signing, Lighting, and Traffic Signal

A. Design plan sheet – intersection layout and geometry; lane assignments; traffic markings

such as cross walks, stop bars, arrows, and legends; regulatory, warning, and guide

signs; driveways; medians; wheelchair ramps; intersection safety lighting, wiring

diagram; conduit run and schedule; traffic signal indications; pedestrian signal

indications; vehicle and pedestrian detectors; phasing diagram; preemption sequence;

illumination; flash colors; pull boxes; stub-outs; wiring and cable; poles; controller

cabinet; power source and service pole; railroad equipment; notes; etc;

B. Detail sheets – hardware and materials requirements, controller requirements, and

grade crossing and traffic signal integration requirements, recommended management

treatment and basis (priority, preemption, pre-signal, etc.);

C. Project-specific Specifications;

D. Interface control documentation;

E. Acceptance test schedules, specifications, and reports;

F. Operational timing and control plans;

G. Traffic control and management plans during construction; and

H. Maintenance documentation - provide maintenance procedures including

troubleshooting guides, preventive maintenance procedures and schedules, design

modification procedures, operations manuals, spare part lists, and other support

requirements.

6.0 UTILITIES

The Specifications included in this Section 6.0 are provided to augment, supplement, and

modify the technical requirements for Work related to Utilities including how to protect, maintain,

Relocate, replace, or otherwise incorporate the Utilities into the Project in accordance with

applicable Governmental Rules. All Work in this Section 6.0 shall be in accordance with the

standards and requirements of the Contract Documents; Utility Owners; AREMA; Metro; PUC

General Orders; the Standard Specifications for Public Works Construction, as amended by the

responsible authority; Governmental Persons; Authority; other applicable third parties; and

these Performance Specifications.

6.1 Standard of Care Applicable to Utility Work

Design-Builder shall carry out its work carefully and skillfully, and shall support and secure

Utilities so as to avoid damage to them. Flow in drains and sewers shall be maintained. At the

completion of the Work, the condition of all Utilities shall be as safe and permanent as before.

If any Utility is damaged by Design-Builder, it shall notify the affected Utility Owners, and the

damage shall be repaired at Design-Builder’s expense. All such repairs shall be performed in a

good and workman-like manner as approved by the Utility Owner and the Authority. If Design-

Builder fails to make any required payment within 30 days after completion of repairs and

receipt of the Utility Owner’s invoice, then the Authority shall have the right to pay the Utility

Owner from the Authority’s funds and deduct an amount sufficient to cover the cost from any

moneys due or that may become due to Design-Builder under this Contract.

6.2 General Requirements

The limits of Utility Work extend as far as is necessary to accommodate the Project, taking into

account the requirements of the Utility Owners and applicable Governmental Persons, whether

inside or outside the Right of Way limits.

Design-Builder shall:

A. Perform tasks, obligations, and duties and bear costs assigned to Authority and/or its

contractors included in Section 6.9.2 and as included in Volume 5- Agreements that

pertain to the Project;

B. Identify and verify all Utilities located within the limits of the Project or otherwise

impacted by the Project;

C. Determine the actual extent of Utility Work necessary for the Project and resolve all

Utility conflicts on the Project;

D. Perform all New Utility Work;

E. Perform all Incidental Utility Work;

F. Obtain, pay for, and comply with required permits;

G. Maintain all Utility mainlines, trunk lines, and services to neighboring properties

during performance of the Work. Design-Builder shall be responsible for

coordinating all Utility Work, including temporary services, with Utility Owners and

other affected parties and shall minimize disruptions to the extent practicable;

H. Design and construct new Utility facilities in accordance with the requirements of the

Utility Owner and applicable Governmental Persons for portions of the Utility

elements that will be owned and maintained by Utility Owner. Design-Builder shall

design and construct new Utility facilities that will be owned and maintained by the

Authority and Metro in accordance with the requirements of the Authority, Metro,

APWA, and applicable Governmental Persons;

I. For all Utility Work that is designed and constructed in whole or in part by others,

verify that all such Utility Work as designed and constructed is compatible with, and

interfaces properly with, the Project and complies with the Contract Documents;

J. Clearly indicate the Utility design, whether furnished by Design-Builder or Utility

Owner, on Design-Builder’s Utility plans;

K. Identify and prepare legal descriptions and exhibits for all Utility Work (including New

Utilities and Relocations) within and outside of the Right of Way, as required for the

Project;

L. Coordinate with, and obtain required approval from Utility Owners, Governmental

Persons, Authority, and other applicable third parties as necessary, for all Utility

Work;

M. Coordinate its efforts with Utility Owners who will:

2. Perform their own design for facilities to be constructed by Design-

Builder;

3. Perform some of their own construction of facilities as designed by

Design-Builder; and

4. Request Design-Builder to perform Utility Work on their behalf.

N. Abandon Utilities, including removal and disposal of abandoned Utilities;

O. If temporary Relocation is required, the Utility shall be restored to its original location,

or if not feasible, to a nearby location as approved by the Utility Owner, upon

completion of the Work; and

P. Manage all Utility Work to be performed by Utility owner.

6.2.1 Relocation of Utilities

Design-Builder shall Relocate all Utilities where required or otherwise impacted by the Project.

Relocation of Utilities shall meet the standards and requirements of the Utility Owners and

applicable Governmental Persons.

For Relocations of electrical and communication lines, including Southern California Edison,

Time Warner, Champion Broadband, Verizon, AT&T, and Charter Communications, the Design-

Builder shall supply and install the conduits and underground facilities per the specifications,

standards, and requirements of the Utility Owner and applicable Governmental Person. When

required by the Utility Owner, the Design-Builder shall utilize a contractor from the Utility

Owner’s approved list of contractors to perform the construction and/or installation of the

conduits and underground facilities. The Utility Owners will supply and pull the cables/lines via

a work order/authorization to be issued by the Design-Builder.

During the advanced conceptual engineering phase, certain Utility Relocations were identified

as being required. Design-Builder shall:

A. Underground Southern California Edison, Time Warner, and Champion Broadband’s

overhead lines within Front Street, from St. Joseph Street to Santa Clara Street. The

existing power pole at the transition from Front Street to St. Joseph Street shall be

Relocated to St. Joseph Street and serve as the transition pole from overhead to

underground for the aforementioned lines within Front Street. The lines shall be

routed underground to connect to Southern California Edison, Time Warner, and

Champion Broadband’s existing underground facilities at the Front Street and Santa

Clara intersection via the proposed eight-foot walkway west of the Arcadia parking

structure and within the public right of way or the proposed eight-foot sidewalk at

Santa Clara Street;

B. Remove and Relocate existing Utilities and services, equipment, and/or facilities

within the Duarte parking facility serving an adjacent property outside of the Duarte

parking facility site. Existing mainline Utilities located within the Duarte parking

facility site may be Protected in Place if not impacted by the Project and in

accordance with Section 1.3, Utility owner’s requirements, and applicable

Governmental Rules; otherwise the Utility shall be removed and Relocated outside

the Duarte parking facility site;

C. Relocate impacted power poles and overhead lines within the Irwindale site; and

D. Remove and replace the existing pump station system servicing drainage of the

Azusa Industrial Lead with a new drainage system/facility as the existing equipment,

shaft, and house are obsolete and located within the footprints of the proposed

parking structure. Remove and replace impacted drainage facility elements servicing

the Azusa Industrial Lead and Irwindale site, as required. As-built plans for the

Azusa Industrial Lead pump facility and drainage elements are included in Reference

Documents- Document 2.1.

6.2.2 Design-Builder’s Responsibility to Perform

Design-Builder shall be responsible for performing the Work without regard to any of the

following:

A. Whether or not the Utility was indicated in the existing Composite Utility Drawings

provided in Volume 3, Document 3- Advanced Conceptual Engineering Drawings, or

if indicated, whether or not the Utility was identified with “reasonable accuracy”

therein;

B. Any additions or modifications that may have been made to the Utility since the

Proposal Due Date; and

C. The accuracy or inaccuracy of any other information provided by the Authority

concerning the Utility.

6.3 Location and Identification of Utilities

The Authority has performed investigations of existing Utilities and has provided Composite

Utility Drawings in Volume 3, Document 3- Advanced Conceptual Engineering Drawings. The

accuracy of the existing Utility information and the tolerances that apply are described below:

A Utility shall be considered identified with “reasonable accuracy” to the extent that:

A. The facility’s actual location (position) is within five feet on either side of the

horizontal centerline of the existing underground Utilities as depicted in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings. There is no limitation on

vertical location;

B. The facility’s actual size does not differ by more than 35 percent of the size indicated

in Volume 3, Document 3- Advanced Conceptual Engineering Drawings; provided,

however, that if the sizes indicated in the Contract Documents differ for any reason,

the size closer to the actual size shall be used for this calculation; and Utilities that

qualify as “accurately defined” shall comply with the following criteria:

1. Actual size criteria shall be measured using the Utility’s inside diameter

(ID) measurements;

2. Where multi-conduit/duct or encased Utilities are encountered, the actual

size shall be compared to the dimension required for encasement per the

standards and criteria of the Utility Owner and applicable Governmental

Persons; and

3. Where a duct or dry Utility conduit has been identified in the Contract

Documents with no reference to conduit size and quantity, Design-Builder

shall assume the dimension of duct/encased conduit to be 24 inches wide

by 18 inches tall;

C. The Utility material is not materially different than that indicated in Volume 3,

Document 3- Advanced Conceptual Engineering Drawings; and

D. It could have been determined based on a surface inspection of the Site in

accordance with Contract Section 8.3.6.

For example, if Volume 3, Document 3- Advanced Conceptual Engineering Drawings, shows a

four-inch pipeline, which is in fact a five-inch pipeline actually located two feet away from the

location shown, such facility shall be deemed to be accurately defined.

The responsibility for any additions or modifications made to a Utility since Volume 3, Document

3- Advanced Conceptual Engineering Drawings were prepared shall be determined per the

accuracy limitations established in this Section 6.3. Except for Service Lines of all types, if

Design-Builder discovers a Utility not shown or indicated in Volume 3, Document 3- Advanced

Conceptual Engineering Drawings, Design-Builder may be entitled to an adjustment by the

Authority in accordance with Contract Section 8.4.

Notwithstanding the foregoing, Design-Builder acknowledges and agrees that:

1. Existing Utility information in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings may not identify all Utilities impacted by the Project; and

2. The existing Utility information in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings may not show the identified Utilities at their correct locations

or depth or indicate their correct sizes or type.

6.3.1 Design-Builder’s Investigations

In advance of the pre-final design submittals, Design-Builder shall take actions necessary to

establish the existence, type, exact location, and size of Utilities, including Service Lines.

Design-Builder shall also determine existing Utility material type, size, and condition of pipe at

connection point, where applicable, for design purposes and as required by approving Utility

Owner. Design-Builder shall consider necessary appurtenances to each Utility (such as the

Utility source, guide poles, feeder service lines, supports, pull boxes, wire loops, etc.) as part of

a Utility.

Utility verifications shall include potholing to determine the presence and state of existing

Utilities. Potholing methods and procedures, along with pothole quantities shall be in

conformance with the requirements of all approving Utility Owners, and in conformance with

Section 6.3.1.1 and 6.3.1.2. Other methods of Utility verification may be used but shall not

replace potholing as the primary means of verification.

These Utility verification actions shall include making diligent inquiries at the offices of the Utility

Owners, consulting public records, and conducting Utility verification (inclusive of potholing), as

appropriate, or as required by the approving Utility Owner(s).

6.3.1.1 Verification of Utility Locations and Marking Locations in the Field

Design-Builder shall be responsible for verifying the exact location of each affected Utility on the

Site or otherwise impacted by the Project regardless of the information that has been provided

by the Authority or the Utility Owner.

Design-Builder shall comply with the Underground Service Alert (USA) notification system. The

USA system shall be used to mark the location of all underground Utilities on the ground where

digging is planned.

Design-Builder is the “excavator” in the area of “underground facilities” on the Site. Design-

Builder shall give to Utility Owners and USA such notices of excavation as are required under

Governmental Rules. Design-Builder shall be solely responsible for any liability for damage to

any underground Utilities caused by the Work.

6.3.1.2 Potholing

Design-Builder shall provide qualified personnel, equipment, permits, traffic control measures,

and other items as required to conduct a safe and accurate field excavation to expose any

existing Utility by method of potholing. Design-Builder acknowledges that such work is a

prerequisite to completing all Utility Work design.

Potholing shall be performed at locations (i) determined by Design-Builder, (ii) where required

by Utility Owners and/or Governmental Persons, and (iii) as directed by the Authority. Potholing

shall include accurate survey data collection for each pothole taken. Potholing data shall be

added to the design and as-built drawings prepared by Design-Builder. At a minimum, pothole

data shall include the horizontal and vertical location and size of the Utility. Where discernable,

the material type of the Utility shall also be indicated. Design-Builder shall submit to the

Authority for record a log of all pothole data, which is obtained along with all backup information

(i.e., survey measurements, notes, sketches, etc.) that provides verification of the individual

potholes.

6.4 Responsibilities Relating to Design

6.4.1 Criteria for Utility Work

Certain criteria for Utility Work are set forth in this Section 6.4.1. Where Utilities are located

within the Right of Way or are otherwise impacted by the Project, Design-Builder shall consider

impacts by the Project, including stray current, dead and live loads, and clearance

requirements, to determine if Protection in Place or Relocation is required.

A. Existing Utilities may be Protected in Place when located within the public right of

way and outside the Right of Way, and if the minimum depth and clearance of

existing Utility meets the requirements of the Utility Owner and applicable

Governmental Rules;

B. Any existing Utilities located within the Parking Facilities sites shall be Relocated

outside of the Right of Way; and

C. Where Protection in Place is not practicable and New Utilities and Relocations are

required, Relocations shall be designed and constructed in accordance with the

requirements for New Utility construction per the Utility Owner, Metro, CPUC, and

applicable Governmental Persons and third parties.

6.4.2 Utility Work Plans

After Design-Builder has advanced the Project design sufficiently to clearly define Utility

impacts, Utility Work plans shall be prepared by Design-Builder confirming existing Utility

locations and proposed Utility Work. The plans shall be submitted to the Authority, the Utility

Owner(s) and applicable Governmental Persons for review and approval.

Design-Builder or the Utility Owner shall prepare the Final Design for Relocations. If the Utility

Owner is preparing the design for New Utilities or Relocations, Design-Builder shall review the

design plans to ensure they are consistent with Design-Builder’s Project design.

6.4.3 Corrosion Control and Cathodic Protection

Design-Builder shall provide corrosion control and cathodic protection for Utilities as required.

Project-specific requirements for corrosion control and cathodic protection are specified in

Section 9.0 of these Performance Specifications.

6.5 Responsibilities Relating to Construction

A. Where construction is by Design-Builder: Design-Builder shall perform all such

construction in accordance with the Contract Documents, including the requirements

in Volume 5- Agreements. Design-Builder shall remove temporary Relocations and

temporary supports to meet the permanent facility requirements of the Utility Owners.

B. Where construction is by Utility Owner: Design-Builder shall inspect all construction

performed by Utility Owners and/or their contractors in order to verify compatibility

and proper interface with the Project, as well as for compliance with applicable

Governmental Rules and Governmental Approvals. Design-Builder shall

immediately notify the Authority in writing regarding any inconsistency with the

approved plans, defects in construction, or incompatibility with the Project.

Design-Builder shall be responsible for monitoring progress of Utility Owner work and

for notifying the Authority if Design-Builder has cause to believe that the Utility Owner

will not meet specified deadlines.

6.5.1 Abandonment and Removal of Utilities

Design-Builder is responsible for all abandoned Utility Work required for the construction and/or

accommodation of the Project, without regard to the allocation of responsibility for Relocation

work. For each Utility within the public right of way to be abandoned in place or removed to

accommodate the Project, Design-Builder shall make all arrangements and perform all work

necessary to abandon such Utility, including design, construction (e.g., plugged, capped, and/or

filled with inert material to preclude future settlement of embankments, structures, or pavement),

and in each instance obtaining consent from any affected landowner(s) as well as any

necessary Governmental Approvals. For each abandoned Utility within the Right of Way,

Design-Builder shall be responsible for all work associated with the removal and disposal of the

Utility. The standards and practices required regarding abandoned Utility Work shall be those

required by the Utility Owner, Metro, and applicable Governmental Persons.

6.5.2 Utility Backfilling Operations

Design-Builder shall remove all non-Utility related material from any trenched Utility installation

prior to backfilling. This shall include any wood, steel, or other materials used for shoring,

trench lining, forming for conduit bedding, temporary support systems, or seismic restraint

systems. Trenched Utilities shall include all manholes, vaults, hand holes, or other such

structures.

6.5.3 Shutdowns and Temporary Diversions and Notification of Utility Owners and

Customers

Design-Builder shall maintain a Utility shutdown list, location map, and schedule of all Utility

shutdowns and/or interruptions in service, including Service Lines. Design-Builder shall include

on the shutdown list the location of valves, hydrants, switch panels, and applicable

appurtenances as well as names and phone numbers for emergency contacts. Design-Builder

shall provide a copy of the map, list, and schedule to the Authority and to any affected Utility

Owner within 24 hours of receipt of a request from the Authority and/or affected Utility Owner.

This list shall also be available to Design-Builder and its subcontractors at all times and all

locations of work.

Design-Builder shall notify, verbally and in writing with a copy to the Authority, each Utility

Owner of shutdowns. Design-Builder shall also maintain a record of the notification. For any

proposed water main shut down, notification to applicable City fire departments is also required.

Design-Builder shall submit its proposals for shutdowns and temporary diversions to the

appropriate Utility Owner, with a copy to the Authority, at least 21 days prior to the proposed

diversion or shutdown date. Such proposal(s) shall be subject to review and approval of the

Utility Owner(s) and applicable Governmental Persons. Design-Builder shall notify Authority

upon submission to Utility Owner(s) and applicable Governmental Persons and subsequent

approval.

Shutdown and temporary diversion proposal for all Utilities shall include:

A. Proposed schedule with dates and timeframes for mobilization, shutdown times,

construction, system reconnections, contingencies, flushing and disinfection,

required testing (pipe deflection test, leak test, microbial tests, chlorine residual,

etc.), and restoration of Utility services;

B. Utility bypass systems, temporary service provisions, and contingency plans as

necessary. These may include bottled water, backup pump systems, odor control,

portable sanitation and portable piping systems, temporary power, and

communications as necessary;

C. Engineering calculations verifying that the temporary system will convey peak flow

and fire flow requirements equal to the existing system capacity. Such calculations

shall include hydraulic model analysis of water, sewer and storm diversion flows as

required, bypass pump calculations, temporary shoring and thrust restraint

calculations, as required, and approved by Utility Owner and applicable

Governmental Persons;

D. Plan, profile, and detail drawings of the temporary diversion as required, showing

temporary piping, connections to existing pipelines, temporary plugs, thrust restraint,

shoring, blow off locations and details;

E. Temporary diversion and/or shutdown schedule date, times, supervisor in charge,

description of work, traffic control and 24-hour manned on-site monitoring of all

mechanical pump bypass systems and other temporary systems as necessary;

F. For shutdowns, list of affected properties and contact names with any special needs

and/or temporary service as required to compensate for public Utility service

interruption. Diversions require no customer notification if there will be no impact to

Utility service or fire protection; and

G. Copy of draft written public notice forms proposed for distribution to affected

customers.

6.5.4 Construction Record

Design-Builder shall maintain a record of the construction activities relating to all Utilities that

have been designed and approved for construction (AFC). Individual files shall include a record

of the following information:

A. AFC plans which have been approved by the Utility Owner;

B. Notification of construction dates;

C. Record of meetings with Utility Owner;

D. Signature of Utility Owner inspector on AFC Plans (when required);

E. Record of Utility Owner inspector present at any time;

F. Any revisions to the AFC plans; and

G. Date(s) construction completed.

6.5.5 Damage Report

Design-Builder shall report any Utilities damaged immediately to the Utility Owner and the

Authority. Design-Builder shall complete a Utility damage report within 24 hours of damage and

submit it to the affected Utility Owner and the Authority.

6.6 Protection in Place of Existing Utilities

In accordance with Section 6.4.1, Design-Builder shall Protect in Place Utilities in the public right

of way wherever practicable in order to permit construction of the Project. Design-Builder shall

prepare plans for all Protections in Place and obtain approvals of such plans from each

applicable Utility Owner and Governmental Person.

6.7 Utility Service Connections

Utility service connections including all existing and new traffic signals, existing and new street

lighting, existing and new pedestrian lighting, Parking Facility water and power, fire water, new

and existing landscaping water and power, and Parking Facility drainage and sewer, shall be

considered New Utility Work.

Separate utility service connections, including meters and appurtenances will be required for

utility feeds to the parking facilities versus utility feeds to Project elements outside of the parking

facilities.

6.8 Incidental Utility Work

Design-Builder shall perform all Incidental Utility Work, including performing any necessary

coordination with Utility Owners, furnishing design, performing construction, and obtaining and

complying with required Governmental Approvals.

6.9 Coordination and Scheduling

6.9.1.1 General Requirements

Design-Builder shall coordinate with all affected Utility Owners in order to accomplish the Utility

Work (including obtaining information, coordination of scheduling, design review, inspections,

and approvals). Design-Builder shall monitor the progress of work by Utility Owner and resolve

any scheduling difficulties with the Utility Owner.

Design-Builder shall determine, in consultation with affected Utility Owners, the notification lead

times and Utility response times and include in its Baseline Schedule and Current Project

Schedules such times necessary for the following:

A. Performing field investigation to identify and verify existing Utilities;

B. Performing a sufficient level of design to definitively identify Utilities which require

Relocation;

C. Establishing or terminating temporary or permanent Utility connections;

D. Preparing design, whether by Design-Builder or Utility Owner;

E. Design review in accordance with Volume 3, Document 1- General Requirements,

Section 2.0;

F. Providing written notice to the community in accordance with Volume 3, Document 1-

General Requirements, Section 1.5; and

G. Construction in accordance with the Contract Documents, whether by Design-Builder

or by Utility Owner.

6.9.1.2 Specific Requirements

The Utility Owners have supported the Authority’s effort on behalf of the Project and expressed

a willingness to participate effectively in the design and construction of the Project. The

following requirements identified by the Authority are important to the Utility Owners. Design-

Builder shall:

A. Keep Utility Owners well-informed of design and construction schedules;

B. Keep Utility Owners informed of changes that affect their Utilities, as well as provide

Utility Owners sufficient time to notify their customers of any potential impacts to

service;

C. Keep Utility Owners involved in making the decisions that affect their Utilities, so

Utility Owners are able to provide uninterrupted service to their customers or

minimize interruption of services;

D. Cooperate with the Utility Owners to solve problems by improving their services and

systems to the extent that such improvements are consistent with Design-Builder’s

scope of work as otherwise set forth in the Contract Documents and without

additional expense to the Project;

E. Act diligently in continuing the positive relationship that the Authority has developed

with the Utility Owners;

F. Coordinate with those Utility Owners who perform their own work by scheduling

adequate time to accomplish their work; and

G. Respond, coordinate, and support negotiations with Utility Owners that request

Betterments by providing information on design and construction costs and schedule.

6.9.1.3 Inspections

Design-Builder shall permit all inspections requested by Utility Owners; provided, however, that

the Utility Owners’ field representatives shall have no right to give direction to Design-Builder

regarding performance of the Work except to the extent approved or directed by Authority.

6.9.2 Agreements with Utility Owners

6.9.2.1 General

The Authority has entered into a number of agreements with certain Utility Owners as set forth

in Volume 5- Agreements. These agreements provide a framework by which the respective

Utility Owners, Design-Builder, and the Authority will execute the Utility Work (including design,

modifications, Relocations, new construction, and approval of facilities within the various

jurisdictions that are necessary for the completion of the Work). The rail right of way defined in

these agreements do not mean Right of Way, as defined in this Contract. Design-Builder shall

be responsible for all costs associated with Utility Work, including Relocations, abandonments,

and Protections in Place.

To the extent there is no agreement with a Utility Owner, the following terms apply:

A. The costs associated with Relocations shall be included in the Contract Price;

B. Design-Builder shall follow Utility Owner policies, procedures, Work Order process,

etc;

C. Design-Builder shall notify Utility Owner at least 10 Working Days prior to

commencing the construction for each Relocation, such that the Utility Owner may

make arrangements for such inspection; and

D. Each party shall designate, in a written notice provided to the other Party, an

individual to serve as a point of contact.

Agreements with Cities provided in Volume 5- Agreements discuss franchise agreements with

Utility Owners. Additionally, certain license agreements and franchise agreements may exist

with Utility Owner for Utilities within the Right of Way. Design-Builder shall not receive any

reimbursement or compensation as a result of any license agreement or franchise agreement.

Design-Builder shall make no assumption that the Authority will exercise the Authority’s,

Metro’s, or City’s rights as stated in any license agreements or franchise agreements.

6.9.2.2 Design-Builder’s Obligations

Design-Builder shall comply with the terms of all agreements provided in Volume 5-

Agreements.

6.9.2.3 Utility Owner Designated Subcontractors

If required by Utility Owner or other applicable Governmental Person, Design-Builder shall use

as subcontractors only those private contractors on the pre-qualified list provided by the Utility

Owner or such other Governmental Person.

6.10 Utility Owner Responsibilities

6.10.1 Coordination

It is anticipated that the Utility Owners will coordinate with and support Design-Builder and the

Authority by attending the coordination and information meetings.

6.10.2 Existing Records

It is anticipated that the Utility Owners will provide copies of existing records if Design-Builder

requires additional information for design.

6.11 Administrative and Legal

6.11.1 Real Property Rights Documentation

Design-Builder shall provide assistance to the Authority and Utility Owners for the preparation of

real property rights documentation required in connection with Utility Relocations and other

rights and interests, including leases and licenses, easement deeds, quitclaims and other

deeds, joint use and consent to common use agreements, and any necessary amendments to

the foregoing. Such assistance shall include preparing and providing documentation as is

requested by the Authority (such as legal descriptions, drawings, and other exhibits), reviewing

such documentation for accuracy with respect to Project related information and consistency

with Project requirements, and providing comments with regard to same.

6.11.2 Contact List

Design-Builder shall provide a list containing the contact information for each Utility. Design-

Builder shall update and maintain the Utility contact list, as necessary, and provide a printout to

the Authority upon request.

6.12 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for Utility Work to detail its proposed design and construction,

including:

A. Project-specific Specifications;

B. Composite of existing Utilities plans;

C. Composite Utility Work plans (including the Project’s duct bank and conduit system

(DBCS)); and

D. Utility Work plans, profiles, services, and details by type, organized by Utility Owner

and Utility.

7.0 STRUCTURES

The Specifications included in this Section 7.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to structures including

Parking Facilities, retaining walls, traction power supply substation wall, bike locker and bike

rack slabs, and other miscellaneous structures required for the Project. All Work in this Section

7.0 shall follow the requirements set forth in Volume 3, Document 3- Advanced Conceptual

Engineering Drawings; Volume 3, Document 4- Metro Requirements; UPRR requirements;

Volume 4- Environmental Requirements; these Performance Specifications; and other

applicable Contract Documents.

7.1 General

The design of the structures shall incorporate all operating and service functions related to the

Project and meet or exceed the design criteria cited in this Section 7.0, the applicable criteria

set forth in Section 1.3, and applicable Governmental Rules. The structural design shall include

the effects of soil-structure interaction, stray current, and construction factors, and shall provide

maintenance features that comply with the Authority and applicable third party requirements.

7.2 Existing Structures

Design-Builder shall Protect in Place all existing adjacent structures and modify as necessary

any structures, elements, and facilities which are impacted by the Project, including:

A. Irwindale Avenue grade separation structure and slope paving;

B. Azusa Industrial Lead tunnel under the rail right of way and I-210 freeway; and

C. Bridge at Azusa-Citrus station area, future Citrus Avenue.

7.3 Oversizing of Columns

Design-Builder shall oversize the columns of the parking structures, accounting for vertical axial

loads only, to accommodate potential future vertical expansion, whereby the number of parking

stalls may increase to 800 stalls at Arcadia, 600 stalls at Monrovia, 700 stalls at Irwindale, and 400

stalls at Azusa-Citrus. Design-Builder shall assume that future expansion will not increase the

structural footprints, foundation, or lateral framing system of these parking structures.

7.4 Retaining Structures

The Project includes the design and construction of a number of retaining structures. The

approximate locations of retaining structures are indicated in Volume 3, Document 3- Advanced

Conceptual Engineering Drawings. Design-Builder shall determine the exact limits of the

retaining structures and consider the most effective structure type and material. Design-Builder

shall only use the following types of retaining walls on the Project:

A. Split face concrete masonry unit (CMU) block for walls less than four feet in height;

B. Reinforced cast-in-place (CIP) concrete with fractured fin finish;

C. Mechanically stabilized earth (MSE) with fractured fin finish; and

D. A soil nail retaining structure system may be used for the retaining wall west of the

Irwindale Avenue public right of way, if the following conditions are met:

1. Wall shall be designed and constructed to comply with the standards and

requirements of Metro, Caltrans, City of Irwindale, and applicable

Governmental Persons;

2. Geotechnical investigation shall be performed to establish design earth

pressures, stand-up time, conditions for drilling soil nails, and soil nail

capacity. Investigation shall also address groundwater, liquefaction, and

service and ultimate bearing capacity;

3. The wall system shall be designed in accordance with Caltrans “SNAILZ”

software or an equivalent analytical method;

4. Load testing and proof testing shall be performed to verify the design;

5. Maximum soil nail spacing shall not exceed eight feet horizontally and

eight feet vertically, with minimum of two soil nails for short walls;

6. Permanent soil nails shall be designed to accommodate corrosion;

7. Conceptual design and calculations, including global and local stability,

shall be submitted to Authority, City of Irwindale, and applicable

Governmental Persons for review and approval;

8. Hydrostatic pressure and drainage shall be addressed;

9. Exposed finish of wall shall have a fractured fin finish; and

10. Utilities within Irwindale Avenue shall be Protected in Place.

Design-Builder shall finalize structure height, length, and other details during final design. All

structure construction, including footings and straps, shall be located within the Right of Way.

All areas disturbed by wall construction shall be replaced in kind.

Design-Builder shall coordinate design and construction of the retaining walls abutting the

Alignment Project with the Alignment Contractor to assure proper interface between the two

projects.

7.5 Foundations and Geotechnical Services

Design-Builder shall conduct a program of borings, test pits, or other geotechnical investigations

to provide the basis for the foundation design.

Design-Builder is responsible for performing all the required and necessary geotechnical

services to design and construct the Project foundations in conformance with the Project

requirements and the following provisions:

A. Review the existing geotechnical data, evaluate the requirements of the Work, and

perform any additional geotechnical explorations, analyses, and laboratory testing

that are necessary to supplement the existing data;

B. Identify and obtain all the required environmental, entry, drilling, or other permits

required by applicable Governmental Persons for geotechnical investigation prior to

the beginning of field investigation Work;

C. Prepare Maintenance of Traffic Plans in accordance with Volume 3, Document 1-

General Requirements Section 3.5 and obtain permits as required by applicable

Governmental Persons for performing the geotechnical fieldwork;

D. Identify the location and depth of any underground Utility line near the location of any

geotechnical investigation site;

E. Prior to conducting boring explorations in the field, submit a boring plan to the

Authority and applicable third parties for review and approval. The plan shall include

the number, location, depths of borings, types of borings, and soils tests, and testing

frequency;

F. Backfilling of borings, test pits, cone penetration test (CPT) holes, etc., shall be

performed in accordance with applicable Governmental Rules;

G. Perform laboratory testing to develop subsurface soil properties. All testing shall be

performed in accordance with Caltrans and/or American Society for Testing and

Materials (ASTM) testing procedures;

H. Perform engineering analyses and calculations to provide design parameters for

design of structure and embankment foundations;

I. Determine impacts of geologic/geotechnical and groundwater conditions on design

and construction, and the appropriate mitigation measures;

J. Provide drawings showing locations of the geotechnical investigations, including soil

borings, test pits, geophysical surveys, and CPT locations, and prepare boring logs

and log of test boring (LOTB) sheets;

K. Provide recommendations for shoring and falsework foundations during construction;

and

L. Retain soil samples in suitable containers marked using exploration records until

Final Acceptance and providing such samples to Caltrans, if requested, prior to Final

Acceptance.

7.6 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for structures to detail its proposed design and construction.

Design-Builder shall organize the structural plans such that all plans, sections and details for a

specific structure (i.e. a parking structure or retaining wall) are grouped together. The structural

plans shall include the following:

A. Project-specific Specifications;

B. Retaining structure plans, elevations, and details;

C. Parking structure plans, elevations, sections, and details;

D. Protection plans, elevations, sections, and details;

E. Walls; and

F. Miscellaneous structures.

8.0 MECHANICAL, ELECTRICAL, AND PLUMBING

The Specifications in this Section 8.0 are provided to augment, supplement, and modify the

technical requirements for Design-Builder Work related to mechanical, electrical, and plumbing.

All Work in this Section 8.0 shall follow the requirements set forth in Volume 3, Document 3-

Advanced Conceptual Engineering Drawings; Volume 3, Document 4- Metro Requirements;

these Performance Specifications; and other applicable Contract Documents.

8.1 Heating, Ventilation, and Air Conditioning (HVAC)

A. Design-Builder shall provide HVAC systems for the public areas of parking

structures, as required by, and in accordance with, the California Mechanical Code,

2010, Chapter 4, Section 403.8; and

B. Design-Builder shall provide HVAC systems for the equipment rooms, considering

control of temperature and air quality needs, including:

1. Elevator equipment rooms;

2. Electrical rooms;

3. Communications equipment rooms; and

4. Mechanical equipment rooms.

8.1.1 Specific Requirements

A. Considering design criteria requirements, ambient temperatures, heat generated

during operation of the housed equipment, and temperature sensitivity of the housed

equipment, Design-Builder shall design and implement effective ventilation

provisions and shall coordinate with Alignment Contractor to establish HVAC needs

in the electrical and communications equipment room(s);

B. Design and installation of HVAC equipment shall provide clearances recommended

by the manufactures and dictated by applicable codes. Layout shall provide easy

access for the maintenance and operation of equipment;

C. Portions of parking structures that are at or above-grade shall be naturally ventilated

whenever possible. Design-Builder shall provide ventilation system for all below-

grade levels. Ventilation systems shall be in accordance with Volume 3, Document

4- Metro Requirements and applicable Governmental Rules;

D. All thermostats controlling the HVAC equipment shall be located as per Volume 3,

Document 4- Metro Requirements;

E. Equipment requiring vibration isolation shall be isolated from the structure by means

of spring or rubber-in-shear vibration isolators. All piping and ductwork attached to

rotating equipment shall be isolated from such equipment by flexible connectors;

F. All floor mounted equipment shall be placed on reinforced concrete pads;

G. Where interior of ductwork is visible through an air outlet, inside of duct shall be

painted with a flat black primer and visible lining shall have black facing;

H. Mechanical identification shall be provided for common HVAC and plumbing

equipment including motors, valves, fans, pumps, piping, ductwork, etc. Engraved

tags shall be securely attached by rivets or epoxy;

I. Piping shall be color-coded per ASME A13.1 and painted or have adhesive labels for

identification and flow direction; and

J. All plumbing vents and exhaust outlets shall be at least 10 feet away from or three

feet above all outside air intake or openings into the building.

8.1.2 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for HVAC to detail its proposed design and construction,

including:

A. Project-specific Specifications;

B. HVAC equipment schedules;

C. HVAC operation sequencing diagrams and descriptions;

D. Calculations for determining HVAC equipment capacities; and

E. Complete Shop Drawings indicating detailed layout of the HVAC equipment including

ductwork layout and indicating all major dimensions. Shop Drawings shall include

the following:

8.2 Sump Pumps

Sump pumps shall be provided at the Azusa-Citrus parking structure and other parking

structures where necessary, and shall conform to the requirements for “Station Drainage Pump

Stations” in Volume 3, Document 4- Metro Requirements.

8.2.1 Documentation

Design-Builder shall submit complete shop drawings for the sump pump devices and associated

piping for each parking structure where provided.

8.3 Fire Suppression Systems

Design-Builder shall design, install, and construct fire suppression systems at each parking

structure. Fire suppression systems shall include, but are not limited to:

A. An automatic fire sprinkler system;

B. Class I standpipes at all stairwells for all levels;

C. Fire hydrants outside the parking structure where required by applicable Governmental

Persons;

D. Fire extinguishers, minimum rated 2A:10BC, on all levels; and

E. A Knox box, location to be coordinated and approved by the local Fire Department and

Metro.

The automatic sprinkler systems provided for each Parking Facility shall conform to NFPA 13

and Volume 3, Document 4- Metro Requirements. Each enclosed room within the Parking

Facilities shall be provided with automatic sprinkler protection. The fire detection and

suppression system shall meet the codes and requirements of Metro, the jurisdictional fire

department, the fire/life safety and security committee, and applicable Governmental Rules.

Design-Builder shall design, locate, construct, and install a fire department connection and

backflow preventer device at each parking structure, in accordance with codes and

requirements of Metro, the jurisdictional fire department, and applicable Governmental Rules.

8.3.1 Documentation

Design-Builder shall submit sprinkler layout drawings and complete shop drawings for the fire

suppression sprinkler and standpipe systems.

8.4 Metro Keying System

Metro utilizes a standardized lock and keying approach, in both hardware and process. Doors

provided for structures, cabinets, junction boxes, and other panels and boxes shall be provided

by Design-Builder with locks and keys.

8.4.1 Hardware

A. Door locks: Metro uses Sargent 11 line cylindrical locks:

1. Part no. 2870 11G04 LL 26D for storeroom function doors; and

2. Part no. 2870 11G05 LL 26D for office function doors;

B. Padlocks: Metro uses Pacific Lock part no. 1521C brass, two-inch stainless steel

shackle with unattached chain. The Metro logo and lock serial number shall be

provided on the padlock by the manufacturer per Metro standard;

C. Lock cores: The cores shall be BEST Access Systems “WC” keyway, 7-pin, part no.

1CP7WC1-626; and

D. Keys: Keys shall be WC, 7-pin blank keys, part no. 1AP1WC1-KS609-KS800; two

keys shall be provided for each lock.

8.4.2 Construction and Permanent Locks Procedure

A. Design-Builder shall procure all lock cores for construction and permanent use, and

provide to Metro the paid purchase order number;

B. BEST Access Systems will provide to Design-Builder construction cores for keying

per Design-Builder’s needs, and will retain the blank permanent cores; and

C. Metro will arrange for shipment of the blank permanent cores from BEST Access

Systems, key the permanent cores and, upon turnover of the facilities and

equipment, change-out the construction cores and return them to BEST Access

Systems.

8.5 Alignment Project Duct Bank Interface and Conduits

Design-Builder shall provide means for main communications and power cable routing between

Parking Facilities and the Alignment Project duct bank and conduit system (DBCS) for required

Alignment Project cable. Direct burial of cable shall not be acceptable anywhere on the Project.

8.5.1 Specific Requirements

8.5.1.1 Alignment Project DBCS Interface

A. For the surface parking lot, the Alignment Contractor will provide a DBCS interface in

the form of two, four-inch conduits from the nearest station communications housing,

stubbing-out in a maintenance hole or pull box at a point along the Right of Way that

provides a convenient interface for continuation to a maintenance hole provided on

the surface parking lot Site by Design-Builder. Location of the “lot maintenance hole”

shall be determined in coordination with the Authority;

B. For parking structures, Design-Builder shall provide a conduit system integrated with

the Alignment Project DBCS for the required functions;

C. The DBCS interface shall conform to NEC requirements, including minimum

separation provisions or distance between low-voltage and high-voltage/power

conduits;

D. Design-Builder shall provide pull boxes, manholes, or vaults at minimum intervals of

1000 feet and at the following locations:

1. Where cable-turning is required; and

2. At the interface demarcation point with the Alignment Contractor;

E. The DBCS interface scheme shall be optimized, to the maximum extent practicable,

to minimize the number of conduits that are below 40% fill. However, all code,

spare, and future requirements shall be maintained;

F. Duct runs shall have a minimum bend radius appropriate for the cable and

application, and shall meet code requirements;

G. Design-Builder shall install underground warning tape one foot above each buried

duct, and shall indicate the type of circuit(s), as appropriate;

H. Duct construction shall include conduits and conduit spacer scheme all encased with

a minimum of three-inch concrete, as necessary to ensure adequate loading

capability; and

I. Locations of existing Utilities shall be verified by Design-Builder, as specified in

Section 6.0 (Utilities) of these Performance Specifications.

8.5.1.2 Conduits

A. A conduit system for the complete communications systems in each parking

structure shall be provided;

B. Conduits carrying fiber optic cable shall not exceed cumulative bend constraints for

the fiber cable, and shall meet code and standards requirements;

C. Exposed conduit is only acceptable if not visible from any exterior perspective;

D. Stub-ups shall meet code and standards requirements;

E. A pull rope shall be installed in each conduit, and left in the spare and unused

conduits or duct liners for future use. 1/8-inch diameter pull ropes shall be used for

conduits two inches and smaller in diameter and ¼-inch diameter pull ropes shall be

used for conduits larger than two inches in diameter; and

F. A conduit system for the surface parking lot and each parking structure shall be

designed to provide future automatic license plate recognition (ALPR) CCTV

surveillance, as follows:

1. Conduit runs shall be provided from each automotive entrance and exit to

the communications room located within each parking structure, or to the

“lot maintenance hole” provided at the surface parking lot;

2. The conduit runs shall be terminated within 10 feet of every automotive

entrance and exit. Each automotive entrance and exit shall have a

unique conduit run from within 10 feet of each of the openings to the

inside of the communications room located within the parking structure or

to the “lot maintenance hole” of the surface parking lot. The automotive

entrance and exit conduit terminations shall be located 10 feet above

either the driveway or driveway island;

3. The conduit shall be one-inch outside diameter (OD) metallic conduit and

shall be installed so as to be inconspicuous as possible throughout its

path from each of the automotive entrances and exits;

4. The usage of sweeps shall be used throughout the installation. 90

degree conduit connectors and junctions shall not be used in any area

where direction of the conduit run changes greater than 30 degrees; and

5. Care shall be given to esthetics and ensuring that all runs are straight

where possible.

8.5.1.3 Maintenance Holes, Handholes, Pull Boxes and Junction Boxes

A. Sizes and drainage design shall meet code and standards requirements; and

B. Junction boxes shall be of NEMA 4 rating or better for water resistance, and suitable

for locations in which they are being installed.

8.5.1.4 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for the conduit system to detail its proposed design and

construction, including:

A. Project-specific Specifications;

B. Complete conduit plans for Parking Facilities, including routing, profile, locations of

maintenance holes, hand holes, pull boxes, conduit stub-ups, and junction boxes.

Separate conduit plans for each facility shall be provided;

C. Details for maintenance holes, hand holes, pull boxes, and junction boxes;

D. Conduit schedules for Parking Facilities; and

E. Wire/cable schedules for power, lighting, and Design-Builder furnished equipment.

8.5.2 AC Power Distribution System

Design-Builder shall be responsible for Utility power provisions and AC electrical power

distribution for Parking Facilities.

8.5.3 Electrical Utility Service

Design-Builder is responsible for obtaining, building, testing, and connecting all necessary Utility

power drops for all needs on the Project. Unless specified otherwise, Design-Builder shall be

responsible for coordinating with Utility to provide individual power feeds for each Parking

Facility and Enhancement requiring power. To the maximum extent practicable, Utility service

shall be provided underground to each Parking Facility. Where underground service is

unavailable or impracticable, Design-Builder shall notify the Authority.

Authority or City, as applicable, will be responsible to pay for electricity consumption charged by

the Utility Owners as a result of these Utility services.

8.5.4 Parking Facility Power Distribution

A. Design-Builder shall be responsible for the complete power distribution system at

Parking Facilities, and shall provide and install all necessary power panels, circuit

breakers, wiring, conduit system, back-up power, and other electrical equipment and

components to power all Parking Facilities and related equipment in compliance with

all applicable building and fire codes;

B. Design-Builder shall provide an uninterruptable power supply (UPS) at for each

Parking Facility. The UPS shall be sized based on load calculations and back-up

power time duration of four hours;

C. All Project power wiring shall be installed in conduits, duct banks, raceways, or

wireways separated from low voltage control and communication wiring;

D. Design-Builder shall be responsible for coordinating all aspects of the design and

construction phasing of the power distribution system with electric Utility Owners with

Authority participation. Utility company approvals shall be obtained for these and for

final power distribution system acceptance;

E. Design-Builder shall provide all necessary grounding, corrosion control provisions,

lightning protection, and electrical system protection. Grounding and corrosion

control are addressed in Section 9.0 of these Performance Specifications; and

F. Design-Builder shall design, furnish, and install all housekeeping electrical power

components in accordance with Metro requirements.

8.5.5 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for the AC power distribution system to detail its proposed

design and construction, including:

A. Project-specific Specifications;

B. Load calculations for Parking Facilities;

C. Catalog cut sheets for UPS, breakers, panels, cabling, and other electrical

equipment; and

D. Electrical plans for Parking Facilities:

1. Symbols, abbreviations and general notes;

2. Site plan;

3. Single line diagrams;

4. Power plan;

5. Circuit breaker panel schedules

6. Conduit and cable schedules; and

7. Miscellaneous shop drawings and details.

8.6 Lighting

8.6.1 Parking Facility Lighting

A. Facility lighting shall be simple and economical to construct and maintain, energy

efficient, and vandal resistant;

B. Design-Builder shall design and install lighting for public and non-public areas of the

Parking Facilities in accordance with Volume 3, Document 4- Metro Requirements

C. At each Parking Facility, Design-Builder shall provide emergency lighting in

compliance with Volume 3, Document 4- Metro Requirements and other applicable

third party, building, and fire code requirements regarding emergency lighting.

Emergency lighting fixtures shall be the same as the normal Parking Facility lighting

fixtures. All light fixtures shall be installed in a manner that is difficult to vandalize;

D. The life of the lamp and any associated ballasts shall be not less than 25,000 hours

and energy efficient to reduce maintenance, LEDs are preferred;

E. Outdoor light fixtures shall be weatherproof and easy to maintain and change the

lamp; and

F. Outdoor lights shall be illuminated nightly such that lights automatically activate at

dusk and turn-off at dawn via an automatic function.

8.6.2 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for lighting to detail its proposed design and construction,

including:

A. Project-specific Specifications, including for light fixture, lamp, and mounting;

B. Light fixture schedule for Parking Facilities;

C. Lighting/emergency lighting plan for Parking Facilities;

D. Custom fixture details if outside of standard;

E. Catalog cut sheets of all equipment, fixture/lamp illumination specifications, etc;

F. Mounting method and locations;

G. Shop Drawings; and

H. Miscellaneous details.

8.7 Basic Electrical Components

Electrical components shall conform to requirements of the NEC, Volume 3, Document 4- Metro

Requirements. Freestanding assemblies, including transformers, and equipment cabinets shall

be away from public view and access. This creates one location for all facility related equipment

and cabinets for easier access by the appropriate parties, and harder public viewing and

access. The location of power transformers shall be shown on the architectural and electrical

drawings for each facility along with other applicable drawings as specified in the Contract

Documents.

8.7.1 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for electrical to detail its proposed design and construction,

including:

A. Project-specific Specifications; and

B. Catalog cut sheets of all equipment.

8.8 Elevators

Two elevators shall be provided for each parking structure. Elevators shall be hydraulic and

shall be in accordance with APTA elevator design guidelines and Volume 3, Document 4- Metro

Requirements.

8.8.1 Cab Interface Requirements

Communications equipment provided by the Alignment Contractor that will be mounted in the

elevator cab typically requires specific considerations in designing and fabricating the cab and

control panel. Design-Builder shall coordinate with the Alignment Contractor to establish the

interface mounting requirements prior to Final Design and fabrication.

8.8.2 Recall Interface Requirements

Fire detection devices and the fire detection system for elevator recall will be provided by the

Alignment Contractor. The Design-Builder shall coordinate with the Alignment Contractor to

and fire detection monitoring prior to Final Design.

Performance Specifications.

8.8.3 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for elevators to detail their proposed design and construction,

including:

A. Specifications;

B. Catalog cut sheets; and

C. Shop drawings.

8.9 Plumbing

Design-Builder shall provide complete plumbing system design, installation, and start-up

services for the Parking Facilities in accordance with Volume 3, Document 4- Metro

Requirements.

8.9.1 General Requirements

A. The plumbing system shall include all necessary items such as the following:

1. Plumbing fixtures;

2. Floor drains;

3. Traps;

4. Hose bibs;

5. Cleanouts;

6. Valves;

7. Backflow preventers;

8. Water meters;

9. Plumbing piping; and

10. Drainage, soil, waste, and vent pipes.

B. Design and installation of plumbing equipment shall provide clearances

recommended by the manufactures and dictated by applicable codes. Layout shall

provide easy access for the maintenance and operation of equipment;

C. Equipment requiring vibration isolation shall be isolated from the structure by means

of spring or rubber-in-shear vibration isolators. All piping attached to the rotating

equipment shall be isolated from such equipment by flexible connectors;

D. All floor mounted equipment shall be placed on reinforced concrete pad as per

Volume 3, Document 4- Metro Requirements;

E. Each facility that requires water service shall be provided with a water main sized for

the total plumbing fixture demand for that facility. Four hose bibs, with lock box, for

cleaning, shall be provided on every parking level, spaced to provide approximately

equal coverage. A water meter and backflow preventer shall be installed in the water

main serving the facility;

F. A water meter shall be installed in the water main upstream of the backflow

preventer. Design-Builder shall arrange for the installation of the water meter in

accordance with the water Utility requirements, and shall allow adequate lead time

for the Utility process. Water meters shall be provided for each irrigation system

servicing Parking Facilities. A separate water meter shall be provided for public right

of way areas;

G. Backflow preventer requirements for the facilities are as follows:

1. The domestic water service shall be provided with a pressure reducing

valve (backflow preventer valve). The pressure reducing valve shall be

located on the discharge side of the main shutoff valve; and

2. Backflow preventer valve shall be installed in an enclosure with vandal

resistant lock shield brackets. Enclosure shall be capable of housing

backflow preventer and associated fittings. Clearances between the

enclosure and backflow preventer and associated valves shall be as per

manufacturer’s recommendations. At a minimum, provide enclosure with

a 1 ½-inch rigid steel galvanized steel pipe and end frames. Entire

enclosure and end frames shall be of stainless steel with no. 4 satin

finish;

H. The backflow preventer for the parking structures requiring water shall be installed

within the structure;

I. Design-Builder shall be responsible for verifying locations, elevations, and sizes of all

piping and equipment requiring connections prior to commencing work;

J. All material shall meet the requirements of Volume 3, Document 4- Metro

Requirements;

K. All plumbing work shall be installed in accordance with the latest edition of each

applicable Governmental Rule;

L. Design-Builder shall coordinate all plumbing piping layout and installation with other

trades to avoid conflicts. All plumbing work shall be run in a symmetrical manner,

parallel and right angle with walls, and properly pitched for drainage. Design-Builder

shall install pipes to clear beams and obstructions;

M. All plumbing vents and exhaust outlets shall be at least 10 feet away from or three

feet above all outside air intake or openings into the building; and

N. Drainage for the Parking Facilities shall comply with the requirements of Volume 3,

Document 4.1- Metro Rail Design Criteria, Articles 8.2.5.C.1 and 8.2.5.I.5.

8.9.2 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for plumbing to detail its proposed design and construction,

including:

A. Project-specific Specifications;

B. Detailed Design Documents that include calculations for sizing the plumbing system

based on Volume 3, Document 4- Metro Requirements and applicable plumbing

codes, equipment schedule, and sequence of operation. Plumbing system design

shall list all assumptions, plumbing fixture counts, and other criteria used for the

selection of the plumbing system and equipment selection;

9.0 CORROSION CONTROL AND GROUNDING

The Specifications included in this Section 9.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to corrosion control and

grounding systems. All Work in this Section 9.0 shall follow the requirements set forth in

Volume 3, Document 4- Metro Requirements; UPRR requirements; these Performance

Specifications; and other applicable Contract Documents.

9.1 General

Grounding systems shall prevent electrical shock hazards to the public, Project employees, and

Design-Builder personnel from lightning, Project power, and other adjacent power sources, and

shall protect equipment from damaging voltages and currents.

Design-Builder shall conduct a geotechnical program to test soil samples for pH, resistivity,

chlorides, and sulfates during their design phase program of the Project.

A. Soil and Water Corrosion Prevention: Corrosion characteristics of soils in the Project

operating area shall be documented by Design-Builder’s geotechnical investigation.

Designs shall be based on the results of this investigation. Structures shall be

protected appropriately by coating, insulation, electrical continuity, and cathodic

protection;

B. Stray Current Corrosion Prevention: If not mitigated, stray currents from the DC

traction power system can cause a rapid deterioration of buried metallic structures.

Corrosion engineering techniques shall be used to minimize the flow of stray

currents. Protective measures shall be applied to assure that stray earth currents

are maintained within the acceptable limits;

C. Atmospheric Corrosion Prevention: Alternating wet and dry weather, together with

airborne salts and industrial and chemical pollutants, contribute to increased

corrosion rates of exposed metal structures and hardware. Materials and coatings

shall be selected to minimize atmospheric corrosion; and

D. Grounding: Grounding designs for Parking Facilities and other wayside locations

shall be such that corrosion control designs are not compromised and a safe Project

is provided.

9.2 Interfaces

Design-Builder shall coordinate corrosion control and grounding with the appropriate Utility

Owners, and with the mechanical, civil, structural, electrical, environmental, geotechnical, and

architectural elements throughout the design, installation, and start-up processes of the Project.

Corrosion control, grounding designs, bonding design, and lightning protection requirements

shall be coordinated, and their designs shall be compatible with relevant safety requirements.

Close proximity of traction power supply substations (TPSS) to the Arcadia and Azusa-Citrus

parking structures shall also be considered, and necessary coordination with the Alignment

Contractor shall be performed. Design-Builder shall develop a coordination program that

includes plans/guidelines for testing, corrosion protection, and stray current identification and

control.

As necessary, Design-Builder shall coordinate its designs with corrosion control measures

provided by others to resolve design conflicts and minimize adverse impacts and interference,

and shall coordinate with owners of other structures or real property and keep the Authority

informed.

9.3 Soil and Water Corrosion Prevention

Design-Builder shall develop designs to prevent corrosion of structures from soil and water

conditions. Where failure would affect safety, Design-Builder shall provide corrosion control all

Parking Facilities regardless of location or type of construction material. The structures that

could be affected by soil and water corrosion shall be identified, and shall include at a minimum:

A. Buried and on-grade reinforced concrete structures;

B. Pier and piling structures;

C. Ferrous pressurized piping for water, firewater, etc;

D. Ferrous casing and non-pressurized piping;

E. Reinforced concrete piping; and

F. Other underground structures.

9.3.1 Soil and Water Corrosion Prevention Systems

Design-Builder shall protect metal structures using corrosion control techniques such as

coating, electrical isolation, electrical continuity, and cathodic protection. Where necessary for

the preservation of concrete structures, Design-Builder shall use cement types in accordance

with ASTM C150. For severe environments, which shall be identified by Design-Builder,

supplemental coatings shall be applied.

9.3.2 Materials and Structures

Design-Builder shall protect materials and structures as described below. Alternate means may

be used if approved in writing by the Authority.

A. Ferrous pressure and non-pressure piping: All new buried cast iron, ductile iron, and

steel pressure piping shall be cathodically protected. For impressed current anodes

and rectifier units or sacrificial anode, the number of anodes and the size of rectifiers

shall be determined by Design-Builder on an individual structure basis;

B. Copper piping: Buried copper pipe shall have an exposed and accessible insulating

union installed at each location where the piping enters through a building wall or

floor. A non-metallic, insulating, watertight seal shall be installed at each pipe

penetration point to separate the piping from building structural elements;

C. Concrete/reinforced concrete: Concrete in contact with soils shall be designed based

on the following:

1. Use of Type I Portland cement or Type II Portland cement in accordance

with the site conditions;

2. A maximum water / cement ratio of 0.45 by weight;

3. A maximum of 200 ppm chloride concentration in mixing water and

admixtures combined; and

4. A minimum of two inches of concrete cover on the soil side of all steel

reinforcement when the concrete is poured within a form, or a minimum

three inches of cover when the concrete is poured directly against soils;

D. Support pilings: Designs based on using a steel shell filled with reinforced concrete,

with the concrete as the load-bearing members, do not require further corrosion

control measures. Designs based on the use of metallic supports exposed to the

soil, such as H-beams, shall use protective coatings and cathodic protection. The

need for any special measures shall be based on the type of structures, analysis of

soil borings for the corrosive characteristics of soils, and degree of anticipated

structural deterioration caused by corrosion;

E. Non-metallic materials: For plastics, fiberglass, and other nonmetallic materials for

pressurized piping that could aid in corrosion control, the corrosion control design

shall consider:

1. Manufacturer's recommendations;

2. Mechanical strength and internal pressure limitations;

3. Elasticity and expansion characteristics;

4. Comparative costs;

5. Expected life;

6. Failure modes;

7. Applicable Governmental Rules; and

8. Prior experiences with the proposed non-metallic material in similar

applications; and

F. Hydraulic elevator cylinders: Design of hydraulic elevator cylinder shall comply with

Metro Rail Design Criteria and California Underground Tank Regulation (CUTR),

Title 23. Corrosion control for cylinders shall include the following:

1. Application of an external protective coal-tar epoxy coating resistance to

deterioration by petroleum products (hydraulic fluid); and

2. Installation of hydraulic casing within sealed PVC enclosure including an

inspection port inside an outer fiberglass-reinforced plastic (FRP) casing,

or inside high density polyethylene (HDPE) casing, at location where an

exterior hydrocarbon-resistance membrane is required for elevator pit.

Casing thickness, joints, and diameter shall be designed to prevent

moisture intrusion (including the bottom) to maximize electrical insulation

between the cylinder and earth, and to provide secondary containment

when considered necessary or required in the design of the hydraulic

elevator system.

9.3.3 Corrosion Prevention and Protection Methods

Design-Builder shall design and implement corrosion prevention and protection in accordance

with the following:

A. Coatings: Buried metal structures requiring coating shall be provided with a coal tar

or a coal tar-epoxy coating having high electrical resistance. Mill-applied coatings,

with the use of compatible tape coatings for joints and field touch-up, shall be

specified whenever practicable. The corrosion control design shall specify surface

preparation, application procedure, primer, number of coats, and minimum dry film

thickness for each coating system;

B. Electrical insulation: The corrosion control design shall establish the need for and

location of insulated flanges, spacers, couplings, and unions. Insulated fittings shall

be designed for compatibility with the material, including pressure and temperature

restrictions. All insulated fittings, buried or exposed, shall be provided with

monitoring cables. Wherever possible, a minimum clearance of six inches shall be

provided between new and existing structures. If field conditions prohibit a six-inch

clearance, the design shall include special provisions to prevent electrical contact

with the existing structures;

C. Electrical continuity: Electrical continuity bonds shall be used to provide a low-

resistance path for cathodic protection current on systems with mechanical,

threaded, and slip-on joints. Welded and soldered joints do not require bonding.

Continuity bonds shall be made with high-molecular-weight polyethylene-insulated

copper cables and thermite welds. The cables shall provide a resistance per foot of

less than the bonded structure with a minimum of two wires per joint for redundancy.

All thermite welds shall be coated with coal tar mastic;

D. Cathodic protection: The cathodic protection design shall consider the limitations of

cathodic potential, inaccessibility after construction is completed, and the need for

test facilities; and

E. Standpipe systems: Prior to Substantial Completion, Design-Builder shall submit a

standpipe maintenance recommendation plan that addresses preventive

maintenance for mitigation of microbially induced corrosion (MIC) of the standpipe

systems installed on the Project. The maintenance plan shall include comprehensive

procedures for testing, treatment recommendations, and frequency of testing and

treatments.

9.4 Stray Current Corrosion Prevention

Design-Builder shall develop designs to minimize the corrosion impact of stray currents from DC

traction power systems on the parking structures.

9.4.1 Stray Current Corrosion Prevention System

Design-Builder shall provide stray current corrosion prevention systems based on studies

conducted by Design-Builder that predict the magnitude of anticipated stray currents and

consider the requirements specified in Volume 3, Document 4- Metro Requirements.

9.4.2 Electrical Bonding

A. Parking structures: All metallic grounded items such as lighting fixtures shall be out

of normal contact by patrons. Requirements include:

1. All longitudinal lap splices shall be welded; and

2. All longitudinal members shall be welded to transverse members at intervals

not exceeding 200 feet and at electrical breaks, such as expansion and

contraction joints, in the longitudinal reinforcing structure; and

B. Utility structures: Project and Utility structures, such as buried metallic pipe and

conduits, shall be provided with electrical continuity. Replaced, Relocated, and

Protected-in-Place Utilities owned by others shall be provided with corrosion control

measures as required by individual Utility Owners. Design-Builder shall keep

Authority informed.

9.4.3 Test Facilities

Design-Builder shall provide test facilities on all electrically bonded Project structures to

measure and monitor stray currents. Corrosion control shall include test facilities for individual

protected structures. Design-Builder shall develop detailed description of the test facilities for

various structures.

9.4.4 Special Design Provisions

Design-Builder shall identify special design cases, such as existing building foundations, parallel

tower lines, and unusual soil conditions and recommend special design measures for review

and approval.

9.4.5 Atmospheric Corrosion Prevention Systems

9.4.5.1 Materials

Metals that could be exposed to the atmosphere shall be selected and provided as follows:

Steel and ferrous alloys- Type 316 and 317 stainless steels and high nickel-chromium steels

shall be provided for use in exposed conditions. Stainless steel surfaces shall be cleaned and

passivated after fabrication.

The use of the following materials shall depend upon the results of Design-Builder’s corrosion

control program:

A. Aluminum Alloys: An anodized finish shall be used to provide a weather-resistant

surface;

B. Copper Alloys: Copper and its alloys may be exposed without additional protection;

C. Magnesium Alloys: Where long-term appearance is critical, magnesium alloys shall

have a barrier coating applied. Bimetallic couples shall be avoided; and

D. Zinc Alloys: Zinc alloys may be used without additional protection. Bi-metallic

couples shall be avoided.

9.5 Grounding

Grounding and corrosion control requirements shall not conflict. Complementary grounding and

corrosion control systems shall include proper location of insulation points and timely operation

of grounding mechanisms.

Grounding protection systems shall be concealed where possible and shall:

A. Protect passengers, Project operators, maintainers, and Design-Builder personnel

against hazardous voltages;

B. Provide a ground path for lightning surges and fault currents;

C. Assure integrity of corrosion control systems; and

D. Meet the most stringent grounding code requirements applicable to the Project.

9.6 Documentation

Design-Builder shall submit to the Authority and applicable third parties for review and approval,

all required Design Documents for corrosion control and grounding to detail its proposed design

and construction, including Project-specific Specifications, the standpipe systems maintenance

plan, corrosion control methods, plans, and testing procedures to be used.

10.0 COMMUNICATIONS SYSTEMS INTERFACES

The Specifications included in this Section 10.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to interfaces with the

communications systems equipment that will be furnished and installed by others. All Work in

this Section 10.0 shall follow the requirements set forth in Volume 3, Document 3- Advanced

Conceptual Engineering Drawings; Volume 3, Document 4- Metro Requirements; these

Performance Specifications; and other applicable Contract Documents.

The communications systems furnished, installed, and tested by others for the Project will

include cable transmission system (CTS), closed circuit television (CCTV) system, telephone

system, fire alarm system, facilities intrusion detection/controlled access (IDS) system, and

interface with the existing supervisory control and data acquisition (SCADA) system.

Design-Builder shall provide conduit and equipment housing infrastructure, along with utility

power and equipment interfaces in support of these communications systems.

10.1 Specific Requirements

Communications systems and support equipment will be provided by others in each parking

structure, as follows:

A. One emergency telephone (ETEL) in each elevator, and on each floor of the

structure to be located in the stairwell;

B. One maintenance telephone (MTEL) in each elevator, communications, electrical,

and mechanical equipment room provided in the structure;

C. Fire detection system and fire suppression monitoring with fire alarm control panel,

including required SCADA controls and indications;

D. Intrusion detection for equipment and storage rooms provided in the structure;

E. CCTV cameras for surveillance within each elevator cab;

F. CCTV cameras for surveillance coverage of each elevator landing, each stairwell

landing, and each vehicle entrance and exit point;

G. SCADA controls and indications for the communications systems;

H. SCADA controls and indications for all elevator operations;

11.0 SAFETY AND SECURITY PROGRAMS

The Specifications included in this Section 11.0 are provided to augment, supplement, and

modify the technical requirements for Design-Builder Work related to passenger safety and

security. All Work in this Section 11.0 shall follow the requirements set forth in Volume 3,

Document 4- Metro Requirements; these Performance Specifications; and other applicable

Contract Documents.

11.1 General

Patron safety shall be comparable to that of modern light rail transit systems currently operating

in the United States. The design of the Project shall include provisions to enable safe and

timely evacuation of patrons and personnel from the Parking Facilities. The provisions shall

also include necessary safeguards to protect patrons, system personnel, and emergency

personnel during evacuation and shall minimize exposure to all hazards, including those due to

moving vehicles and potential falls.

11.2 Safety and Security Certification Plan

Design-Builder shall be responsible for implementation of Appendix 3- Safety and Security

Certification Plan into the design and construction of the Project and achieving certification of

the Project design and construction to the Authority, LACMTA and the California Public Utilities

Commission (CPUC). As defined in the SSCP, Design-Builder shall implement a

comprehensive safety certification program. Revisions to the SSCP shall be in accordance with

GO-164D and approved by the Authority, Metro, and CPUC. Design-Builder shall support the

Safety and Security Certification Review Team (SSCRT) as described in the SSCP.

11.3 Safety and Security Certification Verification Report

At the end of the safety certification program and as a requirement for Substantial Completion, a

Safety and Security Verification Certification Report (SSCVR) shall be prepared by Design-

Builder and submitted to the Authority for review and approval. As specified in the SSCP, the

SSCVR shall describe the process, responsibilities, documentation, and procedures used for

certification and provide the supporting documentation. It shall include the safety certificates for

each certifiable element of the Project, and shall clearly state the readiness of the Project,

subsystems, and facilities for Substantial Completion.

11.4 Fire/Life Safety and Security Committee (FLSSC)

Design-Builder shall support the fire/life safety and security committee (FLSSC). Design-Builder

shall present facility descriptions and designs, identify issues needing code or criteria

interpretation, submit Requests for Special Consideration when a deviation is requested, and

provide notice of upcoming fire/life safety events. As described in the SSCP, Design-Builder

shall develop a FLSSC report to obtain the FLSSC Certificate of Occupancy.
