INTRODUCTIONThe ……….Rugby League Club Code of Conduct provides all members, supporters, players, coaches, referees, spectators and officials with some simple rules that assist in delivering a safe and positive environment to everyone involved in the sport, the club and at games. Within that safe environment, every Rabbithos Rugby League Club participant, both internal and external to the club, has the best chance to enjoy the sport.

By accepting the standards of behavior outlined in this Code, we provide opportunities for participants to grow in the sport, build good players, good citizens and good communities in which Rugby League is a social asset.

1. Part 1- Preliminary1.1. Commencement

1.2. ObjectivesThe objectives of this Code are to:

(1) Protect and enhance the best interests, image and welfare of the ………..Rugby League Club within the SARL Competition structure by regulating the conduct of the Clubs, Club Officials and Players;

(2) Collect in one place the provisions governing the conduct of Clubs, Club Officials and Players;

(3) Specify standards of conduct for Clubs, Club Officials and Players;(4)Provide the means by which standards of conduct for Clubs,

Club Officials and Players may be maintained;(5) Provide for the enforcement of standards of conduct for Clubs,

Club Officials and Players.

1.3. Amendments

The provisions of this Code may be amended by the Club and the Provincial Management Structure from time to time in such manner as those structures sees fit, provided that any such amendments are made and notified in accordance SARL Requirements and Processes

1.4. DefinitionsIn this Code, unless the context otherwise indicates or requires, all terms and expressions shall have the meanings respectively assigned to them by the Board of South African Rugby League and/or in this document as owned by The……….. Rugby League Club.

1.5. Interpretation(1)Unless otherwise specified, with respect to the words and

expressions defined in Rule 4:(a) Where words are defined, words denoting the singular include the plural and vice a versa;(b) Where an expression is defined, and other part of speech or grammatical form of that expression has their corresponding meaning;(c) A reference to any gender includes all genders.

(2)Where in this Code reference is made to time, that reference shall be taken to mean the reference to the time in Pretoria, South Africa (UTC +02:00).

1.6. Construction(1)In the interpretation of a provision of this Code, the interpretation that will

best achieve the objects set forth in Par 1.2 is to be preferred to any other interpretation.

(2) Without limiting sub-Rule (1), regard may be had to the contents of the SARL Rules (including the other Schedules and Guidelines to the SARL Rules) when construing the provisions of this Code.

1.7. Jurisdiction(1) This Code applies to the………. Rugby League Club, Club Officials and Players,

and where appropriate, Spectators and Fans.(2) To remove any doubt, where in this Code reference is made to a

“person bound by this Code”, that reference shall be taken to include all Club Officials and Players, and where appropriate, Spectators and Fans.

1.8. Relationship with the SARL Constitution and Code of Conduct(1) Notwithstanding anything herein or elsewhere contained, the provisions of

this Code are not intended to affect in any way the provisions of the SARL Code of Conduct or its Constitution.

(2) To remove any doubt, the SARL Code of Conduct and its Constitutionis intended to exclusively govern proceedings against Players for misconduct of the nature set forth and described therein. This code is therefor approved for implementation by the Board of SARL.

1.9. Extended Meaning of “Match”Where in this Code reference is made to a “Match”, that reference shall be taken to include a Match in the:

(1) SARL Competition;(2) Provincial Competition;(3) Club Competition(4) Related Competitions; and(5) Representative Competitions.

1.10. Extended Responsibility for Conduct(1) Where in this Code, the Club or a person bound by this Code is prohibited

from committing an action, that Club or person shall be taken to have failed to comply with that provision if that person or Club:

(a) Commits an action that is prohibited;(b) Attempts to commit an action that is prohibited; or(c) Aids, abets, counsels or procures another person or entity to do,

or attempt to do, an action that is prohibited.(2) Where in this Code, the Club or a person bound by this Code is required

to do something, that Club or person shall be taken to have failed to comply with that provision if that person or Club:

(a) Fails meet the requirement; or(b)Aids, abets, counsels or procures another person or entity not to meet

the requirements.

1.11. SARL Rules prevailIn the event of any inconsistency between a provision of this Code and a the SARL Rules (save for any other Schedules or Guidelines tothose Rules), the SARL Rules shall prevail.

2. Part 2- General Obligations2.1. General Prohibition

(1) No Club or person bound by this Code shall:(1) Engage in any conduct that is detrimental to;(2) Bring into disrepute;(3) Act in a manner inconsistent with;(4) Act in a manner contrary to; or(5) Act in a manner prejudicial to;

the best interests, image or welfare of the SARL, the , the SARL Competition, Provincial Competition, the Related Competitions, the Representative Competitions, the Clubs and the Game.

2.2. General Duty – A Positive Obligation(1). The Rabbitohs Rugby League Club and every person bound by this Code shall,

so far as practicable, do all things reasonably necessary to promote the best interests, image and welfare of the SARL, the SARL Competition, Provincial Competition, the Related Competitions, the Representative Competitions, the Club and the Game.

2.3. Public Confidence Not to be Impaired(1) No ………Rugby League Club Member or person bound by this Code shall

engage in any conduct that might impair public confidence in the SARL, the SARL Competition, the Provincial Competition, the Related Competitions, the Representative Competitions, any Clubs or the Game.

(2) No Club or person bound by this Code shall engage in any conduct that might impair public confidence in the honesty or integrity of an officer orappointed representative of the SARL , Club Officials, Match Officials or Players.

2.4. Proper adherence of the SARL Rules, Schedules and GuidelinesThe ………Rugby League Club and every person bound by this Code shall:

(1) So far as is practicable, do all things reasonably necessary to ensure; and(2) Not do anything to subvert or detract from;

the proper working of the SARL Rules, and Guidelines to those Rules, including:

(a) This Code;(b) SARL Constitution(b) South African Institute for Drug Free Sport (SAIDS) Rules;

3. Part 3- Particular Obligations: General Overview3.1. Abuse

(1) No person bound by this Code shall at any time abuse an officer orAppointer representative of the SARL, a Club Official, a Match Official, a Player, a member of the Media or a member of the public.

(2) For the purposes of sub-rule (1), a person shall be taken to have abused another person if the former, in relation to the latter, uses crude or abusive language or gestures, insults, threatens, intimidates, assaults, provokes or otherwise acts in an abusive manner.

3.2. Conduct Related to Matches(1) The ………….Rugby League Club and every person bound by this Code must

ensure that every Match is played at all times in a sportsmanlike, disciplined and professional manner. See Players specific requirements for this Code.

(2) The ………..Rugby League Club and every person bound by this Code shall accept and observe the authority and decisions of Match Officials made during, or in connection with, a Match.

(3) The …………….Rugby League Club and every person bound by this Code shall co-operate in ensuring that the spirit of the International Laws of the Game is upheld.

3.3. Discrimination

(1)The ………….Rugby League Club and every person bound by this Code must comply in all respects with the provisions the Anti-Discrimination Legislation of the Republic of South Africa, Constitutional requirements related to race equality and discrimination as set out by the South African Constitution, and those requirements as set out by South African Rugby League.

3.4. Drugs and Alcohol(1)Every Player must comply with ) South African Institute for Drug Free

Sport (SAIDS) Rules.(2) Every person bound by this Code shall, whether or not he is attending an

official function organized by, or arranged for, the SARL, the Province, the SARL Competition, the Provincial Competition, any RelatedCompetitions, Representative Competitions or a Club conduct himself at all times in public in a sober, courteous and professional manner.

3.5. Harassment of Match Officials(1) Under no circumstances is any Match Official to be approached, questioned or

harassed in any way by any person bound by this Code, whether before, during or after a Match.

3.6. Media(1) All Clubs and persons bound by this Code shall, in any dealings with

the Media, conduct themselves in a courteous, responsible and co-operative manner.

3.7. Officials(1) Every Club Official shall at all times:

(a) Act honestly, in good faith, and in the best interests of the SARL, the SARL Competition, the Provincial Competition, the Related Competitions, the Representative Competitions, the Clubs and the Game;

(b) Use due care and diligence in discharging his obligations as a Club Official; and

(c) Exercise the powers conferred upon him as a Club Official for proper purposes and in the best interests of the SARL, the SARL Competition, the Provincial Competition, the Related Competitions, the Representative Competitions, the Clubs and the Game.

(2) No Club Official shall:(a) Take improper advantage of his position as a Club Official(b) Allow a personal interest, or the interest of any associated entity or

person, to conflict with his duties, responsibilities and obligations as a Club Official.

3.8. Player Dress(1) Every Player shall ensure that he is properly attired and, where appropriate,

dressed in the apparel required by the Club, Province, or National selection, in all public appearances as a Player.

3.9. Playing on Merits(1)Every Player shall play in every Match on his merits and to the best of

his skill and ability.(2)The ………….Rugby League Club or any person bound by this Code shall offer or

accept to cause, permit or allow a Player to play in a Match other that on his merits and tothe best of his skill and ability.

(3)In any case where the Club or person bound by this Code receives an offer to cause, permit or allow a Player to play other than on his merits and to the best of his skill and ability, the Club or person shall immediatelyreport the making of that offer to the SARL.

3.10. Promotional Activities(1) The Club and every person bound by this Code shall genuinely

participate in all activities reasonably required by the Province and SARL for the promotion of the Province and SARL, the SARL Competition, the Provincial Competition, the Related Competitions, the Representative Competitions,the Clubs and the Game.

(2) Without limiting sub-Rule (1), every Player shall:(a) Punctually attend public functions arranged or supported by

the The Club, the Province and SARL;(b)Punctually attend appointments arranged by The Club, the Province

and SARL to make appearances in public or for the purposes of the Media;

(c) Wear such apparel as the required during such attendances;(d) Otherwise, comply in all respects with the promotional

obligations set forth.

3.11. Public Comment(1)The ………………Rugby League Club or person bound by this Code shall

not comment adversely on, or(a)The SARL;(b) An elected Member of SARL(c) The SARL Competition;(d) The Provincial Competition;(e) The Related Competitions;(f) The Representative Competitions;(g) The Other Competitions;(h) Any Club;(i) The performance of a Match Official; or(j) Any matter which has been, is, or is likely to be, the subject of a

proceeding before the Club Disciplinary committee, SARL Judiciary, the SAIDS Drugs Tribunal, any Appeals Committee or any other tribunal established by The Club, The province or SARL on a public occasion.

(2) For the purposes of sub-Rule (1), “comment adversely” means to make any comment, whether orally or in writing, or to perform any action that

or might:(a) Be detrimental to;(b) Bring into disrepute;(c) Be inconsistent with;(d) Be contrary to; and/or(e) Be prejudicial to;the best interests, image or welfare of the SARL, the SARL Competition, the Provincial Competition, the Related Competitions, theRepresentative Competitions, any Clubs or the Game.

(3) For the purposes of sub-Rule (1), the expression “on a public occasion” means that the comment was made or the action took place:

(a) In a public setting;(b) To, or in the presence of any person that is known or ought to be known as a member of the Media; or(c) When it is known or ought to be known that the comment or action may be reported in the Media.

(4) The …………..Rugby League Club and its management has to ensure that its Club Officials and Players comply with sub-Rule (1).

3.12. Unlawful Conduct(1) No Club or person bound by this Code shall engage in any conduct that

is against the law of the place where the conduct occurs.

4. Part 4- Specific Obligations: Coach and PlayersIn addition to requirements as set out in Part 3, both Coach and Players are also obliged to comply with the below understanding in terms of this Code:

4.1. Coach Conduct(1)Actively discourage foul play and unsportsmanlike behavior(2)Seek to maximize the participation and enjoyment for all players regardless of ability (3)The players’ health and well-being comes first. The `win` should not precede this (4)Teach players that honesty and competing to the best of their ability is as important as a victory

(5) Maintain an appropriate professional relationship with all players(6)Realize that the gap between the young players and the professional game is a gradual progression(7)Your players are a direct reflection of you and your standards (8)Create the `citizen` before the player(9)Realize that Education and family come before the game (10)Build character as well as skill(11)Encourage all players to `buy in` to their own development (12)Always confirm learning and understanding

Rabbithos Rugby League In addition, the Coach will honor the approach adopted by The Club in terms of order of importance to The Rabbithos Rugby League Club social structure.

(1) Honor your God and Religion(2) Honor FAMILY and its commitments(3) Honor EDUCATION(4) Honor the sporting code RUGBY LEAGUE and its principles

4.2. Player Conduct

(1)Always respect the referees decision(2)Respect all good play and opposition players/staff and fans (3)Never become involved in acts of foul play

(4) Honor the spirit of the game(5)Live up to the ideals and ethics of Rugby League (6)Never engage in disrespectful conduct of any sort(7)Care for and respect facilities and equipment made available for you in training and in competition(8)Recognize that many officials, coaches and referees are volunteers who give up their time for both you and the game. Treat them with the utmost respect(9)Safeguard your health. Do not use illegal or unhealthy substances(10)When in public, remember that you are a direct reflection of the club (11)and the game. Behavior should be of the highest standard. Respect is both ways….give it and you will receive it(12)Participate for your own benefit and enjoyment (13)Honesty and integrity is free but the returns are priceless

In addition, the Players will honor the approach adopted by The Club in terms of order of importance to The Rabbithos Rugby League Club social structure.

5. Part 5- Rehabilitation(1) In any case where a person bound by this Code has failed to comply

with a provision of this Code, then:(a) In the case of a Club Official,(b) In the case of a Player;

shall, so far as is practicable, do all things necessary to ensure compliance by that person with the provisions of this Code in the future and,generally, assist in the rehabilitation of that person.

(2) To remove any doubt, the obligations imposed by sub-Rule (1) shall be owed whether or not a penalty has been imposed upon the person who failed to comply with the provision of this Code pursuant to Part

6. Part 6- Enforcement6.1. Proceeding for Breach of Code

(1)Subject to Rule 5.3, in any case where The Club or a person bound by this Code has failed to comply with a provision of this Code, proceedings may be taken against that person for that failure, and a penalty imposed, pursuant toSARL Rules and Guidelines.

6.2. Proceeding for Breach of Code(1)Where a breach of a provision of this Code involving a Player or

Club Official has occurred, SARL may, subject to Rule 5.3,proceed against that Player or Club Official pursuant to SARLRules unless SARL forms the view, in its absolute discretion, that the Player or Club Official has already been sufficiently punished by action taken against that Player or Club Official for the same conduct by The Club.

(2)To remove any doubt, nothing in this Code prevents SARL from proceeding against a Player or Club Official for a breach of a provision of this Code where, in relation to the same conduct, The Club has already taken action or imposed a punishment against that Player or Club Official.

6.3. Criminal Proceedings(1) Where the breach of a provision of this Code involving a Player or a

Club Official has occurred, and the conduct constituting that breach is thesubject of a police investigation or criminal proceeding The Club or SARL shall not proceed against that Player or Club Official pursuant to The Club SARL Rules until the conclusion of that investigation or proceeding, as the case may be, unless SARLforms the view, in his absolute discretion, that it is appropriate to do so.

(2) To remove any doubt:(a) The purpose of sub-Rule (1) is to ensure, so far as possible, that

any criminal proceedings against a Player or Club Official are taken and concluded before proceedings for the breach of a provision of this Code are commenced;

(b) Nothing in sub-Rule (1) is intended to prevent The Club or SARLfrom proceeding against a Club official or Player with respect to the breach ofa provision of this Code by one of its Players or Club Officials where the conduct constituting that breach is the subject of a police investigation or criminal proceeding.
