CONSTITUTION

Of

THE MIDDLE FLORIDA BAPTIST ASSOCIATION

Article 1. The name,of this organization shall be "THE MID­DDE ,l<'LOlUDA MISSIONARY BAPTJET ASSOCHl.TJ:ON."

'Article 2. The Associa-Lion shall Le composed of messengers du.ty elect-oo by ,the Churclhesaffilhiied with ,this body who shall present letters certifying to thei ~ el<>l'tion, or other satisfactory evidence thereof, and all orda,ine:l paslOi's who are members of or pastors oJ any of said churches. '

Article 3. Each church .having fjf,ty members or less .shaH be entitled to two messengers. Churches having more than fifty memo bers shall be entitled 10 one addilonal messenger rfor every twenty­five members or major fraction thereof.

Article 4. The objMts of this Association shall be the IlrOID(}­lion of fellowship among the churches, ruHl. theiostering of Mis­siona,ry, Educational :and Bene'ViOlent enterprises, in harmony with the Florida Bapt:!>t State Convention and 1Jhe Southern Baptist Cl}n ven tion .

AMicle 5.-The Association shall meet annually at such time and place as may be selected by the body. If it should becl}me necessary. the Executive Committee of the Association may change the time, or place of meeting, (Jr both .

lArticle 6. Any church, in harmony witlh, this Association as tl) doctrine a.ndpractiDe'. may be admitted into the union upon the presentation ,(If a' petitionary leller accompanied by satisfacfory information.

Article 7. Any church wishing for a letter of dismission shall make application therefor by ie.tter~

!Article 8. Tibe (JUicers of this Association shall be a Modera­tor, and Assistant Moderator, who shall act as Moderator in the absence of the MOderato-r,a Clerk and a Treasurer, who shall be elected a'nnually by the suffrage of the members presen.t, and shall bold office until their sucoessors are elected.

Article 9. This Assooiation shall have an Executive Commit­tee composed of six laymen an{i ,the Pastors .of each OllUrch belong· ing to this Association, the Associational Sunday School Superin­tcndent, the Associationa,l B. T. U. 'Direc\(]T, the Associational Woman's Missionary Union President, the AssociaUonal Brolher· 'llOOd President, together with the officers as Ex-offlcio members. T1h.is committee shall foster all the inlerest lOf the Association, when the body is not in session. The Commibt'ee shall have authority to appl}int or recommend to the State Board M'issionaries, (}r col­porteurs, and to' make appropriation to weak churches or destitu­tions, and to give such a{iv:ice to the churohes as may seem wise and necessary, a'nd ·the Modemtor shall be chairman of the Execu­.five Committee.

Article 10. The Articles of Faith of this Associ.atiO'l shall b~ the same a.~ Ihose which are adopted by the Southern Baptist Con­vention when in session at Memphis, Tennessee, Pl ~fily, HJ25, and shall be the basis of fellowship and cooperation.

2. All ,members of the body shaH respect .the auth()rity of the .Moderator, but any member sha-ll have the right to- appeal t() the body from his decision.

3., The Moderator shall have the same right ,of speaking as cny other member of the botly provided he appoints some member t() fill tihe chair; but he shall not vote except. when there is a' tie, when he may cast the' deciding vote.

4. No more than one member shall speak at a .lime. An:\-' mem­ber desiring 10 speak shall rise fr;om his seat and address the Mod­-erator .and when recognized by the chair may speak to, the subject, but nat more than twice on tlhe same subject withou,t pennission Of the body.

5. No member shall leave the body while in session witholH permission of the chair.

'7. 'Wlhen a question is ta'ken up, after allowing time for de­Hbera-ti()n, t,he Moderator shall take the vote- of the body and then _ announce the decision. If a division is called for the Moderator shall take the vole by calling on the members to rise and stan:d until they are counled. Afier the count is made on both sides ~he 'M()(jerator shall announce the result.

!!. The Clerk shall enroll the -names of the M'essengers, and keep a regular I"ecord of all the business o-f the Association.. He shall havc tlh'C Minutes printed and distributed to eaeh church, according to the amount of money sent up.

!-I. The Treasurer shall ;receive ana manage the funds of the Association, t.aking r.eceipts <::If all disbursements thereof, and p,e­

sent an annual repart of all funds received and disburs,ed, flO,. in­sertion in the Minutes of the Association.

This has been a go()(l year in our SlIn'~ay School work. We now ,have 38 ·Churches in our AssociatiD:n. Of [hat number there' arc 29 reporting a Sunday School organization. In comparison Of las! y,ear's recorlds wHh this we note that in ,the 1946 minutes thel'c were 31 Churches reporting Sunday Schools. There were :mOR en­rolled in these Sunday Schoo-Is with an average attendance uf 1I!.8. This year's rec<Jrd shows we have approximately :!i50 enrollr.d wHh an average attendance ()f approximately Vi8a. Our Training Teacher Awards fell down from 139in1946 to: 123. . Our Children's tHGme continues t~ pu't forth every eff()rt to ass~st the unfortunate childr-en of th-e sta'le. It has not been able ~o .assist mOJ'e than a mere fraction of he children who have ap­plied for help in the past year. T1h-e number of half-orphans is increasing rapidly. 1)ivorce and desertion are wrecking thousand~ of homes in our state. The need for help among ch:illdren who have Qne {II' bolh parents living has exceeded that of any year in ~he last fifteen. Des-ertion leads tme field in causes {If dependency and divorce is second. Desertion is a parent of divorce. It pre­cedes a great number of Idivorces and is {)n-e of the chief evils of our home life t{lday. 'Ve deplore the rapid disintegration of so many 1O:f Ollr homes. It creates numerous problems in our church a'nd community life and hrings untold damage and suffering and hardship ,to thousanids ·of :innocent children.

The mana~ement oftihe tHorne tries to 'help as many of these children as possible, bu~ there are more than they can possibly assist. They plan -to emplDY a social wOil'k-er within the next as­s{)ciational year and possibly anoNler one later. It will be the duty of ~hese workers to investigate the cases asking help of the Home and t,o use every means at .their command to assist those who apply for assistance.

They JIave started const,ruction of the new Horne in Lakeland. Three new buildings are being erected with a fourth to be started wit,hin a c{)uple of weeks. Baptists of Florida (j;wn 51 acres of lllnid in the city of Lakeland and approximately 80 acres adjoinin~ which lies Dutside the city limits. They have room for pastu·re and truck farm and about thirty acres f.or a buildin,g sire, Th;e property borders the Lake Hunter Drive. The city owns 1he nar­row strip of ground between the street and the lake but it is un­d f'rstood j,hat tlh e childr·en can us'e the lake for fishing and boa.ting.

REPORT ON THE NEW ORLEANS BAP11IST THEOLOGICAL SEMINARY

Our Seminary in New Orleans started the present session with a new n.arne and a new president. The three years of Dr. Duke K. McCa]l's presidency were marked by far-reaching progress in .cv.ery line. Dr. Rolr.nld Q. Leavell assumed the presidency on July 1, 194(l. The nnme of the institutioln was changed at the Southern Baptist ConevntiDD in Miami from ,the Baptist Bible In­stitute to t;he New Orleans Baptist T1heological Seminary.

The change of name in no way indica~es a chang.e of P!}1icy on the pa·rt o{),f .the school nor change in the nature Of the student hody. ,During the past session there were 338 s-tudents enrolled, of wh!}m 135 were college graduates, 47 o1lhers had done some college work, and 156 were without college training. One 'dis­tinctiv·e fea lure of ,this Seminary is, and will remain to he, that ~"tndents with(mt co'Uege tr,a~ning who can keep up with the class­room work may enter and be ,trained rOO' ministerial and mission­nry service.

The present s-essi{),n opened wH-h a record breaking attend­ance. The faculty is at its maximum strength. The beautiful new men's dDrmio\ory' witJh a capacity for 96 students has been com­pleted, although the gifts from Southern Baptists have no-t been sufficient to pay fDr 'ii. Some memorial rooms ane yet av.ajJable for those giving $1,000, an'd gifts of *'200 for fl1I'nishing rooms are sought. These will oome, and n,o; debt will remain. The adminis­tration expresses deep gratitude for all generous giNs. Twenty new family apartment units have been made available by the F. P. H. A. for married ex-service men. Sc()ores and scores of min­isters are applying f.or admission who cannot be admibted on .ac­count of lack of Ih<)l1sing facilities.

Our scho!)] maintains three departments, the Seminary ide­partmen,\ fDr ministers, the missions and religious education de­<partment, and the department of sacred mu·sic. These are not separnte schools, but the work is intermeshed so as to gi".'e ever'y student a symp.a;thetic knowledge of .all fields, The spirit of t'vangelism is diffused thro.ughout all classes. Tlhe Bible is ,the basic, fundamental study in every department. The extension deparlmen.t is growing in usefulness, although co.rrespondenee COllrses arc not encouraged as a subg,titute for resident work. and credit for extension courses cnnnDt count to{ltward a degree.

Every dollar inve&ted in New Orleans Baptist Theological Seminary does two; dollars' worth of Kingdom work. It does full value in" ministerial nnd missionary training and .a1so does a dol­lar's ,vorth of missionary work. Every student must take part regularly in some practicnl activity, such .as preaching in churches, slr,ret pren~h,jng, work nmong Negroes an!d Catholics, deputation missions in n fleet of buses, visitation in homes, teaching in mis­sion schools, group work in jails and rescue missions, kindergar­ten .and slum wo,rk, distribu·tion Of Bibles and tracts, and sc!}res of o'ther evangelistic activities. Every student mest make wriltcn repo!'ts w·eekly, and they cnnnot pass their classroDm work if re­ports on practical nctivities are omitted for three cons'ecutive weeks. Thus t'he student body is a mighty mission force in a ll'ee'd~' mission field.

A survey CIOmmittee of the Executive Committee of ·the S'outh­ern Baptist Convention reported the property of our Seminary as being wonh $558,626 and endowment amounting to; only $456.12. That commiUee voiced our need for at least $2,000,000 endowment. Our immediabe need is more housing space for students and more scholarshi<ps (};f $2'00 each for in!dividual students, for wJlich they will render services .to tlhi', insHtution or in missionar~' evangelism on needy fields nearhy.

The Commission is seeking to meet this growing opportunity.

REPORT, ON THE CO·OPERATIVE PROGRAM AND TITHING

S{)u,lhern Baptists in recent years have had three major fi­nancial obj ecti yes: (1) to get rid a f the old debts upon our boards and instituLrions, (2) to promote 'lhe CO-f)rperative Program for the equitable support of all Dur work, and (3) to ·enlist Hthers to pro­vi'de a permanent, dependable, systematic support for all our causes, local, state and worldwide.

Thanks tv God and our people, we became "Debl-free in '43," we now l1()pe we can remain debt .fr,ec and carry vn but owe no man anything su'v:e love.

Our co-operative pr{l,gr.am continues to grow in favor. All our slale organizations and agencies approve of it, and 75 percent of our churohes c{)nlributcd through it in 104G.

Bul our e'o~o'Perative Program rece;pls are noL sufficient to meet the imperative immediale needs of our causes. All our in­stitutions are full and running anr. Our ao:lleges and seminaries turned away hundreds last year for lack of rOQo.l1. Then the prop­erty {)f 'Our Foreign Mission Board calls fDr $5,000,000 tD puL it back as it was bef.ore the war. Other millions are ne~ded to care for pathetic calls and unprecedented opportunities.

To help meet these ~nl,arged needs a spec,jal tithing campaign has been launched. All our convenHons anld agenc:,es ar,e co­operating in its promotion. Each slale hns adopted n liUjing goal for 11lt7. Ollr state tithing goal is iiO,OnO.

Theme for the Apr:l meeting at Lee was Stewardship ,1nd Evangelism. The devotional by i1Uss Holderman, ,and a talk b~r Rev. Dewey Mann of Perry Baptist Church, "",ere most inspiring.

Young peoples meeting in July, Madison, was an outs'tanding event with the Jargest attcndance, and presi'd~d {)v;er by Mrs. (;.len .J. Hicks, Young Peoples Leader.
