NextgenerationpassengerrailispickingupspeedintheUnitedStates,whichmeansbusinessopportunitiesfor

both the Original Equipment Manufacturers (OEMs) thatmake the trains and the many “supply chain” companiesthat create the components andmaterials needed by theOEMs.ELPC’sstudyofhigh-speedandothernewtechnologyintercity passenger rail suppliers identified 12OEMs and460 supply chain companies in seven industrial Midweststates. Each job at a rail car manufacturer generatesadditionaldownstreammanufacturingjobs.

High-speed rail manufacturing is growing in the United States. A combined $782 million in federal investmentis being awarded to California, Illinois, Iowa, Michigan,MissouriandWashingtontopurchase33quick-accelerationlocomotives and 130modern bi-level passenger rail cars.Amtrakisalsointhemidstofamulti-yearpurchase.

American manufacturing gets a boost from high-speed rail investment. In September2012, contract awards fornext generation rail cars were announced. This will befollowed in early 2013 with awards for next generationlocomotives. Each car and locomotive is thepinnacle of alargesupplychain,creatingjobsandeconomicdevelopmentindiverse industries across the country.The federal “BuyAmerica”standardwillensurethattheresultingjobgrowthwillhappenmostlyintheUnitedStates.

Midwest manufacturers will especially benefit from these investments. ELPC’s study identified a “clusteringeffect” of rail supply chain businesses in the Midwest.Several major rail OEMs are located in the Midwest —including Nippon-Sharyo USA in Rochelle, IL, which wonthe railcarprocurementbid— leading toa concentrationof nearby supply chain companies. For example, Electro-Motive Diesel, amajor locomotivemanufacturer, says themajorityofitssupplychainiswithin500milesofChicago.

Rising rail ridership trends set the stage for manufacturing growth. In FY 2012, Amtrak announcedrecord-settingannualincreasesinridershipfornineofthelast ten years. Ridership nationwide is now 50% higherthanin2000.

Old-line manufacturing businesses in the Industrial Midwest are re-tooling to seize opportunities from rail growth. Our study found dozens of companies thatnowsupplyrailmanufacturersafteryearsofsupplyingtheautomotive industry and other sectors. This rail growthoffersopportunitiestosuppliersofautomotiveglass,seatsandothercomponents,particularlygiventhe“BuyAmerica”mandateforrail.

Manufacturing jobs create more wealth in communities through better wages and benefits. Manufacturing hasa higher multiplier effect as the goods flow through theeconomy.Forexample,accordingtoa2010studyfromthe

TrippUmbachresearchfirm,GETransportationhasalargerimpactonthePennsylvaniaeconomy($4.6billion)thanallof the state’sprofessional sports teams ($1.37billion) andmining, oil and gas extraction industries ($1.79 billion)combined.

Rail investments mean job creation and economic expansion. Current investments in next-generation railprovideanimportant“joltinthearm”totheU.S.railindustrysupply chain. A predictable, long-term demand stream isimportant to continue todevelop the industry.ConsistentfundingforAmtrakandstaterailequipmentpurchasesarehigh-leverageinvestments.

These companies purchasecomponent parts, such as seats, flooring and brakes,and services needed to complete a rail car or locomotiveassembly from the “rail supply chain” and deliver thefinishedproducttothecustomer.The12majorrailOEMsintheU.S.marketare:

Alstom.Transport.—.Hornell,.NYAlstom Transport employs 26,000 people in 60 countriesand is the largest global supplier of high- and very-high-speed rail vehicles. AlstomTransport operates the largestpassengerrollingstockmanufacturingfacilityintheU.S.,isheavilyinvolvedinthefreight,signalingandmetrosectors,and has provided equipment for over 20% of America’sactivesubwaycars.Morethan5,000railvehiclescurrentlyin use throughout North America were manufactured byAlstomTransport.

Bombardier.Transportation.—.Horsham,.PABombardier Transportation supplied the Acela Expresspassenger cars currently in use on Amtrak’s NortheastCorridor.Bombardierdesigns,manufacturesandservicescompletetrains,railsub-systemsandsignalingequipmentfor high-speed trains, transit and urban light rail. Thecompanyemploysabout2,500U.S.workersacross15states,hasmanufacturingsitesinPlattsburgh,NY,andPittsburgh,PA,andoperatesanetworkoffleetmaintenanceandservicesites in 11 states. Globally, BombardierTransportation ispresentin26countrieswith36,200employees.

Brookville.Equipment.Corporation.—.Brookville,.PABrookville isanAmericanmanufacturer founded in1918thatdesignsandbuildspassengerandfreightlocomotives.Brookville purchases 55% of its components locally inPennsylvania.

Construcciones.y.Auxiliar.de.Ferrocarriles.USA.—.Washington,.D.C.CAF USA is the North American subsidiary of a Spanishparent company thathasoperateda400,000-square-footfacilityinElmira,NY,since2000.Thecompanyisbuilding130 new single-level passenger cars for Amtrak — acontractthatisexpectedtocreate575newmanufacturingand assembly jobs.Thatplanthas a2,700-foot test trackused for final rail car evaluation and is establishing astainless steel shell manufacturing area. Globally, CAF isinvolvedinrailprojectsonsixcontinents.

Electro-Motive.Diesel.(EMD).—.LaGrange,.ILA wholly owned subsidiary of Progress Rail ServicesCorp. (a Caterpillar Company), EMD is the second-largestmanufacturerofdiesel-electriclocomotivesinNorthAmericausedforinter-citypassengerrail,freightrailandindustrialapplications.EMDalsomakesdieselenginesformarineandpowergenerationuse.Ithasbuiltmorethan72,500enginessinceitsfoundingin1922.ProgressRailrecentlyopenedanewlocomotivemanufacturingfacilityinMuncie,IN.

General.Electric.Transportation.—.Erie,.PAMorethan15,000GE-builtdiesel-electriclocomotivesareinoperationworldwide,includingmorethan250withAmtrak.GE Transportation produces locomotives, communicationequipmentandrailmanagementsoftwareandiscurrentlydesigninghybriddiesel-electric locomotives for increasedfuel efficiency. GE Transportation employs more than11,000 workers. In May 2012, the company announcedplanstomoveitscorporateheadquarterstoChicago.

Kawasaki.Rail.Car.—.Yonkers,.NYKawasakiRailCarhasdeliveredmorethan3,000railcarstoAmericancustomersandmore than90,000worldwide. Its900 employeesmanufacture commuter, subway and rapidtransit cars. Kawasaki recently opened a new railcar shellmanufacturing facility in Lincoln, NE. Kawasaki Rail Car isadivisionofKawasakiHeavy Industries, aglobal company

Nippon.Sharyo.USA.—.Arlington.Heights,.ILThis North American subsidiary ofa Japanese company has deliveredmore than 880 cars since itsfounding in 1982 and opened anewfactoryinRochelle,IL,in2012.The first rolling stock built by thatnewplant isslatedtoenterservicewith the Chicago region’s Metrasystem in late 2012. The firm hasbeen awarded a contract to build130bi-level passenger rail cars fortheMidwestandCalifornia.NipponSharyo’s Japanese parent companyhas delivered more than 3,000railcarsforJapan’shigh-speedrail.

Siemens.Rolling.Stock.Div..—.Sacramento,.CASiemens Rolling Stock Division hasbeen a major provider of light railand rapid transit vehicles in theUnited States since 1975. Siemensemploys850peopleatitsCaliforniafacility, which is producing 70 newelectric locomotives for Amtrak’sNortheast Corridor. The plant useson-site solar energy for 80% of itselectricity needs. Siemens employs360,000peoplegloballyand62,000intheU.S.

Stadler.US.—.Westfield,.NJNewJerseyandTexascurrentlyuserailcars produced by Stadler US’sSwiss parent company, Stadler RailGroup. The company founded itsNorth American division in 2011.Stadler Rail Group manufacturersregional and light-rail vehiclesand trams and is introducing fuel-efficienthybridlocomotives.

Talgo.USA.—.Seattle,.WATalgoUSAemploys140people andbuilds train sets and passengercoachesforserviceintheMidwestandthePacificNorthwest.Thecompanyalso provides comprehensiveequipment maintenance andservicesforitspassengercars.TalgoUSA is a subsidiary of a Spanish-based company that produceshigh-speed, super high-speed andintercity passenger trains. Talgoemploys1,500peopleandhasmorethan3,000passengercarsinserviceworldwide.

US.Railcar.—.Columbus,.OHUS Railcar produces powered andunpowered railcars in single andbi-level designs capable of 79-90mph and 110 mph. It is the onlysupplier of self-propelled inter-city and commuter railcars thatdo not need waivers or temporalseparation agreements to operateinmixed-modefreightcorridors.USRailcar also markets customizableluxury “Ultradome” passenger carsfortourismandprivateuse.

ELPC identified 460 companies in seven industrialMidwest states that provide component parts and

services to the U.S. passenger rail industry. Advancingan engaged supplier base is a vital opportunity for theAmericanpassengerrailindustry.

OEMs generate downstream supply chain manufacturingjobs,which support eachOEMposition. For example, theAmerican automobile manufacturing industry supportsthree additional jobs for each corresponding OEMemployee.Accordingly,themajorityofjobsassociatedwithindustrial manufacturing exist farther down the supplychain at component andmaterials fabrication levels. TheMidwestern companies profiled in this section exemplifythe breadth of sizes and capabilities of passenger railsuppliersandserviceproviders.

Armond.Cassil.Railroad.Construction.—.Warren,.MIArmond Cassil Railroad Construction designs and buildsnewrailroadtracksacrosstheUnitedStates.Since1994,thecompany hasworked on passenger rail projects. ArmondCassilisapprovedforrailworkby12statesandmostmajorAmerican railroads. The company has also built new raillinesforpowerplants,Class1Railroadsandsteelfactories.

Bo-Mar.Industries.—.Indianapolis,.INBo-Mar is ametal fabrication shop employingmore than40 people. Established in 1991, the company’s foundersbegan operations in their father’s barn. Today, Bo-Mar’scapabilities include laser cutting, water-jet cutting, sheetmetal fabrication,prototypingandcustommanufacturing.The company’s experience in the passenger rail industryincludes designing and producing sleeper bunks, watertanks,batteryboxesandcompletestainlesssteelkitchens.Bo-Mar also patented and fabricated a bicycle storagedevicefortheCALTRANSRailSysteminLosAngeles.

Brasco.International.—.Madison.Heights,.MIBrasco Internationaldesignsandmanufacturespassengersheltersforrailapplications.Foundedin1993,thecompanyusesprimarilyaluminumandeitherglassorpolycarbonateto build sustainable structures. Brasco Internationaldemonstrates its commitment to environmentalresponsibility by using sustainable materials, integratedsolarpanelsandefficientLEDlighting.

Buell.Air.Horns.—.Lyons,.ILBuell Air Horns has produced quality acoustic signalinghorns since 1912. The company offers complete systems,incorporating compressors, brackets, connections and

Freedman.Seating.Co..—.Chicago,.ILFreedmanwasfoundedin1892andisoneofthenation’slargest specialty seating manufacturers. The companyemploys more than 550 people and provides seats andseatingproductsfortrains,busesandcommercialvehicles.Freedman is reducing its carbon footprint by installinga more efficient lighting system, expanding its recycling

programand installing solarpanels to reduce itsdemandfromtheelectricgrid.

Funk.Linko.–.Chicago.Heights,.ILThisfourth-generation,woman-andminority-ownedcompanywasfoundedover85yearsagoandprovidesbothdesignandfabricationservicesfortherailindustry.Specifically,thecompanydesignsandmanufacturesfortherailindustrybothsubframecomponents,suchasbatteryboxes,oiltanksandotherstructuralpiecesthatcarryspecificcomponentsinsidetheoverallframe,andpartsoftheframe,suchasairductingandwalkways.AccordingtoFunkLinko,thesecomponentshelpcreatelocomotivesandrailcarsthatarecapableofcarrying“morefreightwithlessfuel,”resultingincostsavingsandreducedpollution.Inrecentyears,thebulkofFunkLinko’sbusinesshasshiftedtoenergyefficientrailwayproducts,aswellassmall-tomedium-sizedwindturbinetowers.

TheMidwestRegionalRailInitiativeistheculminationofadecade’sworkbynineMidwesternstatedepartments

of transportation to improve the region’s transportationnetwork. They recommend a 3,000-mile hub-and-spokesystem of trains radiating out from Chicago to serve thelarge and mid-sized cities within a 400-mile radius. Onprimary routes, modern new trains will operate at 110mphonupgradedtracksincorporatingadvancedsignaling,positivetraincontrolandsafergrade-crossings.

The new networkwill havemore trains running atmoretimesoftheday.Traveltimesbetweenmajorcitieswillbereducedby30%-50%.NineMidwesternstateswillbenefitfrom improved right-of-ways, which will continue to beshared with freight rail lines. Multi-modal stations willimproveconnectivitytotransit,roadandbicycletraffic.Theentirenetworkisexpectedtoattract13.6millionpassengersannuallyby2025,fourtimesmorethanifexistingservicecontinuedunchanged.

TheChicago-hubbedMidwestnetworkreaches27millionpeople,includingsevenmetroregionsofatleast1millionpeople. Europe’s Paris-hubbed network reaches about 28million people, including five metro regions of at least 1millionpeople.Witha$2.5trillionGDP,theMidwestregionistheworld’s7thlargesteconomy.

Themodernpassengerrailsystemwillprovideeconomiesofscale formaintenance,alongwith improvedequipmentand crew utilization. Compared to the current system,future operating costs will be reduced by the use ofadvanced locomotives and rail cars and faster equipmentturnarounds. The systemwill offer competitive fares andtravel times for short- and medium-distance trips. Anintegratedbus feeder system,with schedules coordinatedtopassengerrailtimetables,willenablerailaccessforless-populatedareas.Thenetwork ismostlyownedby freightrailroads, and network improvements will preserve theoperabilityoffreightandcommuternetworks.

Constructionisalreadyunderway.TheMidwestisnowhometothefirsthigh-speedrailserviceoutsidetheNortheast.InFebruary 2012, Amtrak began 110 mph revenue serviceon 97 miles of the Chicago - Detroit corridor owned byAmtrak.Thespeedincreasewasenabledbytheinstallationofapositivetraincontrolsystemandtrackimprovementsalong the route between Porter, IN, and Kalamazoo, MI.Thefederalgovernment is investingover$600millionfornewinfrastructureandsignalingalongthecorridor,whichwillallowfor110mphoperationon77%oftheWolverineroute.Itwillalsoplace70%oftheWolverinelineintopublicownership.

WorkisalsounderwayontrackandsafetyimprovementstotheChicago–St.Louiscorridor.Bytheendof2014,thelineisexpectedtooperateatasustainedspeedof110mphfor75%ofitsroute.NewtrainssettooperatebetweenChicagoandMilwaukeehavebeenpurchasedandarescheduledfordeliverythisyear.ConstructionwillsoonbeginonimprovedpassengerrailservicebetweenChicagoandtheQuadCities,with a potential extension to Iowa City, Des Moines andOmaha.

andspureconomicgrowth.High-speedraildevelopmentisgoodforjobs,goodforeconomicgrowthandgoodforourenvironment.

TheMidwestintercitypassengerrailnetworkandsupplierbase are parts of a nationalmovement tomodernize railinfrastructure and change the way we travel. PresidentBarack Obama and the U.S. Congress jump-started theindustry by including $8 billion for intercity passengerrail inthe2009AmericanRecoveryandReinvestmentAct(the “Economic Stimulus” legislation). Congress has sincemade an additional $2.1 billion available through annualappropriations,bringingtotalfundingto$10.1billion,plusadditional funds from other programs. State governorsfrombothmajor political partiesmade $55 billionworthof requests for the funds inareflectionof latentdemand.In 2011, Vice President Joe Biden announced a further$53billionplan forhigh-speed intercitypassenger trains.PresidentObamahassetanationalgoalof80%ofAmericanshavingaccesstohigh-speedrailserviceby2035.

President Obama devoted significant attention to high-speedpassengerrailinhis2010and2011StateoftheUnionaddresses.HisvisiontobuildanationalnetworkisakintoPresident Eisenhower’s drive to construct the interstatehighwaysystem.PresidentObama’splantodayencountersmanyofthesameopposingarguments(systemcosts, thisissueshouldbelefttothestates,thestatusquoissufficient,etc.)thatPresidentEisenhowerfacedinthe1950s.Despiteits initial speed bumps, it is hard to imagine the UnitedStateswithoutthebenefitsofthenationalhighwaysystemoverthepast60years.

Railroads, highways and airports have spurred America’seconomic growth. Traffic congestion already costs thecountry more than $130 billion annually, and America’spopulation is expected to grow by 100 million peoplebefore 2050. No economy should grow faster than itstransportation network can carry it. Supporting oureconomyandmanufacturingbasewithalong-termfederalandstategovernmentinvestmentinamodernizedintercitypassenger rail networkwill advance continued growth intheMidwestregionaleconomy.
