By virtue of the Provision of Section 260 of Republic Act. No. 7160, otherwise known as the Local Gov-ernment Code of 1991, the undersigned will sell at public auction on July 24, 2012 between the hours of 9:00 a.m. to 3:00 p.m. at the main entrance of the Municipal Hall of Calamba, this province, the real properties herein below specified, which are hereby certified to be delinquent in the payment of realty tax, to satisfy all delinquent real property taxes, interest and costs of sale due thereon as of the date of sale.

SEE ATTACHED The sale shall be by oral bidding. The bidder v. no offers to pay the highest purchase price for the entire delinquent real properties shall be awarded immediately. However, if payment of the purchase price is not made immediately upon award, the Provincial Treasurer or his authorized representative conducting the sale shall auction each delinquent property, but if no bidders offers to buy or if the highest bid is for an amount not sufficient to pay the delinquent taxes, penalties and cost of sale , the Provincial Treasurer or his authorized representative, shall have the discretion to PURCHASE the delinquent property/ies in the name of the province for the exact amount of delinquent taxes, penalties and cost of sale. Prospective bidders are requested to ascertain for themselves the title for the property they desire to bid for, before making any bid, as the Provincial Treasurer does not guarantee sufficiency or validity to the declared owner’s title to the property. In case the taxpayers has paid delinquent taxes as shown in the above list through the Provincial/City or Municipal treasurer, and not directly to the Municipal Treasurer of Calamba, Misamis Occidental, evidence of such payment should be submitted to this office not later than July 24, 2012 the date of auction sale. If a deposit is made directly to the Office of the Provincial or Municipal Treasurer, and no realty tax receipt (Prov’l. Form No. 25 (A) has been issue, the same shall be submitted to this office not later than said date for evaluation.

In case of sale of real estate on which taxes and penalties due had been deposited with or paid thru some other government offices but not transferred to, and accounted by the Provincial or Municipal Treasurer of Misamis Occidental such sale shall be subject to revocation upon presentation of evidence showing that all taxes and penalties due had been paid when the sale was made. Anytime during or before the sale, the taxpayer may still proceed by paying the taxes, penalties, and cost of sale due, up to the time when the Provincial or Municipal Treasurer or his authorized deputy will conduct the auction sale. After the sale and within one year from the date of registration of the sale of the property, the delinquent taxpayer or his representative or in his absence any person holding a lien or claim over the property, shall have the right to redeem the same by paying to the Provincial/Municipal Treasurer or his authorized deputy the total amount of taxes and penalties due, up to the date of redemption, plus the cost of sale and an interest at the rate of two percent (2%) per month on the purchase price. In case of redemption the purchaser is entitled to reimbursement of the purchase price paid by him/her, plus the corresponding interest of twenty four percent (24%) per annum. After the sale and before redemption, or before the expiration of the one year redemption period, the real property shall remain in the possession of the delinquent taxpayer, who shall have the right to the usufruct/improvement thereof. In case the delinquent taxpayer or his representatives or any person holding a lien or claim over the prop-erty, fails to redeem the same within the one year redemption period as above stated the Provincial Treasurer shall made an instrument sufficient in form and effect to convey to the purchaser the property purchased free from any encumbrances or third party claim whosoever. Collection of real property tax may be enforced through any of the remedies provided under the law, and the use of one remedy shall not be a bar against the institution of the others. For further information concerning any of the above property, prospected bidders and other interested parties are advice to see the Provincial Treasurer any time during regular office hours. DENR-Caraga re-gional executive director Dr. Leonardo Sibbaluca said DENR personnel had confiscated a total of 27 wood processing plant machinery, tools like belt conveyors, steel band saw frames and blades, ply wheels, chain saws and machines/engines from 2011 to May this

Records showed that DENR-Caraga appre-hended 68 conveyances or cargo vehicles or logging trucks carrying illegal logs and lumbers from 2011 to May 2012 .

The 68 conveyances were composed of two prime movers with trailers, 10 units of ten-

wheelers cargo or log-ging trucks; three Sad-dam-type logging trucks; 19 six-wheelers cargo vehicles; seven passenger jitneys and 11 motor-cycles caught of carrying hot logs or lumbers.

The government’s anti-illegal logging operatives also seized 12 units of motorboats used

to haul illegal logs and hot lumbers, one winged van and three-unit of container vans.

Sibbaluca said that since he assumed office on Jan. 4, 2011 as re-gional executive director, the environment officials confiscated 429, 539.13 board feet of hot lumber in the field.

BUTUAN City––The regional of-fice of the Department of Envi-ronment and Natural Resources (DENR) of Caraga region has closed a total of 95 illegal wood processing plants or sawmills as part of its intensified campaign against illegal logging in the re-gion.

Sinonoc, Sinacaban, Misamis Occidental––The annual barangay fiesta of Sinonoc had been tagged as star-studied fiesta after one of

Star-studied barangay fiestaits constituents who had been blessed by its patron saint continue to share the family’s blessing.

This is always the com-ment of every barangay resi-dent when asked by Mind-anao Daily News during the

pre-fiesta celebration whom Ethel Booba, a known sexy comedian actress, graced the evening concert with the Grand Champion of the Pilipinas Got Talent, Mar-celito Pomoy.

Mr. Cris Enot Mahilac

invited the two to perform and the local residents were entertained even if the con-cert was done in a makeshift stage across the residence of the host.

Mr. Mahilac said that Barangay Sinonoc needs en-tertainment during fiesta celebration, with his blessing from the almighty he chooses to bring this kind of gift to his people, share food for the indigents who frequent his residence.

Mr. Mahilac who run for the mayoral race during the May 2010 election but lost did not stop sharing his blessings to the youth and senior citizens of Barangay Sinonoc.

Late last month, before the opening of classes, Mr. Mahilac went out of his way from a hectic schedule as a transportation-businessman in Metro Manila to bring school supplies for the chil-

dren of the barangay.“Isa lang ang nais ko, oo

tumakbo akong kanidadto, at natalo nga pero hindi ibig sabihin na ako ay hihinto na sa pagtulong sa aking mahal na kababayan.” he said.

During the concert, Ms. Ethel Booba gave her best to perform and even shared jokes and sing her heart out to her audience, while Mr. Pomoy, the Grand Cham-pion of PGT 2 also shared his golden voice for he was tagged as the man with two voices.

“It is very challenging to make our best in this small but lovely barangay of Misamis Occidental,” they told Mindanao Daily News.

Meanwhile, the Barangay Sinonoc Fiesta in honor of their patron saint challenged guests and visitors to be back on its yearly celebration for their town is one of the tour-ism destinations of Misamis Occidental, the Misamis Oc-cidental Aqua Marine Park (MOAP) and the province Dolphin Island, is found in Sinacaban.

Sinonoc is one of the biggest populated barangay of Sinacaban, the economic strength of the town’s fish-ing industry is based and also the residence of leaders

of Misamis Occidental, the late Vice Governor Eufracio Lood and the Town Mayor Delio T. Lood, who is also a former board member.

STAKEHOLDERS of Misamis Ori-ental’s politics are now coming out of their shell. In the province, talks about Ruthie Guingona’s running for Congress continue to persist. Ruthie is serving her last term as mayor of Gingoog City, the component city of the province’s east district. Guingona will face incumbent Congress Peter Unabia. Yet, with the registration of certificates of candidacy will end in October, there are still surprises ahead. Certainly, more candidates will surface in the future. Now, the Guingona-Unabia encounter remains the most awaited.

Some questioned the motive of Guingona’s running for Congress. In fairness, the camp of Unabia is not questioning Guingona’s obsession for Congress seat. People who have nothing to do were just expressing views on Ruthie’s capability to discharge her duty if elected to Congress. They questioned Ruthie’s age. However, most people believed that age does not matter when public service call. We maintained that Ruthie could definitely deliver what it takes to be in Congress. Others believed otherwise.

Some people argued that Ruthie only want to be in Congress so she could be near and be able to serve her husband – former Vice President Teofisto Guingona, Jr. The retired former VP is living in Manila all these

Guingona should stay in their mansionyears while Ruthie served as Gingoog’s city mayor. No wonder, residents of Gingoog questioned the propriety of electing or trusting the Guingonas to run the affairs of Gingoog. Well, the Guingonas’ are not from Gingoog. Ruthie is a de Lara whose family roots is in Gingoog. Obviously, the argument that Ruthie wants to be near her husband in Manila than serving Gingoog constituents could be nearest to the truth. If so, it would be better for Ruthie to stay at their mansion in Manila other than reporting to Congress. If the electorates in the second district would entertain this idea, then Peter Unabia is certain that one of his political opponents is already good as eliminated in the electoral polls.

Let us move to the first district of Misamis Orien-tal. If incumbent Congressman Bambi Emano will run for the gubernatorial post, he will leave Congressional seat vacant. Who are possible Congressional bets in the second district then?

There are dozens of them. Come backing candidates and new faces might emerged unexpectedly. When say come backing candidates are candidates who once ran but lost and new faces could be those first timer candi-dates in the district. Who are they?

For come backing candidates, we have Jun Baculio and son Rex Baculio. Jun Baculio served as Congress-man of the second district for three consecutive terms while his son Rex ran after his father Jun completed his term. Soon, we will write about new faces.

SHOAL RAMMING IN-CIDENT: What, really, is the truth? Was the Filipino fishing boat rammed inten-tionally by a Chinese vessel or not? Was it a Chinese vessel, as reported by both the Inquirer and the Star in their June 25, 2012 issues, or it was not, as Zhang Hua of the Chinese Embassy in Manila was trying to clarify?

The clarification is im-portant, not only because

one Filipino died in the inci-dent, three were injured, and four others are still missing as of press time, but more because of its serious rami-fications in the on-going China-Philippines standoff and possible shooting war at the Scarborough Shoal.

Indeed, if the Inquirer and the Star reports were accurate, in the sense that it was a Chinese vessel that rammed the Filipino fishing boat, the act would consti-tute not only premeditated murder, but an assault on

the sovereign integrity of the Philippines, the claims of China over the Shoal notwithstanding, and which therefore would amount to an open declaration of war.

AT THIS TIME: But I will caution all Filipinos, Presi-dent Aquino and all his officials included, against any rush reactions, as well as prematurely making any provocative statements, at least while the incident is undergoing an investigation.

If the offending vessel was not Chinese, as Zhang Hua was saying, there is really no reason to heighten our belligerence towards China at this point.

On the other hand, if the investigations will show that the vessel was indeed owned by China, the ram-ming incident could never have been merely accidental. It would clearly qualify as an intentional act, meant to provoke the eruption of hostilities and a shooting war, all aimed at something really sinister.

What do I mean by “something really sinister?” What I mean is that, the ramming incident could be a clear indication that China is merely laying the predicate, as it were, to pursue its real purpose

CHINATRUST Philippines, a subsidiary of the largest and most awarded bank in Taiwan recently donated a thousand brand new and well-chosen books of children’s literature to North City Central School, a typhoon-Sendong affected public elementary school in Cagayan de Oro City.

The donation was part of the “Better Readers. Brighter Future.” program that was initiated by Chinatrust last year, in partnership with the National Book Store Founda-tion, Incorporated (NBSFI).

The program was envi-sioned to promote reading and literacy awareness among public elementary school stu-dents, a primary component of which is the donation of reading materials to public elementary schools to aug-ment their library collection.

A total of seven public elementary schools have already benefited from the program since its inception in 2011, including the North

After Cagayan de Oro, Chinatrust will be donating books to other public elemen-tary schools in the provinces where it maintains a presence within the year.

CAGAYAN de Oro City - Northern Mindanao showed positive revenue performance for the first quarter of this year, ac-cording to the National Economic and Develop-ment Authority (NEDA-10).

During the period, the region posted P1.43 bil-lion in tax collections and

NorMin shows positive 1Q revenue performance

P1.36 billion in customs collections, higher by 26 and 18 percent, respec-tively, compared to the same period of 2011.

AGUSAN del Norte - The provincial government is regularly upgrading its health facilities to ensure people’s access to quality health services.

Gov. Erlpe John Amante made this assurance even as he revealed that, through the Department of Health’s Health Facility Engagement Program (DOH-HFEP), upgrading of the provincial hospital has been on-going.

He added, the province has invested P3.15 million for the rehabilitation of the hospital’s emergency room, water tank and pipelines, chapel and painting of exte-rior walls and construction of waste septic vault.

Governor Amante also disclosed that the rural health units of Cabadbaraan City and the municipali-ties of Kitcharao, Jabonga, Santiago and Magallanes are recipients of the P15.5 mil-lion grant from the Spanish Agency for International Development Cooperation.

Toril police investigators said at least six suspects posing as dealers swindled the victim who intended to buy fertilizers.

Reports said a woman approached Margas while at Agton Street in Poblacion Toril and asked the victim where to buy fertilizers. Few minutes after, two persons came pretending to be a couple and told them where to buy fertilizers.

After a short conversa-tion, the said couple board-ed a tricycle and came back several minutes with two other persons – a woman and a man introduced as a driver.

The suspects asked Margas if she has money. Margas nodded since she is engaged in business.

Together with the sus-pects, the victim went home to prove she has some mon-ey in the bank by showing her account at the Metro Bank. But the suspects con-tested that the bank account of the victim was fake and that they swayed her to try to withdraw her deposits.

While on the car of the suspects going to certain fertilizer store after Margas withdrawn her deposits, the culprits successfully persuaded the victim to exchange her cash and jew-elries with a duffel bag de-clared as containing plenty of money.

Upon reaching the fer-

tilizer store, the victim was told to alight and wait for the manager of the store and the fertilizers to be delivered to her residence.

Later, the victim found that the contents of the bag were not money but pieces of cut papers.

“We have implement-ed r ice-ducks farming in our city because we found out that the system helps in protecting the

environment because it eliminates the use of all chemical inputs in the rice fields,” said Mayor Leandreo Jose H. Catarata of Valencia City located in Mindanao’s heartland, Bukidnon, the “food bas-ket” of Mindanao.

The Valencia City LGU is now aggressively pro-moting organic rice from IRDFS as its One Town-One Product (OTOP).

“We are promoting organic rice as our OTOP because we always hear the complaints of our constituents that most of the sickness and dis-eases come from our food. So to eliminate this, we have embarked on organic farming.” More than 100 hectares of rice paddies have already been con-verted to the IRDFS in Valencia City, with the full support of the De-partment of Agriculture (DA).
