The National Nutrition Council, Regional Nutrition Council

X, Institute of Human Nu-trition and Food and the College of Human Ecology, University of the Philippines Los Baños in coordina-tion with the Province of Bukidnon kicked off the first day of their week long Training of Trainers on the Basic Course for Barangay Nutrition Scholars on Sep-tember 17, Phil town Hotel, this city.

According to Zenaida Tondarez, Nutrition Pro-gram Coordinator Region X, this training is to core out people in every municipality and barangay of Bukidnon that they will be able to capacitate themselves to perform nutrition service deliveries and to guide fu-ture Barangay Nutrition Scholars (BNSs). “This is

BNS are barangay-based volunteer workers who de-liver basic nutrition and related health services, and links communities with nutrition and related ser-vice providers. They are considered as the forerun-ners in delivering nutrition and health services in the barangays. They serve as key drivers in the advocacy for community development p r o j e c t s especially on nutri-tion related aspects.

Also, based on the 7th National Nutrition Survey (NNS) conducted by the Foods and Nutrition Re-search Institute (FNRI) of the Department of Science and Technology in 2008, the prevalence of underweight stunting, under height and wasting/thinness among children 0-60 months in Region X is dominated by Bukidnon at 24.2%, 43.7%, 4.8% respectively.

CAMP EVANGELISTA, Cagayan de Oro City– The 4th Civil-Military Opera-tion Battalion of the 4th Infantry “DIAMOND” Di-vision has supported the youth-initiated mangrove tree planting activity in Ba-rangay Taytay, El Salvador City, last Sunday.

Jointly undertaken by the National Youth Com-mission and the Associa-tion of Youth Leaders in Northern Mindanao, the activity was participated in by 150 young individuals from different municipali-ties of Misamis Oriental.

Planting trees in our forests to give back what we have taken in our environ-ment had been the usual activity done in the spirit of social responsibility and with this we are able to improve the condition of our forests.

Planting mangrove is a good help to numerous creatures in our coast, it is home to some, while food to others. In doing this activity, we are able

to improve the condition of our bodies of water and help increase the number of fish and other sea creatures.

Brigadier General Ro-meo L Gapuz, Acting Com-mander, 4ID said, “Our environment had done so much in providing us what we need, it is high time now that we give the environment the care that we should have done even before.”

OZAMIZ City––The Oza-miz City Disaster Risk Re-duction and Management Council (CDRRMC) has called on the leaders of the city’s 51 barangays, espe-cially those in the coastal areas, to take pre-cautionary measures against possible rise in coastal waters.

The call was sounded off after Gale Warning No. 6 was issued at 5 p.m., Sep-tember 23, 2012, by the Operations Center of the National Disaster Risk Re-duction and Management Council (NDRRMC), Mayor Nova Princess E. Parojinog-Echavez, CDDRMC chair said.

The NDRRMC advi-sory said strong gale force winds enhanced by Typhoon “Lawin,” which has an in-ternational name “Jelawat,” is expected to affect the Eastern Seaboards of Mind-anao, Visayas and Southern Luzon, particulary, in the provinces of Quezon and Camarines, Catanduanes and Albay in the Bicol Re-gion.

BUTUAN City––The De-partment of Environment and Natural Resources (DENR) planned to cre-ate Forest Industry Eco-nomic Cluster (FIEC) that will facilitate in providing alternative livelihood to thousands of displaced wood industry workers in the region.

DENR Regional Execu-tive Director for Caraga Marlo D. Mendoza said the measure will help boost livelihood opportunities for the people in the up-land barangays who were displaced when several large-scale wood process-ing plants temporarily shut down operations.

Members and officials of Butuan Integrated Group of Bandsaw Operators and Lumber Dealers (BIG-BOLD) expressed dismay over some local govern-ment units and DENR’s failure to offer alternative livelihood to thousands of displaced workers as they deplored the death of wood industry in Caraga region once tagged as “Timber Corridor” of the country.

He added the other rem-edy is implementation of the “Forest Certification System “ as permanent solution to illegal harvest-ing of trees.

He said the DENR has introduced a “t imber-tracking system” to dis-courage cutting of trees in residual and natural forest areas and ensure chain of custody and legality of sources entering and de-livered to wood processing plants.”

He said that for pur-poses of monitoring all raw materials that are being de-livered to wood processing plants, henceforth, shall be

geo-tagged to discourage illegal logging. This mean that all wood products that are being transported to the wood processing plants shall contain a “bar code” to identify them as ex-tracted from legal source.

The DENR, however, encourages the develop-ment of plantation areas which the farmers can plant fast-growing species such as falcata, bagrass, acacia mangium and dipterocarp species such as lauan to supply the requirement of the wood processing plants. He said that there is a bigger demand for veneer and plywood products in the country as the housing and construction industry are improving.

He said efforts are be-ing done by the DENR to encourage upland farmers and indigenous people (IP) to participate in the Na-tional Greening Program to augment the supply of raw wood material require-ment of the wood industry. The Department of Social Services and Development (DSWD), for the meantime that qualified upland farm-ers are waiting for harvest of trees shall provide the Conditional Cash Transfer (CCT) to sustain their living. pna

KIDAPAWAN City––Police in Sultan Kudarat province are eyeing the possibility that the victim in the latest riding-in-tandem attack in Isulan town could be linked with the killing three months ago of a police of-ficer.

Sr. Supt. Rolen Balquin, provincial police director of Sultan Kudarat PNP, said initial investigations revealed that Allan Sam-pulna, the motorist who was seriously hurt when at-tacked by riding-in-tandem last Wednesday night, was arrested on July 12 for car-rying unlicensed firearms during a highway check in Isulan town.

The traffic inspection during that time was led by a certain Police Officer 2 Akmad, a traffic enforcer in Isulan town. Akmad, according to Balquin, was

responsible for the arrest of Sampulna and two others on July 12.

Two days later after the highway check, Akmad was killed by a riding-in-tandem.

Also, days later, Sam-pulna and two of his com-panions were released on bail.

Police hinted that the killing of PO2 Akmad could be linked with the arrest of Sampulna and company.

“But we’re still investigat-ing. There are indications that the two incidents in July this year are linked with each other,” said Balquin.

The possibility was also high, police said, that the attack on Sampulna last Wednesday in Isulan town had something to do with the killing of PO2 Akmad.

Around 11 p.m., on Wednesday, Sampulna was

driving his motorcycle on his way to Barangay Ka-lawag-Dos in Isulan town when two motorcycle-riding men shot him in different parts of his body.

Bystanders witnessed the shooting so they rushed to the site to help the victim.

The suspects fled after the incident.

Reports said it was the bystanders that rushed Sam-pulna to the nearest hospital in Isulan town.

Records from the Sultan Kudarat PNP showed that aside from illegal possession of firearms, Sampulna also figured in several car thefts in Southwest Mindanao.

As indicated in the previ-ous text considered, Jesus intended that His followers become “sons of light”, or as the Lord calls them in this text, “the light of the world.” What a high and significant calling. Those who are disciples of Christ are called to be, as He was, “the light of the world”. So that we might know how to fill such a monumental role,

We are to be a city set on a hill. We have to maximize our efforts and service before God and men, to bring glory to the Father and souls to salvation.

Landlords continue to ask for higher rent fees with most not even paying tax on these incomes. Every year landlords believe an increase is imminent yet they invest nothing to improve their properties.

Meralco; gee, with a heavy sigh this company has to be put to sleep. Electricity rates are simply crippling the country and the people while the owners smile with their profits unmindful of the people who suffer it daily. It must be the devils work to sit in these boards to approve these unjust rates putting the people in utter misery.

WHEN I was reading James C. Dobson’s statement about marriage which says” Don’t marry the person you think you can live with; marry only the individual you think you can’t live without “ , I was inspired to look at the latest statistics on marriage taking place in Northern Mindanao. What I saw was the total number of marriages occurring in 2010 which registered a total of 24,484 which is 1,571 higher than that of 2009. Then I shifted to statistics on live births - the latest of which is 2009 which posted a total of 80,747 live births consisting of 41,990 females and 38,756 males with a sex ratio of 108.

Birth, death and mar-riage statistics are the milestones of human lives, and the most common way of collecting information is through civil registration- an administrative system employed by governments to record the occurrence of such events in the lives of their population (Hufa-na,2010). Civil Registration is defined as the continuous permanent, compulsory and universal recording of the occurrence and characteris-tics of vital events and other civil status pertaining to the population as provided by decree, law or regulation in accordance with the legal requirement of each country. (United Nations 2001).

The civil registration system addresses various needs. For individuals, vital records provide legal proof of identity, civil status, age and relationship. On the other hand, vital statistics derived from the aggrega-tion of individual records provide the tools for the de-

mographic analyses needed for economic and social planning and development. It also provides insights into various health information such as leading causes of death as well as death sex ratio. For instance, since 2000, there have been more reported deaths of males than of females. In 2008, the proportion of male deaths was higher than female deaths in all age groups except in age group 80 and over. Disparity between sexes was prominent from infancy until after retire-ment ages. The infant death sex ratio in 2008 was 143.7 , which indicates higher risk of dying among male infants than female infants ( NSO Philippine Yearbook,2010).

If we were to take a in-sightful look at how civil registration in the Philip-pines has gone through in addressing the grow-ing needs of the people, we would see significant developments such as RA 9048, otherwise known as AN ACT AUTHORIZING THE CITY OR MUNICIPAL CIVIL REGISTRAR OR THE CONSUL GENERAL TO CORRECT A CLERI-CAL OR TYPOGRAPHI-CAL ERROR IN AN ENTRY AND/OR CHANGE OF FIRST NAME OR NICK-NAME IN THE CIVIL REG-ISTER WITHOUT NEED OF A JUDICIAL ORDER, AMENDING FOR THIS

PURPOSE ARTICLES 376 AND 412 OF THE CIVIL CODE OF THE PHILIP-PINES.

Such was the act passed in 2001. The passage of time witnessed growing needs among petitioners with regard some errors in their birth and mar-riage certificates .Thus, on August 19,2012 , President Benigno S.C. Aquino III signed into law Republic Act No. 10172, an act fur-ther authorizing the city or municipal civil registrar or the consul general to correct clerical or typographical er-rors in the day and month in the date of birth or sex of a person appearing in the civil register without need of a judicial order, amending R.A. NO. 9048.

Clerical or typographi-cal error refers to a mistake committed in the perfor-mance of clerical work in writing, copying, transcrib-ing, or typing an entry in the civil register, such as misspelled name or mis-spelled place of birth, mis-take in the entry in the date of birth or the sex of the person, which is visible to the eyes or obvious to the understanding, and can be corrected or changed only by reference to other existing record or records. Provided, however, that no correction must involve change of nationality, age , or status of the petitioner.

This law will ease cor-rections and will spare the petitioner from undergoing the tedious court proceed-ings. Requesting parties are required to support

petition with the follow-ing documents: A certified true machine copy of the certificate or of the page of the registry book containing the entry or entries sought

to be corrected or changes; at least two public or private documents showing the cor-rect entry or entries upon which the

CAGAYAN de Oro City––Authorities from the Rev-enue Region (RR) 16 of the Bureau of Internal Rev-enue (BIR) here in the city padlocked seven business establishments yesterday for violations of the Value Added Tax Law.

These establishments were the Willshire Inn, King William Inn, Kyross Inn, Will’s Place, Westin Inn, Will’s Bar, and Gab’s KTV.

The seven establish-ments under the Willshire Group of Companies, Inc. (WGC, Inc.) were tempo-rarily closed for failure to register as VAT taxpayer, failure to issue receipts as

BUTUAN City––The De-partment of Environment and Natural Resources (DENR) planned to cre-ate Forest Industry Eco-nomic Cluster (FIEC) that will facilitate in provid-ing alternative livelihood to thousands of displaced wood industry workers in the region.

DENR Regional Execu-tive Director for Caraga Marlo D. Mendoza said the measure will help boost livelihood opportunities for the people in the up-land barangays who were displaced when several large-scale wood process-ing plants temporarily shut down operations.

Members and officials of Butuan Integrated Group of Bandsaw Operators and Lumber Dealers (BIG-BOLD) expressed dismay over some local government units and DENR’s failure to offer alternative livelihood to thousands of displaced workers as they deplored the death of wood industry in Caraga region once tagged as “Timber Corridor” of the country.

“ T h e g o v e r n m e n t through the FEIC can gen-erate jobs through manu-facturing of DepEd- chairs, fixtures and wood process-ing and revenues from sale of chairs, novelty items made of woods ” he said.

He said that most of the people affected by the imposition of the Execu-tive Order 21 are the poor and those who depend on timber industry for a living.

He added the other rem-edy is implementation of the “Forest Certification

System “ as permanent solution to illegal harvest-ing of trees. He said the DENR has introduced a “timber-tracking system” to discourage cutting of trees in residual and natural for-est areas and ensure chain of custody and legality of sources entering and de-livered to wood processing plants.”

He said that for pur-poses of monitoring all raw materials that are being delivered to wood process-ing plants, henceforth, shall be geo-tagged to discourage illegal logging. This mean that all wood products that are being transported

ZAMBOANGA City––Th e Department of Tourism–Au-tonomous Region in Muslim Mindanao (DOT-ARMM) has conducted a forum on Th ursday and tackled about multi-sectoral perspective on the advancement of the tour-ism industry in the region.

ARMM DOT Sec. Nass-reena Sampaco-Baddiri said the forum’s discussion was premised on the “Path to Peace” with insights from security forces, legislators and tourism advocates underlying current stature of ARMM.

Somehow it is difficult to fathom how these telcos continue to waste monies in advertising when all they need do is man their service counters so we can pay our bills with ease. Billing has to be magic with dropped calls and slow connections for the internet. The multipliers utilized to bill our calls need scrutiny. But aren’t the public utility companies owned by the same sources. They need to be charged with economic sabotage.

Why we have allowed these conditions over the decades needs immediate attention if not regulation. If not government meddling – who else? Employers are equally at fault paying too low a wage while asking for responsibility, loyalty, com-mitment if not an ownership into their trade forgetting what the employees are left to live with. By the end of the day an irresponsible good-bye is greeted demanding to be-on-time tomorrow conveniently forgetting the conditions his employees have to survive to get to the next day. Ah yes, I forget, employment for the first six months to a year and to many, the first two years allows employers to engage staff at dirt cheap levels. Minimum wage is always the median when it is sheer legislation that employees require to eat somewhat. Forget living, this is another expense all together. The irresponsibility of many Filipino employers is to reduce operating costs by squeezing their staff wages which ironically is their biggest and most important investment for their busi-nesses. What gives?

According to the BIR, a 48-hour notice was then issued to the said taxpayer to inform it of the investi-gation findings. It was also

given ample time to make the necessary rectifications, however it failed to do such.

A five-day VAT Compli-ance Notice was also issued afterwards to again afford the corporation to explain its side, but it likewise failed to comply the terms of the five-day VCN.

A final notice was served to WGC, Inc. giving it an-other 10 days to comply with the five-day VCN and/or to refute the findings of the BIR, but still it ignored the final notice.

if they themselves do not see impact of corn pro-duction in terms of higher income.

He said though the growth rate of the corn

industry remains healthy, with the projected produc-tion given the good harvest from a record high at seven point eight million metric tons in 2012 to eight point five metric tons by 2013, it is important that the corn industry know the direction it is taking.

“It is important that we aim higher for the industry to improve the lives of the farmers. A lot of things still needs to be done to achieve sufficiency in corn and the quality and necessary supply that go with it,” Pangilinan said.

Pangilinan said as chair of the Senate committee on agriculture and food and chair of the congressional oversight committee on agriculture and fisheries modernization fund which takes care of the Agricul-ture and Competitiveness Enhancement Funds (ACE Funds), monetary support is available to ensure viable solutions to improving the corn industry and its play-ers, particularly the farmers.

“In our last en banc ses-sion of the COCAFM Fund, we lifted the moratorium in the releases of the ACE Funds for grants for soft loans and scholarships. The corn industry must be one of the first to avail the sup-port fund,” he said.

Pangilinan said clustered farming and fishing com-munities is the first priority in the releases of the ACE Funds. He added that being a clustered community is one of the criteria in releasing grants.

He said it must be real-ized through the assistance of cooperatives and local government units. “It must be a synergy of cooperation among local government units, cooperatives and the farmers or fisherfolks,” Pan-gilinan said.

Pangilinan encouraged farmers who tend one to two hectares to organize with other farmers with the same farm size in order to get the necessary support from government through the ACE Funds.

“There must be synergy in the grassroots communi-ties focused on mobilizing the farming or fishing com-munities,” he said.

Pangilinan said that with

the budget hearing of the Department of Agriculture (DA) set on October 16, he will raise the benchmarking of the income of farmers this year up to 2016.

He said that in other countries, one of the man-dates of the agriculture ministry is to increase the income of farmers in a pe-riod of seven years.

“We have to set specific targets in order the grasp the realities besetting the farming sector,” Pangilinan said.

He said increasing farm-ers’ income can be done by clustering them, making them bankable in terms of credit and connecting them to the market.

Pangilinan said govern-ment through the DA must provide farmers with mar-ket support, seedlings, and post-harvest facilities in order to improve their lot.

He said the corn con-gress must also look into improving the corn products to meet global standards and improve demand for Philippine corn.

Pangilinan said mecha-nisms and infrastructure must be clearly set in order to make Philippine corn sup-ply consistent and available.

He said that there is a bigger demand for veneer and plywood products in the country as the housing and construction industry are improving. He said efforts are being done by the DENR to encourage upland farmers and indigenous people (IP) to participate in the National Greening Program to aug-ment the supply of raw wood material requirement of the wood industry. The Depart-ment of Social Services and Development (DSWD), for the meantime that qualified upland farmers are waiting for harvest of trees shall provide the Conditional Cash Transfer (CCT) to sustain their living.
