The National Caspian Action Plan of the Republic of Kazakhstan on environment enhancement of the

Caspian Sea for 2003-2012

Purpose:To stabilize ecological situation, enhancementof the Caspian Sea environment and coastal area in order to supply sustainable housing of the population.

Natural – scientific justification of creation state natural reservoir “Akzhayk” in Ural river estuary is approved

Project “Novinsk state nature reservoir” is approved

It is planned to eliminate 24 pumpers ($ 15, 1 million)($ 15, 1 million) for the period 2007-2009

According to the Development program of the state mineral – feed complex resource base in 2007 were conducted:

On prevention of the sea oil spill

- Developed the construction project of North-Caspian oil spill ecology response base ($ 1,5 million)($ 1,5 million)

- the Plan of oil spill prevention is adopted by the Government

- Mathematical model of the “oil map” is developed

- In “Bautino” village the 1000 square meter Centre of oil spill elimination with a command post and equipment park is created. Also there is an oil spill elimination equipment pool

CCO Agip Company:

National Plan of maritime oil spill prevention and elimination is prepared

Kazmunaigaz Company held Environmental Impact Assessment of the oil operations, planned in Kazakhstan maritime sector for the period till 2015 (more than $ 470 000)(more than $ 470 000)

On prevention of the emergency situations and ship

Ship survey of conformance to requirements of the International Convention for the preventionof Pollution from Ships is made (MARPOL 73)

Oil companies present to the Ministry of environmental protection plans of flare gas reduction and begin actions on emission reduction

The activities on prevention oil spill on seaside oil fields, containing dike reinforcement are conducted annually. “Embamunaigaz” annually spends more than 1 million US $1 million US $ for this kind of work.

Beginning from 2005 scientific researches on assessment of oil industry activities impact on the regional environment are being undertaken. In 2007 US $ 58US $ 58 000000 were appropriated from the republican budget
