Oil Palm-based industries are industries that have the potential to increase domestic

value-added acquisition along with the development of the production of palm oil as raw material for industry. In the national economy, oil palm-based industry still plays an important role, particularly as a provider of employment, sources of income and foreign exchange.

Since 2006, Indonesia has become the largest producer of CPO and CPKO in the world. With total production 16 million tonnes of CPO while Malaysia is only about 14.9 million tons. In 2008, the national CPO production reached 17.8 million tones while Malaysia at 17.7 million tones. In 2010, Indonesia production of CPO and PKO reached 20.40 million tonnes and predicted by 2020 will reach 40 million tonnes.

Palm oil downstream industry divided into non edible and edible oils categories. Non edible oils industry such as oleochemicals and biodiesel industries. Indonesia has many industries in central region like Jakarta, West Java, Central Java, East Java, North Sumatera, West Sumatera, Riau and South Sumatera.

Industry for edible oils such as cooking oils, margarine and shortening and also specialty fats. Cooking oils industry developed in some areas that are generally in big cities complete with port facilities and support by raw material from Crude Palm Oil (CPO). Some central cooking oils industries such as North Sumatera, Riau, West Sumatera, South Sumatera, Jakarta, West Java, Central Java and East Java.

Production of CPO Indonesia in 2010, amounted to 13.063 million tones, meanwhile production of cooking oils amounted to 9.54 million tonnes, the additional products such as PFAD and RBD Stearine approximately 2.83 million tonnes.

The national demand of cooking oils for 2010, approximately 5.22 million tones, consisting of direct consumption approximately 3.24 million tones, equivalent to 4.43 million tones of CPO (assuming a population of 240 million people @ 13.5 kg/soul/year) and needs by industry approximately 1.98 million tones or around 2.71 million tones of CPO equivalent.

The big problem in palm oil downstream industry about utilizes production still lower than installed capacity. In 2008 until 2010,

production estimated to only reach 55% of installed capacity of 23 million tones of CPO equivalents.

The prospect of palm oil to meet domestic needs and export is actually quite promising. However, if the current install capacity of refineries are still over because CPO still exported in large quantities and some other to meet the needs of industrial raw material for biodiesel and other derivative products. Burden of increasing palm oil is still not freed from the Value Added Tax (VAT) of 10% although the VAT paid by the government of Indonesia (VAT-DTP)

In the development of exports of CPO and derivatives products, price of cooking oil get the export levy of Customs exit (Bea keluar/BK), the amount of charge equal to BK for CPO. So indirectly does not stimulate an increase in the value added of derivative products. That’s why the downstream industries very slowly grow.

Export of CPO of Indonesia on Asian market (India, Pakistan and RRC) has not evolved to the markets of African countries, Europe or United States of America (USA). In Asian markets, the barriers faced by them is the import tariff is higher than the competition with the CPO and palm oil production in the country including cooking oil made from CPO. In the African market, the barriers faced related to the purchasing power and temperature. In European and USA markets, palm cooking oil facing domestic competition, environmental and health issues.

Although the production of CPO feedstock for domestic industries palm cooking oil quite available, but in reality the price of palm cooking oil in the country tends to increase following trend pricing of international CPO prices. Therefore, since 2008 the government provide incentives in the form of VAT MINYAKITA and Bulk palm cooking oil to the needs of low-income communities. In 2011 the VAT incentive of MINYAKITA and Bulk palm cooking oil available Rp. 250 Billion.

Finally, preparation of cooking oil industry profile is intended for information palm oil industry is comprehensive and hopefully can be useful to society at large.

CHAPTER IPolicy Development of Palm Oil Downstream Industry

Potential of palm oil as raw material for downstream industries is required, to produce products with safe and environmentally friendly benefits when consumed. Government through the Ministry of Industry issued a policy for the development of downstream palm oil industry following:

1. Palm Oil Downstream Industries plays an important role in the national economy, especially as foreign exchange, create employment and basic needs providers community.

2. Since 2006, Indonesia has become a producer of crude palm oil (CPO), which is a combination of CPO and CPKO, the largest in the world with total CPO production of 16 million tons, while Malaysia is only about 14,9 million tons.

In 2008, the national CPO production reached 18,8 million tons, while Malaysia amounted to 17,7 million tons. In 2009, Indonesia’s CPO production reached 20,2 million tons and is predicted in 2020 will reach 40 million tons.

3. Based on Presidential Regulation No. 28 of 2008, about of National Industrial Policy, palm oil processing industry (CPO derivatives ) is one of the priorities to be developed and have higher added

value, such as industry of oleo food, oleo chemical, energy and pharmaceutical.

4. In Regulation of Industrial Ministry No. 111/M-IND/PER/10/2009 about the Guide Map (Road Map) Development of Palm Oil Industry Cluster, said that development of palm oil downstream industry cluster medium term (2010-2014) will focus on North Sumatra, Riau and long-term will be integrated in East Kalimantan, West Kalimantan, South Kalimantan and Papua.

5. Basic strategy development downstream palm oil industry by encouraging the processing of crude palm oil (MSM) until the third product derivatives (among others metalic salt, fatty amine, fatty alcohol, fatty amide) in this country, at least 50% of the total national production of MSM prior to export in 2015.

A. INDONESIAN OIL PALM PLANTATION

Oil palm plantation from year to year increase, was recorded in 2009, the Indonesian oil palm plantation area reached 7.9 million ha with an average annual growth of 11.8%.

In 2010, oil palm plantation area in the prediction of 8,1 million ha, which an ownership composition of 43% of farmers, country states 8,5% and the remaining 48,5% large private estates.

B. PRODUCTIVITYProductivity of Indonesian CPO reached an average of 3 tons/ha/year, quite stable untuk 2009. Currently

the government is working to improve the productivity of Indonesian CPO by applying best management practice in oil palm plantations, in addition to continue to produce oil seeds.

E. INDONESIAN PALM OIL MILLS

Palm oil mill (MCC) is one of the production supply chain in the palm oil industry which serves as a post processing of fresh fruit bunches (FFB) oil into crude palm oil (CPO).

Until now MCC in Indonesia noted there are about 608 units with a capacity of total production reaches 34,280 tons FFB/hour, spread over 22 provinces.

Palm Oil is very useful for edible oil to make food products, such as frying or cooking oil included red palm oil, Margarine, Bakery shortenings and margarines, and also specialty fats.

Refinery is the industry who very useful for made crude palm oil to produce RBD Olein (cooking oil) with side product such as PFAD and stearine (can be used for non edible industry).

Every year, cooking oil processed by refineries often requires raw materials of CPO around 4 until 5 million tons. Currently, Indonesia has 94 refineries spread across 19 provinces. Sumber: Central Statistical Agency,Ministry of Agriculture RI, 2009.

A. FRYING OR COOKING OIL.When frying, cooking oil from oil palms serves

primarily as heat exchange medium, usually carried out at a temperature of more than 1500C. Fried food has a pleasant taste with an attractive golden brown color, delicate crunch or crispy and rich flavor.

Palm olein has a moderate linoleic acid content and a very small linolenic acid content, and has no unpleasant odor, no trans-fatty acid, and has high resistance to oxidation. Therefore, it is suitable for frying and applications and it is commonly used for home cooking, either with pan frying and deep frying, in restaurants, fast food restaurants, and also in the manufacture of snack foods and instant noodles. Palm oil can be reused several times.

B. RED PALM OIL

Red palm oil is refined from palm oil by especially mild process, whereby, most of the natural carotenes are retained. It is rich in pro vitamin A (400-500 ppm) and also rich in vitamin E (500-600 ppm).

It is 100% natural and non toxic, does not contain any artificial coloring and preservatives, therefore can be used in food production safety.

D. SPECIALTY FATS

Specialty fats is very useful to make confectionery fats, usually used to replace all or part of cocoa butter and dairy butter. These fats are formulated or modified from palm oil, since the cocoa butter and dairy butter are expensive and their supply unreliable.

The role of these fats is to provide specific texture and richness of taste. Furthermore, the confectionery fats should have a sharp melting behavior to melt easily in the month.

C. MARGARINE

Margarine is used as an alternative to butter. Nowadays, most margarines are made with vegetable oils. Since the common vegetable oil contains high polyunsaturated fatty acids, they require hydrogenation to convert liquid oils to solid fats.

Palm oil, palm stearin, and palm kernel oil are suitable for various margarines types, such as table margarine, bakery margarine, and puff pastry margarine.

CHAPTER VIConclusion

Oil palm is a blessing for Indonesia. Global and national demands of vegetable oil as palm oil for food and non-food products, as well as energy, will continue to increase.

Indonesia is the biggest producer of palm oil in the world. The palm oil industry has become one of the main pilar of Indonesian economic development in the future.

Ministry of Industry, Republic of Indonesia should support the development of palm oil derivatives industry in Indonesia. Development of palm oil derivatives industry aims to get value-added of products produced.

In addition, to achieve national development objectives such as, to reduce poverty, create employment and national growth.

Importance, the development of palm oil derivatives industry, is also to align the overall industrial development; to balance environmental and human life in the future.
