DEVELOPMENT SERVICES DIVISION
MTA 05/2018 SENIOR ADMINISTRATION OFFICER (MEDIA & MONITORING UNIT)
POSITION PURPOSE
The position reports to the Director Development Services via the Principal Administration Officer
(Media, Monitoring & Evaluation Unit). The officer facilitates the monitoring and evaluation of policies
and programmes implemented by the Ministry. The officer carries out impact assessments, and
monitors the organization against the economic, social and spiritual performance standards. The
officers is responsible also for ensuring that the Good Governance framework is reflected in the
processes implemented within the organization, this includes facilitating training on Good
Governance principles, the quarterly publication of the iTaukei Focus and other relevant
organizational information brochures. The officer works in consultation and collaboration with
iTaukei Institutions, Government agencies.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
a. Assist in the provision of advice through the effective monitoring and evaluation of policies and
programmes implemented by the organization;
b. Facilitate with the development and implementation of Monitoring and Evaluation frameworks;
c. Coordinate and assist with internal divisional - performance assessments of the organization;
d. Coordinate impact assessments aligned to the performance standards (bench-marking);
e. Coordinate work on the iTaukei Focus publication;
f. Responsible for the drafting of media release;
g. Facilitate awareness on the Good Governance Framework for iTaukei Institutions;
h. Effectively monitor and report on the programmes and policies implemented;
i. Assist with the development quarterly performance assessments;

MTA 06/2018 SENIOR RESEARCH OFFICER (ENVIRONMENT)
POSITION PURPOSE
The position reports to the Director Development Services via the Principal Research Officer. The
officer provides policy advice on environmental matters with the focus on promoting sustainable
development and resource management within iTaukei communities. The officer assists with the
implementation and coordination of Ministry programmes and policies, and alignment to national
objectives in the National Green Growth Framework and the National Climate Change Policy. In
doing so, the officer works in consultation and collaboration with iTaukei Institutions, Government
agencies, and Non-Government organization (NGO’s).
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
a. Assist in the provision of policy advice on environmental and sustainable development
through the formulation of well researched policy papers;
b. Facilitate and develop initiatives related to the National Green Growth Framework and the
National Climate Change Policy;
c. Assist with the promotion of innovative ideas focused on collective resource management ;
d. Effectively monitor and report on the programmes and policies implemented;
e. Secretariat to the Permanent Secretary and Head of Divisions Meetings & the Land and

CORPORATE SERVICES DIVISION
MTA 07/2018 ACCOUNTS OFFICER
POSITION PURPOSE
The position ensure that fund provided in the Ministry of iTaukei Affairs budget estimate is well monitored, controlled and utilized for the protection and promotion of iTaukei interests. KEY RESPONSIBITIES
a. The role of the incumbent is to supervise and be responsible for accounting function in particular the management of payroll for both Salaries and Wages and ensuring staffs are paid correctly according to the approved rates. Facilitation of staffs’ requests.
b. Ensure that proper recording of Fixed Assets and compliance to Annual Procurement Plan and the Procurement Regulations.
c. Work with officers on ensuring proper monthly reconciliations such as Revolving Fund Account, Trust Fund Account, Bank Lodgment Clearance Account, Drawings Accounts, IDC Accounts, Salary Reconciliation, Wages reconciliation, SLG Reconciliation, are prepared and submitted to Finance.
d. Assist in the facilitation and compilation of respond to Auditor General's queries promptly by liaising with Section involved in the Audit queries.
e. Facilitate the provision of effective administrative support to Senior Accounts Officer through the adherence to directives and the implementation of tasks as may be assisted from time to time.
f. Work with other staffs to ensure that correct postings is done. g. Ensure that stock register for cheques and revenue receipts are maintained. Also ensure

Ensuring statutory compliance with legislation and maintenance of secure and reliable record
management systems and the safe keeping of official documents.
Ensure Ministry Vehicles are managed in accordance with Transport Policy, proper
maintenance of fleets and transport request/tour logistics within the Ministry
Ensure efficient delivery of support services such as preparation of timesheets for weekly

The incumbent will be responsible in the transportation of MTA staff and other stakeholders to and
from various destinations as directed.
KEY RESPONSIBILITIES
The position will achieve its purpose through the following:
Safely transport officers and equipment to desired locations in a timely, safe and courteous manner
a. Effective management and maintenance of vehicle Ministry
b. Drives an assigned route to transport Ministry staff and visitors
c. Responsible for care and maintenance of vehicle; washing and cleaning of both exterior and
interior; takes vehicle to garage for maintenance and repair.
d. Assist passengers in getting in and out of vehicles, and other courtesies.
e. Ensure that Drivers running sheets – at each stop record purpose of trip, number of
passengers per day, mileage and also vehicle maintenance.
f. Daily updates of Vehicle Log Books and ensure officer in charge of transport signs both

PERSON SPECIFICATIONS

ITAUKEI LANDS APPEALS TRIBUNAL MTA 10/2018 CLERICAL OFFICER (ITAUKEI LANDS APPEALS TRIBUNAL)
POSITION PURPOSE
The position is to provide a range of high level executive, secretariat, managing communications and implementing strategies to support the achievement of the organizations’ strategic and operational objectives. KEY DUTIES

ITAUKEI INSTITUTE OF LANGUAGE & CULTURE
MTA 11/2018 PRINCIPAL ADMINISTRATIVE OFFICER POSITION PURPOSE
Manage the Language and Culture units in facilitating programs on the safeguarding of the
iTaukei Language & Culture through the conduction of research to enable the development
of relevant policies, conduction of cultural awareness programs, developing smart
partnerships with stakeholders on cultural enhancement programs and activities related to
review and awareness of the iTaukei language and culture.
KEY RESPONSIBILITIES
1. Contribute to the development of iTaukei Language and Culture Policies through the provision of well researched information.
2. Facilitate awareness and promotion of iTaukei language and culture through video documentaries, broadcast, publication and enhancement programmes.
3. Facilitate the research and review of iTaukei language by coordinating and networking with stakeholders and the iTaukei Language Committee.
4. Facilitate the implementation of the performance management ethos within the Ministry by ensuring compliance with the requirements applicable policies, rules & regulations and standard operating procedures.
5. Submit monthly report to Director, iTaukei Institute of Language & Culture on the unit’s achievements against the work plan.

MTA 12/2018 EXECUTIVE OFFICER (SPECIAL REVIVAL UNIT)
POSITION PURPOSE
To facilitate the conduction of iTaukei Language & Culture revitalization programmes in consultation with the iTaukei Community through the Cultural Mapping Programme in partnership with relevant government agencies and in turn manage an inventory for the Intangible Cultural Heritage and Living Human Treasure to enable monitoring & evaluation of Special Revival Unit programmes to ensure sustainability and assists in the implementation of the principles of Service Excellence.
KEY DUTIES
a. The position will achieve its purpose through the following key duties; b. The incumbent is responsible for analysing data collected from the 14 provinces covered in
the Cultural Mapping Programme to identify the need for revitalization due to the existence of Living Human Treasures. This includes verification of the information collected to confirm authenticity and the urgency of safeguarding and protection of traditional knowledge and expressions of culture.
c. The incumbent will be responsible in coordinating training for Traditional Knowledge & Expression of Culture programmes recommended for revitalization. This will involve liaising directly with the resource owners through the Provincial offices seeking their consent and commitment. Provide workshop schedules and prepare budget proposal for the conduction of the training.
d. Conduction of revisit to monitor and evaluate impact of conducted revitalization programs. e. Ensure that the Administrative Officer (Culture) is updated on the analysis of all data collected
from the, Cultural Mapping and Verification programme through the submission of monthly work plans and achievements of the preceding months.

To coordinate and monitor the technical processes pertaining to editing of data collated from field
research.

The position will achieve its purpose through the following key duties; a. Ensure systematic and accurate input of transcribed data through editing. b. Edit video and audio data. c. Facilitate digitization of data. d. Back-up copies and proper storage of all edited video recordings, scripts and audios. e. ITAUKEI LANDS & FISHERIES COMMISSION MTA 14/2018 PRINCIPAL TECHNICAL OFFICER
POSITION PURPOSE
The position is responsible for the Management of the Technical unit of the iTaukei Lands and
Fisheries Commission, its work programs, resources and planning, aligning it to the vision and
mission, of the Ministry and its Operational plan. And provide technical advice to the Chairman
iTaukei Lands and Fisheries Commission and the Ministry, whenever or wherever necessary.
KEY DUTIES
a. Provide sound advice to Chairman iTaukei Lands and Fisheries Commission on all aspects of the units work programs;
b. Managing the implementation of the units 3 work programs and budget provisions, in liaison with the Senior Surveyor and 2 Senior Technical Officers
c. Monitoring the progress of the units 3 work programs in consultation with Senior officers d. Provide comprehensive reports of the units work program and its progress whenever required e. Make presentations to Ministry of iTaukei Affairs Management or relevant stakeholders on issues
pertaining to the units work progress or plans f. Prepare written proposals on initiatives in improving the units overall output.

MTA 15/2018 SENIOR TECHNICAL OFFICER
(DEMARCATION OF UN-SURVEYED ITAUKEI LANDS)
POSITION PURPOSE
The position is required to liaise with Principal Technical Officer on planning strategies and
developing operation initiatives of the program to be aligned to the Divisional Business plan and
further enhancement of our role within the Ministry’s key objectives.
KEY RESPONSIBILITIES
a. Demarcation work is monitored and reported on its progress
b. Work plans are prepared quarterly and annually
c. Liaise closely with Senior Surveyor on the Survey of Demarcated boundaries
d. All reports from the field are timely and well prepared

MTA 16/2018 SENIOR TECHNICAL OFFICER (VILLAGE BOUNDARY DEMARCATION)
POSITION PURPOSE
Supervise and coordinate all Village Boundary Demarcation (VBD) and Village Relocation (VR) Project work in accordance with the iTaukei Affairs Act Cap 120, section 6 (amendment) By-Law of 2012 and guidelines of the Village Relocation policy
KEY DUTIES
a. Monitor and analyse Village Boundary work report for referencing and planning. b. Prepare quarterly and annual Village Boundary work plan in accordance with budget

POSITION PURPOSE
The role of the position is to provide reliable messenger services and reliable and safe sanitary
services to the Commission.
PERSON SPECIFICATION
In addition to a pass in Fiji School Leaving Certificate with a minimum of one year previous
practical cleaning experience and operation of various cleaning appliances in a busy office

environment, the following Knowledge, Experience, Skills and Abilities are required to successfully
undertake this role:
KNOWLEDGE EXPERIENCE
1. Good interpersonal and communication skill and relationship management; 2. A basic understanding of Health & Safety (OHS) regulation
