    70 LAKHS SOLAR STUDY LAMP SCHEME

  • Overview

    ● Ministry of New & Renewable Energy (MNRE) has approved scheme for distribution of 70 Lakh solar study lamps to school children○ “The scheme to be implemented in mission mode in

    collaboration with IITB and distribution of lamps to be ensured by 31-12-2018 in the targeted intervening blocks”

    ● The implementation period is Jan’17 to Dec’18

  • Objectives of Scheme

    • Supporting education by providing adequate light intensity for studying purpose

    • Employment/livelihood generation through localization of solar energy

    • Reaching out marginalized communities by targeting those areas/blocks which are highly dependent on kerosene for lighting/ lack access to electricity

    • Awareness & Confidence on Solar Technology through first-hand experience of solar products to rural communities

    ● States with 50% Households with kerosene as their main source of lighting (as per Census, 2011)

    ● Preference will be given to blocks with higher concentration of Scheduled Castes (SCs) and Scheduled Tribes (STs) population(as per Census, 2011)

    • Phase I → 22 Lakhs lamps will be disseminated in 5 states

    Assembly & Distribution and Repair & Maintenance Centre

    Assembly & Distribution Centre is,

    • A physical place representing one/two blocks

    • Where disassembled solar lamp kits are delivered and stored

    • Local communities assemble, carry out the distribution of solar study lamps

    • All the records & funds related to assembly & distribution it are maintained and transferred to ZEA from here

    Repair & Maintenance Centre is,

    •A physical place where a service provider is stationed to provide free repair and maintenance services in case the need emerges.

    • Under scheme repair and Maintenance centres are setup for the after-sales service of the solar lamp for the period of ~10 months

    BEA will get ~INR. 63 per lamp for handling all block level operations including assembly,

    distribution and after-sales service

  • SELECTION OF BEAs

  • Selection Criteria for a BEA

    • Implementation experience in solar energy, schools and/ or livelihood focused projects

    • NGO and or SRLM with presence in at least 5 districts in the state in which they propose to be the partner

    • Outreach and contiguous presence in qualifying blocks

    • Existence of strong self help group (SHG) network will be preferred

    • Existence of adequate infrastructure & facilities to set up Assembly & Distribution Centers, such as storage space to house material delivered, electricity connection, internet facility, etc.

    • Previous experience and ability to handle medium and large scale projects

    • Willingness to appoint and monitor dedicated staff to coordinate various activities at block level

    • Ability to respond quickly to the needs of the project

    It is suggested that senior authority should be appointed as the in-charge of the project considering the amount of money and responsibilities involved in the project.

  • Selection Criteria for a BEA, if SRLM

    • Implementation experience in solar energy and/ or livelihood focused projects

    • SRLM having CLFs• Registered and active

    • Atleast 1 year old (preference can be given to ones that are 2 years old)

    • Outreach and contiguous presence in qualifying blocks

    • CLFs with more than 750 SHGs operating under them

    • Regular disbursement of revolving funds

    • Regular disbursement of livelihood funds

    • CLFs that can take up solar as their main intervention activity and are willing to provide support for solar enterprising activities

    • with existence of adequate infrastructure & facilities to set up Assembly & Distribution Centers, such as storage space to house material delivered, electricity connection, internet facility, etc.

    • Previous experience and ability to handle medium and large scale projects

    • Willingness to appoint and monitor dedicated staff to coordinate various activities at block level
