KODI JEAN CHURCH, PE, JD, F.NSPE – STATEMENT OF INTEREST AND QUALIFICATIONS

As a large and diverse organization, we must continue to challenge ourselves and our actions to ensure that we are appropriately addressing the changing market and needs of our members while maintaining strong partnership between NSPE and state societies. We did great work in 2012-2013 and should use that momentum to continue making strategic and meaningful change. By focusing on the main thing, that NSPE is the voice and advocate of licensed Professional Engineers, we can be successful.

Kodi is an associate in the Energy Section at the law firm of Briggs and Morgan, P.A. Prior to joining Briggs in 2009, Kodi was an environmental engineer for a Minnesota electric utility company (2004-2009) in the areas of hazardous and universal waste compliance, greenhouse gas reporting, stormwater and spill plan development, and local, state and federal permitting for transmission projects. Kodi is licensed to practice law in Minnesota state and federal courts and Wisconsin state courts. Kodi is also a licensed Professional Engineer in Minnesota.

Kodi continues to be active in Professional Engineering organizations while practicing law in the areas of energy and the environment. Kodi has been an active member of the Minnesota Society of Professional Engineers and National Society of Professional Engineers since joining the societies in 2001. Kodi started the first MnSPE student chapter at the University of Minnesota Duluth before graduating in 2004 and was elected to serve on the MnSPE Executive Committee in 2005. Kodi has been a Fundamentals of Engineering review course instructor for MnSPE since 2007. She has also consulted with a national publisher on course development and changing NCEES test guidelines. In 2008, Kodi was elected MnSPE’s Secretary/Treasurer, eventually progressing to MnSPE President in 2010. During her time as an MnSPE officer, Kodi chaired MnSPE’s Strategic Planning task force and Recognition Events committee, was a member of various committees and task forces, and worked diligently to recruit and promote young engineers as committee/task force members and chapter/state leaders. In 2009, MnSPE selected Kodi as its Delegate to NSPE’s House of Delegates, where she served two terms. In 2010, she was named MnSPE’s Young Engineer of the Year. Kodi joined the Minnesota Professional Engineers Foundation Board of Directors in 2011. In 2012, Kodi was awarded the NSPE membership grade of Fellow. Also in 2012, the North Central Region elected Kodi to serve as its Regional Director on the NSPE Board of Directors for 2012-2014.

Kodi’s involvement in NSPE committees and task forces has varied over the years. She chaired a task force to revise the NSPE bylaws and reorganize the operating procedures (2010-2011), was a member of the Standard of Professionalism in Engineering Practice task force (2010-2011) and served as task force vice-chair the following year, was a member of the Membership committee (2011-2012), was vice-chair of the Membership committee and the Race for Relevance Retention task force (2012-2013), and was a member of the 2013 NSPE Annual Meeting task force. Kodi is currently chair of the 2013-2014 NSPE Membership committee.

In addition to professional organizations, Kodi is active in community organizations, including Heart & Hope, Women of Habitat for Humanity and Community Aid Elk River.

Re: Letter in support of the candidacy of Kodi Jean Church, P.E, J.D., F.NSPENSPE Vice President for 2014-2015 Term

Dear Members of the Candidate Screening Committee,

I am writing to personally and enthusiastically endorse the candidacy of Kodi Jean Church, P.E, J.D., F.NSPE for the position of NSPE Vice President.

I have known Kodi since meeting her at the 2009 NSPE national conference in St. Louis Missouri. Ms. Church and I have served together on two NSPE national committees, 1) the 2010-2012 Standard of Practice task force, and 2) the 2011-2012 Membership RetentionTask Force.

Ms. Church has the ability, experience and character traits needed to be an effective leader of the National Society. I have observed Ms. Church be consistent, productive and timely in her committee assignments. She is prudent in her communications and has sound judgment; this was prominently on display during our work together on the Standard of Practice Task Force, where, while being careful to avoid providing formal legal advice (as this was not her role!) she was able to provide substantial insight on this issue from the perspective of her own practice as a professional engineer and attorney, cautioning the committee members to avoid a “one size fits all” definition of the standard of practice or care and to look to court decisions to learn how the standard of care had been defined.

Since the completion of these efforts, Ms. Church has moved on to serve as the North Central Region Director for the National Society for 2012-2014, adding regional representation and governance at the national level to her resume of experienceMs. Church has also been a leader in her state society, serving on its Executive Committee and subsequently as its Secretary/Treasurer and then President in 2010 before moving to the Minnesota Professional Engineers Foundation board in 2011. The Minnesota Society has been active and effective in its own activities, having withstood the precipitous membership decline that took place in many other state societies over the past decade, a result which is both to the credit Minnesota

society’s paid and volunteer leadership and also, I most strongly assert, must be duplicated at the National level for our society’s continued viability as a professional organization.

I believe that Ms. Church will bring energy, fresh insights and an ability to connect with recently graduated engineers and engineering students, encouraging them by both exhortation and example to seek licensure and join NSPE and its state affiliates.

Retaining existing professional members, developing active and engaged state society leadership and effective national and state-level recruiting efforts of a younger demographic through providing motivation to get registered and join are all absolutely vital to the growth and development of NSPE as a viable professional society that accomplish its mission.

I believe that Ms. Church has the ability to successfully improve the society’s efforts in all three of these areas, and enthusiastically support her candidacy for Vice President of NSPE without any reservation. She’s the kind of leader that we need to both survive and thrive.

Please contact me if you should have any further questions.

Dear Committee,

It is with great pleasure that I recommend to you Kodi Jean Church, PE, F.NSPE for 2014 – 2015 NSPE Vice President. Kodi has proven herself to be exceptionally qualified for the position, and she has the skills, the mindset, and the initiative to lead NSPE into the future.

Kodi’s hard work and dedication to NSPE have been self evident in her service to various NSPE committees and task forces over the past numerous years. I had the privilege of working with her in the NSPE Membership Committee for the previous two years, with her serving as chair of the committee this year. In the current state of introspection and change within NSPE, Kodi has been at the forefront of the Race for Relevance, vice-chairing the Membership Retention Task Force. Her work and the work of the other members of that key task force have proven to be invaluable and will help to make some much needed improvements in NSPE.

Through her service on the Membership Committee and Race for Relevance Task Forces, she has shown herself to be capable of tackling very difficult tasks and to be effective at fostering compromise on divisive issues. She also conveyed a willingness to accept and develop new ideas and methods for recruiting and retaining members. These are essential attributes for the future leadership of NSPE, as adherence to the old ways will not help reverse the decrease in membership that we have been experiencing for the last decade.

As a member of the NSPE Board of Directors since 2012, Kodi has gained experience and insight into the workings of the leadership of the organization. She has established a great working relationship with the other members of the Board and Executive Committee, which will allow her to hit the ground running as Vice President.

In the recent years, I have been very pleased with the NSPE leadership’s commitment to keeping NSPE on pace with the changing times. Kodi is exactly the Vice President we need to further those efforts and lead NSPE into its bright and vibrant future.

Kind Regards,

Gregory Latreille, PE NSPE House of Delegates – Alaska Representative NSPE Western and Pacific Region - Chair

As a 2014 nominated NSPE Fellow, it gives me great pleasure to recommend Kodi Jean Church, PE,

JD, F.NSPE, for the position of NSPE Vice President. I first met her in 2007, when she volunteered

to be on the Scholarship Committee that I was chairing .

Over the years, I have seen Kodi rise through ranks of MnSPE with increasing involvement and

served as MnSPE President in 2010. She represented MnSPE as its second House of Delegates

representative serving two terms. In 2012, she was awarded the NSPE Fellowship. Kodi was

elected as the Regional Director on the NSPE Board of Directors for the North Central Region from

201 2-2014. She currently serves on the Minnesota Professional Foundation Board.

To conclude, I would like to restate my strong recommendation for Kodi Jean Church. I believe that

she is what the NSPE needs and will prove to be an indispensable asset to the organization. She's a

leader by nature and always takes on the lead roles and handles them with ease and determination.

Sincerely, '

Randal E. Riebel, P.E.
