3. Transfers of appropriationsIn accordance with Article 27(3) of the Financial Regulation, the Committee on Budgets haddecided to approve the Commission's transfer of appropriations DEC 06/2016 and DEC 07/2016.

Pursuant to Article 203(5) and (7) of the Financial Regulation, the Committee on Budgets had nottaken a decision contrary to the project concerning the conclusion of a 15-year usufruct contract foroccupancy of the 'Black Pearl' and 'Merode' Buildings.

Pursuant to Article 203(5) of the Financial Regulation, the Committee on Budgets had not taken adecision contrary to the project to build a new laboratory building ('Wing M') at the Joint ResearchCentre at the Institute for Transuranium Elements in Karlsruhe in Germany.

Pursuant to Article 203(5) and (7) of the Financial Regulation and Article 88(2) of CommissionDelegated Regulation (EU) No 1271/2013, the Committee on Budgets had not taken a decisioncontrary to the project for the final premises of the seat of the European Centre for DiseasePrevention and Control in Stockholm.
