Directions to Epworth By The Sea, St. Simons Island, Georgia

From Statesboro/Dublin areas: Take I-16 E towards Savannah. Take Exit 157A to I-95 S. Take I-95 S to exit 38 (Golden Isles Pkway/Spur 25). Take a left onto Spur-25. Follow the Spur until it merges right onto US-17 S. Take a left onto the F.J. Torras Causeway (there will be three left hand turn lanes and a Peaches gas station on the left corner). The causeway will take you to St. Simons Island (follow directions below). From Jesup/Eastman/Vidalia areas: Take US-341 South to Brunswick. Follow 341 all the way into downtown Brunswick (341 turns into Newcastle Street). Take a left at the intersection of Newcastle and Gloucester Streets. Follow Gloucester to the end; take a left at the light onto US-17 N. Immediately get into the right hand lane, and this will merge right, onto the F.J. Torras Causeway. The causeway will take you to St. Simons Island (follow directions below). From Waycross/St. Marys areas: From Waycross, take US-82 S towards Brunswick. US-82 will turn into US-17. From St. Marys, take I-95 N to exit 29 (US-17/South Georgia Parkway) and take a right onto US-17 N. For both, follow US-17 N over the Sidney Lanier Bridge into Brunswick. Pass through the intersection at Gloucester Street and merge right onto the F.J. Torras Causeway (across from the Winn Dixie shopping plaza). The causeway will take you to St. Simons Island (follow directions below). For Everyone: Once on St. Simons, at the end of the causeway stay in the left lane and continue following the roundabout to Sea Island Road. Go straight through the traffic light, staying on Sea Island Road. Turn left at the first street marked Hamilton Road and then right onto Arthur J. Moore Drive. We will be in Jones Auditorium. If you get lost or need help with directions, please call the Front Desk at Epworth, 912-638-8688.

Please read all material carefully prior to coming to the meeting, particularly the Consent Agenda (if there is one), which will be voted on at the beginning of the meeting. In order to be good stewards of the presbytery’s resources, we ask that each church print out copies for the pastor, clerk, and Elder Commissioner.

PLEASE CHECK WITH YOUR ELDER COMMISSIONER TO MAKE SURE THAT THEY HAVE A COPY OF THIS HANDBOOK. If they do not, you can get a copy from the presbytery office, or download it from the website.

the task given by Savannah Presbytery.

Report of the General Presbyter

Russell Gladding, CRE

As we begin this New Year in 2014, I am suggesting a theme for our presbytery, “Growing Our

Connections; Working Together in Ministry and Mission.” This springs off of our last year’s theme,

“Connecting and Reconnecting.” I believe we have made a great start throughout Savannah

Presbytery in establishing and building relationships. However, this is not where we are to stop. It

is not about us, it is about God’s mission for God’s church. What are the things we can work

together on that will help in bringing in God’s Kingdom here in southeast Georgia?

I would suggest that this theme could be the focus of our 2014 breakout sessions at our Stated

Meetings. Our Teams should lead the way in thinking about how and what we can do in this hour,

or so, three times a year that will perhaps drop a spark that can glow and ignite our presbytery in

new ways as we look outside of our individual lives, congregations and teams. Collaboration and

cooperation can be part of that new way of thinking here.

One particular area that I would point us to as we begin, is that of the opportunities we have in our

connections with the General Assembly and its 1001 New Worshiping Communities. We have a

wonderful start in Swainsboro with Igelsia Latina, now officially one of these 1001 communities.

Where else and what else and who else might we look at: the homeless, college kids in our bounds,

racial ethnic/multicultural groups, the hungry, the aging, the children?? There may be needs out

there, just as we happened on to the need in Swainsboro.

There are still opportunities with our smaller churches for revitalization and clustering for mission.

How can we work together to better use property that has been heretofore been for a congregation

that now has difficulty in paying a mortgage or keeping up the maintenance. Are there needs and

desires for congregations to pool resources in a new environment?

There is much to do and it is our time to begin. I am suggesting that a starting point is with the

Presbytery Council. Plans are starting for an overnight retreat where we could individually, in our

teams, and as a whole begin to cast a vision for moving ahead. If you have thoughts, we welcome

them to be included in this planning.

Report of the Treasurer

Russell Gladding, CRE

You have the Balance Sheet and Profit and Loss statements attached to this report. I am pleased to say that

Savannah Presbytery made significant strides this year in its financial operations and stewardship of its resources.

The Balance sheet shows a solid Current Ratio of assets to liabilities. Out bills are being paid on time. This year

we were able to pay our per capita commitments to the Synod and to the General Assembly on time and in full. I

want to thank our Office Administrator, Liz Richardson, for her dedicated work in this important function of the

presbytery office.

One item that you will note on the Balance Sheet is item #36 which shows a balance due to the presbytery as of

December 31, 2013. This is a holding account for rent that Immanuel Korean Presbyterian Church pays us as a

tenant in the former Hinesville Korean property. This money is annually returned to the New Covenant Growth

Fund per the presbytery’s direction. This $20,400 was returned to that fund shortly after the first of the year.

As you will note, the year-end P & L Report also shows good news as we ended the year with only a $2,826.16

deficit. Factors allowing for this include the following.

1. Pledge income was paid at 97.9%. You will note that a number of our congregations over paid their

pledges which helped offset some who did not. I strongly continue to ask for your consideration of paying

your pledge in monthly installments, just as our churches encourage their members to show good

stewardship in this practice.

2. Our Team and other income allowed our Total Income to be just shy of $356,000 or 99% of our budget.

3. On the expense side I am grateful to our Council and our Teams for their under spending their budgets.

Expenses were 95.7% of the amount budgeted in 2013.

The result of these factors allowed us to have a much smaller deficit than we had projected.

I would also like to report to you that our Stewardship and Challenge budget campaign was well received by most

of our congregations. I want to thank the Finance and Stewardship Committee for their efforts, and also our

Sessions for, in so many cases, accepting the challenge that was sent to them in the campaign. This combined effort

has allowed us to present to you today a balanced budget for 2014.

Thank you all for a good 2013 and I look forward to our doing even more in 2014 as we seek to work as a

connected church serving our Lord in southeast Georgia.

Committee Reports with Recommendations

Report of the Presbytery Council TE Rev. Kathi Parchem, Moderator

Recommendations: 1. That the Savannah Presbytery adopt the proposed 2014 Budget as submitted in this report.

Rationale: The proposed budget includes the following items to enable a balanced budget. Adopting the

budget as presented authorizes the following actions approved by the Presbytery Council.

A. That the percentage of earnings used for the budget from the New Covenant Growth Fund

be increased from 4% to 5% for 2014 only.

B. That a special offering from the churches be authorized to supplement the 2014 budget

2. That it is in a spirit of joy and celebration for the pledges made by the Sessions of our churches to the

Savannah Presbytery 2014 budget that the Savannah Presbytery Council recommends the continued

use of the Challenge Budget Process, as used in the fall of 2013, into the future.

Rationale: We are thankful for the serious discernment of the sessions in so many of our churches during

this budget process. We had churches that met the challenge, many that made a significant increases even

though not being able to meet the whole challenge, some churches were just not able to increase but

continued to hold their pledges from the previous year. Even those who had to decrease their pledge

responded with their wishing they could. The faithfulness shown in this period of discerning where our

treasure is and how we will use it in Savannah Presbytery resulted in the increase in our unified pledges

of more than 7% over 2013 pledges and our ability to balance a budget for the first time in quite a while.

3. That the Savannah Presbytery adopt the proposed Operations Manual as amended during the period of

its first reading from October 22, 2013 to January 10, 2014.

Motion made to refer recommendation back to Council with presbytery input at 2014 spring stated meeting. Motion passed.

4. That Savannah Presbytery adopt the Reconciliation and Dismissal Policy as is with no changes

proposed during the first reading period from October 22, 2013 to January 10, 2014.

Report of the Finance and Stewardship Committee RE Karl Branch

Information:

1. The 2014 budget is presented as a balanced budget for practical purposes, although it show a negative

$66.61. The F& S committee is pleased to present this budget for your consideration.

2. On the pages showing Unified Pledge Income the figures in red indicate either a verbal pledge or the

committee’s best estimate, based on recent history, of a churches pledge.

3. Salary increases for staff were based on COLA at 1.5%.

4. Beth Sutton received an additional amount of $1500 for taking on the responsibility for coordinating The

School of the Laity. This was the same amount paid to the previous SOL coordinator

5. Liz Richardson moved $1000 of her professional expense dollars into her salary. This had a relatively minor

affect to the budget increasing her benefits cost slightly.

6. The General Presbyter Social Security Expense was previously shown in overall payroll expenses and is not

an increase to the budget.

7. Auto allowance was increase due to experience and the cost of fuel.

8. Budget expenses for the office are increased base on a new air conditioning unit being needed for the south

end of the building and a retreat planned for the members of the Presbytery Council.

Team Reports

Report of Committee on Ministry

TE Rev. Eric Beene, Chair Information - With the authorization of the Presbytery at our October meeting, the Committee appointed Teaching

Elders and Ruling Elders to serve on Installation Commissions for the First Church, Hinesville, and

the Jesup Church.

- The Committee approved a Temporary Supply Agreement between the Rev. John Law and the Frederica

Church.

- The Committee approved Ministry Information Forms for the Skidaway Island Church and the Butler

Church. These MIFs are posted online through the Presbyterian Church (USA)’s Church Leadership

Connection.

- The members of the Committee have again affirmed our practice of annual visits with each congregation

in the Presbytery. Committee members can testify to the importance of these visits for Sessions and

congregations, particularly in those areas of the Presbytery where members have felt disconnected

with the rest of the Presbytery. We have built relationships and learned what is going on in our

congregations. The members of the Committee once again have accepted responsibility to serve as

companions to the congregations of our Presbytery, and we intend to visit with each Session again in

the coming year. Moderators or Clerks of Sessions should be hearing in the coming months from a

member of the Committee to set up a time for a visit. We are grateful for the chance to sit down and

learn more about how God is working among our congregations!

Recommendation - The Committee recommends the Presbytery waive the requirements of G-2.0404 for the Lyons Church

to allow Ruling Elder Betty George to serve a third consecutive term on the Session.

The same paragraph grants Presbytery the authority to waive the requirements by a majority vote.

The congregation submitted a written request for this waiver.

Report on Education and Training Team TE Rev. Will Shelburne

Information Your Education & Training Team has been busy making plans for upcoming events. The Leadership

Development Conference will take place February 14th and 15th, following the stated meeting. We look

forward to the leadership of Dr. Neal Presa, Moderator of the GA, and the many opportunities to learn,

grow and fellowship together in the beauty of Epworth by the Sea Conference Center.

We look forward to another great year of the School of the Laity program in 2014. Classes for returning

students will begin on March 8th and 9th, and we look forward to welcoming new students, the Class of

2016, into the program in June. In order to do our part to help relieve the strained Presbytery budget, at the

recommendation of the Education and Training Team, the presbytery voted to require all SOL students,

beginning with the class of 2016, to pay $75 per course or a one-time fee of $500. We hope that people

interested in SOL will be supported by their churches both in prayer and monetarily. Also, the Education

& Training Team has again designated March as “School of the Laity Month” and we hope your churches

will find ways to celebrate SOL, to highlight this nationally known program, and to recognize graduates

and current students in the School. Please see the flyer at the end of the handbook and please note that

information can be downloaded from the presbytery website. If you have any further questions please

contact SOL coordinator, Beth Sutton.

Montreat Youth Trip. Ben Beasley and Susan Parrish are coordinating the Savannah Presbytery

Montreat Youth Conference group for 2014. This group will be attending week 1, May 31-June 7.

Currently there are five chaperones and 22 youth attending. There is space for a few more youth. Contact

Ben ([email protected]) or Susan ([email protected]) for more information.

Summer Camp plans are coming together and information will be going out to churches in the coming

weeks, but go ahead and mark your calendars for the week of June 16-21, 2014 when we will once again

welcome children, youth and families to beautiful New Ebenezer Camp and Conference Center in Rincon.

There will be lots of time for worship, study and fellowship surrounded by the beauty of God’s good

creation. Summer camp can be a transformative experience – for kids and adults alike – so join us! We are

in need of volunteers to help out with camp, so please let the Presbytery office know if you or someone

you know would like to help out.

Report of Mission Ministry Team

TE Rev. Trip McKinnon, Chair Information The mission ministry team hosted a meeting for District 1 churches on January 30 to discuss the dates and

general outline of the 2014 youth mission week. It was decided that the mission week will be held on the

dates of July 6th – July 11th. The youth will stay at White Bluff Presbyterian Church and will work in

different mission capacities throughout Savannah and the surrounding area during the week.

The team is trying to discern ways that the presbytery can provide support for the local mission work of

member churches. Pending the approval of the budget by the presbytery, the team will offer nine $500

grants for churches who would like to carry out mission projects within their local communities. An

application and a document detailing the criteria for these grants will be available on the Savannah

Presbytery website. The team is also exploring ways to highlight the special offerings and giving

opportunities available within the denomination.

Other Committee Reports

M.K. Pentecost Ecology Fund Report TE Alan Baroody

Information Some of you may not know what the M.K. Pentecost Ecology Fund is. In the 1990s, Mr. M.K.

Pentecost left a large charitable trust to the Savannah Presbytery, established for "the presbytery's

ministry of environmental justice and ecological stewardship of natural resources including marine

and wild life. The M. K. Pentecost Ecology Fund was set up as a committee, elected by Presbytery,

to administer this grant-making program. Most grants go to regional nonprofit organizations

working on coastal and ecological efforts in the southern coastal region, the geographic area

specified in Mr. Pentecost’s will. Through the “Go Green” program, some grants are also given to

churches in the Presbytery working on ecological projects that fit the requirements of the trust.

Funds for the grants and programs of the M.K. Pentecost Ecology Fund come directly from the

investment income of M.K. Pentecost’s trust, and are managed by the Presbyterian Foundation.

this great work.

We are excited to offer our next round of “Go Green” grants to Savannah Presbytery Churches

for $400 projects to help your church go green. Applications are available online at

Development Conference.

Report on Presbyterian Women RE Molly McCarthy, Moderator

Information This is a two in one report.

Since the Presbytery meeting last October, our Synod of South Atlantic Presbyterian Women held a

Triennial Gathering at Epworth by the Sea. The conference theme was, “Migration: Journey of Faith”.

There were 450+ women attend the three day event. Plus with workshop leaders, vendors and a few men,

we had over 500 in attendance. This year’s Horizons Bible study author, the Rev. Janice Catron, gave us

insight to the study and stories about how she put it all together. The days were filled with worship,

workshops, shopping and sightseeing of the area.

During the Saturday night worship service the new officers for the Synod Coordination Team were

installed. Our own Janet Ward was installed as Search Committee Moderator and Molly McCarthy as

Savannah Moderator. From our Savannah Presbytery Presbyterian Women, we had eight of our ladies

attend. A good time was had by all! The weather was wonderful and the fellowship we had with everyone

made the weekend!

Then, on Saturday, January 25, 2014 at Faith Presbyterian Church in Rincon, we held our Annual

Gathering. The theme for our gathering was: “Back to our Future: the next 25 years”. With 17 churches

and 74 women in attendance, we braved the cold weather and was served a lunch of hot soup and salad.

The attendance Cross for the church with the most ladies to attend, went to First/Savannah! All Honorary

Life Members from 1988-2013 were honored as we close out our 25th Anniversary as Presbyterian

Women. Over 260+ women and men have been given this honor. Our records show the first women to

receive this award was in 1934. To date over 575 women and men have been awarded the Honorary Life

Membership. The Rev. Rachel Greiner gave us our message of the word for the day. Our offering was

given to Family Promise of Effingham (aka: Interfaith Hospitality). Other guests that attended the meeting

were Sherri Bozardt, Advancement Officer for Georgia from Thornwell Home for Children and Jean

Vaught from Family Promise.

At this time we are seeking a host church for our Fall Gathering, which will be held on Saturday,

September 27, 2014. If your church would to host this event, contact Molly.

The Insurance Board

The Insurance Board (IB) is a nonprofit corporation established in 1981 and governed by the

38 Conferences of the United Church of Christ. We administer a property and liability

insurance program serving churches and related entities within three denominations:

Presbyterian Church (USA), United Church of Christ, and Christian Church (Disciples of

Christ). The coverages are unsurpassed in the marketplace and the IB is considered a model

not-for-profit entity.

We write property and liability coverage in all 50 states utilizing an Independent Property and Casualty

Distribution System and an “in-house” agency that is unique and in tune with our mission: To support and

protect churches and church ministries by offering superior property and casualty risk and insurance

property value. A board of 20 directors governs the IB. The Board is comprised of Presbyterian Church

Rev. Heahwan Rim Synod of South Atlantic Rev. Rim reported on the Mid Council Committee’s task to discuss and refine final recommendations to

the 221st General Assembly regarding the future Synods. The Synod is working with the presbyteries to

discuss what is good for both Synod and presbyteries. A strong recommendation is to enlarge presbyteries.

The synod would have two years to work with the presbyteries in defining and regrouping before the

actual redrawing of the boundaries in 2016.

Rev. Rim discussed current work being done at the Synod level including funding for presbyteries that

include grants for racial ethnicity support groups; support for chaplain network; NCD seed and matching

grants; PDA training; small loans for churches; scholarships; mentoring for new General Presbyters;

campus ministry support. Rev. Rim noted that the Synod website has up to date information on these

programs.

Although the Synod offers these programs to its presbyteries, the Synod has also reacted to economic

realities by reducing their budget by $100,000.00. The Synod will continued to support the presbyteries

and work to maintain a good relationship with the General Assembly.

Two Minute Promotions

Jean Vernon The annual golf outing benefitting Presbyterian Homes will be held March 20,

2014 at Brunswick Country Club and March 21, 2014 at Savannah Quarters.

Mark George The Association of Small Congregations (ASC) conference will be held on May 5-

7, 2014.

Don Dilley All LDC participants are invited to an intentional prayer class at 7:30 a.m. on

2/15/2014.

Bob Brearley Thanks to Russell, Liz, and Beth for all their hard work in planning for the stated

meeting and LDC.

Kevin Hicks A challenge was issued to today’s participants and their churches to work together

with other churches to put into action what was discussed in the breakout session

today.

Committee on Resolution and Thanks Rev. Roland Banks

Be it resolved that the 610th worshipful meeting of the Savannah “Sailing Together” Presbytery started

on time with prayer by Moderator Kathi Parchem. The first order of business was the election of Rev.

Parchem’s successor, 2014 Moderator Rick Douylliez. This was followed by the exchanging of

crosses with appropriate coveting. Before Kathi sailed off into the blue waters of the Atlantic,

appropriate thanks were offered for her outstanding leadership during 2013.

A wonderful time of worship followed with General Presbyter Russell Gladding donning yet another

hat (I believe this is #4) as he admirably filled in for Dr. Neal Presa, moderator of the General

Assembly who was absent due to inclement weather. Pastor Gladding’s message was about sailing

together, connected by faith with an emphasis on the importance of making connections. This theme

of making connections occurred during a time of holy conversation as church leaders from each of the

three districts met together for brainstorming and later during lively conversation over lunch.

After lunch the meeting continued in worship with a time of corporate prayer, with the soothing tones

of Rev. Ayers’ guitar in the background. Three-hat Gladding made his reports followed by smooth

sailing with the committee reports including the passage of the reconciliation and dismissal policy.

The only rough water encountered was during the presentation of the Presbytery’s Operations manual

which was finally tabled. Ruling Elder Bette George was sentenced to a 3rd term on the session at her

church, no mention was made of what she had done to deserve that. After final comments on the state

of the Synod by Rev. Heahwan Rim, Transitional Synod Executive, the meeting was adjourned one

hour early so there would be ample time for all to go sailing together.
