Four WALGA preferred suppliers were contacted and showed interest with two quotes being received. 30mm Kondinin Streets for 15500m^2 40mm Kondinin Streets for 500m^2 (areas we have worked with Main Roads WA) 300mm Hyden Streets for 10000m^2 Please see quotations attached with options. 9.1.5 Garden Funding Kondinin Country Club
Name of Applicant: Shire of Kondinin Author: MOW/MPD Budget: 2018/2019 Date: 11th March 2019 SUMMARY/COMMENT: The Shire has been approached by the Kondinin Community Recreation Council to help them finish the garden works and lawn around the new country club extension so that the whole project can neatly wrap up this financial year. KCRC are still able to provide some funding but the difference would require $6000 to be moved from an under expended account to the Kondinin Country Club Garden Works account that has $4000 remaining this financial year. Costings have been completed and the $10,000 should be sufficient to complete this part of the project. Due to the new solar panels the Kondinin Aquatic Centre will probably be under expended this financial year, so it is proposed the $6000 be moved from pool operating expenses account 1112110 to the Kondinin Country Club Garden Account for the purpose of reinstating the garden and lawn. The operating expenses for the pool were budgeted at $80,000 and with 3/4 of the year completed and less than 1 month away from season closure there is 50% remaining. The revegetation around the sports ground will provide a much needed wind break and wildlife corridor and will be planted with seedlings propagated from seeds collected by local Kondinin resident. Bush tucker plants to be purchased from a local nursery and where required from Perth. All plants have been selected by local seed collector. Planting will be done by the Kondinin Community Recreation Council, Kondinin Primary School, Kondinin Community Garden Working Group and the broader community. Grant money has been

approved. MPD working with MOW to prepare areas before planting to be undertaken in June 2019. Plants and reticulation ordered for bush tucker at Community Garden.
Upgrades to Coronation

Approved Grant application submitted on 28 August 2018 for upgrades to Coronation Park, Hyden. Grant based on detailed plan prepared by Reality Landscapes which sets out project in 6
stages: Stage 1 (Contours & Drainage); Stage 2 (Bike Paths and Gravel Paths); Stage 3 (Updated Facilities); Stage 4 (Planting & Mulching); Stage 5 (Community Garden); and Stage 6 (Playground Shelter). Grant money received is largely for Stage 3 of the project relating to
new outdoor furniture and equipment, together with concrete works for junior bike path and bollards around perimeter of park. Local contractor has been engaged to concrete the junior bike path. MPD, the Shire President and landscape architect, Sue McDougall met on site on 13th March 2019 to confirm location and style of outdoor furniture to be installed. Quote has been received from local contractor to construct a skillion shelter to align with the roof form of the existing sheds adjacent to the park. Quotes currently being obtained
for concrete pads, seating and BBQ and quote has also been obtained for exercise equipment and accredited soft fall pine mulch. Orders to be confirmed by end of March
2019 with view to install and complete upgrades to the park by June 2019.

money to go towards a shared bike path from the corner of Marshall and McPherson Street to the Hyden Travel Stop to connect to the existing bike path to Wave Rock. The Shire was
shortlisted to submit a full grant application which was completed on the 17th October 2018 and has since been notified that successful with receiving the $50,000. Grant Agreement to
be sent and signed in April 2019 and project to be progressed in the 2019/2020 financial year. Council to contribute $50,000 towards the project as part of agreement.

ON GOING - Busy Bees being held on a regular basis and garden monitored through the 2 week watering roster. A huge thank you to all the volunteers in the community who continue spend time watering the garden. Gourmet in the Garden Event booked out for Friday 22nd March with chef, Sophie Budd. Planting and Reticulation to the western boundary will commence in April as part of the NRM Community Stewardship Grant.
Wave Rock Improvements
IN PROGRESS –At its Ordinary Meeting on the 20th June 2018 the Council adopted the amended Wave Rock Improvement Plan 2018 – 2021 subject to budget funding. A site meeting was held on the 16th August 2018 with Wayfound Consultants attended by Shire Councillors, Shire Administration and Wave Rock Management Pty Ltd. The consultants submitted a scoping report including a list of

recommendations to improve and streamline the signage design and location at Wave Rock. New directional and information signs have been installed and amended ticket price sliders ordered. Bush Tucker Garden to be incorporated as part of improvements to Wave Rock.
Wave Rock Bush Tucker Garden
IN PROGRESS – Meeting was held on the 21st February 2019 to discuss the project with local Noongars and local seed collector, Jean Sloan and Shire President, Sue Meeking, Shire CEO, Mia Dohnt and Shire MPD, Tory Young. Following this meeting Landscape Architect, Sue McDougall has been engaged to prepare quote to develop a concept plan for the bush tucker garden in liaison with local seed collector, Jean Sloan and the Shire. The Shire President, MPD and Jean Sloan had a productive meeting with Sue McDougall on site on the 13th March 2019 to go through the scope of the project. Sue is now preparing a quote for the concept plan. It is envisaged that the preparation of the concept plan can be covered in the Wave Rock Improvement 2018/2019 budget allocation and will involve a level of consultation with relevant stakeholders prior to completion and endorsement by Council. The preparation of this concept plan is important if the Shire is to be successful in receiving grant funding to progress the project. On completion of concept plan MPD will investigate suitable grant funding avenues.
Hyden Streetscape Project for 2022 Centenary
IN PROGRESS – Concept Plan adopted by Council at its Ordinary Meeting on the 20th December 2017. At its Ordinary Meeting on the 20th June 2018 Council approved for Coronation Park to be the priority project for 2018/2019 as part of the Hyden Streetscape Project. Application to Lotterywest was submitted to cover approximately half the costs of works to Coronation Park in which the Shire was successful in receiving funding. The Shire engaged Reality Landscapes to undertake landscaping works to Coronation Park in liaison with the Shire of Kondinin and volunteer assistance where available during the 2018/2019 financial year. This stage 1 of the works to Coronation Park were completed in November 2018. As part of the Hyden Streetscape Project work is also being undertaken on the design of the Hyden Swimming Pool Car Park; a grant for a continuous shared pathway along Marshall Street; upgrades to the parking and access to the shops along McPherson Street and associated drainage works in the Hyden Town Site all in line with the recommendation of the Hyden Town Revitalization Plan 2017. A meeting with McPherson Street businesses and land owners was held on Tuesday 18th December 2018 to discuss development of McPherson Street, following which surveys to attendees were distributed to be submitted by 4th February 2019, with 8 surveys being received. Surveys were tabled at the February 2019 which highlighted a mix of responses. Further investigation and discussion with land owners will need to be undertaken prior to progressing with this aspect of the project. The main focus implementing the Hyden Town Site Revitalisation Plan in 2018/2019 is completing the upgrades to Coronation Park as supported by Council in June 2018.
Karlgarin Streetscape Project for 2020 Centenary
IN PROGRESS – Sub-Committee met on 27th September 2018. Key items discussed were; proposed granite and concrete commemorative wall; proposed granite and timber seats with interpretation; proposed map in the gazebo; research and mapping work being undertaken and change of date to early October 2020 to avoid conflict with Wave Rock Weekender. Minutes circulated following September meeting with list of actions and corresponding responsibility to be progressed before next meeting proposed for March 2019. Additional meeting held on the 7th November 2018 to finalise logo, discuss budget matters and meet with builder to discuss concrete wall. Quotes now being obtained for the concrete wall, the interpretive signage and the granite seating. Manager Planning and Development has prepared a draft budget worksheet that has been circulated to Working Group and currently working on the text for maps and historical interpretive signage in liaison with the working group and the preparation of a grant application to be submitted to Lotterywest by early 2019. MPD attended a special meeting of the Karlgarin Progress Association on 12th March 2019 in which a community survey was distributed and

the event was discussed. MPD to work with the Karlgarin Centenary Committee to progress this project once the results of the community surveys have been submitted and collated.
Roe Tourism ON GOING – New website http://www.roetourism.com.au/ is now live to promote Roe Tourism. During 2019 the committee is looking progress the preparation of a Roe Tourism Strategic Plan to provide a stronger framework to direct Roe Tourism into the future, in which a workshop was undertaken at the March Meeting in Lake Grace to get feedback from the member shires to include in the Strategic Plan. The proposed advertising of the waste bins was supported by the group at the March 2019 meeting and MPD to follow up the implementation with the member shires.
New Entrance Signage at Shire Boundaries
FIRST STAGE COMPLETED – Project has been split in two. Priority to be the major boundary signs for 2018/2019. Draft designs were compiled by Connelly Imagery and tabled at the Ordinary Meeting on 15th August 2018 for discussion and were circulated to Councillors for feedback. Council supported Option C with some minor amendments at the Ordinary Meeting of Council held on the 19th September 2018. Matter reported to November 2018 Ordinary Meeting of Council in which approval was granted to the Shire Administration to proceed with ordering of nine (9) new entry signs. The nine (9) new signs have now been installed. Smaller signs at minor boundaries to be considered in the 2019/2020 year.
Upgrades to Trembath Park
IN PROGRESS – Old tyres and pine logs, lawn and old shelter removed. New shelter and table setting ordered and arrived. Reality Landscape have installed new lawn, fixed reticulation, installed some lime stone bricks between the lawn and the playground and the existing garden beds. Kondinin Building Service have laid the concrete pad for the shelter and in the coming weeks plan on erecting the new shelter and table and chair setting.

9.3 MANAGER OF WORKS
9.3.1 GENERAL
Construction Kondinin town drainage is now complete as well as the construction of the streets. Kerbing will start on the 13th of March and should be completed by the 20th March. Asphalt will then soon follow. We have started the drainage in Hyden with things are progressing quite well there, we hope to also have kerb and asphalt laid by the end of the month. General Bins in the carpark beside the swimming pool have been relocated next to the information bay. Signs have been ordered and will be erected as soon as they arrive and adverts have been placed for our next publication date. Parks and Gardens Council will seriously need to look at a new retic system on the oval at Kondinin. We have had a series of serious burst’s this year simply because the pipe is old and worn out and can’t hold any pressure. It will also we be a great time to lessen the sprinkler distances, so we do not get the dry spots in the oval. Staff The staff have been involved one way or another in assisting with the town drainage and I will say they have stepped up to the plate and have shown an interest and skills in ensuring things keep running smoothly. I would like to make a special thanks to Bob Lockyer and Gary Valenta in the professionalism they have shown in this process.

9.4.1 WA Rail Access Review
Applicant: Shire of Kondinin Author: CEO – Mia Dohnt Date: 12th March 2019 Disclosure of Interest: Nil SUMMARY: In July 2017 an Issues Paper was released by Department of Treasury to assist discussion regarding potential improvement in the Western Australian Rail Access Regime which was established under the Railways (Access) Act 1998 and the Railways (Access) Code 2000. COMMENT: A submission has been prepared to provide the Shire’s contribution to the advocacy to retain grain freight on rail. Local Governments in Western Australia are neither an access seeker nor provider of railway facilities. However, the sector continues to be active in seeking to ensure the on-going provision of efficient and sustainable freight rail in Western Australia, due to:
the adverse impacts on Local Governments, communities and industry of increased reliance on road freight, where rail freight is either not competitive or not available; and
the adverse impact on regional economic development, where freight intensive, export oriented industries are denied efficient, globally competitive supply chains.

COMMENT: The report summarises the results of 42 local government entities annual financial report audits completed by the Auditor General’s Office for the year ended 30 June 2018, following the proclamation of the Local Government Amendment (Audit) Act 2017. This was the first of a 4 year transition period for the Auditor General’s Office to undertake the local government financial auditing. Applicant: Shire of Kondinin Author: DCEO Date: 13 March 2019 Disclosure of Interest: Nil SUMMARY / COMMENT: The Dick Law Annual Rose Bowl event this year is being hosted by Kondinin on Friday 5th April at the Kondinin Community Recreation Centre. The Shire of Kondinin will be hosting representatives from the Shires of Corrigin, Bruce Rock, Narembeen and Merredin. Each Shire provides 2 teams of 4 and there are 2 games of 10 each to decide the winner. As Kondinin won the event last year and we are hosting it this year it is important that we are able to come up with a reasonable representation from Councillors. The day will consist of a guided tour in and around the town of Kondinin and surrounds highlighting changes and accomplishments since we last hosted in 2013. Would Councillors advise if they are able to play by Friday 29 March please? Project
ACORP Construction was appointed as builders for the extension project at the Kondinin Country Club. This project commenced in April 2018
February 2019 – ACorp have completed their contract works. KCRC has now commenced their planned works for the fitout of the kitchen, bar, grano works and garden entry statement. March 2019 – Grano verandahs and path has been laid. Now requires cleaning and sealing. Bar has been installed as has kitchen cupboards. Kitchen requires painting and oven to be installed by KCRC
Proposed Visitor Centre – Hyden
Establish a MOU between Shire and Hyden Progress Association (HPA) regarding land on McPherson St and Marshall Street Hyden. Establish a working group as the conduit for community consultation and input. Prepare scope of works for concept plan to source funding
February 2019 – Meetings prior to February 2019 have been undertaken with no real outcomes. The working group are scheduled to meet in February to start discussions on the terms of the MOU to be legally drafted and subsequently approved by the Shire and HPA.

There has been discussion on creating a bush tucker garden walk from the gazebo are at Wave Rock and into what is now as the old car park area.
February 2019 – A meeting has been scheduled for late February to commence discussions on the bush tucker garden idea to allow for concept plans to be drawn up for future consideration.

9.8 SWIMMING POOL
Hyden February Attendance: 680 Water Sample all tested OK Equipment issues: Nil Property Issues: Fence north side of cricket pitch patched up and looking at replacing the fence after the pool season. Activities at the Pool: School swim training for carnival, swim club, water polo, fitness swimming for football players, water fitness for netball players and RLSS Audit. Activities Next Month: school swimming carnival, fitness swimming for netball and football players Hyden Swimming Pool achieved 98.6% from the recent RLSS audit Kondinin February Attendance: 982 Water Sample all tested OK Water Meter Movie night was held on 22nd February in the Bill Smoker Room pulling in around 35-40 people. The good people from the Lions put on a great BBQ with the proceeds going to community projects. We will be looking to invite the Lions back next year for some of our events to help support this worthwhile organisation. The Triathlon held at the centre on the 16th February was excellent!!! With well over 60 people attending the event!!! A big thanks to Tory and all the volunteers hard work, the competitors and spectators who all made the day possible. Looking forward to next years event!!! Attendance for January was again excellent. The Bill Smoker Room has been put to good use with Kondinin's sporting clubs making use of the room while the Country Club is being finished off. Swim Club has seen great attendance and we've all seen a marked improvement in all who have been attending the sessions. Great to see some of the kids competing in the surrounding towns open day events and even taking medals. School In-term swimming has been making good use of the centre, coming in Thursday afternoons for sport. The centre had it's mandatory Safety Audit conducted by Royal Life Saving Society on the 25th February. The centre scored well, receiving 97.56% overall which I would expect to be up within the top percentile within the State. There are some minor things that need some attention such as signage and some administration improvements to bring the centre in line with best practice techniques. The plant continues to run well. I had to replace the timing tracks on the Dolphin cleaner as they were worn down and beginning to slip off the machine. Upcoming events The Centre will be holding a Movie Night on 23rd March in conjunction with the Kondinin Burnouts, the idea of giving spouses and the kids somewhere to go and relax while the burnouts are in swing and help promote the centre. Early morning breakfast windup will be held on March 15th.Swim Club Windup will be on March 27th where some awards will be handed out. To help promote the club and the centre, I had offered to personally pay for up to 9 medals for 3 divisions to be awarded to the children on the standard

points based system adopted by the majority of all racing clubs for the Sunday swim meets which we have held throughout the season, unfortunately the swim club has rejected my offer. The pool season closing date is scheduled to be 6.00pm March 31st.
