Minutes of the 24th Meeting of the State Level Monitoring Committee (SLMC) for PM Package held on 30.9.13 and 01/10/2013(Phase-wise) from 0930 hrs in the Banquet Hall at Itanagar

The 24th meeting of the SLMC for PM Package was held under the Chairmanship of Dr. H.K. Paliwal, Chief

Secretary on 30.9.13 and 01.10.2013(Phase-wise) at Itanagar. Shri Sonam Chombay, Secretary (Planning) welcomed all the Officers and placed the agenda before the committee. He then requested the Chairman to take up the agenda items one by one for discussion.

The list of officers who attended the meeting is attached at Annexure-A.

1. New Secretariat Building at Itanagar:

� The overall Physical progress is 79% � Blockwise physical progress :-

Block-1 _ 53% Block-2 _ 65%

Block-3 _ 90% Block-4 _ 95%

� Financial Progress is 100% of released amount (i.e 87.47 crores). � Revised Target Date for completion of Blocks 3 & 4 is 31.12.2013 and Blocks 1 & 2 is 31.7.2014.

Action Points:

o A weekly action plan must be drawn for completion of the project.[ PWD]

2. Pare Hydroelectric Project (110 MW):

� Project to be implemented in 4 packages: a) Package-I , Civil Works –75.77% b) Package-II, Hydro-Mechanical Works – Work under progress c) Package-III, Electro- Mechanical Works – Work under progress d) Package-IV, Switch Yard and transformer Works – Mobilization done and work under progress

� Financial Progress: Rs.678.82 Cr (100% of Released amount i.e Rs.678.82 Cr) � PDC –September 2014.

A. Decision taken in the meeting: � The representatives from NEEPCO shall meet Commissioner (PWD) for Hoj-Potin road on quarry

issue. [Action: NEEPCO]

3. Dibang Multipurpose Project (3000 MW): Land Acquisition:

� The follow up action is being done from NHPC and the series of meeting was held with district administrations and DCs of both the district by NHPC.

� Proposal of issue of section 4 for 1628.44 ha land at L/Dibang Valley district submitted to Secretary,LM on 27.6.2013.

� Proposal of issue of section 4 for 2202.075 ha land coming under submergence in Dibang Valley district submitted to Secretary, LM on 5.7.2013.

� Approval has been accorded by Parliamentary Sec., LM and by HCM,GoAP for above two proposals. � Proposal of issue of section 4 for 57.60 ha for approach road from Dambuk to project site has been

approved by HCM,GoAP. Director LM, Itanagar has requested for some details regarding Grid Reference from DC, Roing.

Forest Clearance:

� FAC of MoEF has turndown the proposal. Environment Clearance :

� The report on Public hearing stands submitted to MoEF,New Delhi. � Proposal for Environmental Clearance has been discussed in EAC (MoEF,New Delhi) meeting held on

23.9.13.EAC had raised some observation which shall be sorted out as soon as possible.

A. Decision taken in the meeting: � ED, NHPC must follow up LA process very vigorously. � A compliance report on all observations of Forest Advisory Committee has been made by NHPC and

submitted for approval of Forest Clearance proposal. [Action: PCCF/DC, Anini/DC, Roing, NHPC]

4. Itanagar Water Supply Scheme (JNNURM): The project is complete.

5. Harmuti-Naharlagun Railway Line Project (21.75 km):

A. Present Status/Action taken: � Regarding Conversion of 1 Ha of forest land in Assam, “In Principle Approval” from GoI is received.

Boundary demarcated. Further works are in progress.

B. Decision taken in the meeting: � Condition of Yupia road must be improved for mobilization of heavy concreting and earthwork

machinery. � The site for Road Bridge on river Pachin must immediately be finalized by DC Capital Complex. � Regarding shifting of Overhead High Tension Electrical Lines and Towers, DC Papumpare must settle

this issue urgently. � The Committee has urged the executing agency to complete the project by Dec. 2013, so that, it could

be inaugurated by Hon’ble Prime Minister during his visit in the State. [Action: CE(C), NF Railways /DC, Capital Complex/DC, Papumpare] (II) Projects for which Hon’ble PM made Announcements on 31st Jan 2008

6. Electrification of all Houses (2121 villages) in the State: DHPD Component: Electrification of 1325 villages

PART- A (40 nos)

� 4 incomplete projects are to be completed by December 2013.

PART-B (4 nos) � Out of 4, 2 projects are completed. � Physical progress of remaining 2 projects are-

1) Kush MHS is 65%. 2) Halaipani SHP is 75%.

� PDC for both is March, 2014.

PART-C (Ph-I-14 nos. & Ph-II-35 nos.) � Phase-I- 14 Projects are complete. � Out of 35 projects in Phase-II, 21 projects have been completed. Out of 14 incomplete projects, 12

projects are targeted to be completed by December, 2013 and remaining 2 projects namely Nuranang Ph-II MHS & Khajalong MHS is to be completed by January, 2014.

APEDA component (for electrification of 796 villages- 546 through SHLS & 250 through MHS)

Part-I Illumination of 546 Border

Villages through Solar Home Lighting Systems (S/Amount Rs.11.725 crores)

Part-II Electrification of 191 villages through 67 MMHPs.( from 10 kw to 200 kw) (Sanctioned Amount Rs.52.85 crores)Revised.

Out of 67 projects, 63 projects – 100% completed. 3 projects - 90% completed. 1 project - 80% completed. PDC for the above 3 incomplete projects is November 2013.

C. Decision taken in the meeting: � By November 1st week, a detailed project-wise presentation to be made to the CS.

7. Construction of Greenfield Airport at Itanagar:

A. Present Status/Action taken: � Matter followed up with AAI for expediting preparation & process of DPR by incorporating various cost

components. Also, AAI has been requested to expedite Environment Clearance, Defence Clearance etc.

� However, all actions were stopped due to status quo order of Guwahati High Court on PIL filed against shifting of the site from Banderdewa to Holongi.

� On the last Hearing on 30.8.2013, Hon’ble Court has ordered the Central Govt to constitute a Committee under Chairmanship of Justice A.C Upadhyay with Director General of Civil Aviation, Joint Secretary (MHA, NE) and Joint Secretary (RD),GoI as members to visit both the sites, peruse all records and give its report in context of the allegation in the PIL. Next date of hearing is fixed on 8.10.2013. Action Points:

o Secy., CA/Dir., CA must immediately follow up the development for early solution. [Action: Secy. CA/Dir. CA]

8. Operationalization of Tezu, Pasighat, Along, Daporijo and Ziro Airports:

1 Ziro The Government has approved the rate for land compensation. DC, Ziro, must immediately expedite handing over of additional land for extension of runaway.

2 Aalo DC Aalo has taken up the matter with army authorities. Last meeting was held on 28.6.2013. Reply from army authority is awaited. Further, in case of expansion of the ALG, the existing Aalo-Yinkiong BRTF road passing all along the existing ALG will have to be re-located for which, DC Aalo will seek comments from BRO. DC Aalo has also decided to re-survey a site at Tamoba area earlier identified for construction of ALG, in view of the difficulties faced in developing the existing ALG.

3 Daporijo The First meeting of the committee was held on 05-6-2013 under the Chairmanship of Development Commissioner. A Detailed report is to be submitted by DC, Daporijo and the matter is being taken up with IAF to confirm if Daporijo Airport is a strategic requirement for defense.

4 Tezu Work is under progress. As intimated by DC, Tezu , PDC is December 2014.

5 Pasighat NOC has been issued. IAF is requesting for the balance 53 acres land status of the same not yet received from DC Pasighat. DC is exploring possibility to acquire some additional land from green belt area and taking up the matter with forest department.

9. Improvement of ALGs:

1 Tuting DC Yingkiong has forwarded the proposal of additional land allotment (128.75 acres) to Director (Land Management) vide letter Dtd 29.06.2012 for approval, which is still awaited.

2 Mechuka DC Aalo had intimated additional land of 11 acres available towards north-east side of ALG which is low lying area on the bank of Yargap Chu river. However, for this, existing BRTF road leading towards Yorlung outpost and one Artillary unit of Army will have to be shifted. Besides, two small scale industries will also have to be shifted subject to compensation. Matter taken up with Army, IAF & BRTF.

6 Walong The Barracks have already been vacated. 7 Ziro The Government has approved the rate for land compensation. DC, Ziro, must

handover land at the earliest for runway extension. 8 Tawang Earlier identified site at ‘Kitpi’ has been cancelled due to reluctance shown by the

land owners. An alternate site at Thirillam village in Lumla has been jointly surveyed by representatives of Army, IAF and District Administration on 13.6.2013. Report submitted to Secretary, MoD on 19.8.2013 for further action.

10. Helicopter connectivity between Guwahati and Tawang: Already implemented w.e.f. 29 .6.08. 11. Release of Corpus fund to RK Mission Hospital: Already released.

12. Providing Connectivity to 513 settlements (under Bharat Nirman):

� Originally projects under Hydropower were 42; however due to non-feasibility of the two projects (Sipit & Sidip) were dropped out. Therefore, Rs 13.18 Crore as allotted for Sipit & Sidip has been Diverted to Halaipani SHP under Part-B.

� Out of the 131 projects, 130 projects have been completed. As intimated by Secretary, RWD, the remaining 1 project (C/o Steel bridge on Bokam to Chambang road in Kurungkumey district) will be completed by December 2013.

15. Drinking Water Facilities in Remote Locations: The Department has submitted the DPR for providing potable drinking water supplying to 760 left out habitations under PM’s package at an estimated cost of Rs.377.76 Cr to the Secretary (Planning) vide letter No. PHED-IV/359/10-11 dated 01.9.2010 and the same was handed over to Planning Commission on 08.9.2010 at New Delhi. The Department must follow up with Planning Commission through State Planning Department.

16. Four-lane highway for Itanagar: Total length of this 4-lane highway in Arunachal Pradesh is 51.870 km stretch from Banderdewa to Holongi via Itanagar It consists of two stretches - Banderdewa to PHQ (31.60 km) and from PHQ to Holongi (20.40 km) under SARDP-NE.

� Physical progress till date is only 40.45%. � Although, the original length was 20.40 km, the designed length is 19.6 km. � Revised compensation cost approved by MoRTH on 10.9.12. � The combined application has been submitted to the State Forest Department on 24-01-2013.

(b) PHQ to Chimpu Nallah (2.75 km) � All necessary documents submitted by CE (Highway) in this regard. Wildlife Clearance proposal

submitted by forest Department to MoEF on 12.01.2012. Forest Department must follow it up with MoEF,GOI.

Itanagar to Banderdewa (31.60 km)

� DPR submitted to MoRTH on 20.9.2010, reply awaited. It must be followed up by the State PWD.

17. Two-Lane connectivity for District HQs: Of the 16 District HQs, 11 Districts directly fall along the alignment of Trans-Arunachal Highway (TAH). To provide improved connectivity to the remaining 5 Districts, this project involving 805.00 km of roads is being taken up. This component consists of the following 6 roads:

Approval of pre-constructional activities received from MoRTH. Payment of shifting of utilities and LA is under progress. FC report submitted by DFO, Kurungkumey to CCF,Banderdewa on 13.9.2013.

� Recently, on 6.9.2013, MoRTH has proposed to execute the stretch from Km 20.00 to 158.00 by

MoRTH on EPC mode through PMU.

2. Akajan – Likabali - Bame Road [BRO (Brahmank) 105 Km]

Forest Clearance – Rs. 98.78 lac approved for the stretch between km 12.00 and km 22.00. Payment to be made after finalization of court cases on LA held at Hon’ble high court Guwahati at Itanagar.

3 33–65.81 Km EPC cum feasibility report to be submitted by 25th Oct. 2013.Case for FC held with PCCF Shillong.

4 65.81 - 97 Km Realignment plan sent to Army Authority for approval. Survey under process. DPR will be submitted by Oct. 2013.

5 97 - 105 Km DPR sanctioned on 28th January 2013. Tendering action is in progress by MoRTH.

� Due to constant slippages in work done by BRO, the road section from 12 to 97 km shall be transferred to PWD.

1. Tawang–Nechipu (Vartak-233.00 km)

A. Present Status:

Bomdila By-pass – Land acquisition has been inordinately delayed due to non finalization of compensation cases under Sinchung sub-division of Bomdila Sadar and Dirang Jurisdiction. The finalization of the compensation issue has been pending for more than one year. All efforts to impress upon the Civil Administration for early finalization have not fructified. Presently, the Land acquisition process is stalled and the contractual action for construction of the bye-pass is being delayed. Dirang By-pass – Representations have been made by the locals against the compensation finalized by the earlier constituted BOO. Hence, the proposed alignment is under dispute stands cancelled. New BOO has to be constituted by the Civ Adm to finalise a fresh alignment and subsequent to the above BOO will finalize the assessment of compensation. The construction of Dirang bye-pass will commence only after the above actions are completed. Jang By-pass – The alternative 4thalignment for Jung bye-pass has already been surveyed and alignment plan forwarded to ADC Jang for verification. The same is awaited from ADC Office. B. Decisions taken in the meeting: � All the three Bye-pass issues must be resolved by 15th October 2013.

2. Nechipu – Seppa – Sagalee – Hoj ( APPWD -311.00 km)

� Land Acquisition: Final Forest Clearance obtained for entire length. Project is under DBFOT Mode with MORTH. Appointed date (commencement) has been fixed by MoRTH on 18.7.13.LA completed and 91% length handed over to Concessionaire.

3. Hoj – Potin (APPWD-19.06 km)

� Physical Progress is 43.34%. � Financial Progress is 52.47%. � Forest Clearance: All Stage-I conditions complied by the User Agency.

4. Potin – Ziro – Daporijo –Aalo – Pangin (APPWD- 407.00 km)

1 Potin to Bopi / Godak Forest Clearance: Final Forest Clearance obtained on two segments Viz Potin to Bopi (157.27 Km) on 27th May 2013 and Bame Trijunction- Aalo- Gabu stream (55.31 Km) on 14th January 2013. All pending Stage-I conditions for the remaining sectors Viz Godak to Tai (141.39 Km). Tai- Bame junction (38.43 Km) compiled by both the user Agency and Forest Department. Final Clearance awaited for these three segments. Other issues related to LA: LA assessment being done by DCs.

Physical Progress is 25.45%. Financial Progress is 48.40%.

3 Package-III (42-59 km)

6. Pasighat-Mahadevpur (APPWD-181.07 km)

� Forest clearance: Stage-I Clearance for both the Dibang Road & Bridge system and the Lohit Road & Bridge system has been received. Forest payments included in the LA package estimate submitted to MORTH during Sep 2012 and cleared in HPC on 13th sept 2013.

� Foundation work completed for Lohit Bridge (span 2.10 Km) and casting of 370 decking segments completed out of 643 segments. Sub-structure piling completed for 15 nos. and 2 nos. piling works in progress in Dibang Bridge (span:5.17 Km).

7. Mahadevpur-Kanubari (APPWD -334 km)

There are 7 construction packages on this road-

1 Mahadevpur to BuriDihing (33km) Directed for Re-tendering. As per new MORTH guideline all pending packages are to be tendered on new EPC Model (LA/FC has to be completed in advance for at least 90% of the road corridor length).

2 Buri Dihing bridge point to Lalpul (25km)

Sanction of DPR is awaited .Work to be awarded under new EPC Mode.

3 Lalpul-Manmao-Changlang (68.30km)

Physical progress is 16.20% Financial Progress is 24.90%.

4 Changlang to Tirap boundary (21 km)

Sanction of DPR is awaited. Work to be awarded under new EPC Mode.

5 Changlang/Tirap boundary to Khonsa(43 km)

Directed for Re-tendering.

6 Khonsa-Tissa-Longding(42.50 km) Physical progress is 25.16% Financial Progress is 30.77%.

7 Longding to Kanubari (50 km) Sanction of DPR is awaited. Work to be awarded under new EPC Mode.

to the SLMC and brief the committee on progress, pending issues before the Committee. In the end it was decided that all concerned must strictly adhere to the timelines of the

decisions taken in the meeting and pending action points of previous meetings and also send a status note to the Secretary (Planning) on compliance of the decisions.
