SECTION 7 PUBLIC QUESTION TIME At 6.50 p.m. Question Time commenced. Note: Questions are reproduced as prepared by the Questioner and no guarantee is given that any

subject matter or statement contained in the question is factually correct. Question 1 – Freedom of Information Processes Paul Richardson How does the City of Casey Council Councillors and Management propose to make the provisions and accesses of information requests by its Local Constituents more accountable, transparent, visible and democratic; including more simplified in fees and structure than currently practiced by this Council. Explain! The question was answered by the Manager Governance. Council takes its obligations under the Freedom of Information Act very seriously and adheres to all requirements in relation to the release of documents to the public. This is clearly shown by the fact that Council increased the number of staff assigned to FOI duties as part of its organisational redesign earlier in the year. Council has also made it easier for residents to submit FOI applications online by creating an editable PDF form and a dedicated FOI email address to send applications and inquiries. Fees and Charges associated with Freedom of Information are set by the State Government, not Council. Council Officers work with residents to help reduce costs by clarifying requests and by providing documents outside the FOI process where possible. Last financial year Council processed 55 FOI requests and assisted 26 customers outside the FOI process. Question 2 – Reduction of Casey Council Rates Paul Richardson What are the complete intentions of all 11 Casey Councillors and Management to reduce the wasted Council expenditure of council rates as legal fees, consultancy fees, contractual fees, overseas travel and other unnecessary projects to keep the rates low? Explain The question was answered by the Chief Financial Officer. Council is at the early stages of planning for the development of its 2018/19 Budget. Further engagement will be undertaken with the Casey Community on this process in coming months. Council will endeavour to have the lowest rate rise possible, whilst delivering the necessary infrastructure and services to its growing community. Council has thorough resource allocation and prioritisation processes in use during the development of its budget, to optimise the efficiency and effectiveness achieved from its available resources. SECTION 8 OFFICERS’ REPORTS – DEFERRED FOR CONSIDERATION ITEM 6.6 CHINA ENGAGEMENT STRATEGY LIGHT AND LANTERN FESTIVAL CONT 1. That Councillor Smith and the China Engagement Officer, if possible, be authorised to

visit and investigate the ‘Phoenix Light and Lantern Festival’ in Phoenix, Arizona, USA from December 27th, 2017 to January 5, 2018, with a view to reporting to Council on the viability of working with the Sichuan Lantern Company to bring a similar festival to Casey possibly in 2019.

2. Council also notes that Councillor Smith has been invited by Detective Kaddatz of the

Phoenix Police Department to attend and address a meeting of the City of Phoenix’s ‘Neighbourhood Groups’ at a ‘Graffiti Vandalism Meeting/Workshop’ on January 2, 2018’.

3. That Council notes the estimated costs of the trip:

Airfares: $3000 Accommodation: $1500 Car Rental: $1000

4. That all travel costs be expended from the China Project operational funding allocation.

Purpose of Report: To advise Council on investigations into a Local Traffic Management scheme in James Cook Drive, Endeavour Hills.

Recommendation 1. That the James Cook Drive Local Traffic Management Scheme as detailed in this report

be referred to the Capital Works Program through the Local Traffic Management Program budget allocations.

2. That the residents in the subject area of proposed treatments for James Cook Drive,

Endeavour Hills, be advised of this decision. The recommendation was adopted. Refer to Page 892 of the Minute Book.

SECTION 8 OFFICERS’ REPORTS – DEFERRED FOR CONSIDERATION ITEM 6.8 AMENDMENT C235 TO THE CASEY PLANNING SCHEME – REZONING OF PART OF LAND AT 800 BERWICK-CRANBOURNE ROAD, CLYDE NORTH FROM URBAN FLOODWAY ZONE TO URBAN GROWTH ZONE Council Plan Reference: 5.1

Purpose of Report: To seek the authorisation of the Minister for Planning to prepare Amendment C235 to the Casey Planning Scheme and exhibit concurrently with Planning Application No. PlnA01047/15

Recommendation 1. That Council writes to the Minister for Planning to seek his authorisation under Section

9(2) of the Planning and Environment Act 1987 to prepare Amendment C235 to the Casey Planning Scheme to:

rezone part of the land at 800 Berwick-Cranbourne Road, Clyde North from Urban

Floodway Zone (UFZ) to Urban Growth Zone – Schedule 3 (UGZ3); rezone part of the land from UGZ3 to UFZ; and, delete the Land Subject to Inundation Overlay (LSIO) from part of the land at 800

Berwick-Cranbourne Road; generally in accordance with Attachment A. 2. That Council consider Planning Application No. PlnA01047/15 for staged subdivision of

the land and creation of restrictions concurrently with Amendment C235 under Section 96 of the Planning and Environment Act 1987.

3. That, subject to receiving the authorisation of the Minister for Planning under Part 1,

Council gives notice of Amendment C235 and Planning Application No. PlnA01047/15, together with a Proposed Planning Permit containing conditions generally in accordance with Attachment C, under Section 96C of the Planning and Environment Act 1987.

4. That, prior to Council considering Amendment C235 for adoption, the owner of the land

must enter into an agreement with Council and Melbourne Water under Section 173 of the Planning and Environment Act 1987 to provide for the planting, and ongoing protection, of native trees within the Melbourne Water drainage reserve, above the 1-in-100-year flood level, at a density of 170 trees per hectare. The trees are to be planted prior to the issue of a Statement of Compliance for the first stage of the subdivision. The owner must pay the reasonable costs of the preparation, execution and registration of the section 173 agreement.

5. That the proponent be advised of Council’s decision.

Purpose of Report: To report on progress with the promotion and support of Service Clubs in Casey.

COUNCILLORS STAPLEDON/ROWE 1. That officers invite all Service Club representatives to participate in the proposed forum

and training. 2. The Mayfield and Balla Balla Ward Councillors be invited to a meeting prior to the

consultation taking place. 3. That a further report be presented back to Council in April 2018 advising of the outcome

of the engagement and training program.

Carried ITEM 6.10 TRAFFIC SAFETY CONCERNS – BERWICK LODGE PRIMARY SCHOOL AND COLLINS CRESCENT Council Plan Reference: 7.3

Purpose of Report: To advise on investigations arising from Notice of Motion No 3183 at the Council meeting of 9 November 2017 regarding the safety of children around the Berwick Lodge Primary School and Collins Crescent.

Recommendation 1. That it be noted that Council officers are not supportive of a part time one way system

along Collins Crescent. 2. That Collins Crescent be listed on the Speed Awareness Mobile Trailer Program. 3. That the two redundant school crossovers in Collins Crescent be removed by Council

and the grass nature strip reinstated. 4. That Council’s Local Laws Department undertake additional enforcement around the

Berwick Lodge Primary School.

Purpose of Report: To advise on actions arising from Notice of Motion No. 3173 at Council’s meeting on 15 August 2017 regarding investigations into school crossings and traffic calming measures outside of Cranbourne Carlisle Primary School.

COUNCILLORS STAPLEDON/ROWE 1. That the report be noted. 2. That Silky Oak Drive and Springhill Drive be listed for consideration of isolated traffic

management schemes in the next LTM Program Annual Review in 2018.

That Council table the petition seeking playground fencing for Pioneers Park. 2. That Council Officers meet with the head Petitioner to develop options to improve the
