Minutes of the Ordinary Monthly Meeting of Lockhart Shire Council held in the Council

Chambers, Green Street, Lockhart on Tuesday, 14 October 2014 at 5:00pm.

PRESENT

Cr P. Yates (Mayor), Cr R. Schirmer (Deputy Mayor), Cr J. Morgan, Cr R. McDonnell, Cr D. Douglas, Cr G. Driscoll, Cr G. Verdon, Cr J. Paterson and Cr M. Day.

Also in attendance were Director of Engineering and Environmental Services (who was also Acting General Manager) and the Director of Corporate and Community Services.

The meeting opened with a prayer.

APOLOGIES General Manager, Rod Shaw was absent from the meeting.

MAYORAL MINUTE On Friday, 10 October 2014 Mayor, Cr Peter Yates asked His Excellency General The Honourable David Hurley AC DSC (Retd), Governor of New South Wales and Mrs Hurley to select one of the sculptures from those exhibited in the Spirit of the Land Festival, National Farm Art Awards competition to commemorate His Excellency and Mrs Hurley’s visit to Lockhart. The chosen sculpture “My Waratah” by Raeleen Pfeiffer will be placed with other pieces from previous Farm Art Awards in the CWA Park next to the Council Chambers. “My Waratah”, at a cost of $4,000.00, will be jointly purchased by the Spirit of The Land Committee and Council. The Mayor requested Council allocate $2,000.00 towards the purchase ($1,200.00 un-budgeted and $800.00 budgeted for art work purchase).

MAYORAL REPORT

The Mayor, Cr Yates, verbally reported on activities during the past month as follows: Thur, 18 Sept Together with the General Manager, met with the Regional Coordinator,

NSW Dept of Premier and Cabinet in Lockhart.

Tue, 23 Sept Attended the Hunt Family funeral in Lockhart.

Wed, 24 Sept Attended the Henty Machinery Field Days Official VIP Luncheon as an invited guest.

Mon, 29 Sept Attended the REROC Executive meeting concerning the Pilot Joint

Organisations Expressions of Interest. Wed, 1 Oct Together with the General Manager Rod Shaw, attended the launching of

the Lockhart Home and Community Care and Valmar Support Services joint partnership to provide meals-on-wheels and community transport for the residents of the Shire.

Tue, 7 Oct Attended a meeting in Lockhart to make final preparations for visit to

Lockhart by the Governor of NSW. Councillor Schirmer also attended the meeting.

Fri, 10 Oct During the day assisted with the hosting of the Governor of NSW and his

wife and in the evening presented the First Prize Award for the National Farm Art Sculpture Competition at the Spirit of the Land presentation.

NOTICE OF MOTION 1. OUT OF SCHOOL HOURS CARE (OOSHC) (E10-005)

Cr Driscoll gives Notice that at the Council meeting to be held on 14 October 2014 she will be moving the following:

That a committee be established to investigate the feasibility of OOSHC to be established within the shire. The committee would visit the Tumbarumba centre and question the shire personnel on how it is run and if it is a viable entity. One of the committee be the General Manager and the others by expressing their interest.

Background Following a recent The Rock Progress Association meeting and a question from a new member enquiring if before and after school care was available for families in the shire, in particular The Rock, an investigation into Out of School Hours Care (OOSHC) resulted in a number of sites found, Tumbarumba being one. The centre is called Tumboosh and is run by the council.

MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING (T26-005) MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING OF LOCKHART SHIRE COUNCIL HELD AT PLEASANT HILLS HALL, PLEASANT HILLS ON 1 OCTOBER 2014 COMMENCING AT 6.40PM. PRESENT Councillor Derek Douglas, Ms Sandra Johnstone, Mrs Myra Jenkyn, Ms Justine Isherwood, Mr Colin Wiese, Mr Greg Smith, Mr Ian McGee, Tourism/Economic Development Officer (Jennifer Connor). 1. Green’s Gunyah Museum

Following a call to arms by the Museum Committee, requesting assistance from the community to help with moving exhibits into the new museum building on Monday, 29th and Tuesday, 30th September, a good number of local people turned up to lend a hand on both days. The Museum Committee were moved into the new building and ready to open their doors to visitors on Wednesday morning. The Museum Committee are to be commended on their efforts in ensuring the Museum has remained open throughout the building works and in their efforts to be in the new building and ready for the Spirit of the Land Festival. The efforts of those members of the community who pitched in to lend a hand were very much appreciated. Promotional merchandise for the Museum will be available for sale prior to the Spirit of the Land Festival. Further merchandise will be developed over the coming months. Recommendation: That the information be noted.

2. The Rock Museum Representatives of Council met with members of The Rock Hall and Museum Committees to discuss governance of the committees combining as a Section 355 committee. Both Committees have agreed to the merge as The Rock Hall and Museum Committee and have undertaken to notify Council in writing of this. The Museum has commenced an acquisition list and the Committee is continuing to work on creating an online museum. The TEDO will keep the TEDSC Committee updated on progress. Recommendation: That the information be noted.

The TEDO has received a quotation for construction costs and is to meet with further landowners located between Collingullie and Wagga regarding potential sites for the billboard in the coming weeks.

4. The Legend of the Fairie Tree The Rock Progress Association met in September to discuss the Fairie Tree project. Following discussions on the design of the tree, the TEDO and Raeleen Pfeiffer will meet with John Woods and Trevor Beckwith to progress the design. The Progress Association discussed the merits of creating a Friends of the Fairie Tree Facebook page and whether to upload to Council’s website to create further interest. It was also decided to obtain further local letters of support to assist with future funding opportunities, and to consider fund raising projects by Progress including generating new sources of income such as fundraising through engraved name pavers and crowd funding. The TEDSC Committee discussed what assistance could be provided to Progress for the project and the TEDO will forward onto ideas including Corporate Sponsorship, material discounting and use of recycled materials. The TEDO will keep the TEDSC Committee updated on progress. Recommendation: That the information be noted

284/14 RESOLVED on the motion of Crs Paterson and Schirmer that the TEDO, The Rock Progress Association and Council organise a community consultation meeting prior to any further action being taken.

5. New Ideas

The Committee discussed possible new tourism and economic development opportunities including the possibility to tap into traffic to next year’s Deni Ute Muster and the Narrandera Hot Rods, Peace in the Park running as an annual event, and the survey by Pleasant Hills Tidy Town Committee about town improvements. Opportunities for Yerong Creek were also discussed. Recommendation: That the information be noted.

6. TEDO Projects The TEDO is currently working on a number of additional projects to improve economic and tourist services in the Lockhart Shire. The TEDO will be reporting briefly on the following projects at the meeting.

Spirit of the Land Progressing well. Extensive advertising and inclusion in

Shire advertising – TV, Radio, Out & About, Print Adverts, Social Media, extensive Flyer mail out, inclusion Destination NSW, Taste Riverina, promotion by neighbouring Shires.

Wall/Walk of Fame The potential sites of the Wall/Walk of Fame will be reviewed after the Museum redevelopment is finalised. An expanded list of 10 prominent residents was discussed.

Lockhart Love Locks Quoted and in progress for installation prior to Christmas The Rock Nature Reserve Upgrade work to commence on 6 October. Galore Hill TEDO applying for PRMF funding for replanting native tube

stock, new signage, BBQ upgrade, replacement seats, track upgrades, new geodetic facing and tower flooring.

Community Garden Core members are driving the project going forward.

Local Accommodation Ongoing. Accommodation for those looking to move to Lockhart, who are not in a position to build/buy needs to be considered.

Industrial Land Funding Policies

Ongoing. The TEDO is putting together information for a funding policy for the Industrial land. There is potential for an industrial / residential land package. Ongoing project

Youth Opportunities Lockhart Museum will consider mentoring a volunteer school leaver or similar on Saturdays at the Visitor Information Centre so they gain customer service and retail experience. Ongoing - the TEDO is working on a number of ideas for youth opportunities including retail experience.

Next meeting will be held at Yerong Creek Bowling Club on Wednesday, 05 November 2014 at 6.30pm. This will be the last meeting until Wednesday, 4 February 2014. Recommendation: That the information be noted.

Troy Grant, Minister for the Arts, noting the allocation of $15m over 4 years for a public library infrastructure grants program, and calling upon the Government to implement the Reforming Public Library Funding submission of the Library Council of NSW in 2012 for the reform of the funding system for NSW public libraries.

DW Cr Morgan - Linemarking Wagga Road Noted there was no fog line linemarking on section of widened road.

DW to arrange for “sticky stomps” to be replaced prior to line marking anticipated for later this year.

DW Cr Douglas - Brookong Creek Causeway Has Council considered funding to improve the condition of road at Brookong Crossing on the Lockhart/Urana Rd.

DW has considered and will continue to try and target funding to improve causeways. No further action at this stage. Complete.

DW Cr Douglas - Keeping of Livestock in Residential Areas Could the keeping of large animals within the town boundaries be restricted by the number of, the allotment size and proximity to a residence in strictly residential areas throughout the Shire?

DW advised Cr Douglas to ask the resident who approached Cr Douglas to make contact with DW to discuss the matter. Council staff have inspected the property and the animals are healthy. No further action can be taken at this stage. Complete.

DW Cr Paterson - Level Crossings at The Rock Enquired as to when the level crossings at The Rock will be completed?

DW will monitor and touch up as required until sometime in Oct when temperature is sufficient to seal the pavement.

RS Cr Verdon - Library Grant Asked if recent $16,000 Mobile Library Grant funds allocated to Lockhart Shire Council could be used to install an e-terminal in the Council Administration Building for residents to access Riverina Regional Library services?

Staff Reports General Manager 1. FIT FOR THE FUTURE COUNCILS (GM/I06-005)

Executive Summary Discussion required in the wake of the NSW Government’s release of its response to the Local Government Independent Review Panel’s final report on structural change in the local government industry. Report The Government’s response is a series of documents entitled Fit For the Future Councils (FFF), released on 10 September 2014 and billed as a local government reform package to help strengthen communities and ensure councils are Fit For the Future. To support councils to make the changes needed, The Minister is committing: • $258M to assist councils who decide to merge and make the changes needed to provide better

services to our communities • $13M to support Councillors that lead the transition to a new council • $5.3M for new regional Joint Organisations • $4M innovation fund to help small rural councils develop innovative ways of working • Access to experts to develop a plan and implement change • The development of a new streamlined Local Government Act that aims to reduce red tape and

regulation and places Integrated Planning and Reporting at the heart of council operations • Reviews of the regulatory burden on local government and the rating system. Councils that become FFF will also have: • Access to a State borrowing facility to help fund local infrastructure • More flexibility with procurement and simplified reporting • Access to a streamlined IPART process for setting rates • Eligibility for additional planning powers.

All Councils in NSW need to submit a proposal by 30June 2015 outlining their plans to become FFF.

What does this mean for Lockhart? I have attached a very brief dot point summary of options available for your reference and the documentation supplied by the Government has been previously distributed. The documentation makes it clear that FFF councils will need to satisfy the following criteria: • Sustainability – financial • Effective infrastructure and services • Efficiency – strategic view of operations • Scale and capacity – several benchmarks provided.

It also makes it clear that if you can’t meet the scale and capacity criteria, there is no point proceeding to the other criteria. It is not possible for Lockhart to ever meet two of the criteria, those being: • Minimum population of 10,000 (currently circa 3,000) • Own source revenue of 60% over 3 years (currently circa 25%). These criteria need to be borne in mind when considering available options.

Council has steadfastly maintained its policy position of independence and definitely no merger with Wagga Wagga City Council. If that position is to be maintained, the only reasonable option for council to proceed with is to become a Rural Council within a Joint Organisation. Unfortunately, there is no certainty about what a Rural Council will look like, although the Independent Review Panel’s report included a set of criteria. The Government has indicated that council’s will have the opportunity to provide input into creating this criteria which it wants developed and set by end of December. Obviously we would want to be included in this process.

Council should also examine other options to ensure that a fallback position is in hand should the final makeup of Rural Councils be not to its liking. 2. RIVERINA REGIONAL LIBRARY GRANT APPLICATION (GM/L20-005) Executive Summary Letter of support requested by Riverina Regional Library (RRL) for a grant application for its Headquarters Extension Project. Report RRL submitted a Library Development Grant application to the 2013-14 grant program for funding to assist with the proposed RRL Headquarters Extension Project. The application was unsuccessful under the Library Development Grants program, however that program has been replaced by the Public Library Infrastructure Grants program which provides $15m over 4 years ($3m in 2014-14 and $4m in each of the following 3 years) for library infrastructure projects. RRL is intending to submit an application to the new program and considers its application will be considerably strengthened by letters of support from all RRL member Councils. Council supported last year’s application and RRL is requesting a similar letter of support for the new application. The grant being applied for is $100,000 and the RRL Advisory Committee and Wagga Wagga City Council have each agreed to provide $120,000 in funding for this project. 3. PROPOSED SEWER EXTENSION AT THE ROCK (GM/S15-040) Executive Summary Details required for focus group meeting as the first part of our community consultation about the proposed sewer extension. Report At its last meeting, after a workshopping issues associated with the proposed sewer extension, Council agreed that a focus group comprising representatives of The Rock community should be the first step in a consultation process to inform Council about the issues. A number of community representatives have been selected to form the focus group and more details now have to be determined to set the wheels in motion. Details include setting a time and date, format, issues to cover, objective to achieve at meeting etc. Some discussion about these at the council meeting will be beneficial for planning purposes. Integrated Planning and Reporting Reference D3.1.1 - Provide and maintain efficient sewage systems that allows for current and future community demands. 4. REQUEST FOR FURTHER REDUCTION IN HALL CHARGES (GM/C80-005) Executive Summary Lockhart Pre-School Kindergarten Incorporated (LPK) has requested a further reduction of charges for use of Lockhart Memorial Hall. Report At its July Meeting, Council agreed to reduce the charges for hire of the Memorial Hall by LPK while it is being used as a temporary Pre-School because of renovations and improvements being carried out at the Pre-school building located in the Lockhart Recreation Ground. To recap, LPK requires the Hall for two days a week from 15 October to 19 December and Council agreed to reduce the charge from $340 per week to $200 per week for the term of the hire. The amount of $200 per week was chosen as it approximates our running costs. Although LPK has accepted the hire, a further letter has been received from them asking Council to give further consideration to a further reduction in view of their community non-profit status (copy attached).

A further reduction would mean that Council won’t meet its costs from the hire, which wouldn’t be in the spirit of our community obligation to at least meet our costs when considering reductions in hire rates. I am mindful of the not for profit status and the important work carried out by the Pre-School, but believe that the reduction to cost for the hire is a very reasonable gesture by Council to meet its community obligation in this instance. REPORT ON SECTION 355 COMMITTEES - FINANCES (DCCS/C70-035) Executive Summary Council has requested a report on S355 Committees, specifically reporting on the cost of insurance and the subsidy provided by Council to each S355 Committee. Further to the report that went to the August 2014 meeting, details below have been updated. Report The subsidy from Council is to assist these Management Committees in providing and maintaining the grounds and facilities they manage on behalf of Council. A cost of managing these S355 Committees is that of insuring buildings and facilities. Prior to the 2014-15 Budget Allocations there were three Committees that were charged for insurance who did not receive any subsidy from Council, these being: - Lockhart & District Historical Society Museum - Lockhart Showground & Racecourse - The Rock Showground and Golf Course. Executive Summary Monthly report on engineering matters. Report i. Works Report: One grader crew is undertaking maintenance works as per schedule. One

grader crew is commencing construction projects including completing the reconstruction project on Osborne-Yerong Creek Road that had been left due to winter months. The third grader crew has commenced gravel road re-sheets. Contract to win and crush gravel at Council managed gravel pits has been let and works are now well advanced. A marked up programme for the next 12 months will be presented at the meeting.

9. NOXIOUS WEEDS (DEES/N10-025) Executive Summary Monthly report on Noxious Weeds. Report Property Inspections The majority of property owners were obliging in regards to weed control. During reinspections, the majority of property owners had applied herbicide to their weeds, and with the plants now being in an active growing phase, herbicide application has been more successful than previous months.

The weeds most commonly found were Horehound (Marrumbium vulgare), Privet (Ligustrum sp.) and Bridal Creeper (Asparagus asparagoides). Small infestations also included Prickly pear (Cylindropuntia sp.), Wild radish (Raphanus raphanistrum), Green cestrum (Cestrum parqui), and Sweet briar (Rosa rubiginosa).

Inspections on these properties showed evidence of sufficient weed control, and inspections were used to ensure follow up control was carried out. Spray Program Priority for spraying has been given to the control of Horehound (Marrubium vulgare) and Coolatai grass (Hyparrhenia hirta) on shire roads, as well as monitoring known areas of St John’s Wort (Hypericum perforatum). Spraying has also been targeted to controlling weeds, particularly grass species, in close proximity to major roadsides. drumMUSTER Two successful drumMUSTER collection events were held in September. St Joseph’s Primary School managed the Lockhart drumMUSTER event held on 15 September, while The Rock Men’s Shed managed The Rock drumMUSTER event held on 18 September. St Joseph’s Primary School collected over 4000 drums, while The Rock Men’s Shed collected just under 4000 drums, resulting in approximately $1,000 in fundraising for each community group. Henty Machinery Field Days Plant specimen contributions were made by the Lockhart Shire Council towards the display at the ERNWAG (Eastern Riverina Noxious Weeds Advisory Group) Shed. Plant specimens included both noxious weeds as well as environmental weeds. Large numbers of community members visited the site, with many being drawn into the display by the environmental weeds that they have present in their gardens, and moving onto the noxious weeds display. Many individuals of the community made inquiries in regards to weed identification, and appropriate control methods applicable to their location. Recognising Water Weeds Training The Council’s Noxious Weeds Inspector completed the Recognising Water Weeds course in September. The course has proven to be applicable to the Lockhart Shire, as although water weed introduction is unlikely to occur in the Shire’s waterways (except in flood situations), many water weeds species have been introduced into areas by the relocation of individuals, bringing with them their fish tanks or garden ponds plant varieties. Early detection of any introduction can now be made and initial control can be implemented before potential spread occurs. 10. PARKS AND GARDENS REPORT (DEES/P10-005)

Executive Summary Monthly report on Parks and Gardens. Report General Maintenance Regular duties include inspections of parks and public facilities to remove litter, clean BBQ’s, check for damage or vandalism, clear footpaths and empty public and roadside bins. Most areas undergo inspections twice per week, including Galore Hill, where crews also clean and check the toilet facilities. Contract cleaners attend to the public toilet facilities in Lockhart, The Rock and Yerong Creek. Playgrounds in the shire are being inspected regularly as per Australian Standards, with any maintenance being noted and completed as necessary. EE Heckendorf Aviary The aviary has been removed; the site will be tidied up for use during the Spirit of the Land Festival. A garden commemorating EE Heckendorf will be designed and installed on the site at a later date. Lockhart Recreation Ground Playground The grant funded refurbishment/upgrade of the playground at the Lockhart Recreation Ground has been completed. Refurbishment included replacement of parts or equipment to bring them up to current standards, replacement of faded plastic panels and components, and the painting of faded/scratched steel poles and components. The overall look of the playground is much improved. Unfortunately the four way seesaw and horse rocker weren’t included in the facelift due to budgetary restrictions and appear dated in comparison to the rest of the playground but they are still in good working condition. Wal Alexander Park Repairs to the nature strip required due to the installation of the Day Street drainage project have been completed including; replacement of the irrigation system and 80m of turf. Mowing and Slashing Growth in irrigated areas has started to pick up, mowing and edging of these areas has been increased to fortnightly again. Irrigation systems are being checked, maintained and set to spring watering schedule. The spring slashing schedule has commenced and will be of high priority leading up to many major events in and around the shire over the next two months including’ Picolight Fly-in, Lockhart Show, Henty Field Days, Lockhart Picnic Races and Spirit of the Land Festival and The Rock Show. Native Revegetation Indigenous native tube stock has been planted at Lockhart’s Hospital Triangle/Pastoral Shadows and along sections of Yerong St and the entrance to the showground at The Rock. These species were chosen to enhance the existing vegetation at these sites and the local biodiversity; providing food sources and homes for fauna, and source material for natural regeneration. Parks and Gardens The shires Roses have been pruned and fertilized. Irrigated lawns are being fertilized and sprayed for broadleaf weeds. Routine maintenance is being conducted including regular weeding, spraying, pruning, watering, planting/transplanting and mulching. Weed Control Regular weed control is being conducted on Council property including hand spraying and weeding of gardens.

11. GRAIN HARVEST MANAGEMENT SCHEME 2014/15 (DEES/R05-005)

Executive Summary Update on the NSW Grain Harvest Management Scheme (GHMS) for 2014/15. Report Council previously resolved to trial the GHMS for the 2013/14 harvest season from 1 November 2013 to 31 January 2014. A review of the scheme was undertaken by Transport for NSW, which was only just received 26 September 2014. There has been very little if any consultation with Council’s to-date despite regular advocacy by REROC. The GHMS people were twice going to address REROC and failed to attend on each occasion. They also promised to provide detailed statistics of the scheme for 2013/14 and have only just provided a very brief summary, and this is not Council specific. In June 2013 Transport NSW brought out a paper for discussion of a proposed scheme to allow trucks to carry up to Concessional Mass Limit (CML) (5% increase in mass of loads carried) from 1 November to 31 January to increase productivity. The original proposal only allowed for semi-trailers and B-Doubles to participate. At this time the REROC group of Councils agreed not to support the scheme for a number of reasons. Industry has continued to lobby the State Government and an updated, and more relaxed, scheme was issued in July 2013. The revised scheme allowed: - To run from 31 August to 31 May (increase of 6 months duration each year) - All truck types to carry up to CML (generally a minimum of 0.5t per vehicle), with some truck

configurations up to 2.13t per vehicle more. - No registration with the National Heavy Accreditation Scheme required - Carriers now allowed to skim loads at the receiver sites. The new revised scheme has been extended to 30 June 2016, includes a wider variety of grains, removed the National Heavy Vehicle Accreditation Scheme mass management requirement, and also removed the “three strikes you’re out” clause. The scheme allows 15 truck configurations to use the scheme, which moves some 95+% of the grains in Lockhart Shire. Again Council staff does not support any scheme which increases the mass of truck on local roads. A truck which is carrying additional 0.5 tonnes does 1.6 times more damage to the road, and a truck carrying additional 2.13 tonnes are 8.4 times more damaging to the road network. This has cost implications to road network not designed to carry this type of heavy haulage. In addition Councils bridges and culvert system are aging and not load tested and staffs are concerned about the capacity of these structures to carry additional weight and the potential liability to Engineering and Council staff in the event of damage or accident.

Furthermore the NSW Government has indicated in several forums to tie the GHMS with the Livestock Loading Scheme which allows load increase of up to 7.5% or Higher Mass Limits (HML). It has not been recommended to increase to 7.5% for this year but is being considered for future schemes. The review did note that 45,000 vehicles were above the theoretical line that causes more damage to pavement life and significantly increases road maintenance costs. The stats did show that trucks are loading 90% of the time in the range of 104-105% of GML – effectively 5% increase in weight of trucks on the road, thus shifting the average load carried to closer to 105% of GML. As the manager of the roads asset Council should not support any scheme where the safety of users of the assets is potentially compromised. It will not be the trucks that suffer but the smaller vehicle users who will be put at a greater risk, and this is of major concern to the Director of Engineering, as well as the potential cost implications. Council may not see an immediate impact to our roads (i.e. potholes forming) but more likely see a quicker degradation of the life span of the pavements. Integrated Planning and Reporting Reference D2.1.3 - Provide and maintain efficient and safe road and bridge infrastructure throughout the shire. Legislative Policy and Planning Implications The scheme is being implemented through a Ministerial Order. Budget and Financial Aspects It is anticipated that the implementation of the scheme could result in additional costs to Council of $1M/year in damage to roads. Attachments 1. 13. DEVELOPMENT APPLICATION 49/11 - MR E & MRS K ANNETTS (MES/P25-005)

Executive Summary The above referenced development application from 2011 grants consent for the relocation of a dwelling house to Macconochie Street, Yerong Creek. In accordance with Council’s policy 2.14 – Relocation of dwelling houses, the applicant was granted six months to complete the development. Report On 5 September 2011 Council gave its conditional consent to Development Application 49/11 for the relocation of a dwelling and the erection of a shed to Lot 3, Section 7 in DP5972, Macconochie Street, Yerong Creek. Earlier, at the June 2011 Ordinary Meeting, Council had resolved to extend the period for completion to 18 months from the 6 months usually required under the Relocation of Dwelling Houses policy. The date for completion was therefore 5 March 2013. This has been further extended by Council in February 2013, to be completed in September 2014. Following from earlier discussions, correspondence received by Council on 15 September 2014 from Mr Annetts specifies that he plans to have the project completed by the end of 2014. While Council can confirm that substantial development has been undertaken within the last 6 months, Mr Annetts explains that he is yet to connect stormwater and install steps to the front and rear of the building. Integrated Planning and Reporting Reference Action D3.2.1.a - Continue to implement the Lockhart Shire Council Local Environment Plan and review there necessary. Legislative Policy and Planning Implications Consent for the project was granted under Development Application 49/11, and in conjunction with Council’s policy 2.14 – Relocation of Dwelling Houses. 14. GREENS GUNYAH MUSEUM REDEVELOPMENT (MES/H15-010 Executive Summary Council has previously approved the redevelopment of Greens Gunyah Museum, with funding provided for through various grants and Council commitments. Report The budget for the redevelopment works of the Greens Gunyah Museum is $385,000 (including GST), which includes all grants received and Council’s contribution. In the March 2014 meeting, Council approved the tender application from Stephen Lawrence Constructions Pty Ltd to carry out the works, at the approved price of $369,148 (excluding GST). As part of the tender application, Stephen Lawrence Constructions were required to provide costing of repairing the floor of the existing federation style building, where the museum has been located previously. This cost was unable to be determined until the building was vacated, and as such has (knowingly) not been included in the tender. From the week starting 6 October 2014, builders conducted a preliminary investigation of the current state of the flooring of the now vacant building, and reported extensive damage to the existing, original stumps and floor joists, and some deterioration of the lower sections of the timber frame which was exposed to two flooding events and years of neglect. Two alternatives were presented for the repair of the floor and lower wall sections. This first involved utilising timber to replace existing stumps, joists and coverings; the second involved replacing the timber floor with concrete. Both alternatives are very similar in price, estimated at approximately $20,000. Considering the rear third of the building (a later extension) is already of concrete construction, and the low level of maintenance required should the building be flooded again in the future, concrete will likely be selected. Due to the limited time of the building contract, and the already exhausted grants funding, the cost of Council staff managing the project are required to source additional funding to cover the cost of repairing the floor. Integrated Planning and Reporting Reference B5 – A thriving tourist economy. Legislative Policy and Planning Implications Nil. Budget and Financial Aspects The cost of the redevelopment works is funded ($385,000 including GST) by a combination of grants and Council contribution. These funds have already dedicated to construction of the new museum building, and repair of the former building (including removal of asbestos cladding, replastering, repainting, and provision of disabled access.
