The Council’s Charter

A council has the following charter:

- to provide directly or on behalf of other levels of government after due

consultation, adequate, equitable and appropriate services and facilities for the

community and to ensure that those services and facilities are managed efficiently

and effectively

- to exercise community leadership

- to exercise its functions in a manner that is consistent with and actively promotes

the principles of cultural diversity

- to promote and to provide and plan for the needs of children

- to properly manage, develop, protect, restore, enhance and conserve the

environment of the area for which it is responsible, in a manner that is consistent

with and promotes the principles of ecologically sustainable development

MINUTES OF THE TOURISM/ECONOMIC DEVELOPMENT STEERING COMMITTEE MEETING OF LOCKHART SHIRE COUNCIL HELD AT THE PLEASANT HILLS HALL 3 OCTOBER 2012 COMMENCING AT 7.30PM. PRESENT Councillor G Driscoll, Councillor D Douglas, Mr R Cox, Mr C Wiese, Mr G Smith, Ms S Johnstone and Tourism/Economic Development Officer (Mrs Ursula Jones). TOURISM/ECONOMIC DEVELOPMENT OFFICER REPORT.

1. Council Representative on the Tourism and Economic Development Steering Committee The Tourism and Economic Development Officer reminded the Tourism and Economic Development Steering Committee that, following recent Lockhart Shire Council elections Council representatives on 355 committees may change. Council representatives on the Tourism and Economic Development Steering Committee for this elected term of Council are Councillor Gail Driscoll and Councillor Derek Douglas. Recommends: That, the information be noted.

2.Supporting Local Businesses

Tourism and Economic Development reported on the continued work towards developing marketing and business development options to assist Shire businesses. Presenting the following update on the business events and marketing programs.

Business Workshop, Linda Hailey workshop held in the Lockhart Ex-servicemen‟s Club on Wednesday 12 September at 6.00pm was followed by five individual consultancy appointments in Lockhart on Thursday 13 September and The Rock on Friday 14 September. Businesses attending the workshop had the opportunity to go into a draw to have a free one on one consultation. The workshop attendance was a little disappointing as the initial bookings were thirty-six and the attendance was twenty five people. The bookings included 5 attendees from The Rock, sixteen from Lockhart and 4 attendees, from beyond the Shire.

Mr G Smith attended the business workshop in Lockhart and addressed the meeting stating the content proved to be beneficial to attendees, particularly the younger/new business owners. He found the topics were helpful for businesses and some topics he had previously covered at similar workshops. The one-on-one‟s held in both townships were well received and appreciated by the businesses who received the consultation. Linda Hailey was very generous with her time contributing to the Tourism & Economic Development Strategy Plan currently under formulation by the Tourism & Economic Development Officer prior to submission to the Tourism & Economic Development Steering Committee and Council for approval. Recommends: That, the information be noted.

Shire Loyalty Program: the Tourism and Economic Development Officer has requested a progress

report from Loyalty Group marketing company regarding the business uptake of the Shire Loyalty

Program.

Post cards for businesses, promoting Green Street Lockhart & Urana Street The Rock as enjoyable areas to shop, seeking financial contributions from businesses and retail sector to produce the card.

The Tourism & Economic Development Officer has worked towards collating the support and photos for the participating businesses in Green Street and the Lockhart postcard will be printed and distributed prior to the Spirit of the Land Festival.

The Tourism and Economic Development Officer will approach The Rock businesses in Urana Street to develop The Rock postcard following the completion of the Lockhart postcard.

3. Greenline Industries Opening in the Industrial Park Greenline Industries established a liquid fertiliser distribution plant in the Lockhart Industrial Park late 2011. Greenline Industries have been working to grow their production and customer base. Greenline held an official opening in the Industrial Park on Wednesday September 26. As the sole distributer of Nachurs liquid fertiliser in Australia the President, Vice President and Chemical Engineer of Nachurs travelled from USA to attend the opening. Recommends: That, the information be noted. 4. Empty Business Premises The Tourism and Economic Development Officer reported, as requested by the Tourism and Economic Development Steering Committee and Council, on investigations to date regarding „renew Newcastle‟ concept highlighted at the Economic Development Conference 2012 Cessnock NSW. The Tourism and Economic Development Officer continues to investigate a suitable approach to vacant retail premises with the aim of achieving a similar result as Newcastle as highlighted in the “New Ideas from Newcastle – Creative Ways to bring Life to Empty Business Premises”. Marcus Westbury, coordinator of the „renew Newcastle‟, is planning a seminar during February 2013 in Newcastle. The Tourism and Economic Development Officer will inform the Tourism/Economic Development Steering Committee when details of the seminar are available. Recommends: That, the information be noted. 5. Business Renewal Project - Lockhart Shire School Student Involvement. Tourism and Economic Development Officer has discussed with Council‟s Youth Officer, Kylie Hruz, the possibility of working with the Schools to consider becoming involved in the Business Renewal Project, and the possibility of Shire Central Schools applying for stage 6 hospitality courses via TAFE. Following receipt of Ms Kruz recommendations the Tourism and Economic Development Officer will report to the Tourism and Economic Development Steering Committee. Recommended: That, the information be noted. 6. Art Trail The Tourism and Economic Development Officer continues discussion with the Urana Council consideration of a trail incorporating the sculptures throughout the Lockhart and Urana Council area. The plan includes the production of a „sculpture trail‟ brochure funded by Lockhart & Urana Councils. Recommends: That, the information be noted. 7. Testimonials The Tourism and Economic Development Officer screened the testimonials of local residents who have recently moved to the Shire from major cities, supporting the message of the advantages of moving to the Shire, have been filmed. Tourism and Economic Development Steering Committee resolved that the Tourism and Economic Development Officer upload the testimonials on the Country Change and Lockhart Shire websites. Instructing that the Tourism and Economic Development Officer plan additional filming of testimonials of „relocated‟ residents to The Rock including retires. 8. Economic Development and Tourism Strategy The Tourism and Economic Development Officer reported that, the development of an Economic Strategic Plan is one of the KPI‟s of the Tourism and Economic Development Officer‟s contract. The Economic Strategic Plan will ensure consistency and is an important step in providing a framework to guide the development of a sustainable economic and tourism growth that offers quality experience

and service. The strategic plan is a living document and can be changed as required to ensure continued tourism economic development throughout the Shire. The Tourism & Economic Development Officer has acquired three quotes from consulting firms to assist in the development of the plan. These include;

Savant Corporation Pty Ltd - $15,000 and $20,000 exclusive of GST to complete; however due to

the amount of Savant‟s the plan will be performed on a „do and charge‟ basis, at a rate of $150 per

hour excluding GST. This estimate covers the services provided by Savant only, and does not include

travelling expenses, room and equipment hire for the workshop, or other ancillary expenses such as

paper, copying, internet, catering, etc.

Illumina Business Consulting - $45,925.00 Defining the community - demographics, labour force,

key stakeholders and characteristics of local tourism & economy

- Assessing the economic structure, performance and trends of the local and regional tourism &

business sector

- Researching market, industry segments and competitive environment

- Identifying opportunities, constraints, issues and trends

- Evaluating the right business & tourism mix in particular business retention, expansion & new

enterprise

Indite Consulting - $4400

Stage 1 of the project will focus on the review of the existing plans (including Integrated Planning and

Reporting Plans such as the Community Strategic Plan, Delivery Program and Operational Plan), as

well as the review of existing community engagement and business engagement information. This

stage will also review sector best practice and regional, state and federal policy direction.

This stage will include;

- What priorities/strategies exist for Council within existing plans?

- Consultation with the Tourism and Economic Development Steering Committee

- Relevant information and strategies within existing plans

- Regional, state, federal and stakeholder policy directions

- Incorporation of consultation outcomes

- Development of strategies – including short, medium and long term priorities

- Review of draft in partnership with Council When completed the final Draft of the Economic Strategic Plan will be submitted to the February Tourism & Economic Development Steering Committee meeting prior to submitting to Council for approval.

The Tourism and Economic Development Steering Committee may be aware, Indite Consulting is the consultancy business that recently completed the Lockhart Shire Community Strategic Plan 2012-2022 and the „local knowledge‟ of Indite consultant is reflected in the quote.

Recommend; that members of the Tourism and Economic Development Steering Committee recommend that Council accept the Indite Consulting quote of $4,400.

9. Lockhart Industrial Park Strategic Plan

The Tourism and Economic Development Officer has been developing the Lockhart Industrial Park Strategic Plan. This plan is near completion and will be presented at the November Tourism and Economic Development Steering Committee meeting for consideration prior to presentation to Council for approval.

Recommends: That, the information be noted. Meeting Closed 9.00 pm Next meeting will be held at the Yerong Creek Bowling Club on Wednesday 7 November 2012 at 7.30pm. Recommendation: That report be received and the recommendations contained therein be adopted.

Responses to Questions and Statements 24 September 2012

Response – Director of Engineering

THE AVENUE IN THE ROCK

Cr Paterson referred to bare areas in the Avenue. With regards to improvements to the lawn section of the Avenue given there are some bare areas and hollows which are required to be filled, the Director of Engineering has investigated and advises that Council staff are progressively improving the grass area as time and budget allows. This will be ongoing for the next few years as it will be a gradual process to top dress and improve the grass cover.

STREET SIGNS

Cr Schirmer advised that there is no street sign indicating Harry Davies Drive in the Lockhart Industrial Park or a „Give way‟ sign at this intersection. The Director of Engineering has investigated this matter and advises that the street sign has been ordered and awaiting delivery. The „Give Way‟ sign has gone to local traffic committee and once approved will be installed.

FLOOD STUDIES

Cr Morgan advised that two residents of Yerong Creek have been flooded twice and will be submitting a letter to Council. To date Council has yet to receive this letter. The Director of Engineering has in the interim been in contact with Roads and Maritime Services as to options with regards to drainage in the area, and depending on comments/issues raised by the residents will determine which course of action to follow.

STREET LIGHTING, THE ROCK

Cr Verdon advised that he believes an additional street light is required on the corner of Urana & Bretton Streets, The Rock. The Director of Engineering has inspected the site, and another in The Rock, at night time and agreed that additional lighting would be beneficial in two locations. A quote to design, supply and install the additional two lights is approx $5,800, as well additional running costs (approx $150/year). As street lighting is funded and maintained by Council a small budget allocation is available for repairs and maintenance (mainly the payment of electricity supply), not for new works.

Recommendation: That as there is no budget allocation for this amount ($5,800) in the current Budget the matter be referred for consideration to the 2013/2014 Draft Budget meeting unless funds can be sourced from under expenditure elsewhere in the 2012/2013 Budget.

DRAINAGE – OLYMPIC WAY, THE ROCK

Cr Paterson referred to a letter from Mr & Mrs Bryon at The Rock referring to the drainage system on the Olympic Highway at The Rock.

BUSH FIRE PERIOD

Cr Morgan referred to the state of an access road to a property which houses water tanks which might be used for bush fire purposes.

DISABLED ACCESS RAMPS

Cr Morgan requested Council give consideration to making a cash contribution to those business owners who wish to provide complying disabled access ramps.

Engineering Matters

1. WORKS REPORT (DE/T10-005)

General: Four crews are continuing with long term repairs of roads and structures following the March 2012 storm event as well as regular maintenance works. The Works programme is now under way based on this year‟s budget and additional crews engaged as required.

Shoulder grading on rural sealed roads and road re-sheeting on local roads is occurring. Drainage repairs are continuing with either cleaning existing culverts or repairs.

Shoulder widening of MR59 east has commenced, undertaking culvert extensions. Pavement works are due to start shortly.

Table drain clearing/cleaning in both Lockhart and The Rock will commence in the warmer months to help improve water flow through the towns. New minor culvert works to be also undertaken to assist local flooding issues.

Geotechnical testing of proposed rehabilitation works has commenced. The design of sections of roads to follow testing. Works are programmed for early in the New Year.

Brookong Creek has being dredged/cleaned up as far as permissible by Fisheries. Works in the Creek itself still are on hold until final determination of the investigation is handed down and appropriate paperwork is finalised. No time frame has been set for this; however Council has stated its position given the recent flood events.

Final Lot filling is currently being finalised on Green Street West Subdivision, with electrical services to commence installation by end of October 2012 once Telstra is arranged. Finalisation of the roads to follow the lot filling.

Flood claim: RMS (RTA) has acknowledged Council flood claim and confirmed rolling October 2012 & February 2011 claims together with March 2012. The programme of works for 2012/2013 has commenced on rural unsealed roads as well as other projects. Flood Studies: Council has invited tenders for the Flood Studies, closing 29 October 2012, with a report to Council in November 2012. Further meetings are to occur with both Lockhart and The Rock flood committees once a consultant is appointed. Pedestrian Bridge – Lockhart: The successful tenderer has been appointed with design works currently being undertaken. Works are due to commence on site mid to late November 2012.

2. NOXIOUS WEEDS (DE/N10-025)

Property Inspections

Routine inspections are still largely targeting the spread and control of Horehound and Bridal Creeper, and some Coolatai Grass. Unfortunately, St John‟s Wort is beginning to emerge, and it is expected that still will be a prevalent weed over the coming months.

Spray Program

Among other duties, spraying of the noxious weeds Horehound, Bridal Creeper and emerging St John‟s Wort has been carried out on roadsides and Galore Hill Nature Reserve during September.

Henty Machinery Field Days

Council‟s Noxious Weeds Inspector represented Lockhart Shire at the Riverina Noxious Weeds Advisory Group (RNWAG) display shed of the 2012 Henty Machinery Field Days. Among the substantial audience that viewed the display and sought information, the highlight of the field days was almost certainly the launch of the RNWAG‟s latest publication of the „Weeds of the Riverina‟ booklet by the NSW Minister for Agriculture, the Hon. Katrina Hodgkinson. Copies of the Booklet has been distributed among cooperating Councils of the Riverina, and Lockhart has already received positive feedback about the booklet.

DrumMUSTER

Council conducted its spring drumMUSTER collection event in the last week of September, and with positive results. The Lockhart Tip saw the collection of 2872 drums over a one-day collection event, while The Rock Tip collected 3235 drums over a one and a half day event. Council staff noted a high expression of interest from individuals towards delegating the role of organising and running future drumMUSTER collection events to potential community groups at Lockhart and The Rock, following the success of the Pleasant Hills Community drumMUSTER program.

3. PARKS & GARDENS REPORT (DE/P10-005)

General maintenance

Regular inspections are being conducted at all parks and BBQ areas to insure they are free from rubbish, the BBQ‟s are clean and functioning, and lawns and gardens are well maintained. The bird aviary continues to be cleaned and has fresh branches cut on a weekly basis.

The Rock Crew continues to clean and maintain The Rock Treatment Works, and Public Toilets in Urana Street, Coronation Park and Yerong Creek.

Playgrounds in the Shire are being inspected regularly as per Australian Standards, with any maintenance being noted and completed as necessary.

Mowing and Slashing

Mowing schedules are being adjusted as the weather warms and have become a priority with Shire towns and villages on display due to a number of events in the local area, including the Picolights at Milbrulong, grand final celebrations at Osborne Recreation Ground, Lockhart Show, balloon rides and markets at The Rock. This focus will continue next month with The Lockhart Picnic Races, Spirit of the Land Festival and The Rock Show scheduled.

Caravan Park, Lockhart

Ramp access to the new amenities block has been completed; the facility will be available for use during the busy Picnic Races/Spirit of the Land weekend. The new camp kitchen facility will also be available for use, two King-sized BBQs, a sink, tables and chairs have been installed.

A large dying Peppercorn Tree near the AV Dump Point was deemed to be a hazard and has been removed.

Cowin Gardens – Tidy Towns Plaque Wall

The rebuilding and extension of the wall has been completed, the salvaged plaques will now be rehung.

Swimming Pools

Preparations are underway for the 2012/13 swimming season. Lockhart pool has been drained; the light staining that remained after pressure washing has been treated with a recommended cleaning product which has greatly improved the pool‟s appearance.

The filtration system has been inspected and the replacement of the pump motor was recommended and ordered. Once the pump is functioning the pool will be filled and water tested regularly until handover to the contractor.

The Rock Pool and facilities were not affected by the March Flooding; the usual preparations should be all that is required. Cleaning and maintenance of the facilities has commenced, cleaning of the pool will commence shortly.

Lockhart Recreation Ground

The parks and gardens crew have assisted with the upgrade of the toilet facilities at the recreation ground. A concrete sleeper edging has been installed to create a garden bed between the new footpath and parking area. Garden soil was added and then mulch. The bed will be planted with low maintenance native shrubs and grasses.

Lockhart Showground

The grounds, entrance and track were mowed prior to the Lockhart Show and will be scheduled again before the Picnic Races. Spraying has also been undertaken around buildings, yards and along fence lines to reduce whippersnipping.

Bullenbung Road – Roadside Vegetation Implementation Project

The grant funded work to remove the heavy infestation of Peppercorn Trees and other exotic species along this stretch of road is almost complete. The small to medium woody weeds have been cut and treated with herbicide, the larger Peppercorns still remaining will be treated with herbicide and left to decompose. The Murray CMA has completed approximately 20km of direct seeding on behalf of Council. Council is currently working with the LPHA to control stock movement along this section to enable seed to germinate and establish.

Trees

Routine pruning and removal of suckers has continued this month. Crews have worked along many of the lanes in Lockhart and The Rock townships to clear overhanging limbs and remove trees growing in the lanes. The Peppercorns in Plunkett Street, Yerong Creek have been pruned back to improve clearance for oversized farming machinery. To complement the Bullenbung Road Project The Rock crew has started removing many woody weeds from within the township.

Work to remove a number of problem trees throughout the Shire has also continued, all African Olives on Council land have been added to this list. These trees/large shrubs are listed as an environmental weed due to their fruit being spread by birds, a large number have already self seeded throughout Lockhart township and along Brookong Creek. The six African Olives planted as street trees at the top end of Green Street will be the first to be removed as these specimens also create a hazard when they drop their fruit on the footpath. Council has recently applied for grant funding to assist with the removal this and other woody environmental weeds from both Brookong and Burkes Creek.

Weed Control

Extensive spraying has been undertaken in Lockhart, The Rock and Yerong Creek townships to control spring growth and reduce maintenance. Hand spraying and weeding has also been carried out in the parks and gardens. All irrigated lawns have been sprayed for broadleaf weeds.

4. PLEASANT HILLS RECREATION RESERVE (DE/P10-025)

Council has been approached by the Pleasant Hills Recreation Reserve Committee to undertake an upgrade (re-paint) of the „wheat bag‟ entrance statement to the recreation reserve (Attachment 1). Council has investigated the request and it expects the cost of the works to be approximately $2,800. This work has no budget allocation.

Recommendation: Recommendation: That as there is no budget allocation for this amount in the current Budget the matter be referred for consideration to the 2013/2014 Draft Budget meeting unless funds can be sourced from under expenditure elsewhere in the 2012/2013 Budget.

5. YERONG CREEK GARDEN (DE/P10-025)

Council has been approached by the Yerong Creek Parks & Garden Committee to have decorative fence and sign installed at the garden at the entrance to the town (Attachment 2). Council has investigated the request and it expects the cost of the works to be approximately $3,200. This work has no budget allocation.

6. DRINKING FOUNTAIN - LOCKHART (DE/P10-010)

Council has provided disabled toilet access next to the new Council Administration Building for the general public, which has regular usage. Currently there is no drinking fountain or place to refill water bottles. The Director of Engineering has approached Riverina Water about the possibility of a drinking station and it has advised that it can arrange a station for approx $2,500.00, plus installation (estimated to be $800.00), of which Riverina Water would cover 50% of the purchase cost (Attachment 3). The balance of funds to be sourced from funding of the new garden to be constructed on the old Council Chambers site.

Recommendation: The Council approve the purchase and installation of the drinking fountain as detailed in the body of the report.

7. DRAINAGE – OLYMPIC WAY, THE ROCK (DE/R40-060)

Cr Paterson referred to a letter (Attachment 4) from Mr & Mrs Bryon regarding the drainage system on the Olympic Highway at The Rock. The Director of Engineering has met with the Bryon‟s on site and discussed the issues of their letter.

The Director is currently resolving the exact area of responsibility with both RMS and Greater Hume Shire Council, and will report back to Council once this is clarified. In the meantime the Director has undertaken to carry out table drain cleaning/clearing in The Rock Township in the summer months and will include areas discussed with the Bryon‟s.

8. BUSH FIRE PERIOD (DE/B35-050)

Cr Morgan advised during Questions and Statements at the September Council meeting that as the bush fire period commences on 1 October 2012 and he has received advice that the access road to the owner‟s property of the „Henty Airstrip‟ who house the water tanks is in state of disrepair and would result in difficulty in trucks accessing the water tanks.

The Director of Engineering has investigated the matter and advises that Council‟s records shows that Stolz‟s Lane is not maintained by Lockhart Shire Council, however he is working with Greater Hume Shire Council as to what maintenance works can be undertaken.

Recommendation: That the information be noted.

9. DAMAGED FOOTPATHS (DE/R40-045)

At the meeting on 20 August 2012 Cr Gooden referred to some of the Green Street footpaths which are being damaged by tree roots in the area and Council requested that the Director of Engineering investigate this matter.

The Director of Engineering has investigated the footpaths along Green Street, from East Street to Matthews Street. The path on the north side of the street is relatively new and is in very good condition. There is some minor evidence of cracking but this may not be as a result of tree roots. The path on the southern side of Green Street is much older and in fair condition given its age. It is cracked extensively which could be due to its age and/or tree roots. It appears Council has been addressing risk areas as they arise, and this will continue in accordance with Council‟s Risk Management Procedures. The older asphalt footpath from the solicitors to the corner of Matthews Street is showing some distress from tree roots and this will be monitored more closely.

The Engineering Services department is currently reviewing Council‟s Tree Policy with a view of the long term tree planting and maintenance in urban areas. This policy will be presented to Council in due course when it has been drafted.

10. LOCKHART & DISTRICT PROGRESS ASSOCIATION – BANNER POLE (DE/R40-090)

Council at its meeting on 20 August considered the following report and resolved as follows:

Council at its meeting on 16th July 2012 resolved as follows in relation to the matter:

(a) That a further report be provided by the Director of Engineering on the cost of erecting banner

poles in Green Street, Lockhart;

(b) That the Director of Engineering be requested to provide a report and implications of the

provision of banner poles on Main Road 78 at The Rock; and

(c) That the Director of Engineering be requested to also hold discussions with the Lockhart and

The Rock progress Associations in respect to suitable locations for the proposed banner poles.

In regard to (a) above the cost to supply and install one set of poles adjacent to Lockhart Motel, including relocation of street light power line to accommodate the poles, is $14,000. An alternative location on Green Street could be next to the garden beds/walkways, where the poles can come in away from the power lines. The cost to supply and install the banner poles in this location is $9,000. Costs for each banner erection/removal are estimated to be $550. Costs for a banner are estimated to be $1,500 each.

Discussions/site inspections have been undertaken with the Lockhart Progress Association with regards to the two sites costed above and the Association would be comfortable with either location.

The Lockhart Progress Association has previously indicated that it may be able to provide funding to assist with the construction of the banner poles.

With regards to (b) above contact has been made with RMS regarding the matter and it has advised that whilst permissible to install banners across the road it is not desirable as it is an 80 km/hr road and the effectiveness is reduced. There would be no additional costs from RMS as all costs would need to be met by Council, however the structure would have to be larger. Cost for the banner poles, installed, is $11,000.

With regards to (c) above the Director of Engineering has made contact with The Rock Progress Association (prior to discussions with RMS) with an indicative proposed location across Main Road 78 south of The Rock – Mangoplah Road, near the railway station. The progress association will discuss the matter further at its next meeting.

Recommendation: That:

a) Council determine if it wishes to proceed with the erection of banner poles in Green Street, Lockhart, and if so, which location;

b) Council give further consideration of banner poles at The Rock once The Rock Progress Association has considered the matter and advised Council of the Associations preference; and

c) As this proposed work is unfunded, and if Council wishes to proceed, the Director of Engineering bring back a report to Council on the funding options available.

As reported at the September 2012 meeting the Lockhart & District Progress Association has advised it prefers the location adjacent to the Ambulance Station to install the banner poles. At this stage the Progress Association is unable to advise, if any, what level of funding it may be able to contribute to the banner poles.

With regards to funding ($14,000) the banner poles the options are as follows, if Council wishes to proceed with the project:

(i) reallocate funds at the next Quarterly Budget Review (ii) pursue the Progress Association as to what funding it can provide and provide the balance from

An application has been received from Mr & Mrs Slocum requesting (Attachment 5) Council to vary its policy “Fences to Residential Properties – to permit a 1.8 metre high colorbond fence to be erected to a section of the front boundary. An inspection of the location indicated that 1 Drummond Street is located on a cul-de-sac. This end of the street has undergone a street beautification process with the planting out of the cul-de-sac with trees. A walkway from Drummond to East Street permits access to pedestrian traffic. The trees have now grown to a substantial size creating a screening to the properties on both sides of the walkway from pedestrian traffic. It is understood that building lines and front fence height policies were introduced by Council‟s to create an attractive streetscape for residential developments. By setting buildings back, by allowing trees and street furniture on the footpath, the visual elements of a street including the road, adjoining buildings and open spaces all combined to form an attractive street character. The application seeks Council approval to erect a 1.8 metre high fence along almost half of the 40 metre front boundary of the property. The fence would then be reduced in height to 1.2 metres until its termination at the driveway. Council‟s Policy in relation to this matter states in part as follows: Fences to Residential Properties The following policy on the erection of fences to residential properties shall apply from 22 August 2008: 1. Front boundary fences (fences between the building line and street or other public place) must

be:

a) Maximum height of 1.2m for open construction (picket fence, mesh, etc); or b) Maximum height of 900mm for solid construction (brickwork, steel panel etc). Comment As stated previously, the front section of the property is shielded by the growth of substantial trees and it could be argued that a front fence of this height, under the circumstances, could be permitted. The trees would reduce that visual impact of the fence. This in fact could be used as a reason for permitting the fence. This property is also located on a corner allotment which also creates a number of issues with locating fences. However, based on the reasons for Council‟s introducing building setbacks and setting fence height policies, the recommendation to Council would be to refuse the application. Together with this is the fact that Drummond Street does not have any front fences of this height in the immediate vicinity. Together with this is the alternative to erect a fence from the dwelling frontage to the side boundary. Privacy being the reason for the fence, this could be achieved with the construction of a 1.8m high fence between the dwelling and the East Street side boundary. Recommendation: That Council refuse the request from Mr & Mrs Slocum to erect a 1.8m high colorbond fence to part of the front boundary of 1 Drummond Street, Lockhart for the following reasons: a) That the proposed fence would conflict with the objectives of introducing a front fence policy in

the first instance; b) That the proposed fence would be out of character with immediate neighbourhood; and c) That a 1.8m high fence could be erected on the building line between the house and the East

Street boundary.

14. TOURISM/ECONOMIC DEVELOPMENT OFFICER’S JUL – SEP 2012 QUARTERLY REPORT(T/EDO/T26-005)

Council may recall that one of the requirements for the Councils Tourism/Economic Development Officer is to provide a report to Council on the activities undertaken by this officer each Quarter. The Tourism/Economic Development Officer advises as follows:

The Period of July – September 2012 continued to reflect a number of developments focusing on the continuation of the promotion tourism and development of a Strategic Plan for the Industrial Park. 1. Continued Development of Business and Industry within the Shire 2. Development and Marketing of Tourism 3. Workshops and Networking Meetings 4. Conference attendance 5. Committees and Boards

1. Continued Development of Business and Industry within the Shire.

1.1 Rewards/Loyalty Programmes, The Tourism and Economic Development Officer, investigated a „rewards‟ scheme for the businesses across the Shire focusing on a scheme to assist businesses to develop a „shop local‟ promotional programme. The scheme is designed and managed by The Loyalty Group a marketing company that specialised in rewards/loyalty programmes. The Loyalty Group marketing company has commenced contacting the businesses and will implement the program if there are enough businesses willing to participate.

1.2 Postcards for the businesses, Post cards promoting Green & Urana Streets as enjoyable areas to shop, seeking financial contributions from businesses and retail sector to produce the card. The Tourism & Economic Development Officer has worked with the Lockhart Business owners gathering support and photos form the participating businesses in Green Street and the Lockhart postcard will be printed and distributed prior to the Spirit of the Land Festival. The Tourism and Economic Development Officer will approach The Rock businesses in Urana Street to develop The Rock postcard following the completion of the Lockhart postcard.

Council is reminded that this project will be funded by the participating businesses.

1.3 Business Workshop Linda Hailey of Hailey Enterprises conducted workshops in Lockhart. Linda developed a programme ideal for Lockhart and The Rock. The programme consists of a 1.5 hour evening workshop on Wednesday 12 September called “Tricks of the Trade for Retailers” followed by five individual consultancy appointments in Lockhart on Thursday 13 September and The Rock on Friday 14 September.

Local businesses attending the workshop who wish to access a one to one session would place the name of business in a box and business name will be drawn out. The Tourism and Economic Development Officer canvased the business of the Shire to gauge the interest of businesses in the Loyalty and postcard promotions and secured sponsorship from Lockhart and District Community Bank for the business workshop. The Lockhart and District Community Bank contribution of $1500 to assist with workshop costs. Council may recall the Linda Hailey‟s fee for was workshop was $4600 plus accommodation and travel expenses total $5500 . The initial bookings were thirty-six and the attendance was twenty five people. The bookings included 5 attendees from The Rock, sixteen from Lockhart and 4 attendees, from beyond the Shire. The one-on-one‟s held in both townships were well received and appreciated by the businesses who received the consultation. 1.4 New Businesses

The owners of The Blue Bird Café will be operating a stall outside the premises on the Spirit of the Land Festival. They are hoping to open the Café towards the end of October. A group of local

men have offered a „working bee‟ to assist them with the work required to paint and present the Café prior to opening.

A butcher shop is planning to open in Green Street before Christmas.

A Picture Framing business is expected in Lockhart to open prior to Christmas.

Indication of an additional takeaway shop is planning to open in The Rock. 2.Development and Marketing of Tourism

2.1Lockhart Paving Brochure

The Lockhart Paving Brochure was approved at the June Council Meeting. The completed paving brochure has now been distributed via the Visitor Information Centre.

2.2 Historical Town/Places Trail Brochure The Tourism and Economic Development Officer has collated information for inclusion in text of the Historical Town/Places Trail Brochure. Active Print continue to work on a proof of a brochure option to be submitted to Tourism and Economic Development Steering Committee, prior to submitting to Council for approval. 2.3 Green’s Gunyah Museum As Council may be aware the Green‟s Gunyah Museum experienced significant water damage in the March 2012 storm water event. Following this event the Lockhart Historical Committee commenced evaluation of necessary measures required to alleviate the possibility of similar damage occurring in the future. The Committee recently conducted a meeting and decided to remain on the current site and develop the existing facilities to ensure the museum exhibition and storage space would be above the flood planning level. As the Historical Society is a 355 Committee and the Greens Gunyah is housed in a Council building the Tourism and Economic Development Officer is working with the Historical Society to develop cooperative funding partnerships to assist with the significant building renovations and re-build to ensure the museum items are protected from water damage in the future. The Lockhart Historical Committee will be applying for grants to achieve this renovation. This will also affect the Visitor Information Centre. 2.4 Destination NSW Website

As Council may be aware, Destination NSW has a tourism „information bank‟ called „get connected‟

offering information for tourism websites. This and the Destination NSW Website has a number of

inadequacies including poor navigation and limited information relating to the Riverina and even less

information on the Lockhart Shire. Information has been forwarded to the „get connected‟ website

however the loading of the information is limited. Riverina Regional Tourism is perusing this problem

and working together with Destination NSW to correct and improve the website. The Tourism &

Economic Development Officer continues to work with Riverina Tourism to ensure this problem is

rectified.

2.5 ‘Taste of Italy’ Riverina

Council may be aware, Riverina Regional Tourism together with Regional Development Australia,

Local Government Areas and industry operators of the Riverina has launched „a taste of Italy‟. This

promotion will be run in conjunction with the Crave festival in Sydney, focusing on food from a 100

mile radius. Events will be held across the Riverina and a calendar of all events published by Fairfax

media, a major sponsor of Crave.

This is a month-long festival showcasing food and wine events with an Italian twist. Towns throughout

the region will celebrate the Riverina‟s diverse and quality produce. The

Tourism & Economic Development Officer approached operators and organisations to become

involved, all activities were lodged with Riverina Regional Tourism. Some of the major events

happening within the Lockhart Shire during the month of October include;

100-mile taste of Italy dinner in The Rock. This is a black tie event will raise funds to assist The Rock

preschool with equipment for the proposed new Preschool development.

The Spirit of the Land Festival will have a Taste of Italy and the Lockhart IGA is conducting a recipe

competition.

Italian Cooking Class dates around the Lockhart Shire.

On Tuesday 9 October at Yerong Creek Bowling Club. Celebrity Chef Dominique Rizzo will conduct

two Italian cooking classes. Dominique has been a regular guest on television with long standing

appearance roles on Channel 10‟s Ready, Steady, Cook and regular guest on The Circle, Channel 9‟s

Mornings and national radio segments.

Regional Chef Gloria Salvestro, inspired by her Italian heritage, will hold two cooking classes in

Lockhart, Mon 22nd Oct.

2.6 Development of Railway Museum at The Rock During the reporting time the Tourism and Economic Development Officer has started to investigate the possibility of establishing a Railway Museum at The Rock. This development suits The Rock Township as the township has a significant and long history association with railways. This will require the formation of a community based committee with a strong interest in the project. The future of this project will depend on the support from The Rock community to be involved in the development of a Railway Museum. 3. Workshops and Networking Meetings

4.1 Country Change

The Tourism and Economic Development Officer attended the Country & Regional Living Expo at Rose Hill Gardens, Rose Hill Sydney on 3-5 August 2012.

Representing Lockhart Shire Council on the Country Living Riverina Stand, the Tourism & Economic Development Officer highlighted the advantages of making a Country Change is about making more time for family, getting ahead financially and making a better life and future. Encouraging awareness of exciting career and business opportunities, affordable, comfortable housing, stunning scenery, excellent infrastructure and plenty to see and do.

Riverina presented a united front with support from not only Economic Development Officers from participating Riverina Councils but also community members, artists and local Riverina food and wine producers. The Riverina site was well received and noticed by many for its interactivity. Lockhart Shire was well presented with sculptures from Andrew Whitehead featuring the Spirit of the Land Festival.

Following the Country Living Expo the Tourism & Economic Development Officer has responded to ten enquiries from attendees of the Expo. This together with three families who also attended the Expo and had previously enquired about moving to Lockhart Shire. Three families are now intending to settle in Lockhart, one family has purchased land in the Green Street West Subdivision and another family expressed interest in a Bond Street allotment.

4.2 Testimonials

Tourism & Economic Development Officer engaged Blue Clay productions to produce testimonials of local residents who have recently moved to the Shire from major cities supporting the message of the advantages of moving to the Shire. The testimonials was presented to and approved by the Tourism & Economic Development Steering Committee at the October Meeting.

5 Committees and Boards

5.1 Eastern Riverina Arts

As Council is aware, attendance of the meetings as member of the Eastern Riverina Arts Board representing the Lockhart Shire occurs bi-monthly, and is dedicated to working with a range of people across our region in consultation and development in art, community and cultural programming.

Research the availability and grant opportunities for community groups and business development.

6. Possible Problems

The Lockhart Shire continues to experience a period of generational change, the ageing population. It is important to keep in mind the need to retain younger residents in the area and to also encourage the settlement of new residents of all ages.

Encourage a community understanding of the requirements and needs of each organisation and develop an extended volunteer base.

The Shire is currently under supplied by accommodation options. This is particularly evident when large functions and festivals are held in the Shire. Attracting new accommodation providers to the Shire is difficult and the Tourism and Economic development officer will continue to explore options.

October – December 2012

During this period the promotional programme for the next six months will be finalised.

The continued involvement in the following areas.

- Ongoing support for the businesses, and encouragement of new business ventures.

- Continued support of the development of the Green‟s Gunyah Museum and Doris Gallery upgrade

- Continued promotion of the Lockhart Shire, advertising campaign supported by magazine and print advertising and media releases.

- Continued development of „tourism trails‟ including Historical and Farm Art Sculpture Trails within the Shire.

- Continued development of new festivals tourist attractions across the Lockhart Shire.

- Investigate NBN availability to all townships, securing the best possible access to the NBN across the Shire.

Recommendation: That the Tourism/Economic Development Officer‟s quarterly report be received.

16. STATEWIDE MUTUAL – LIABILITY DIVIDEND (DCS/I10-005)

Council has its Public Liability – Professional Indemnity insurance policy with Statewide Mutual.

Statewide Mutual is a NSW Local Government mutual which commenced operation on 31 December 1993. It provides cover to Member Councils on: 1) Assets under a Property Mutual, 2) Liability under a Mutual Liability Scheme, and 3) Fidelity Guarantee.

For Council‟s performance for the period 2011/12 Council has received a Risk Management Incentive Dividend of $3,075.29 (incl GST).

This dividend is provided as an incentive for Councils to be pro-active in their management programmes with four components used to calculate the bonus:

i) Risk Management Audit ii) Implementation of Specific Risk Management Programmes iii) Claims Loss Ratio iv) Attendance at regional Risk management Group Meetings.

Recommendation: That the information be noted.

17. DRAFT NSW LONG TERM TRANSPORT MASTER PLAN (GM/P25-035)

By memo dated 24 September 2012 Councillors were advised that the Draft NSW Long Term Transport Master Plan for NSW was on exhibition and comments sought by 26 October 2012.

In summary it is fair to say that the Draft Plan appears to concentrate on existing problems within the Sydney region particularly in reference to rail, bus networks, motorways, light rail, pedestrian infrastructure and cycling networks.

Lockhart Shire Council is included in the Murray – Murrumbidgee regional transport plans which is covered in chapter 6 of the Draft Plan.

Some specific projects have been identified in the Murray - Murrumbidgee Plan including highway upgrades the Newell, Sturt midwestern, investigate bus service enhancement, Kapooka Bridge replacement on the Olympic Highway and the Murray River Bridge at Echuca.

Apart from these specific projects no reference is made to other specific roads in the Lockhart Shire Council area with statements such as “working in partnerships with local Councils to identify important rural roads for freight” (page 199) and in the Medium to Long Term Plans on page 236 “we will work with community groups, regional transport coordinators, local Councils and local bus operators to continue to enhance public transport systems so that it continues to meet the needs of the regions residents and businesses. Ongoing monitoring of bus contracts offer the opportunity to review operational guidelines and address issues that emerge in the intervening period.”

Reference is made to future road freight networks capacity appearing on page 255 however these are just generalised statements. Page 335 of the Draft Plan refers in part to continued collaboration with regional organisation of Councils and other stakeholders to develop detailed area plans such as regional transport strategies, city access plans and precinct plans and with the Australian Government on transport issues of national significance. Certainly Council will become involved with REROC in developing these types of strategies. Page 335 refers to “locating industrial areas closer to major road and rail infrastructure, along with encouraging more freight movement by rail, were identified as ways to support the freight industry and reduce heavy traffic on local roads.

It is noted that there continues to be a push for B-triple trucks to have access on the Olympic way between Wagga Wagga and Albury.

It is suggested therefore that Council‟s submissions to the Draft Plan be along the lines as follows:

That Council is keen to become involved with the development of the plan as it affects Lockhart Shire Council, particularly in the area of designated freight routes throughout the Shire which may limit the impact on local roads

That Council believes it is essential that The Rock – Oaklands railway line remains open and operational

That in the future some formal survey be undertaken in the Lockhart Shire to determine if the bus transport system is adequately meeting Shire residents need

That Council will contribute to any plans and views on regional transport in conjunction with other REROC Councils.

Recommendation: For Council‟s consideration.

18. FINANCIAL STATEMENTS – 2011/12 AUDIT (DCS/F10-010)

Council‟s Draft Financial Statements for the 2011/2012 Financial Year have been completed. Section 413(1) of the Local Government Act requires a resolution of the Council that Council must prepare financial reports for each year, and that the Financial Statements be referred for audit.

413 Preparation of financial reports (1) A council must prepare financial reports for each year, and must refer them for audit as soon as

practicable (having regard to the requirements of section 416 (1)) after the end of that year. Note. Under section 416 (1), a council‟s financial reports for a year must be prepared and audited within 4 months after the end of the year concerned, and under section 428 (2) (a) the audited financial reports must be included in the council‟s annual report.

It is anticipated that these reports will be tabled at either the November or December 2012 Meeting of Council, with Council‟s Auditor, Mr Graham Bradley, in attendance.

Recommendation:

a) That the Draft 2011/2012 Financial Statements be referred to Council‟s Auditor, Auswild & Co. for audit; and

b) That Council delegate authority to the General Manager to authorise the accounts for issue to the Division of Local Government on the date of receipt of the audit report.

19. STAFF PICNIC DAY (DE/S30-065)

The Local Government (State) Award 2010 provides that Council shall grant an annual picnic day to its employees and this is on the assumption that employees will organise some activities on this day.

At this stage the date for the Council Employee Picnic Day is Friday 26 October 2012 and, although the activities are being planned, it is likely a golfing morning followed by a BBQ lunch and bowls afternoon will occur. A small charge and refreshments will be required.

Although the administration building will be closed on this day an emergency crew will be available to attend to any matter which might arise.

Accordingly Council has Internally Restricted Reserves of $4,253,000 which it has allocated for the above General Fund purposes. Council may alter these Reserves for other purposes but doing so will impact on what Council will be able to achieve in the future and for this reason the purpose of each reserve is provided:

1. Plant & Vehicle Replacement ($122,000) – Council has considerable heavy machinery and vehicles which require regular replacement at considerable cost and the Plant Replacement Reserve has been established to, in particular, replace graders, large trucks and the like, based on the profit made on existing plant and Council also resolves, each year, to place an amount in this Plant Reserve.

2. Employees‟ Leave Entitlement ($683,000) – It is a requirement that Council provides funding for employees‟ leave entitlements such as Long Service Leave, Annual Leave and Sick Leave provisions. Council is fortunate in that it has its Employees‟ Leave Entitlements fully funded as many Councils do not have this full amount funded at the end of each financial year. It should be noted, however, that there is no obligation on employees‟ leave entitlements to be fully funded at the end of each year.

3. Computer Software Upgrade ($130,000) – Initially established when Practical was bought out by Civica and Civica planned to end support in three to four years for the Practical accounting software Council currently uses. Since then Civica have identified a demand by many Councils and have decided to re-badge their second tier product to Practical Plus and continue supporting and developing Practical Plus.

While this Reserve is no longer required for its original purpose funds will be required to upgrade Councils computer infrastructure, mainly servers.

4. Youth Flats ($28,000) – The four youth flats in Lockhart require regular maintenance and repairs and the vast majority of major alterations/requirements is taken from this reserve rather than impacting on Council‟s annual budget.

5. Disaster Reserve ($60,000) – Reserve established in 2011 to eliminate Councils need to effect Flood Insurance.

6. Lockhart Swimming Pool ($18,000) – This reserve has been established for future maintenance of the Lockhart Swimming Pool.

7. 51 Galore Street ($151,000) – This amount is the proceeds from the sale of 51 Galore St, Lockhart, and Council has resolved that this amount be placed in reserve for the construction of

a future Council home. Council at the July 2012 meeting resolved to proceed to call tenders for the construction of a new dwelling at the Green Street West subdivision to provide accommodation for a future employee and his/her family as an inducement to relocate to Lockhart Shire Council. Two indicative prices have been obtained from a project builder. For a mid-sized 4 bedroom dwelling being estimated at $270,000 (net of GST). The remaining funds required of $119,000 are to come from Future Infrastructure Improvements Reserve which has been approved by Council.

8. Future Election Expenses ($20,000) – This reserve is added to each year and will be transferred to cover the costs of the recent Council elections.

9. Economic Development Officer ($75,000). This amount was included in Reserves by Council when it was initially considering the engagement of a Tourism/Economic Development Officer prior to funding assistance from the State Government. If after the three (3) year funding period has elapsed and no further funding for the position Council will require these funds if it wishes to continue the Tourism/Economic Development Officer position.

10. Future Infrastructure Improvements/Replacements ($1,090,000) - Council has resolved to develop 8 rural lifestyle blocks at The Rock, located between Milne Road and the Mangoplah Road. The estimated cost of developing these 8 blocks is $305,000. This amount has been budgeted to come from this Reserve in the Draft 2012/2013 Operational Plan Budget.

As stated in point 7 above Council will require around $119,000 from this reserve to assist in constructing a house at Green Street West.

11. Flood Damages Reserve ($254,000) – Council resolved at Extraordinary Meeting on 23 April 2012, that an amount of $254,000 be transferred from the Future Infrastructure Reserve to a new Reserve entitled “Flood Damages Reserve” to be allocated by Council in the future when Council is in a better position to determine specific projects throughout the Shire.

12. Financial Assistance Grant in Advance ($1,622,000) – Federal Government paid two quarterly instalments of the 2012/2013 Financial Assistance Grant in June 2012.

Conclusion

The Externally Restricted Reserves are for specific purposes and may not be used for other purposes.

The Internally Restricted Reserves are Reserves established by Council and may therefore be altered by Council.

Recommendation:

a) That the information be noted; and

b) That a report is bought to the next Council meeting regarding recommendations to upgrade computer infrastructure and cost, with a view to funding from the Computer Software Upgrade Reserve ($130,000), bearing in mind $50,000 of this Reserve is recommended for use in Item 22 of this Business Paper

Advice has been received from the Member for Wagga Wagga, Mr Daryl Maguire that the NSW Government invites applications for funding under the Community Business Partnership Program for 2012 from local community groups and Councils in his electorate.

Community groups who are successful with their applications receive 100% funds, whereas local Councils must provide 50% of the project costs.

Inspection of Council‟s Capital Expenditure Program in 2012/13 Operational Budget (p26) reveal the following projects could be submitted for consideration:

22. NSW GOVERNMENT’S COMMUNITY BUILDING PARTNERSHIP PROGRAM 2012 – LOCKHART MUSEUM (DCS/G10-005)

Advice has been received from the Member for Wagga Wagga, Mr Daryl Maguire that the NSW Government invites applications for funding under the Community Business Partnership Program for 2012 from local community groups and Councils in his electorate.

Community groups who are successful with their applications receive 100% funds, whereas local Councils must provide 50% of the project costs.

Lockhart & District Historical Society Museum Committee is a Section 355 committee of Council. This Committee currently has a project “Doris Golder Greens Gunyah Museum Preservation Grant” which involves raising and extending the current exhibition space at the museum. The overall cost of this project is estimated to be around $600,000.

The Committee will be applying to Regional Development Australia for a grant of approximately $350,000 which is intended to match the amounts of all other grants and contributions. Regional Development Australia grants open later this year. The Committee has also applied to the Lockhart and District Community Bank for a pledge of $100,000.

The Lockhart & District Historical Society Museum Committee being a Section 355 committee is seeking Council‟s support in applying for a NSW Community Building Partnership (CBP) grant of $100,000. Being a Section 355 committee, if successful, this amount will need to be matched. The Lockhart & District Historical Society Museum Committee currently have $20,000 with further fundraising planned.

The Lockhart & District Historical Society Museum Committee is seeking Council support to fund the balance of $80,000. In Council‟s Operational Plan Budget 2012/13 (p26) under Capital Expenditure item Upgrade Greens Gunyah Museum Toilets $30,000 will now become part of overall project and can be reassigned as part of Council‟s contribution.

Item 20 in this agenda on Councils Reserves refers to Computer Software Upgrade Reserve which is no longer required. While it is may be proposed to use part to upgrade Council‟s computer infrastructure, this should be less than half the $130,000. Therefore there is potential for Council to reassign part of the remainder of Computer Software Upgrade Reserve to support the museum grant application.

Applications close 31 October 2012 and will be announced by the Premier in March 2013.

Recommendation: That Council support the Lockhart & District Historical Society Museum Committee‟s Doris Golder Greens Gunyah Museum Preservation Grant application to the NSW Community Building Partnership Program with the required $100,000 in 50% funds being sourced from:

23. DISABLED ACCESS RAMPS (GM/R40-045)

Cr Morgan at the September 2012 meeting suggested Council might consider making a cash contribution to those business owners who wish to provide complying disabled access ramps and the General Manager was requested to provide a report on this matter to the October 2012 Council meeting.

Given the varying costs to business owners to install complying disabled ramps it is difficult to suggest a set dollar amount as an incentive to these owners. For example, it is understood the Lockhart Post Office ramp cost in the order of $6,000, the Red Cross shop for the ramp only will cost around $3,500 and if Heaven in Rags proceeded the cost could be as high as $10,000 - $12,000. The problem is the different shop fronts have different access problems and the more difficult the access is, the higher the costs will be.

Accordingly Council could determine a set dollar contribution or perhaps a percentage of the cost of the new disabled ramp which of course could be significant.

Council at it‟s September 2012 meeting resolved to provide interest free loans to assist business owners construct complying disabled ramps and although this has only recently been publicised Council has not received, as yet, any applications for the assistance but perhaps some will be received in the future.

It is therefore suggested that the matter of a cash contribution be deferred for consideration until the February 2013 meeting at which time Council will be provided with details of interest free loans taken up and whether or not Council wishes to provide further incentives to business owners at that time if the loan offers have not attracted sufficient interest to provide more disabled access ramps throughout the Shire.

Recommendation: For Council‟s consideration.

24. YERONG CREEK – WATER INUNDATION (GM/F20-030,F20-020)

A letter has been received from Mrs Angela Jones of Cox Street, Yerong Creek, referring to her property being subject to flooding during October 2010 and March 2012.

Mrs Jones details the damage which has occurred to her property, the loss of personal possessions and animals and the emotional impacts on herself and three daughters.

Mrs Jones provided photographs of the situation which indicates the Olympic Way is acting as a barrier inhibiting water flow and “banking up” into her property. A copy of these photographs will be provided for Councillors perusal at the Council meeting.
