Mayors Report Our Values - Leadership; Integrity; Progressiveness; Commitment; Accountability; Adaptability.

It has been a little disappointing that the rain has dropped away during September and the early part of October. Some of us have been fortunate to receive some isolated showers giving us the potential to have a better harvest than last year and Shire-wide an average production year. With the amount of rainfall we have received during the winter months and the weather warming up considerably in recent days, the vegetation growth has exploded. With the onset of drier times this vegetation will dry quickly and may create a fire hazard, so please be vigilant and restrict if possible the danger, by creating a fire break or reducing the hazard by the appropriate means. Mowing your block or grazing heavily will be a benefit for everyone and ultimately reduce the fire risk. Thank you! Council has received some very promising news with the New South Wales Government releasing its IPART Report into the current state of the Local Government Industry. The Lockhart Shire has received a positive report saying we are “Fit for the Future” to govern as a Rural Council under the Rural Council Model. Some 20 councils in NSW applied to be assessed as “Fit for the Future” under the Rural Council Model. Only 9 out of the 20 were successful and fortunately we were one of the 9. A number of our neighbouring councils were unfortunately assessed as not fit for the future, thus having the potential to cause some concern. Keeping our own identity is our priority and being a Rural Council is what we believe in. The Government has given Councils up to 18 November 2015 to address the IPART recommendations

before the Government ultimately hands down their decision. It is still possible that your shire may be merged, as the Government has not ruled it out even though we have been declared „Fit for the Future as a Rural Council‟. Your Councillors and the Lockhart Shire website or Facebook will relay any further information that needs to be circulated. Council recently conducted a workshop to review the Shire‟s Economic Development Policy which was quite an invigorating session. A number of visionary ideas were discussed which has the possibility of increasing our industry and consequently our future population including your families. Our visionary target is to increase our population to between 4500 to 5000 people. It can be achieved because it has been done in other local government areas before, but we may have to take some risks. If you have any ideas on how we can grow our Shire please don‟t hesitate to talk to your local Councillors or you can write or email the council. The policy document will be available for the general public to read as soon as it is adopted by Council. Australia Day Celebrations will be hosted by the Pleasant Hills Community Association on 26 January 2016 at Pleasant Hills. I thank them for putting their hands up and I know from past events held at Pleasant Hills it will be a fun and enjoyable day for all.

ROCKOOSH Enrolments

Enrolments for ROCKOOSH are now open.

ROCKOOSH is the name of the first stage of the Before and After School Care Program within the Shire, which will be conducted at The Rock Central School. It is a result of collaboration between Council and The Rock Central School, whereby the School provides the premises and Council conducts the service

It is anticipated that the new service will commence in the first school term of 2016, and will be available primarily to primary school aged children. It is expected that the centre will be licenced for 20 children.

The likely hours of operation will be from 7am to 8.30am and 3pm to 6pm each school day and a vacation care program is anticipated in school holidays.

Fees have not yet been finalised but will be similar to fees currently being charged in other centres. Parents should be aware that up to 85% of fees are refundable from Government subject to means testing of income

It is very important for parents to have their children enrolled well in advance of next year to avail themselves of the opportunity to use this important and needed service.

Enrolment forms are available at The Rock Central School during school term and downloadable from Council‟s website www.lockhart.nsw.gov.au.

Nominations for Australia Day Awards are open so please give thought to who you would like to acknowledge on Australia Day for their contributions to their community or organisation. Details are on the Council website. As we all know disposing of our waste is a big problem and council landfill sites are filling rapidly. The introduction of recycling has improved the longevity of the landfill sites helping the environment we live in. To further assist with recycling Council is introducing waste facility re-use centres at Lockhart and The Rock. Basically you will deposit potential re-use products for example bikes, wheels, springs, ceramics, fencing wire, vintage items, metal, timber and many other items. These items will be assessed by council landfill operators and be available for the general public to acquire. A monetary donation will be required before items are released to their new owner. The re-use program will

operate at the same time as landfill sites are normally open. Further information will be on Councils website. I was fortunate enough to be able to attend both Lockhart and The Rock Shows held in our Shire recently. Congratulations to both The Rock and Lockhart Show committees for their voluntary work in hosting such successful shows for our residents. Well done! Once again the Spirit of the Land Festival was a huge success and thank you to the committee for organising it. A large crowd attended with the weather being fine. Many people commented on how they enjoyed themselves. These successful events are a great boost for the profile of our Shire and Tourism during the twelve months. Stay optimistic Peter Yates

Totem Skateboarding Fun at Lockhart Shire in September On Friday 25 September Totem Skateboarding from Sydney spent the day at Heather Harradine Memorial Skate Park – Lockhart as part of a school holiday activity for young people. Nigel from Totem Skateboarding spend the day teaching young people in Lockhart the finer skills of skating, some tricks with a limbo stick and a skate board, and lastly the importance of skate park etiquette which ultimately will prevent accidents occurring. At the end of the day there was a skate competition for all of the participants with Totem Skateboarding founding member Nigel handing out some great prizes which included shoes, skateboards, and clothing. A great day was enjoyed by all who attended. Totem Skateboarding have been successfully facilitating skateboard focused community events for many years and believe they can develop self esteem, personal identity and self image through positive attitudes and activities - skateboarding is simply a vehicle for this message. Inspire your child to read and awaken their imagination with Riverina Regional Library‘s Junior Book Club. Unfortunately children‘s reading for leisure is in decline, even though losing ourselves in a good book is one of the greatest pleasures of childhood. To assist in nurturing a reading culture in our communities Riverina Regional Library has developed Junior Book Club.

There are many reasons why we need to encourage our children to have regular opportunities for reading. Foremost is the improvement to our children‘s comprehension, vocabulary and general knowledge. Also, if we can connect a child with books that

capture their imagination, there will not only be an improvement in their literacy skills we

will also see a rise in positive attitudes and creative skills.

The further value of participating in a Junior Book Club provides our children with a safe place to discuss the book characters who might be in situations both similar to and different from their own. The structure of a child-driven book club also teaches kids how to be independent, their collaboration instils responsibility, they learn the value of

another‘s opinion and each participant develops a sense of accomplishment.

[―It is empowering for both young readers and parents when a child becomes immersed in a book,‖ said Mr Robert Knight - Riverina Regional Library Executive Director. ―The RRL Junior Book Club initiative is unique. As successful readers are ultimately self-directed, it is designed for kids who want to connect and share their reading experiences. Learning about life through books and having opportunities such as the RRL Junior Book Club to share thoughts with their peers, helps children understand the

world around them and form their own sense of self.‖]

Adults also play a major role in nurturing a child‘s desire to read; they need to invest themselves in their children through time and shared activities so RRL has added helpful tips to the program to assist parents and schools to motivate and support readers of all

stages.

If your child would like to lead a Book Club, visit the Riverina Regional Library website for the Junior Book Club Toolkit. The book lists have been carefully selected by the Children‘s and Youth Services Librarian. The lists are colour coded by age (5-7yrs, 7-9yrs, 9-11yrs, 11-13yrs) with lists for girls, for boys, and for combined groups. Each list comprises of ten titles including classics, recent publications, Australian authors, non-fiction, books made into film and challenged authors. Even if your child does not want to be in a group but likes to read you are welcome to share the book lists for family book

chats.

There are many ways we like to read and RRL can provide your child with a style to suit. For example, apart from our favourite traditional books, our libraries provide books on CD, online ebooks, online eaudio books, graphic novels and Storybox where your child can watch and listen to a famous personality read a book. All your child needs is a

library membership for a treasure trove of reading opportunities.

Encourage your kids to tell us about their Book Club and they could win a voucher to purchase a round of books for their group. The more people talking about each Book

Club the greater chance of WINNING!

WORKS REPORT:

All three grader crews and one contractor have been undertaking maintenance of rural roads, being maintenance or shoulder grading, including gravel re-sheeting where possible. Planned construction projects are now commencing including Milne Street East sealing, Woodend Five Ways Road rehabilitation and The Rock Mangoplah Road

shoulder widening.

Concrete crew is undertaking various miscellaneous culvert and footpath works around the Shire, including commencing the 2015/16 PAMPS programme. This crew will also be undertaking culvert extension works for shoulder

widening road projects occurring later in the year.

The Fixing Country Roads grant project involving major culvert works at Braithwaite‘s Creek, The Rock and widening the road from Yerong Street to

Vincents Road has now re-commenced.

The construction disabled bus stops on Urana Street, either side of the new toilet block has commenced, with delivery of the new bus shelters expected in the next few weeks. The bus stops will have two new shelters, pedestrian crossings and full disabled access. Minor disruptions will be

expected within this area.

Flood Mitigation: First preliminary concept plans for flood mitigation are expected shortly and will be presented to the respective Flood Study

committees.

drumMUSTER: Two successful collection events occurred in the Shire. St Joseph‘s Catholic School managed the collection event held on 15 September at Lockhart, collecting 4214 drums, resulting in a fundraising total of $1158.85. The Rock collection event, held on 17 September, was managed by The Mens Shed. These volunteers collected 1902 drums, raising $475.50 for The Men‘s Shed. The next collection dates will occur in March 2016.

HENTY MACHINERY FIELD DAYS: Council‘s Noxious Weeds Inspector represented ERNWAG at the Henty Field Days again this year, providing numerous plant samples for display, including noxious weeds and environmental weeds, and common weeds. Interaction with members of the public included: the identification of weed species; tips to distinguish between plant species that are similar; appropriate weed control and management; education on the prevention of environmental weeds escaping gardens; focus on the recent discoveries of prohibited weeds being sold within the Riverina via the internet; emphasising the successful Red Guide Post program and providing awareness; and the successful biological controls available for various weed species. The display was well received by the public, and yet again the ERNWAG have taken further feedback for improving the display for 2016 field days. EE HECKENDORF AVIARY: Hodgson Park was again utilized as part of the Spirit of the Land Festival and will fittingly be the home of ‗Inland Pelicans‘ by Bob Teasdale, winner of the EE ‗Curly‘ Heckendorf Memorial Sculpture award sponsored by Council. The piece will become part of the Sculpture Trail and will be placed in the newly landscaped garden, site of the old aviary. SCULPTURE TRAIL: ‗Eagle‘ is poised to swoop high above the native grasses on the corner of Urana and Brookong Streets, ensuring maximum impact on visitors arriving to the town and will be the first introduction to the sculpture trail walk for those visitors arriving via Urana. Installation was completed prior to this year‘s Spirit of the Land Festival. Thanks to Lockhart and District Community Bank, the ‗Spirit of the Land‘ mob of kangaroos by David Doyle will also join the sculpture walk, remaining in their current location by Brookong Lagoon. Council has

also consulted with members of the Spirit of the Land Committee and sculptor Sean Meany, creator of 2015 National Farm Art Sculpture Award winner ‗Rusty Cocky‘ regarding placement of the piece for the next 12 months. All parties have agreed that the current location of ‗Rain Dragon‘ is an appropriately high profile position for this year‘s and future year‘s winning sculptures. ‗Rain Dragon‘ will be relocated to the Albury Road entrance to welcome visitors from The Rock and Albury and the location will include landscaping to increase its prominence. CWA PARK: Lighting has been installed to illuminate ‗Emu Family‘ and along the footpath at the rear of the park and Memorial Hall. KEEPING OF ANIMALS POLICY: The larger allotment size and rural setting of the Shire and its residential areas is generally encouraging for property owners to house animals on their land for companionship or as a hobby. Occasionally, Council staff receives notification from concerned residents about the health of these animals, or the environment on which they are kept. Dust, odour and escapees are the most common issues raised. In an attempt to kerb frequenting issues from repeat offenders, Council requested at its October 2014 meeting to revisit the Policy. At its meeting November 2014 Council resolved for staff to draft a new Keeping of Animals Policy in line with Griffith and Forbes Council‘s to be brought to Council prior to being referred to the public for comment. Council placed the draft policy on public display on 18 December 2014 until 2 February 2015. Although there were some telephone queries and comments, Council received just two written responses. Following discussions and presentation from members of the community, Council at its meeting 16 February 2015 resolved to form a sub-committee to review proposed ‗Keeping of Animals‘ policy with the possibility of it being adopted into the future. The

sub-committee met and developed a revised policy which is simpler and allows some more flexibility for the residents, whilst still outlining Council‘s ability to act if required. Council at its meeting 17 August 2015 resolved to place on public display for 28 days the revised draft ‗Keeping of Animals‘ policy, with nil submissions received by Council. Council at its meeting 19 October 2015 resolved to adopt the revised ‗Keeping of Animals‘ policy. RECYCLING INITIATIVE – WASTE FACILITY RE-USE CENTRE: In light of the push from the NSW EPA for greater diversion of waste from landfill, Councils are introducing various initiatives to encourage re-use and recycling. A common theme across waste facilities through NSW and inter-state are ‗re-use centres‘, whereby items destined for landfill are salvaged and re-sold. Such items may have a secondary use, are rare or of vintage quality, or represent some monetary value, and can include pushbikes, furniture, steel and bricks. To ensure that the proposed re-use centres require minimal resources to operate, a set of guidelines have been produced, for operational staff and general public information. It is anticipated that the re-use shops will be quite popular, with Council‘s Landfill Operator confirming frequent and extensive interest from residents about salvageable items. A centre will be operating from both the Lockhart and The Rock sites during regular site opening hours, and pending success, may be upgraded in the future to a standard which includes undercover storage of items, and security fencing.

School News

Lockhart Central School School Swimming We are currently organising dates and times for our 10 day School Swimming Program with Mrs Fran Jones. The program will commence in the last few weeks of term. Lockhart Show Congratulations on the wonderful display of students work in the School and Art and Crafts sections for this year‟s Show. We also have some budding cooks, photographers and builders!!!! Building skills for life in our students Lockhart Central School is currently running two programs for selected Primary and Secondary students at our school. We hope this will equip students with skills they will use and carry with them throughout their lives. Red Cap Program This is a program that focuses on teaching children how to identify and manage their emotions and develop conflict resolution skills. Students who develop and practice skills attained in conflict resolution are able to assist their peers when disputes arise and affirm positive choices and behaviours in the school community. Girl Time Program This is a program that focuses on teaching girls how to identify and manage their emotions, develop lasting friendships, hygiene, self-esteem and what it is to become a woman in the 21st century. Students who develop and practice skills attained in this program are able to develop positive bonds/friendships, assist their peers when disputes arise, improve their own positive self-esteem and affirm positive choices and behaviours in the school community.

St Joseph’s Lockhart

Early this term, we went through the final stages of the Archibull Prize competition. The Archibull Prize is an Art4Agriculture initiative using art and multimedia to engage students to learn about the challenges of feeding, housing and clothing the world. A major part of this project was to decorate a blank, life-sized calf. Thanks to Miss Cheney for the amazing work that was put

in to coordinate this.

On Tuesday, October 13, Michael Mangan entertained everyone at our school, along with those from St Francis Xavier, Urana and St Brendan‘s, Ganmain. Michael is a composer, teacher and music liturgist who has composed many pieces which are widely used in liturgy and Religious Education programs in schools and parishes. Then the following day, our K/1/2 students travelled to Wagga for their excursion to

an art workshop.

This term we have begun a yoga program across the school which is proving to be a great success.

In Week 3 of the term, our 5/6 class travelled to Canberra for 3 days to experience what our national

capital has to offer.

On October 29, we participated in the Count Us In Celebration Day. This is Australia‘s biggest school initiative, with more than 500,000 participating students from over 2,100 schools nationwide. Count Us In brings school communities together in celebration, as more than half a million people unite to sing the same song at the same time, right across the country. We combined the singing of this year‘s song,

‗Gold‘, with body percussion, Auslan signing and playing of instruments.

Lockhart Hospital Auxiliary would like to thank the community for their continuing support for our fund raising.

The Garage Sale made $450, the wonderful quilt we raffled made $890.

Thanks to those who came along and enjoyed the Kapooka Army Band Concert where $2355 was raised.

Thanks also to those individuals and organisations who have put money into our bank account. The amount is steadily rising and we now have over $54,000.

A special thanks to the Auxiliary members for the work with the garage sale and the catering for the band. Also thanks to Lockhart District Band mothers for their help with the old fashioned supper at the Kapooka Band Concert. It was much appreciated.

RESPONSIBILITIES OF PET OWNERS To ensure the comfort, safety and health to the whole community the Companion Animals Act places certain responsibilities on all pet owners. Summary of your responsibilities under the Act: If your dog is in a public place it must be under the effective control of a

competent person by means of an adequate leash or chain.

Dogs are prohibited in the following areas

in children‘s play areas,

food preparation/consumption areas

recreation areas,

public bathing areas,

school grounds,

child care centres, and

shopping areas. If your dog defecates in a public place it is an offence not to remove the faeces. If your dog is being exercised in an approved off-leash area it must always be

under effective control. Weed of the Month - Tree of Heaven

Ailanthus altissima

Declared Noxious Weed Class 4

Description: Tree of Heaven is an erect, deciduous tree native to Eastern Asia. It is a rapidly growing tree that can reach up to 80 feet in height and 6 feet in diameter.

With the ability to survive harsh and dry environments, as well as being a prolific seed producer, Tree of Heaven grows rapidly and can overrun native vegetation. Once established, it can quickly take over a site and form an impenetrable thicket. This tree reproduces through seed and vegetative sprouts, as well as producing toxins that prevent the establishment of other plant species. Leaves: large, compound (made up of two or more leaflets attached to the leaf stalk), up to 1m long, with many pointed leaflets in opposite pairs, each up to 12cm long, turn red in autumn before dropping. There is a gland on a small lobe near the base of each leaflet and when crushed leaves have an unpleasant small. Flowers: borne in terminal clusters to 50cm long, white to greenish, numerous and with small petals only 3 or 4mm long. Flowers in spring and summer. Fruit/seed: generally between 3-4mm in diameter, and surrounded by a large, flat and dry wing about 4cm long. Initially yellow-green, but becoming red with maturity. Each tree can produce as many as 325, 000 seeds per year. Root: A strong, deep vertical tap root, with numerous smaller lateral roots extending away from the plant and allowing suckers to germinate. Toxicity: Tree of Heaven is also known to possess harmful qualities affecting humans and livestock; including dermatitis from direct contact with flowering plants in particular, and further to gastritis from potable water contaminated from the plant. Control: particularly with suckers and such a strong root, the plant is difficult to control. For mature plants, cutting at the base of the stump and painting with a long acting and penetrable herbicide is considered the most effective method. Using a foliar spray on smaller plants and constant careful monitoring to ensure control. Tree of Heaven is a declared Class 4 noxious weed in Lockhart Shire and as such the growth of the plant must be managed in a manner that continuously inhibits the ability of the plant to spread and the plant must not be sold, propagated or knowingly distributed.
