Lockhart Community Recycling Centre - CRC
The Lockhart Community Recycling centre was officially opened on Monday 15th August 2016 by the Member for Wagga Wagga Daryl Maguire MP, Cr Rick Firman Deputy Chairperson REROC and Mayor Peter Yates.
The Centre is now open for people to recycle or safely dispose of wastes like paint, gas bottles, fire extinguishers, motor and cooking oils, car and household batteries, fluorescent tubes and globes and smoke detectors. The facility is located at the Lockhart Waste
Depot and is open during usual tip times.

It has been great to see sunshine once again with the odd light frost accompanying the cold mornings helping to dry the countryside out after well above average rainfall for the last three months. My rainfall records indicate to me from early May to August over 300mls of rain has fallen here in Yerong Creek. My sources tell me this is generally the case throughout the Shire. With the drier weather councils‟ three grader crews are undertaking maintenance grading and re-sheeting where necessary to the gravel roads. If you have any issues with a specific road don‟t hesitate to call Council‟s office, for some roads have been damaged due to the continuous wet weather and may not have been documented. Council decided recently to install solar powered spotlights to highlight at night some of the sculptures‟ in Lockhart and features in the Avenue at The Rock. As part of the sculpture trail in Lockhart the Eagle and Rain Dragon will be lit at night by spotlights under solar power and likewise the Gallipoli Panels at The Rock. These attractions will certainly stand out all year around and be a topic of conversation by all viewers. The Lockhart Shire 2016 Business Survey has been completed and it was encouraging to see 45 responses out of 428 businesses in the Shire. Some of the interesting statistics are
93% of businesses have been operating for 10 years or more. 91% of businesses are optimistic about the future of their business. Businesses in the Shire are able to source 50% of their staff from
within the Lockhart Shire area. 97% of businesses sourced goods and services from other local
businesses. The information received helps us plan for the future in making decisions for our Delivery Programs and Budget priorities. It was a busy day on Monday 15th August with the Member for Wagga Wagga, Daryl Maguire‟s visit to Lockhart to announce grant funding to various local community groups. Recipients were

$24,693 to complete the netball courts refurbishment at the Lockhart Recreation Ground,
$24,330 to the Lockhart Show Society to build a new poultry shed and
$16,576 for Milbrulong Hall upgrade. $5,892 for weed control at Burkes Creek Reserve
After the announcement we ventured to the Lockhart landfill site where the new Community Recycling Centre Shed was officially opened. We were fortunate to have REROC Chairperson and Temora Mayor Rick Firman and REROC Executive Officer, Julie Briggs also in attendance. My colleague John Seymour, Mayor of Coolamon also attended. At a cost of $70,000 the facility will be used to recycle all types of toxic products for example batteries, computers, televisions, paints, unused chemicals and many more unwanted products. The recycling centre is for use by the residents of this Shire and is a part of the REROC recycling initiative for the Riverina Councils. The four-year term of this council is drawing to a close and Jim Morgan, Rodney McDonnell and myself will not be seeking re-election. I would like to thank both of them for their contribution as councillor‟s to the progress and success of this Shire. Jim Morgan was a councillor for 4 years and Rodney McDonnell for 8 years. Both will be missed at council but I am sure we will see them around the community. I will be standing aside from council after 17 years as a councillor and the last 8 years as the Mayor of the Shire. I have enjoyed my time as Mayor and I am extremely proud of the improvements and success the Lockhart Shire has been able to attain. I have met a lot of people and built some strong friendships over the 17 years. It is a little sad to be leaving but life must go on. Thank you to all the staff for your friendliness and help over the years, especially the General Manager Rod Shaw. I wish you all well in the future. To my fellow councillors‟ it has been a pleasure to work with you and thank you for your support. In closing I would like to thank the people of this Shire for showing confidence and trusting me to represent you over the last 17 years. Goodbye Mayor Peter Yates

Council Snippets 15 August 2016 Our Values - Leadership, Integrity, Progressiveness, Commitment, Accountability, Adaptability.
Works Report: Construction projects have been suspended for the winter months, and will be recommenced in mid/late spring. All three grader crews are undertaking re-sheets and maintenance grading in accordance with program. Concrete crew is currently undertaking miscellaneous culvert and footpath works around the Shire, as well as sign and flood markers maintenance. Flood Mitigation: Council has submitted grant applications for Stage 4 construction of flood mitigation structures in both Lockhart and The Rock for 2016/17 & 2017/18 years, and it is hoped we will be advised on applications later this month. Voluntary Purchase of flood affected properties is continuing in both Lockhart and The Rock, with first settlements completed and second round of property purchases currently being negotiated. Lockhart Local Emergency Management Committee: Council is currently working with SES in completing Local Flood Plan. This will include using data from our recently complete early warning stations on both Brookong & Burkes Creeks. Regional Weed Risk Assessments Public Consultation: Supporting information was supplied to the Regional Weeds Coordinator to emphasize the important of particular local noxious weeds for the inclusion within the regional priority noxious weeds list. This list will be developed by the Riverina Regional Weed Committee. Inclusion of these species is important to ensure collaborated obligation to control continues, validating previously spent expenditure, and reducing the potential of reinfestation on high risk pathways. Sculpture Trail and Urana St Lighting: Solar powered spotlights have been installed to light up „Eagle‟ and „Rain Dragon‟ in Lockhart and the Gallipoli panels at The Rock. The APC has also had lighting installed using mains power available. Galore Hill Nature Reserve: The grant funded project that includes removal of dead shrubs and trees in the old plantation sights to clear the ground for direct seeding of indigenous species has continued. The plant markers for these specimens are also being removed along with some old fencing. Local Heritage Grants 2016-17 (Milbrulong): Council‟s Local Heritage Grant program is an event that aims to preserve, protect and/or identify areas or buildings of local heritage significance. NSW Office of Environment & Heritage (OEH) support the program by providing funding to support Council‟s commitment at $1:$2 (OEH:LSC). This year, $15,000 has been made available. For the last four financial years, Council have focused the local heritage grants on specific townships, with last year‟s very successful program at Yerong Creek. This year, Council‟s Heritage Advisor and Manager Environmental Services have been working with Milbrulong residents, with the objective of enhancing the main drive-through appeal of the village – specifically Station Street. After consultation with Milbrulong residents about various opportunities for restoration works, it was agreed that the Milbrulong Public Hall & Rec Ground Committee will administer the grant, and work with Council and associated village residents to ensure its success.

Yerong Creek Dog Show
Almost 500 dogs and their owners converged on the Yerong Creek Rec-reation Ground on the weekend of July 29-31 as the village hosted yet another highly successful dog show; this time on behalf of the Wagga Wagga All Breeds Kennel Club.
With a newly formed Dog Show Committee, the 10 strong volunteers from Yerong Creek ensured that eve-rything ran smoothly and the event brought a magnificent $3500 into the coffers of the local tennis club, recre-ation ground and bowling club.
The energy and enthusiasm shown by the new committee proves that anything is possible when a small town rallies together.
The Committee extends their appre-ciation to Lockhart Shire Council for their ongoing assistance.

The Rock Central School NAIDOC DAY – On Monday TRCS celebrated NAIDOC Day. We would like to thank Michael Lyons from “Sandhills Artefacts” and his group for facilitating this fantastic educational and cultural event. Students were engaged in art workshops, dreamtime story-telling, investigating historical artefacts and bush tucker tasting. Students received beanies, wristbands and badges to celebrate this occasion. The school was donated a didgeridoo, two artistically decorated bowls, two clapping sticks and other gifts. These will be displayed in the front office for all to see as will the student artworks. Students should be commended for their level of enthusiasm, participation and behaviour during this special occasion. Girls Cricket Our Primary girls‟ cricket team played against South Wagga on Tuesday, 9
th August.
This was a very evenly contested match. We battered first and made 46 runs after 25 overs. Chloe O‟Leary and Lucy Bennett were our top scorers with the bat. The girls were very focused on the field and attached the ball aggressively. Our highest wicket takers were Lucy Bennet, Erin Hogan and Sophie Bruckner. The match came down to the last over and South Wagga was successful in winning the match by two runs. Congratulations to all the girls for their dedication to training and participation throughout the season. A special thanks to Mr Bennett who generously give up his time to coach and umpire our games. It is greatly appreciated.
St Josephs Lockhart On July 25, we had a visit from the Responsible Pet Education people. Michelle and her dog Envy visited the students in K/1/2 to discuss how to act safely and responsibly around our pets. India Burkinshaw and Victoria Rockliff headed off to Sydney for the MacKillop Girls cricket competition in July. This was a wonderful experience for the girls and they are the first to represent our school at this level in this sport. Early in the term, the Year 5 students attended a high school orientation day at Mater Dei Catholic College to experience „high school‟ life for a day. Congratulations to the Year 6 class on the „Year 6 Chronicle‟ which is now an addition to our weekly newsletter. We look forward to read-ing it over the remainder of the year. Well done to our students who attended a Chess competition in Wagga on August 9. We had eight-een of our students battling it out in teams of three against many other schools

Lockhart Central School Rewarding Positive Behaviour Silver Excursion On Wednesday the 29th of June students of Lockhart Central School, who had received a Silver merit award, travelled to Wagga Wagga as part of our PBL rewards system. During the day students had opportunities to participate in a healthy competition of ten-pin bowling, 4D simulated cinema experiences, general arcade games and the enjoyment of one another‟s company away from school. The PBL reward system is aimed at rewarding students for displaying positive behaviours towards one another, themselves and school property. Each of the 66 students who attended had displayed consistently positive and applied behaviour within their learning. Thank you to those students for their hard work and behaviour on the day. A further thank you is extended to all staff for their help in preparation and supervision on the day- it is greatly appreciated. Primary News We have had a fantastic start to the term. Classes are settled and students are focused on their learning. We have a busy term planned for all students. Information and details about these activities will be sent home closer to the event. We wish Mrs Simunovic and her family all the best and can‟t wait to hear about their new arrival!!! Building Peer Relationships Secondary students had an awesome afternoon last Friday. The boys participated in teams to complete many mini activities to win The Amazing Race. It was a lot of fun. The girls put their artistic designs to the test and designed many colourful and clever cupcakes! All the girls had a go at making a rosette – most turned out! We look forward to another peer event before the end of the year.

September School Holiday Activity Bubble Soccer, Giant Jumping Castle & Sumo Wrestling
On Monday 26 September there will be a new game in town for young people: Bubble Soccer. Bubble Soccer is a game which requires bouncing around and rolling across the grass in inflatable Zorb like balls at the same time smashing into each other. So come along and join in a fun FREE day at The Rock Recreational Ground with a day of fun jumping, rolling, and wrestling
with a BBQ included.
Bubble Soccer is hilarious to play and watch at the same time is a great form of exercise. Apart from the normal rules of soccer, bumping, rolling, flipping over and flipping will all be tactical parts of the game. For those who just wanted to run around in the Bubble Soccer they also will
have a wonderful time bumping into each other.
The fun will keep coming with Sumo Wrestling and a wonderful giant jumping castle with bungee cords for all ages. The day will commence at 10am and will include a BBQ lunch. Registration forms will be available from the Lockhart Shire office, The Rock Central School,

Basketball Competition in the Lockhart Shire – Applications closing soon!
The Lockhart Shire is currently looking for expressions of interest from young people aged 12 – 18 years who would like to be part of a 5 week basketball competition. The competition will be held at the Lockhart Central School commencing in October 2016. The competition will be held once a week with two games playing each time. At this stage a qualified umpire has been organised to provide umpiring for each game. The competition will require four teams of 5 players. Team registration forms are available from the Lockhart Shire office or at the Lockhart
Central School or The Rock Central School.

Companion Animal Information
What to consider when you are thinking of purchasing or homing a pet.
Saying yes to a pet means that you are accepting a duty of care for its lifetime welfare.
Things that you need to consider when deciding what type of pet would best suit your
environment and lifestyle include:
Your home and property:
Is there adequate space?
Can the pet be securely confined?
Can you provide adequate shelter?
Can you set up separate areas for pets and young children (if applicable)?
Your lifestyle:
How much time can you (and your family, if applicable) devote to a pet?
Will you have time to supervise young children with a pet (if applicable)?
The costs which could include: Purchase, housing, feeding, microchipping and registration, vet checks; vaccinations; and worming, tick and flea treatments, desexing (permanent
sterilisation), Grooming, training and Boarding
Once you have considered these factors, you may have a greater understanding of the type of pet that would suit you and your family. Sometimes, the most responsible thing you can do is to
decide not to have a pet until your circumstances change.
If, however, you decide that a cat or dog would be the most suitable pet for you and your family, consider obtaining your cat or dog from a council pound, animal welfare organisation or animal rescue organisation. Many healthy cats and dogs are euthanased (put to sleep) each year
because suitable homes cannot be found for them.
If you are buying a cat or dog and you are buying from a breeder, make sure that she/he is a reputable breeder and that his/her establishment and practices fully comply with the Animal Welfare Code of Practice - Breeding dogs and cats. If you are buying a cat or dog from a pet shop, make sure that it is a reputable pet shop and that it fully complies with the Animal Welfare Code of Practice - Animals in pet
shops.

The Local Court Office can be found at 9 Matthews Street, Lockhart
(Council’s Medical Centre).
The office is open the first and third Mondays of each month from 9:to 1:00pm and 2:00pm to
3:30pm.
Services available include: Births, Deaths & Marriages enquiries, family law, apprehended violence orders, advice on procedural matters relating to Court appearances, payment of court fines and civil claims matters. Assistance can be given in the making of Wills. Marriages may also
be conducted.

WEED OF THE MONTH - MEXICAN POPPY
Argemone mexicana
Other common names: Mexican prickly poppy, Satyanashi, Prickly poppy. Description: A member of the poppy family. A native to Mexico, its native range extends northwards to Texas and southwards to central America. Mexican poppy is an erect herb growing to one metre high, with spiky leaves, bright yellow or cream flowers, and globular seed heads. Leaves: Thistle-like and alternate, without leaf stalks, serrated and the margins are spiny. The grey-white veins stand out against the bluish-green upper leaf surface. Up to 20cm long. The upper surface of the leaf is smooth while the underside has a few prickles along the midrib. Flowers: Are at the tips of the branches (terminal) and solitary, and 2.5-6 cm in diameter. They have four light yellow or cream petals, and the ovary at the centre of the flower is topped with a dark red three or six lobed stigma. Seed/Fruit: After fertilisation a prickly oblong seed capsule develops. This is up to 3.5cm in length with three to six openings at the top. The capsule contains up to 400 seeds. The seeds are oval-shaped, blackish brown, about 1.5mm long with a pitted seed coat and a ridge along one side. The seed can stay dormant for many years, making control difficult. It reproduces only from seed. Most seeds fall around the parent plant but some are dispersed by water, mud adhering to boots and
farming machinery and livestock. The seeds can also be dispersed by birds. Root: Slightly branched tap root. Toxicity: It is poisonous to stock and humans, but is rarely eaten by stock due to its unpalatable bitter yellow sap. Some stock have died after eating contaminated hay or chaff, and poultry after eating seeds. If harvested crops are infested with Mexican poppy seeds, it is unsuitable for milling, stock feed or oil production. Control: Argemone mexicana tends to grow along roadsides, in fallow and cultivated lands, riverbanks, disturbed areas, and on floodplains. It competes with and replaces native species in some cases and is also a significant crop weed. Harmful allelopathic effects on germination and seedling vigour of crop varieties have been recorded. Physical removal or chemical application are two recommended methods for weed control, depending on terrain, cost and available labour. However, before using any herbicide, always read the label. All herbicides must be applied strictly in accordance with the directions on the label. Mexican poppy is a declared Class 5 noxious weed in Lockhart Shire as well as the whole of New South Wales.
